DELHI TWP. – A group of residents has turned in over 2,250 signatures of people they say want a vote on whether the township should get loans to build a $5.5 million project at its wastewater treatment plant designed to convert human waste to fuel. Township officials, however, say simply asking for the referendum will kill the project and cost the township about $3 million in lost grants by, in effect, refusing a state offer to forgive 50 percent of the overall construction cost. “Our intent is to get on a ballot soon,” Co-organizer Jeff Hall said. ”It is up
to the township to decide when, but I have heard the township has until Sept. 23 to get the state’s (50 percent) deal. The real winners are the people of the township.” Co-organizer Joan Fabiano said she likes that they turned in the signatures close to Independence Day. “This petition drive is a perfect example of the freedom citizens have with our form of government,” Fabiano said. But Delhi Township Clerk Evan Hope said a call for a referendum would likely scuttle the project, without knowing what the majority of voters prefer. “The August Primary is already done and set,” Hope said. “Elections take time
to set up. Anything before November ballot would be pushing it.” And at that point it would be too late for the township to be eligible for the 50 percent reimbursement because the state’s fiscal year would expire, he said. No 50 percent deal, no project. Hope said a special election before November is also unlikely because Ingham County would not want to hold one so close to November, plus it would cost the township extra money. “If the township board knows that we would not be able to get the 50 percent reimbursement from See PETITIONS, Page 7

HOLT — Orange barrels will start appearing on Holt’s busiest street this week. Cedar Street between Hancock Street and Keller Road will be resurfaced, and construction will force the road down to one lane and allow only one way traffic. “Because of how the street is configured, it was decided it would be safer and faster for the project
to go to one lane,” Delhi Township Downtown Development Authority Director Al McFadyen said. Construction is slated to be complete by October. McFadyen attended a recent pre-construction meeting and reported the plans to the DDA board. The DDA is splitting the estimated $732,000 construction cost with Delhi Township and the Ingham County Road Commissoin. The three were part of a special intergovernmental agreement that led to the
project being done almost a year early because of the street’s poor condition. Ingham County Road Commisson Project Manager Dan Troia said only northbound traffic, which includes many commuters from Mason, will flow through Cedar Street at times during the construction period. Southbound traffic will be diverted to Aurelius Road where it meets with Cedar Street. The one-way lane will shift as work progresses
and will only run from Holt Road to Keller Road. “This will provide enough room to work because the street is narrow,” Troia said. About three inches of old pavement will be replaced with new, and the street will remain at four lanes. A crosswalk will be inserted near the Holt Farmer’s Market and entrance to Veterans Memorial Park. Holt Kiwanis holds paper drive HOLT — The Kiwanis Club of Holt is holding its summer paper drive on Friday, July 15 and Saturday, July 16 from 9-5 at the Holt Plaza on the corner of Holt and Aurelius Roads behind Bank of America. All newspapers and phone books will be accepted but not cardboard, magazines or shredded paper. The easiest way to bring the papers is to stack them in paper grocery bags as the bags can also be recycled. This is one of the club’s
fund-raisers which helps support the club’s community projects including the Easter Egg hunt, dictionaries to third grade students, Top Ten Dinner, the Golden Wedding Anniversary dinner, and many more. The Kiwanis Club urges donors to papers to the paper drive and help support the Kiwanis Club and help the environment by recycling. The club will also be collecting nonperishable food items for the Holt Food Bank.

LANSING — A 35-year old Holt woman suffered severe burns at the July 4th fireworks show at a city park after a high-powered firecracker was thrown on a blanket where she sat with her family, including young children, police said. An unknown person, who was part of a group of young people near the footbridge at Adado Riverfront Park, tossed what police believe was an M-80 into a large crowd at the park, Lansing police Capt. Ray Hall said. The person then fled, Hall said. The incident happened at about 10 p.m., police and witnesses said.

The woman suffered second- and third-degree burns on her legs and other burns on her forearm and face,
according to her fiance, Christopher Matlock, 35, of Royal Oak. He would not give the woman’s name. The woman underwent surgery last Tuesday on the serious burns and has been transported from Sparrow Hospital to the University of Michigan Hospital’s burn unit, Matlock said. “She took the brunt of the blast,” said Matlock, who added the woman also shielded her son from the blast. She was with her 7-year-old son, her sister and her 10-year-old nephew, waiting for the fireworks show to begin. Her sister also went to the hospital for ringing in her ears as a result of the incident, Matlock said. Lansing Mayor Virg Bernero and officials from the Police Department stopped by the hospital last Tuesday morning to offer condolences and “let us know they were going to get to the bottom of it,” he said.

The goal was to get over the necessary 10 percent of registered voters, or nearly 1,800. Petitioners were criticized by township officials for using “scare tactics” to garner votes, and their alleged behavior at The Holt Farmer’s Market in June led to the market’s advisory council to ban “all religious or political” vendors in the future. Trustee Derek Bajema said Hall and the supporters did a great job, and that said the sludge drying project is unnecessary. “It would be one thing if the department of public works could have been good stewards of everincreasing sewer rate dollars,” Bajema said. But Township Director of Public Services Sandra Diorka said the opportunity for the project came to be because of good fiscal stewardship. “The only reason we pursued this was because we were getting such a favorable cost,” Diorka said. “We had a low-interest loan, 50 percent reimbursement and a grant ready to help pay for over half of the cost. On top of that the end result would save the township money in hauling fees.” The project called for the construction of two 400-foot greenhouses that would dry township waste after it went through a de-watering device. The award-winning wastewater plant already produces “Class A” bio-solids that are used for farm fertilizer.

Food aid caseloads jump sharply in Ingham More people sought food assistance in mid-Michigan in the first quarter even though the jobless rate dropped, according to a new report from the Michigan League of Human Services. Officials said a combination of higher gas prices, rising food costs and people making less money once they do return to work helped push up food assistance caseloads in Ingham County by 23 percent. Ingham’s was the third sharpest increase in the state for the three-month period that ended in March. Caseloads in Eaton County surged 17.5 percent and 14 percent in Clinton County, according to the League’s Economic Security Bulletin. Food assistance casel-
oads were up by an average of 15 percent statewide. “This report shows that although it appears we are coming out of the recession very slowly, people are still struggling,” said Judy Putnam, the League’s spokeswoman. “Their incomes are not high enough to cover basic needs and it’s important that we have this assistance in place for low-income families so they can get the nutrition they need to stay healthy.” The mid-Michigan increases came even though the Lansing area’s unemployment rate fell to 7.9 percent as late as May from 9.9 percent one year earlier. The jobless rate has largely fallen for several months. The results of the league’s report are reflected at the Ingham County Food Bank. It served 1,114 more families in the first five
months of this year compared with the same period last year, said Mary Meirndorf, director of the Ingham County Food Bank, which manages 20 pantries in the Lansing, East Lansing, Haslett and Okemos areas. Ingham County officials are taking a preliminary look at assessing a special property tax to pay for economic development initiatives. The potential move is in the very early stages but it would not have to be put before voters because county commissioners would use a law that predates the Headlee Amendment that requires voter approval for tax increases. County commissioners in March created a task force to explore the possibility of levying a special millage. The task force, which includes commissioners and leaders from area economic development groups, has discussed a 0.2-mill levy that would gen-
erate about $1.4 million in its first year. A 0.2-mill tax amounts to about $10 for a $100,000 house with a taxable value of $50,000. “The idea is to provide an avenue to attract jobs and businesses, especially small businesses, in a way that’s not already being done,” county Commissioner Andy Schor said.

Suggested programs include microloans, marketing assistance, talent recruitment and hiring incentives and other initiatives to promote new businesses and help existing ones grow. The tax would need county board approval. If passed, the Ingham County Economic Development Corp. would administer the funds. Schor stressed the ideas
laid out by the task force are not official proposals and nothing has been presented to the county board. The task force met last Tuesday at the county’s Human Services offices to continue discussions. Schor and Commissioner Brian McGrain introduced the idea after reading about Washtenaw and Gratiot counties implementing similar millages. “If people come back and say, ‘No, we don’t want to do this,’ we’d probably drop it,” Schor said. Otherwise, it would have to go through the board’s committee process. A 1913 state law allows counties to levy a special tax of up to 0.5 mills for economic development purposes without seeking voter approval. sequences of alcohol and other drugs. Keefe-Lewis recently was coordinator for the TriCounty Asset Independence Coalition. She also served as an Eaton County commissioner from 2006 to 2011 and as an Ingham County commissioner for the 1997-98

55th District Court’s ‘Nighthawk’ leads to 35 arrests MASON — Thirty five (35) people are facing probation violation proceedings as a result of the most recent 55th District Court Probation Operation Nighthawk. The program is conducted on a targeted basis after business hours to monitor defendants on probation. The sweeps, which occurred June 11, June 25 and July 1, 2011, were a joint effort between the probation department and local law enforcement. Eight people were arrested: four had outstanding warrants and four were under the influence of alcohol contrary to probation orders. “Operation Nighthawk is an important tool the court uses to encourage compliance with the terms of probation. People are more likely to obey court orders when

According to Jennifer O’Neal, the county’s 4-H extension educator, the majority of the area’s 650 4-Hers, ages 5 to 19, take part in the fair. They showcase performing arts skills, crafts including woodworking and sewing and they show and sell various animals. “Fair is to a 4-Her what the finals are to a basketball team,” said O’Neal. “They work all year long preparing for the opportunity to show what they’ve learned.” Young people who bring animals to the fair care for them from September to July. O’Neal said the experience hones their caretaking and leadership skills and teaches budgeting and marketing techniques. “Most of the kids are down there all week, every day,” she said. Johnson said both of his children are in 4-H and take part in the fair. “4-H and FFA are two of the best leadership programs you can put your kids in as far as I’m concerned,” he said.

Savage said the animals and their young owners, the 4-H projects and their youthful creators, are reason enough for people to attend the fair. The tractor pulls, music, motor cross, rides
and traditional fair food are usually attractions for out-of-town visitors. “People come out from Lansing, DeWitt, Okemos and Jackson,” said Savage. “We want them to keep coming.”

Savage said last year people turned up at the fair, having decided not to spend money on a vacation away from home. He hopes to see more of that this year. “I’m hoping we get a lot of people, local people, who can’t go on vacation and will come down to the fair even if they haven’t been here for a few years.” If they do, fair-goers will find one $5 admissions fee at the gate. Rides and grandstand events cost extra — but Savage points out that many visitors simply want to see the 4-H exhibits and animals.
