Better methods of assessing achievement, stronger relationships with kids and making lessons relevant to kids’ daily lives are part of a preliminary plan to improve academics in the Lansing School District. Chief Academic Officer Terri Spencer presented the plan to the school board at a special meeting Monday, July 25. Superintendent T.C. Wallace Jr. said he felt the meeting was productive. “It sets the framework for moving ahead in academic success,” he said. The academic plan is the first step in a process of restructuring the school district that the board and administrators plan to conduct through the fall with a goal of saving money and better serving district families. A final plan could include building closings and consolidations, and a reconfiguration of grades. “As we look at this district and how we are organized, are we organized in the best way to educate children?” asked board President Shirley Rodgers. “As we restructure the district, it

After months of delays, the Lansing school board on Monday completed its performance evaluation of Superintendent T.C. Wallace Jr. Some board members initially wanted to conduct the evaluation in April, and it was delayed several times, most recently in late June. The issue was among several during a contentious spring for the school board, which also clashed on laying off top administrators and whether Wallace had violated his own contract by signing contracts with those administrators. The evaluation was a last-minute addition to the agenda for Monday’s special board meeting. At Wallace’s request, the board discussed the evaluation in closed session. Board President Shirley Rodgers and Wallace both declined to comment except to say that the board’s public action on the evaluation will take place at the board’s Aug. 4 meeting.

Mason woman admits stealing from union Kevin Grasha

GRAND RAPIDS — A former administrative assistant for a Lansing-area union has been sentenced to 3½ years in prison and ordered to pay back the more than $400,000 she embezzled. April Franklin, 35, of Mason, has admitted stealing a total of about $371,000 between 2003 and 2009 from an apprenticeship and training fund held by Lansing’s Plumbers and Pipefitters Local 333, officials said. She also admitted pocketing about $40,000 in cash dues that were paid to the union. In a letter to Maloney submitted before her sentence hearing, Monday, July 12, Franklin said she is working two jobs and intends to pay the money back. “The damage I have caused the (union) and the disappointment in myself are the first thoughts when I wake in the morning,” she wrote. “I will, no doubt, spend the rest of my life regretting these actions.” Officials said Franklin issued checks to herself to pay for personal expenses and her monthly credit card bill; she falsified the union’s accounting records to hide the thefts from co-workers and the union’s auditor. According to a news release, U.S. District Judge Paul Maloney noted in handing down the sentence the thefts hurt the union financially, and it was not able to pay certain death benefits to members’ families. Union officials were not available for comment. A telephone number for Franklin has been disconnected.

Funded by the City of Lansing, the Sense of Place in the Arts Grant Program supports arts and cultural projects in order to drive community revitalization and cultural economic development in Lansing. Grants will range from $5,000 to $50,000 and projects must be held between Oct. 1, 2011 and June 30, 2012. Applicant organizations must meet eligibility criteria, must contribute to the city’s “sense of place” as a part of its cultural economic development philosophy, and must produce collaborative, visible arts projects or programs that directly impact Lansing residents and visitors. In

conjunction with the Lansing Economic Development Corporation, the Arts Council of Greater Lansing will administer the program and will provide consultation and expertise to the arts and cultural community throughout the grant process. Applications will be reviewed by an advisory panel made up of economic development and artistic professionals selected on the basis of their familiarity with, and expertise in, a broad spectrum of artistic and economic development practices. The panel will select award recipients based upon the quality of the proposed project, its collaborative efforts, the impact on Lansing and its residents, and the organization’s fiscal competence. LANSING TWP. POLICE REPORT LANSING TOWNSHIP — The Lansing Township Police Department handled many incidents the week of July 18 to 24, 2011, including the following:

Monday, July 18 • One motor vehicle accident was reported and one arrest was made on this date. • In the 1100 block of Chester Rd, a resident reported that someone stole her woman’s black Diamondback bike. • In the 1000 block of Chester Rd, a resident reported that his red Next Nishiki mountain bike was stolen during the night. • In the 2800 block of W. Willow St, a resident reported that her Sony Cyber-Shot was stolen sometime last week from her bedroom. A possible suspect was named. • In the 700 block of Edgemont Blvd, a resident reported that someone broke into his storage compartment and took assorted property. It was reported that another storage unit was also broken into. • In the 200 block of N. Deerfield Rd, a resident reported that she was struck by an unknown object thrown by an identified male subject. The complainant suffered very minor injuries. • In the 1200 block of Weber Dr, a resident reported that sometime during the night his black Diamondback 21 speed men’s mountain bike was stolen out of the carport area in the parking lot. • At 2500 Showtime Dr, NCG, an off-duty manager observed an intoxicated male subject damage the windshield of a vehicle. Officers made contact with the owner of the vehicle. Officers reported arresting a male subject for Malicious Destruction of Property and Disorderly Drunk. The subject was lodged at Ingham County Jail.

• In the 2800 block of Hopkins Ave, a resident reported that someone stole her men’s silver Mongoose Roadmaster bike while it was stored in her attached garage. • Officers responded to an Animal Complaint at 2925 Towne Centre, Sam’s Club. A manager reported that a small dog was left in a vehicle and appeared to be in grave danger. Prior to the officer’s arrival, the dog was removed from the car by a good Samaritan. Contact was made with Ingham County Animal Control. • In the 200 block of N. Grace St, a Charlotte resident reported that a gold ring was stolen out of a room that he was staying in at this location. An officer made contact with a female subject who confessed that she stole the ring and pawned it off at a pawn shop in Eaton County.

Wednesday, July 20 • Two motor vehicle accidents were reported on this date. • Officers responded to a Personal Injury Accident at E. Grand River Ave and N. Homer St. It was reported that three people were transported for medical treatment by LTFD for non-life threatening injuries. • In the 400 block of Charles, a resident reported that her house was broken into and several items were taken.

The manager reported that an unknown male subject poured a cup of water over her head. Thursday, July 21 • Three motor vehicle accidents were reported and two arrests were made on this date. • In the 100 block of Mifflin, a resident reported that someone broke into her residence on 7-20-11 and stole two laptop computers and a camera. • At 410 S. Clippert St, Whiskey Barrel Saloon, 911 reported an argument between homeless subjects. Officers reported making contact with a male subject. It was reported that after the argument was resolved the subject was arrested for disorderly conduct due to his obscene behavior outside this location. The subject also had a Child Neglect warrant out of St. Clair County. The subject was lodged at Ingham County Jail.

LANSING — On Friday, Aug. 5, Old Town will be ablaze with music, food, community and culture when the 17th annual Lansing JazzFest takes off. The corner of Turner St. and East Grand River Ave. expects to see over 10,000 music lovers for another free two-day community event. Friday kicks off at 4:30 p.m. with Lansing favorites Jeff Shoup Quartet featuring Tamara Mayers. Known for her multigenre-infused jazz compositions and arrangements, Mayers’ silky resonance keeps crowds singing and dancing. At the same time, celebrate happy hour in the beverage tent (free admission for ages 21+), lasting from 4-6 p.m. Next up is Lisa Smith, a smooth, sultry jazz singer thrice-voted by LSJ readers as “Favorite Jazz Act in Lansing,” followed by the world sounds of Dave Sharp’s Secret Seven featuring Hindustani vocalist Parag Ray and the Celtic jazz of Maeve Gilchrist Trio. At 9 p.m., headliner Dr. E takes the stage. The soul-

ful, open-hearted, raw-yetrefined talent of Dr. E, makes this Columbus, Ohiobased songstress a fast-rising jazz and soul star who shares her resonating soul with her audiences. Dr. E’s eclectic musical influences have evolved into a style hallmarked by warm, bluesy tones, infectious rhythms, fiery fretwork, and caressing vocals soaked in soul. Next, Marcus Elliot Quartet will share its saxophone compositions and the world sounds of Elden Kelly & the Global Roots Jazz Collective’s will introduce you to unique instruments the oud and the glissentar. At 7:30 p.m., headliner Nicole Mitchell Quartet takes the stage. Nicole Margaret Mitchell, a creative flutist, composer and bandleader, has been named “Top Flutist 2010” by Downbeat Magazine’s Critic’s Polls and also placed first as Downbeat Magazine’s “Rising Star Flutist 2005-2010.” She was awarded “Jazz Flutist of the Year 2010” by the Jazz Journalist Association and “Chicagoan of the Year 2006” by the Chicago Tribune. Ensemble and Black Earth Strings, Mitchell’s compositions reach across sound worlds, integrating new ideas with moments in the legacy of jazz, gospel, pop, and African percussion to create a fascinating synthesis of “postmodern jazz.” Next up at 9 p.m. is headliner Straight Ahead, led by jazz performer and instructor Marion Hayden. This five-member ensemble masterfully mixes a host of musical material with solid vocals. REVIEW OF RECORDS TURNS UP MINOR OFFENSE As part of our election coverage, the Lansing State Journal reviewed City of Lansing and Ingham County property tax records, criminal and civil court records in Lansing, East Lansing and county courts, a Michigan State Police criminal database and other records for all Lansing City Council candidates in the Aug. 2 primary election. Below are the key findings in the atlarge race. Traffic and parking citations were excluded. »John Krohn was charged with violating a City of Lansing profanity ordinance in the early morning hours of Oct. 18, 2010. He returned home to the area of Cherry and Hillsdale streets near downtown and saw a city police officer writing a ticket for his roommate’s vehicle blocking the sidewalk. Krohn swore at the officer and was arrested. The city attorney’s office later dismissed the charge and refiled as loud or boisterous conduct and hindering or obstructing a police officer. A jury found him guilty of the misdemeanor boisterous conduct charge. Krohn has appealed the conviction to Ingham County Circuit Court, contending his actions were protected speech under the First Amendment. He said the car was not blocking the sidewalk by much and a police officer did not respond to his initial requests for information. “To say that that disturbed the public peace is ridiculous,” he said. “I got upset about it and I lost my temper, and I complained in a way that is more than I usually would.”

The subject was cited at the scene and his vehicle was driven away by a licensed driver. The subject was also arrested for two misdemeanor warrants out of Eaton County.
