HALF PERCENT PAY HIKE, INSURANCE CONCESSIONS
Big bubbles fly in Delhi
Holt board, teachers have three-year deal WILL KANGAS wkangas@lsj.com
HOLT — The Holt Board of Education and the Holt Education Association will enter the next school year with a three-year contract, calling for a half percent pay hike each year , but teachers will have to share more of the cost health insurance. The Holt Education Association’s members voted to ratify the contract
You can’t go wrong with bubbles. About 100 people, mostly children, crowded inside the Delhi Township Community Services Building on July 20 to watch Ron “The Bubbleman” Loyd show off his bubblemaking skills. Loyd tours the state showing kids of all ages how to make bubbles of all kinds and even wowed the crowd with his “three bubbles dancing within a larger bubble” display. The performance was presented by the Holt/ Delhi Library. WILLKANGAS | LCN
“It gives us time to digest changes that are coming instead of making them a possible point of contention for negotiation on year-to-year contracts.” SCOTT SZPARA Deputy Superintendent earlier this month before it went to the board for approval on July 11. The previous contract was for one year. Having a three-year
contract will help provide stability for both teachers and administration, said Dean Manikas, Executive See CONTRACT, Page 5
Sheriff deputy will be assigned to Holt schools WILL KANGAS wkangas@lsj.com
HOLT — Under a one -year deal Delhi Township will assign a sheriff’s deputy to the Holt Public School District. The Delhi Township Board of Trustees were notified that an Ingham County Sheriff’s Deputy will be assigned to the Holt Public School district next year. The school district and township would split the
$110,000 cost for a year and re-evaluate the idea to decide if it should continue. Township Manager John Elsinga said sheriff deputies assigned to the Delhi Township are called to the schools many times during the year, and because of budget cuts, the number of security personnel in the district is shrinking. “Both the school board and township trustees have talked about this in the past,” Elsinga said.
Delhi Township already has a contract with the Ingham County Sheriff’s Department for its own police force. Elsinga said the contract would have to be amended, and the deputy would be trained in community policing and possibly would be used at township and school events during the summer. Holt Public School Deputy Superintendent Scott Szpara said although See DEPUTY, Page 6

A man accused of thefts, two others face meth charges LAURA MISJAK lmisjak@lsj.com
DELHI TWP. — A 19-yearold Holt man is behind bars after he was arrested July 18 in connection with the breaking and entering of several Delhi Township homes and vehicles. Tyler Rivera was arraigned on two counts of home invasion and one count each of breaking and entering, felony larceny
from an auto and a misdemeanor count of larceny from an auto, on top of a h a b i t u a l Rivera offender status, according to the Ingham County Sheriff’s Office. He’s being held on a $20,000 bond. Sheriff’s deputies spot-
ted Rivera after responding to a call in the 4600 block of Wilcox Road. The home’s garage had been broken into with items stolen from two cars. Rivera was arrested after a short foot pursuit, and was found in possession of burglary tools and stolen property, according to the Sheriff’s Office. Officials said they believe he is responsible for several other burglaries in
the area from homes and cars.
Meth chargess Two Holt men have been arraigned on charges of manufacturing and possession of methamphetamine after they were found with an active meth lab at a Delhi Township home on July 17. Earnest Oliver, 41, and Allen Klettke, 18, are being held at the Ingham County Jail.

Oliver
Oliver’s bond was set at $20,000, and Klettke’s was set at $5,000. A sheriff’s deputy was called to a home in the 1400 block of Flanders
Avenue at about 1:45 p.m. July 17. Once he arrived, the officer spotted what he believed were stolen construction materials. A search warrant was obtained and officers allegedly found numerous stolen items and an active meth lab. The Sheriff’s Office in continuing its investigation of the stolen construction materials.
Hunting for savings, Delhi Twp. delays truck purchase DELHI TWP. — A request to purchase four new vehicles for the Delhi Township Department of Public Services was postponed as board debates ways to save money The board voted 4-3 July 18 to delay the purchase, which was requested as part of a 10-year plan to replace vehicles needed for sewer emergencies and other department matters. The four trustees who voted to postpone the purchase said they would like to see the department research the cost of used vehicles. “I would like to see if we could save money by bidding for slightly used vehicles instead of buying new,” Trustee Derek Bajema said. But Township Manager John Elsinga said the state’s vehicle purchase program offers a bargain price for new vehicles, which would give him more piece of mind. “It’s the 24-7 response time that I’m concerned about,” Elsinga said. “I don’t expect (Facilities Super-
visor) Terry (Powers) to say ‘sorry, my vehicle’s not working tonight.’” The department will bring back used vehicle bids for the Aug. 2 meeting. The department was looking to purchase one GMC Canyon for $21,293.50, two GMC 3/4 ton extended

Director of Curriculum and Staff Development. “It will help ease the minds of many folks who are wondering where the state of education is going,” Manikas said. Deputy Superintendent Scott Szpara said having three years locked up will allow both sides to be able to deal with incoming changes to Michigan schools - like changes in tenure rules. “It gives us time to digest changes that are coming instead of making them a possible point of contention for negotiation on year-toyear contracts,” Szpara said. The contract calls for a halfpercent increase in pay via a “lump sum” payment in 2011. The next two years will bring a half-percent increase in the base pay of teachers, Szpara said. In return, teachers were asked to pay up to 25 percent of health care and other fringe benefits costs. In previous contracts, the district and teachers would split the cost of
health care costs if they increased by 10 percent or greater. HEA President Eric Pulver said he believes the three-year contract will help with the district’s long-term budgeting, but wishes working conditions could have been improved.
Shared goals “Both sides reached the agreement with a mutual goal of maintaining quality educational experiences for Holt students,” he said. “While I wish the compensation and working conditions for our HEA members could be improved more than this agreement achieved, the current fiscal and political climate forces the District and its employee groups to accomplish more with less support.” Like many school districts across
the state, Holt Public Schools faces dramatic cuts in state aid. The district has been tempering the cuts by using its “rainy day” fund, making cuts across the district and not filling some positions left open through attrition. Despite a decrease in the overall student population, Holt has been able to regain population through the School of Choice program. State schools are given funding by state on a per pupil basis, and hundreds of students that would otherwise enroll at other districts have enrolled at Holt. It has helped the bottom line, but the district has started an aggressive plan to make cuts in departments that are outside the classroom. The Board of Education will be talking more about the future of the district at its annual retreat in Grand Rapids on Aug. 11.

losing seven starters from last year’s team, this group should reload and be strong again this fall. Justin Pratt had an outstanding sophomore campaign and should be looked at as one of the top midfielders in the area this year. Jordan Herron is a talented defenseman who also stars on the basketball court for the Rams. Alec Greene is another freshman who had an outstanding 2010 season and should be an impact player for the Rams this fall. Look for another success fall season for Aaron Smith’s club in the 2011 season.
