City administrators want to draw $1 million from fund reserves to fill an end-of-year budget shortfall, according to a budget amendment presented this week to the Lansing City Council. Costs have increased faster than expected, and revenue has not grown enough to offset the impact, Mayor Virg Bernero told council members. The amendment was sent to committee. It lists increased insurance and pension costs, Fire Department overtime and special election costs for the city clerk’s office as contributing factors. The city’s fiscal year ends June 30. Should the city receive any additional state revenue sharing above the $4.5 million it already expects — $3.3 million of which is to be matched with employee concessions in an effort to avoid layoffs — Bernero said he intends to use the funds to replace reserves. Randy Hannan, Bernero’s deputy chief of staff, said the amendment reflects the quarter from April through June. The city is a self-funded employer and pays for its employees’ health care claims. As such, the city receives monthly bills that vary based on the number of claims filed, finance Director Jerry Ambrose said. The most recent data are from April, he said. City administrators want the council to authorize up to $1 million from its budget stabilization fund based on current projections for the rest of the fiscal year. That would leave the fund at roughly $4.7 million next year. As it stands today, it is projected at about 6 percent of the general fund, below the desired range of 10-15 percent, Ambrose said.

The final section of the River Trail opened about two years ago, but improvements to Maguire Park, such as a state-of-the-art playscape, rain garden, pavilion, arch and landscaping touches, were finalized last year and this spring. City officials first approached Joe Maguire, president and CEO of Wolverine Development Corp., in 2002 to ask for a possible easement on the property that is now part of 12-acre Maguire Park. “We said, ‘We’re not just giving you an easement, we’ll give you the entire property to do a park here,” said Maguire, whose family previously donated land for the original beginnings of the River Trail. Maguire donated the 12 acres, which was appraised at about $600,000, and paid for design, signage, the arch and more for $30,000. “We really wanted to call attention to the River Trail,” Maguire said. “You don’t just see it if you’re driving by. The final piece of the puzzle was the arch.” Kellie Dean, president of Dean Transportation, also donated a chunk of land to complete the trail. The pavilion and playscape were purchased with the city’s park millage money. The city also used about $2 million from the state’s Natural Resources Trust Fund Grant and the Michigan Department of Transportation to complete the trail, said Lansing Parks and Recreation Director Murdock Jemerson. The River Trail and park should inspire residents to step outdoors and cure “nature deficit disorder,” Bernero said. “It’s really breathtaking. You have to take a step back and pinch yourself to say, ‘My gosh, we’re in south Lansing,’” he said. “What a tremendous asset. Now all we’ve got to do is push Lansing folks and residents to come out and see it.”

LANSING TWP. — In the fight against tall grass, everyone is equal. Don’t mow it, and someone will notice. Even if you’re one of the region’s largest municipalities. Lansing Township leaders sent a letter June 3 to Lansing city administrators, informing them the grass in the closed Waverly Golf Course and adjoining Michigan Avenue Park was taller than the township’s maximum allowed height of 10 inches. Under the rules, the city had until June 10 to mow it or the township would do it for them. And not for free. The city-owned property is located within township borders near Michigan Avenue and Waverly Road. Roughly 100 violation notices were sent to township property owners during a two-week span in May, Supervisor John Daher said, adding that Lansing’s notice was sent out of principle, not out of spite. “We felt if we didn’t send one out, then why are we

When the weather cleared, efforts turned to cemeteries in preparation for Memorial Day events. “I’m sure they’re understanding of that, and I’m sure it’s just a matter of protocol,” he said of Lansing Township. It’s unlikely the township would cut the Waverly and Michigan Avenue parks, Daher said. Lansing Town-
ship’s parks department is staffed by one full-time employee and a part-time high school student. And, Daher said, the combined 116-acre city park likely exceeds that of the township’s six. “I don’t feel that the city would ever put us in that position,” he said. “I’m not going to kick the city to the curb when they’re down. I mean, everybody’s having problems with mowing their parks.” Complaints about tall grass have resounded throughout a rainy spring, which kept crews out of soggy parks. Mayor Virg Bernero told Lansing City Council members this week that crews are working overtime. “I, too, am not impressed with the long grass growing in our parks,” he said. “If you went out to mow your own lawn in May, you know how difficult it was.” Portions of the Waverly and Michigan Avenue parks have been cut, but they are juxtaposed with long, waving weeds. CATA offers new weekend service
LANSING — As one of Ingham County’s most visited parks, Hawk Island welcomes between 600,000 to 650,000 visitors annually. CATA recognized a need for bus service to this popular destination and was able to align the route with several other CATA services traveling to a central transfer point in proximity to the park. Beginning June 17, the Hawk Island Park bus will operate every Friday, Saturday and Sunday through Sept. 4. Buses will travel every 20 minutes between the boarding site at the S. Pennsylvania Meijer and Hawk Island Park via Pennsylvania Ave.

Consortium has been formed by eight districts
MASON — A report conducted by Public Sector Consultants in March, 2010 looked at potential areas of costs savings in non-instructional services. The report indicated that there is no simple answer to the funding issues facing education, but consolidation of services could provide some relief. This report included all twelve of the Ingham Intermediate School District (ISD) service area schools with an annual collective cost of approximately $93 million for non-instructional services. The report identifies non-instructional costs to include district-level administration, business operations, opera-
tions (facilities) maintenance, transportation, and other district-level support. The “outside the classroom” nature of these non-instructional functions that districts perform makes them the best candidates for consolidation with other districts or through the ISD. The report notes that “with an aggressive plan to consolidate or share noninstructional services, we could see a potential cost savings of 10-15%,” which would equate to approximately $9.3-$13.9 million. A number of shared services across the Ingham ISD service area already exist. Haslett and Williamston share business services and Ingham ISD handles business services for four districts. Additionally, all 12 districts work with Dean Transportation to transport our most fragile special education students and there are many other areas of collaboration. “We have a lot of programs and services we collaborate on, this is not something the legislature invented. First it was mortgage documents, the ones signed by people who weren’t really bank officials using names that weren’t their own. Then it was foreclosures carried out by a company that didn’t actually own any of the debt on the homes in question, the ones later declared illegal by the state Court of Appeals. Since April, the office of Ingham County Register of Deeds Curtis Hertel Jr., has found more than 1,000 illegal foreclosures and cases in which foreclosure proceedings likely were based on fraudulent documents. The county’s Board of
Commissioners decided Tuesday night that the situation called for a few more lawyers. The board approved a one-year, $60,000 contract with Legal Services of South Central Michigan to provide representation to those who have lost their homes or stand to lose them.

Board Chairman Mark Grebner said that, even as the county has trimmed spending in other areas, the contract was “almost a nobrainer.” “We’re dependent on tax revenues, and every foreclosure that goes through hits us for hundreds and hundreds of dollars,” he
said. “The property gets written down. It damages the property values of other houses. It’s just a mess for everybody. “I don’t have any doubt that we’re going to help 400 people,” he said, “and it’s worth $150 (per person) from the county to do it.” Hertel’s office began digging into possible foreclosure fraud in April, inspired by a “60 Minutes” story on a now-defunct Georgia company called Docx that hired workers to sign names that weren’t theirs on mortgage documents prepared for a number of major financial institutions. More than 100 of those documents had been filed in Ingham County. The same month, the Court of Appeals ruled that a company called Mortgage Electronic Registration Systems Inc. did not have the right to initiate

bigger,” Hertel said. “The reality is banks have cut corners and, in many ways, aren’t even involved in the foreclosure decision-making process. “We want actual people with skin in the game negotiating with citizens, and it
seems to take lawyers to be able to do that.”
Rules ignored
Up until three years ago, the Lansing office of Legal Services of South Central Michigan didn’t even do foreclosure work. Now, it’s the main focus for three of their 10 attorneys. “There is concern with everyone involved that these companies didn’t seem to honor contract rules,” said Lori Pourzan, managing attorney for the Lansing office. “How it’s going to play out, I don’t know, but do we want to seek accountability.”

City gets $1M to clean up sites for redevelopment City leaders want to use $1 million in federal brownfield dollars to clean and revive contaminated sites along East Michigan Avenue, in south Lansing and at old auto manufacturing plants. Private interest will play a key role in determining which sites are redeveloped first, Lansing’s economic leaders said. Overall, the city’s share of funds from the U.S. Environmental Protection Agency — the largest of Michigan’s $2.9 million and part of more than $76 million nationwide — will be offered as revolving loans to spur public and private investment. EPA Administrator Lisa Jackson joined Mayor Virg
Bernero on June 6 outside of the Lansing City Market to announce the funds. The site was chosen in part because of its proximity to the former Ottawa Power Station, which served as a backdrop for the news conference. About $400,000 in EPA funds were applied to a $182 million project to repurpose the former power station into the headquarters for Accident Fund Holdings Inc. and its Accident Fund Insurance Co. of America. In recent years, Lansing has received about $2 million from the agency. “This is how it’s done,” Bernero said. “That’s the importance of brownfields.” Federal resources were intended for places that could benefit most from the economic stimulus that

Among his interests is cleaning up the former Lansing Car Assembly plant, once known as Fisher Body, on Verlinden Avenue, but he said the private sector will drive where and when projects happen. Statewide, the Legislature last month eliminated state tax credits, including
those brownfield redevelopment projects, beginning in January 2012. Those who already have brownfield agreements in place will still be able to collect the credits. Legislation awaiting Gov. Rick Snyder’s signature would set aside at least $20 million for brownfield redevelopment and historic preservation incentives. Annual educator awards bestowed at same school
LANSING — The Greater Lansing Catholic Education Foundation (GLCEF) presented the 2011 Mother Seton Gifted Educator Awards to Angela Johnston and Mary Margaret Utess of Immaculate Heart of Mary-St. Casimir School in Lansing. The foundation called for nominations for this award in April and received an impressive response from parents and teachers wanting to honor their favorite educator in a Catholic School in the Northwest Region of the Diocese of Lansing. The GLCEF began presenting the Mother Elizabeth Ann Seton Gifted Educator Awards in 1998. These awards are made to individuals who are nominated by parents, students or their colleagues because

they exhibit excellence in developing the intellectual, spiritual, emotional and social potential of their students. The letters of support for all of the nominees over the years have been heartfelt and powerful. The 2011 nominees were no exception. The committee narrowed the pool of nominees to two outstanding professionals, who happened to be on staff at the same school. It made perfect sense to the committee and the nominators of these outstanding candidates to make a joint
award this year, especially since each wrote a letter in support of the other’s nomination. GLCEF is proud to proclaim Angela Johnston, principal, and Mary Margaret Utess, administrative assistant, of Immaculate Heart of Mary-St. Casimir School as the 2011 Mother Elizabeth Ann Seton Gifted Educators.
