n the initial warm-up shots, things looked bleak. Basketballs kept bouncing off rims July 2 in the Sexton High School gymnasium, and some players in their 40s were trying to regain their youthful stride with 20 or 30 extra pounds from their high school days. But after minutes of practice, balls started sailing into the nets, and about 20 men who played on Sexton and Everett high school basketball teams from 1975 to 1990 faced one other on the court again to settle old scores. It was game on. “Me and (Everett) always had bad blood,” laughed Eddie Jackson of Lansing, a 1988 Sexton graduate who played guard against Everett players many times in the late 1980s. “But we’re all friends now.” After the start of the “Old School Basketball Classic,” nearly 200 people cheered on their alma maters from the bleachers, reliving memories of high school rivalries. One Everett player suffered a knee injury on court, requiring med-

After ties put the game into two overtimes, Derrick Gilliam, a Sexton player and event organizer, ended the game tied at 47-47. “We’re old guys. People were tired,” Gilliam said. “I decided to just call it.” Gilliam, who played basketball for Sexton in the mid-1980s, said he

decided to help organize the event with a couple of friends after he moved back to Lansing from Miami several months ago. Adults paid $5 admission to attend the event. The money was intended to cover the costs of organizing and producing the event, Gilliam said. “We want to do it again next year,” the 43-year-old said.
The relief was palpable when the Lansing school board passed a balanced, $173 million budget for 2011-12, achieved with cuts, concessions and use of all available cash. But relief now must T.C. Food aid caseloads jump sharply in Ingham Laura Misjak lmisjak@lsj.com
More people sought food assistance in mid-Michigan in the first quarter even though the jobless rate dropped, according to a new report from the Michigan League of Human Services. Officials said a combination of higher gas prices, rising food costs and people making less money once they do return to work helped push up food assistance caseloads in Ingham County by 23 percent. Ingham’s was the third sharpest increase in the state for the three-month period that ended in March. Caseloads in Eaton County surged 17.5 percent and 14 percent in Clinton County, according to the League’s Economic Security Bulletin. Food assistance caseloads were up by an average of 15 percent statewide. “This report shows that although it appears we are coming out of the recession very slowly, people are
still struggling,” said Judy Putnam, the League’s spokeswoman. “Their incomes are not high enough to cover basic needs and it’s important that we have this assistance in place for low-income families so they can get the nutrition they need to stay healthy.” The mid-Michigan increases came even though the Lansing area’s unemployment rate fell to 7.9 percent as late as May from 9.9 percent one year earlier. The jobless rate has largely fallen for several months. The results of the league’s report are reflected at the Ingham County Food Bank. It served 1,114 more families in the first five months of this year compared with the same period last year, said Mary Meirndorf, director of the Ingham County Food Bank, which manages 20 pantries in the Lansing, East Lansing, Haslett and Okemos areas. About 110 new families use the services each month, Meirndorf said. The spike has come after a few years of relatively steady client numbers, she said.
“It’s incredible the number of families struggling,” Meirndorf said. “Unemployment has improved for some but there are many who still do not have jobs. People are having a harder time rebounding. It’s tough for families now. Some of them used to be donors.” Doug Stites, CEO of Capital Area Michigan Works, said he is not surprised by the data. “We’ve seen the labor market improve, jobs are opening up a little bit but it seems to be very slow,” he said. “We’d like it to be faster, there are still more people looking for jobs.” But Stites said many new job openings require special skill sets, such as in health care or the information technology realm. About 35 percent of the food bank’s clientele is working in some capacity, Meirndorf said. “Some don’t have benefits which really hurts them or it’s just not enough pay,” she said. “I think the gas prices killed us and that increased food prices. It’s just one thing after another.

Woman hurt badly by big firecracker tossed into crowd Laura Misjak lmisjak@lsj.com
LANSING — A woman suffered severe burns at the July 4th fireworks show at a city park after a high-powered firecracker was thrown on a blanket where she sat with her family, including young children, police said. An unknown person, who was part of a group of young people near the footbridge at Adado Riverfront Park, tossed what police believe was an M-80 into a large crowd at the park, Lansing police Capt. Ray Hall said. The person then fled, Hall said. The incident happened at about 10 p.m. The 35-year-old Holt woman suffered secondand third-degree burns on her legs and other burns on her forearm and face, according to her fiance, Christopher Matlock, 35, of Royal Oak. He would not give the
woman’s name. The woman underwent surgery last Tuesday on the serious burns and might be transported from Sparrow Hospital to the University of Michigan Hospital’s burn unit, Matlock said. “She took the brunt of the blast,” said Matlock, who added the woman also shielded her son from the blast. She was with her 7-year-old son, her sister and her 10-year-old nephew, waiting for the fireworks show to begin. Her sister also went to the hospital for ringing in her ears as a result of the incident, Matlock said. Lansing Mayor Virg Bernero and officials from the Police Department stopped by the hospital last Tuesday morning to offer condolences and “let us know they were going to get to the bottom of it,” he said.

They are going to have to cut right away, in midyear.” Districts can borrow money to operate if they pay it back within a year, but paying interest adds to the cost of doing business. The business officials’ group recommends that a district’s fund balance — essentially a district’s “savings account,” but used to operate between July 1 and Oct. 1, when state aid payments arrive — be 15 percent of its overall budget. The Lansing board’s fiscal policy, suspended last week before the budget vote, calls for a 10 percent fund balance. But the average fund balance in Michigan has slipped to 7.9 percent as of June 30, 2010, the latest figures available. “We expect that number to go even lower when 2010-11 gets finalized, and all bets are off for 2011-12,” Martell said.
Public forums
As a result, Lansing must find ways now to plug budget holes for 2012-13. First up on Rodgers’ list: a series of what she’s calling “community conversations” regarding what
district residents want schools to be like for Lansing’s 13,000 students. Rodgers wants to create a comprehensive plan for closing and consolidating school buildings in hopes of mitigating public opposition to any closing. “I’m expecting that’s where we’re going to get some of our savings for next year,” she said. District officials have estimated that closing an elementary school can save $300,000; closing a high school could save $1 million or more. The forums are expected to take place during July and August, with recommendations on building closings coming this fall. The district already has been through this exercise once, with forums held during 2008 by a right-sizing task force led by former Mayor David Hollister. That group’s recommendations included phasing in the closing of elementary buildings. It also suggested building one new elementary in each quadrant of the city as well as a large, new high school to replace two of the district’s current buildings.
Saripalli said tough choices must be made because Lansing’s student population continues to decline. It’s projected at 13,000 this fall, down from 13,500 last fall. In 1970, Lansing had 34,000 students; in 2000, it had 17,600. “We need to right-size the number of buildings,” Saripalli said. “We have to look at closing a middle school. We have to eventually look at closing a high school.”

In addition, the board has agreed to sell potentially valuable real estate, such as the bus garage property, which is near Eastwood Towne Center, and the downtown administration building at 519 W. Kalamazoo St. Saripalli said the district hopes to realize more than $2.5 million from the sale of each property. In a new administrative chart just presented to the school board, Wallace included a new, contracted position: that of grant writer. That person will look for government and private programs willing to pay for new or innovative school programs. “We’ve got to look at
things such as seeking additional revenue,” Wallace said. “We’ve got to get in front of that and really work those sources.” Wallace said he’s not yet sure how much money the district will be able to get in additional grants.
‘Tough year’ ahead
Despite unions’ concessions on benefits, the district has created a committee to look at ways to cut insurance costs, Saripalli said. A recent analysis shows that in 2010, Lansing spent $1,643 per pupil in state funding on employee insurance. That compares with $637 for Grand Ledge and $1,289 in Waverly. Saripalli said the district also will look at contracting for support services, including things such as technical and administrative support. That’s one of the financial “best practices” encouraged by the state. “Eighty-five percent of our expenses are in people, so we’ve got to look at more efficient ways to deliver those services,” he said. “We’ve got to look at everything at this point. It’s going to be a pretty tough year.”
