participated in numerous recall petition hearings during his tenure on the Ingham County Elections Commission. But the East Lansing resident, who by statute sits on the three-member board along with County Clerk Mike Bryanton and Chief Probate Judge R. George Economy, said after their Oct. 17 meeting that the use of recall petitions has steadily climbed in recent years. “There were a couple of local issues these last couple of years, then the state-
level stuff really exploded this year,” Schertzing said. “Are people frustrated because of the economy, or by the coarseness of politics? How much of this is driven by the economy?” Schertzing, Bryanton and Economy rejected five petitions from those seeking to oust state Reps. Mark Meadows, D-East Lansing and Barbara Byrum, D-Onondaga. The Care Free clinic may be small in physical size, but it is large in the amount of help that it provides for needy people. WILL KANGAS patients on its non-insured health plan. “When the county closed its Leslie and Stockbridge office we became the place for health needs in the entire region,” Saltman said. By hiring Meerschaert, the clinic can now become more of a preventative medicine location instead of just “putting out fires,” he said. Internists go beyond walk-in visits, he said. Now he can track patients and be more efficient with the limited resources available to him. “We are almost all volunteers from the community,” Saltman said. The clinic, which has offices in Mason at 790 E. Columbia and Lansing, is funded 50 percent through fees from Medicare and Medicaid and then 50 percent from charitable sponsors like United Way, The

MASON POLICE CRIME REPORT John Stressman Police chief
Between October 11th and October 17th Mason police investigated 35 reported incidents involving a variety of activities—both criminal and noncriminal. These are some of those incidents worth noting and intended to keep our citizens informed of Department activities.
October 11 – An officer was contacted by a Public Works employee in reference to an illegal dumping that had occurred at the City landfill site. Two City employees had been present when a resident drove up with a small amount of brush, and even though they told him they didn’t take brush there, he tossed it out anyway. The complainant didn’t want a citation issued—he just wanted the citizen to know how to handle his brush correctly. The officer was able to locate and make contact with the resident from information supplied, and the man admitted he should have handled the situation differently. He was advised of the City’s curbside brush pickup program on Fridays. • Three persons came to the Department to report a larceny from their vehicle that had occurred in the 200 block of East Ash Street. After attending a funeral, they discovered that two purses had been stolen from their unlocked car. Taken besides the purses were their credit cards, driver’s licenses, prescription drugs, cash, and keys. • An officer patrolling North Cedar Street during dark time, well after area business hours, noticed an adult male skulking through a vacant lot. Because of the man’s behavior and graffiti damage and burglaries reported in this area, the officer stopped to talk. Seeing the police car, the man ran and tried hiding
behind a parked vehicle. The officer followed and asked the man what he was doing. The man said he thought the officer was someone else; then, when asked for identification, turned and walked away. Considering what he had observed, the officer suspected a crime may have been perpetrated and grabbed the suspect by the shirt, ordering him to stop. The officer reported that the suspect then turned and attacked. They struggled and ended up on the ground, with the suspect on top of the officer, putting pressure on the officer’s throat with an arm bar. At first, the officer was able to yell orders (twice) for the suspect to stop, identifying himself as a police officer, and was also able to call for help by portable radio, eliciting response from four police agencies. But as they struggled, the suspect began applying more pressure, until the officer’s breathing became increasingly more difficult and he felt he was passing out. As the officer’s gun side was exposed to the suspect and the officer’s consciousness became dimmer, the possibility of death became a factor. The officer’s last resort was to strike the other’s head with his flashlight multiple times until he was too exhausted to continue. The suspect then dismounted, rolled over, and stood up. The officer, who believed the suspect was about to continue his assault, was able to muster the strength to stand and face him, but again began to feel faint. In self-defense, he drew his Taser and ordered the suspect to the ground. When the suspect refused to comply, the Taser was applied. The first responding officer arrived and found both men lying on the ground, incapacitated,
and requiring immediate medical attention. Both were taken to area emergency medical facilities and treated. Both were later released, with the suspect then being transported to the Ingham County Jail and lodged. The assisting police agencies that responded to aid the Mason officer with two units each were from the Ingham County Sheriff’s Office, Michigan State Police, and Meridian Township Police. The next day the Ingham County Prosecutor’s Office issued a one-count felony warrant, charging Resisting an Officer Causing Injury. October 13 – Officers met at the Department with a Mason resident who wanted to report a late domestic assault complaint. The victim explained that she and the suspect had been dating for a few months, but she’d been trying to break off the relationship. The suspect, however, didn’t want to, and had continued to show up at her house, call, and text, threatening to kill himself if she broke up with him. The victim went on to say that the previous evening the suspect physically assaulted her in her home and made threats against her property and stated he would harm her pet. • Officers were dispatched to a business on North Cedar Street for a fraud complaint. The victim stated she had received a telephone call from “Amos Johnson of the American Gaming Company,” stating she had won $250,000. Of course, all she needed to do was wire transfer Christine Grey of Queens, New York, $200 for insurance purposes; then receive the $250,000. It is a planning commission’s responsibility to recommend approval or denial of special use permits based on the township’s zoning ordinance and master plan. Diane Johnson, Onondaga Township clerk, has indicated in her justification of conduct as a response to the recall on this November’s ballot that she, “did not agree with way the deci-
sion was arrived at.” That was pretty clear when after the Onondaga Township Planning Commission recommended denial of the special use permit for operation of a dragway, Mr. Cooper, a planning commission member, was approached by an angry Johnson who accused him of misrepresenting himself as a supporter of the dragway. When he agreed, she voted to approve his appointment, expecting he would vote for dragway. When Mr. Cooper read the master plan and took time to visit other communities where dragways were located, he came to
the conclusion that a dragway would not be in the best interest of the township and did not meet the standards of approval . “Yes,” Mr. Cooper says, “Diane accused me in front of many residents of lying to her and promises of changing my vote for her which “I never offered her at any time.” If Ms. Johnson survives the recall, it’s likely she will not vote to extend Mr. Cooper’s appointment to the planning commission or anyone else whose vote she can’t control. LETTERS TO THE EDITOR As a former Vevay Township zoning administrator, I read your Oct. 9 article on the Vevay Township recall campaign with interest. As zoning administrator I was a certified planner, member of Michigan Association of Planners and had taken zoning courses through MSU and Michigan Townships Association. I quickly learned that township government does not have the ability to change “the direction the township is taking” in the space of a few years as Mr. Wilson suggests in the article. In
fact, without the support of the township’s large land owners, it is hardly possible. In 1970, there were few houses on Diamond Road. However, the farmers sold the road frontage as building lots, and over the years that area changed from Mr. Wilson’s “farming community” to a residential area without the township doing anything. People often claim zoning controls change and the township controls zoning. While this may be true, “zoning” is a completely different animal from “use.”

LETTERS TO THE EDITOR Reason for recall makes little sense As a Vevay Township trustee from 1990 to 2004, I am puzzled by the recall of three Vevay Township board members for the reason that they budgeted $23,000 for legal fees for the 2011-2012 fiscal year, especially when all five board members voted for it. Having participated in township budget workshops and budget hearings, all five board members are present and make budget deci-
sions as a board and vote as a board for the proposed budget. So why are these three board members being recalled for doing what is a normal and obligatory duty of the board as a whole? And, why is the recall targeting legal fees only? Where is the standard language stating misfeasance, malfeasance and/or nonfeasance of office that is usually a part of recall petitions? If none of these words apply, what is this recall about? There have been two

With the officers present, the greedy suspect called again. This time, the officer spoke to the suspect—before he hung up—warning him not to contact the victim again. The victim was advised against sending any more money. October 14 – An officer responded to a residential treatment center on Curtis Street to pick up a subject wanted on a Jackson County Parole detainer. The suspect was arrested without incident. • Officers responded to a service station where two people were reported arguing. Officers arrived and found half of the arguing parties paying for fuel; the other had left. The remaining person reported he was waiting for a pump
to free up, and as he finally was about to pull in, a woman in a green car cut in front of his truck and got out to fuel up. The man said he became angry and yelled at the woman to stop, move, and wait her turn, which he stated she refused to do. The woman then finished pumping her gas and left. October 15 – An officer was dispatched to a noise complaint in an area apartment house, and the complainant reported hearing glass breaking. When the apartment of the noise origin was located, officers had to repeatedly knock to get the tenant to respond. Whatever was going on inside, the tenant claimed he was alone, but the officer was able to surmise there was a guest concealed in another room. The tenant then called for his guest to appear, which she finally did, but she did tried to leave the premises before it could be determined if a domestic assault had taken place. It was soon discovered the female’s reason for hiding was the two outstanding

an officer. •A Mason man reported someone shot the windshield of his car with a pellet gun while he was driving on Okemos Street. The victim surmised the cause of the damage by the way the impact occurred and the damage that was caused. There were no suspects and the exact location the projectile orig-
inated from could not be determined. October 16 – an officer received another window damage complaint that occurred in the 500 block of Hull Road. The complainant reported returning to her car from work and finding the rear window smashed out. The officer could find no indication of an implement used
to inflict the damage—such as a rock in the seat or a tool lying nearby—and discussed the idea heat pressure could have caused the glass to shatter. Whichever means caused the damage, there was no evidence to support one supposition or the other. October 17 – An officer Continued on next page

MASON POLICE CRIME REPORT was called to a Mason home by the complainant who wanted her daughter removed from the premises because they had argued. The complainant stated because her daughter was yelling at her and calling her names, she wanted her out. The daughter, who resides at the address, said she and her mother argued about the daughter’s boyfriend and she had nowhere else to go.
When the officer tried to explain to the complainant he could not force the daughter to leave, the complainant slammed the door on him and refused to speak any further. The matter is closed. •A Mason resident reported the theft of three bicycles from beside the garage of his residence in the 300 block of Ann Street. The victim suspected a trash picker he saw going through the area recently, but could not provide further information
indentifying the suspect. The bikes were a red and white “Easy Rider” with 12-inch wheels, a purple “Disney Princess” with 12-inch wheels, and a pink and white bike with 20-inch wheels. The Republicans have not relinquished control of the Senate since then. The use of recalls escalated in 2007 and 2008, culminating in the push to kick Dillon out. Recall efforts continue unabated on both sides of the aisle, with more than two dozen campaigns at some point in the process. Like Schertzing, Ballenger has only witnessed an escalation of the use of recall petitions in the last three years. Ballenger is concerned about the use of three-member election commissions – one for each of the state’s 83 counties – to decide whether the petitions go forward. Ballenger also foresees a time where the Legislature could attempt to reword state recall election language. “The question is – what really are the criteria? No one is really sure. It’s obvious something should be done about it,” he said.

On Oct. 15 at Ledge Meadows Golf Course, the Division 2 No. 1-ranked Bulldogs grabbed four of the first nine places to cap a program resurgence that has seen them move up to 22nd place in 2008, ninth in 2009, second a year ago and now first for the first time since 1992. “Other than the state meet, this is one we circled and really wanted to get as a team,” said Mason boys coach Charles Miller, whose team compiled just 42 points to second-place Haslett’s 81. “We hoped for this type
of performance, but I’m a little surprised it wasn’t closer. We had a place on the course where we wanted to go after it - the guys did, and it worked well today.” Junior Tanner Hinkle surged ahead in the second mile to win the boys race by 14 seconds in a windslowed 3.1-mile time of 16 minutes, 6 seconds. Junior Alex Whitmer took fourth place, freshman Mason VanDyke fifth and senior Joe Cecil ninth for Mason, which swept the individual titles. In the girls race, Bulldogs freshman Meg Darmofal (19:05) held off St. Johns freshman Karrigan Smith (19:07) and St. Louis junior Raquel Serna (19:11) for the victory. “I just wanted to stay behind the front people and pass them up at the end,” Darmofal said. “After the
last turn, I sprinted.” Darmofal, who also plays soccer for TNT Dynamite in the fall and hopes to compete in both soccer and track for Mason next spring, won the Greater Lansing Junior Cross Country Championships the past two years as a seventh and eighth grader. Smith came in third place a year ago. “It gave me confidence that I have beaten her before, but I was kind of nervous because I missed Portage (Invitational) last weekend when I was sick with the flu,” Darmofal said. Both Hinkle and Darmofal became the first runners from Mason to win Greater Lansing meet individual titles. “All of the best teams and all of the best runners from the area are here,” Hinkle said. “So if you can win, it’s a big deal.”

McNamara drew Mason even with a 15-yard run toward the end of the first quarter, then the Bulldogs were in business again when senior Daniel Couchenour recovered a fumble deep in St. Johns territory. Senior Saylor LaVallii punched in a 1-yard run on a short Mason drive to give the Bulldogs a 14-7 lead. In the final 30 seconds, two plays swung the game for the Bulldogs. A 32-yard pass to LaVallii down the sideline set up a 23-yard touchdown pass from McNamara to senior wideout John Scavarda with just two seconds left. That provided the Bulldogs a two-score advantage going into halftime.

TO: THE CITIZENS OF VEVAY TOWNSHIP YOU ARE HEREBY NOTIFIED that the Vevay Township Board of Trustees will hold a public hearing at the Township Hall, 780 S. Eden Road, Mason, Michigan 48854 on the 7th day of November, 2011, at 7:00 p.m., to consider whether it should adopt an Ordinance to amend the Development and Tax Increment Financing Plan of the Vevay Township Downtown Development Authority. The Vevay Township Downtown Development Authority Board, on September 21, 2011, adopted a Resolution requesting that the Township Board consider amendments to the Downtown Develop ment Authority Development and Tax Increment Financing Plan to state at page 58 of said Plan that the Authority and Plans shall con tinue until terminated by the Board pursuant to Section 15 of PA 1975 No. 197 (MCL 125.1665). In addition, the Authority requested that the Goals and Objectives of said Plan (page 24) be amended to add items 15 through 19, and Projects 13, 14 and 15. (page 30). The complete text of this amendment may be inspected weekdays, between the hours of 10:00 a.m. & 4:00 p.m., at the Vevay Township Office. The Township Board will also consider written communications with reference to the proposed amendments which are received prior to the close of the public hearing. Vevay Township is barrier free and accessible to persons with special needs.
