n June 2002, Jennifer Norman and her family returned from buying supplies for her high school graduation party to find their house on fire. A 911 dispatcher asked to put a family member on hold, she said, so her younger brother ran to the nearest fire station around the corner on Todd Avenue for help. Norman thinks that quick response is what saved her family’s house from worse damage. It’s that response that will be missed, she said, after the station closed last week. “If you sit here and they get called, you can actually hear the bell ring,” Norman said. “The impact is going to be a lot.” Her neighborhood station, No. 5 — near Mt. Hope and South Washington avenues — and station No. 7 on North Jenison Avenue near West Saginaw Street closed July 1 as part of citywide budget cuts. In addition, dozens of municipal employees will be laid off for the start of the new fiscal year, but dozens more will keep their jobs after the unions that represent them agreed to concessions. Four city unions agreed to increased health care contributions and other changes in an effort to preserve jobs. Changes included increased shares of premiums, higher

Almost $8 million in concessions from Lansing School District employees helped the Board of Education balance a $173 million budget for the fiscal year that began July 1. The concessions include pay cuts, changes in insurance benefits and higher premium co-pays for employees, and furlough days for some employee groups. Besides the savings on insurance and salaries, the changes count as “best prac-

tices” under new state rules, making the district eligible for up to $100 per student in additional state aid for the upcoming school year. School board members, Superintendent T.C. Wallace Jr. and union leaders said they were pleased with the results of bargaining sessions. “This has been a trying six weeks, a lot of long hours, a lot of emails, a lot of phone calls,” said Patti Seidl, president of the Lansing Schools Education Association, which represents the district’s 900-plus teachers. The district has about 2,000 employees represented by

seven union groups as well as one nonunionized employee group. All eight of those groups met together with the district’s negotiating team in what is known as “super bargaining” sessions. The board had struggled to trim the budget, which was about $185 million at the start of the 2010-11 school year. “I applaud the creativity, but more importantly, I applaud the employees of the school district, who stepped up and became the solution,” Wallace said. The budget uses almost all of the district’s $10.7 mil-

lion fund balance, or “savings account,” to make ends meet, and officials project that the district will have just $178,000 left in fund balance by June 30, 2012. In order to pass the budget, the board had to suspend its policy of having 10 percent of its budget in savings. That would equal $17 million. The

district hasn’t had a fund balance that high for years. It is important, though, because it is used to operate the district between July 1, when the district’s fiscal year begins, and Oct. 1, when the first state aid payments arrive. Until employees came through with concessions, the board was looking at a deficit budget, something board members did not want. In the best case, passing a deficit budget would require close supervision from the Michigan Department of Education. In the worst case, it could mean an emergency

financial manager. “I am absolutely ecstatic with the results of tonight,” said board President Shirley Rodgers. “It was a very rewarding experience to have all of our employee groups come together to solve the budget and I think people worked really hard.” The board voted 6-2 to pass the budget, with Treasurer Jack Davis and Amy Hodgin voting against it. Davis said he felt that the contract gave away too many management rights to employees in exchange for economic concessions. Vice President Charles Ford was absent.

Families of the 218 kids who attended Capital Area Academy are making other plans for fall. Meanwhile, the school’s furniture, equipment and building on South Pennsylvania Avenue will be auctioned. The school closed for good June 24 after 11 years. The Center for Charter Schools at Central Michigan University did not reauthorize its charter, citing long-term academic achievement among its concerns. “Parents were upset,” said Principal Daniel Laabs. “They didn’t understand why there was a reason to close. We’ve had some families, some eighth-graders, that have been here since kindergarten.” The school at 5525 S. Pennsylvania Ave., served kindergarten through eighth-grade students and had 24 kids in a preschool class. It was managed by Mosaica, which operates more than 70 schools in eight states and 15 abroad. It has offices in New York and Atlanta. Wilson Caldwell, who was president of Capital Area Academy’s school board, said he was disappointed with the outcome. “It was political, from my point of view,” he said. The school was operating on a one-year reauthorization, said Gary Naeyaert, spokesman for CMU’s Center for Charter Schools. The center is responsible for 55 charter schools. There are about 250 charter schools statewide. “Every year, some number of those 55 schools are up for reauthorization,” he said. “In this group, Capital Area Academy was the only one that was not issued.” He said about five schools were denied reauthorization last year.

“It’s really the goal of the charter movement to create some flexibility and autonomy for innovators to experiment,” Naeyaert said. “When those delivery models are successful, they should be expanded and replicated. There are some cases where the model does not succeed.” Mosaica CEO Michael Connelly said the school’s

closing was a disappointment. “It did not meet the criteria that CMU had for giving out or renewing our license,” he said. “It’s not good for the community that we served for so long. It’s not good for us.” Connelly said there are many ways to measure academic success, “especially in a community as transient

as the one we served.” Lansing School District officials also have noted a higher-than-average proportion of Lansing students begin the school year in one building and end it in another. Laabs said the school has met federal standards for adequate yearly progress but it did not meet CMU’s requirement for boosting

student achievement over a three-year period. There is no way for a charter school to appeal a decision by a charter authorizer such as CMU. A number of universities authorize charters, as do intermediate school districts. Laabs said Capital Area Academy leaders had investigated getting another

entity to authorize its charter, but the process is timeconsuming. Laabs, who will work through July, said staffers have been helping families seek spots in other charter schools, including Lansing Charter Academy, another southside school, and in public schools including Holt, Waverly, Lansing, East Lansing and Eaton Rapids.

Test scores also dropped in some subject areas at Sexton and Everett high schools. “These scores reflect a snapshot in time at our high

schools, and do not reflect the vast improvement in achievement scores over the last few years,” said Steve Serkaian, Lansing School District spokesman. The exam, administered in March to 11th graders across the state, tests students’ proficiency in math, reading, writing, science and social studies and is used to help determine whether a school meets federal standards for adequate yearly progress. It includes the ACT college entrance exam. Statewide, 47 percent of students were deemed proficient at writing, up from 40 percent in 2007. Math proficiency rose from 46 percent to 52 percent, science from 56 to 61 percent and reading from 60 to 63 percent. Students in a sampling of other mid-Michigan districts generally did better than state average scores. For example, proficiency in

Okemos ranged from 76 percent in writing to 80 percent in math and 93 percent in social studies. In Holt, 58 percent of students were deemed proficient in math, 53 percent in writing and 85 percent in social studies. In Grand Ledge, about half of students were deemed proficient in math and threequarters tested as proficient in reading. The exception was Waverly, where 35 percent of students were deemed proficient in writing, 53 percent in reading and 38 percent in math. The number of 11th graders deemed proficient in reading at Eastern dropped from 53 percent in 2010 to 43 percent in 2011. Those deemed proficient in science fell from 43 percent to 33 percent, and those who mastered social studies dropped from 73 percent to 62 percent. At Sexton High School, the number of students deemed proficient in social studies and writing dipped. About 31 percent were deemed proficient in sci-

ence, down from 40 percent last year, and proficiency in social studies dipped from 63 to 57. Writing, math and reading proficiency rates stayed the same, with about 20 percent of students deemed proficient in writing and 50 percent in reading. Math proficiency went from about 24 percent to about 21 percent. The steepest drops in proficiency were at Everett High School, Lansing’s largest, where kids deemed proficient at math slid from 31 percent to 18 percent. The number who met reading goals dropped from 53 percent to 38 percent. Science proficiency dipped from 37 to 32 percent, and social studies from 69 to 56. Writing proficiency stayed about the same, at 23 percent in 2010 and 22 percent 2011. Eastern High School will restructure this fall because it wound up on the state’s list of lowest-performing schools last August. Changes include a longer school day and more tutoring and personal attention for students.

At-large Councilman Brian Jeffries said he was told the figure is roughly $2.7 million, with a city unit of the United Auto Workers and police supervisors union still not complete. ummer officially started on June 21, which means the library’s Summer Reading Program is in full swing! I cannot stress enough how important it is to keep kids and teens reading during the summer. Our program makes it fun, not work. It allows them to read whatever they want and provides little incentives to keep them going. Pre-readers may have a summer break from preschool or may continue their regular routine, but either way their literacy skills should not be ignored. This year we have a special program for pre-readers that involves activities for parents or caregivers to do with children. These are fun activities that help build skills such as rhyming, vocabulary, interest in books and narrative skills. They can easily be incorporated into a regular routine. Children who participate by doing eight activities this summer will
