isitors are barely in the door at Lansing’s Post Oak Elementary before the school’s global perspective becomes clear. Key principles for students are presented on one wall of the office in both English and Chinese. Posters and students’ artwork that adorns the walls of classrooms and halls speak to worldwide issues. It’s not unusual to find second-graders talking by computer with people from other countries as they learn about the structure of communities. “We’re very much about creating global citizens and global thinkers,” Principal Camela Diaz said. “It’s exciting for the students to have this as a part of who they are when they move out into the world.” Last month - four years after Post Oak first applied to become an International Baccalaureate school - it earned certification, only the 16th elementary school in Michigan to do so. Lansing’s Eastern High School also is certified; the district’s Pattengill Middle School is in the application process. Last Thursday - after administrators reorganized the district’s business office to find the money in a tight budget - the school board approved spending $150,000 to pay for a program coordinator and membership fees. “Neighboring communities are interested in what’s happening at Post Oak. This is a good program for us to invest in,” said school board Treasurer

WHAT IS AN IB SCHOOL? Just under 3,300 schools around the world are certified as International Baccalaureate schools. Those schools: • Require tough academic standards. • Teach IB students a second language and the skills to live and work with others internationally. • Teach critical thinking by encouraging students to ask challenging questions, to reflect critically and to develop research skills. • Include a community service component.

Post Oak - one of the district’s magnet schools - brings several dozen out-of-district students to Lansing, each with about $7,000 in state aid. Its innovative program also brings prestige to a district often discussed not for its triumphs, but for its shortcomings. Both are important at a time when suburban districts and charter schools are drawing students away from Lansing. ‘What this says is that we are building an infrastructure from kindergarten through grade 12

where we can consistently provide our students with a world-class experience that few districts have had the opportunity to put together,” Superintendent T.C. Wallace Jr. said. “We were on the cutting edge.”

A top manager at the Ingham County Road Commission has been demoted in the wake of a consultant’s report that found discord at the agency. On Sept. 19, the commission board voted to demote Jim Benjamin, operations director, to a position equivalent to that of a mechanic or road worker, said Bill Conklin, managing director. Conklin did not recommend the demotion. However, the board also

agreed to delay implementing the demotion until it could discuss how it should be done with Peter Cohl, a commission attorney. Board members did not publicly discuss their reasons for demoting Benjamin, a 24-year employee. However, they convened in closed session last week to discuss undisclosed employment issues. “The board hasn’t shared with me their reasoning for taking this action,” Benjamin said. “I stand behind any and all actions that I have taken since becoming director of

operations.” A recent consultant’s report found problems at the agency, including a culture of favoritism and distrust between managers and employees. However, employees have since widely criticized the report as misleading, saying the distrust actually exists between board members and employees. Moreover, Shirley Rodgers, board president, was criticized in the report for micromanaging the agency. She has said she merely has been trying to ensure the commission follows fair

hiring practices and to have an agency workforce “representative” of Ingham County. About 82 percent of road commission employees are white; in comparison, about 72 percent of county residents are white. The report urged the board to make changes in agency managers within three months. Rodgers could not be reached for comment Sept. 20 on Benjamin’s demotion. Conklin said he could make no further comment on the matter. Benjamin has been

director of operations since March 2009. Under the county system, Benjamin, 50, is five years away from being eligible for retirement. Earlier this month, the board also directed Cohl to review the “employment status” of Tina Henry, finance director. The board has not yet taken action related to Henry’s employment. Conklin’s contract with the board expires Jan. 14, 2012. The board has not yet taken action on whether to renew his contract beyond that date.

LANSING TWP. POLICE REPORT LANSING TOWNSHIP — The Lansing Township Police Department handled many incidents the week of September 12 to 18, 2011, including the following:

Monday, Sept. 12 • Two motor vehicle accidents were reported on this date. • At Towne Centre and Showtime Dr, it was reported that a cutoff saw, a generator, and a 12 volt battery were stolen from the property. • In the 700 block of Bon Air Rd, a resident reported that her debit/credit card was used without her authorization at two different locations.

Tuesday, Sept. 13 • Seven motor vehicle accidents were reported and six arrests were made on this date. • At W. Michigan Ave and Catherine St, officers reported arresting a male subject for a first offense of Operating While Intoxicated. and CCW. The subject was lodged at Ingham County Jail. • In the 1000 block of Westfield, a male subject reported

locating a lock box behind a residence. It was traced to a Breaking and Entering that had previously occurred in the area. • In the 100 block of Brynford, a resident reported that her blue Trek mountain bike was stolen during the night. An officer advised locating a subject on the bike in the 2900 block of W. Michigan Ave. The bike was returned to its owner.

Michigan Ave, officers responded to a three car accident. It was reported that a minor child was transported to a local hospital for treatment.

Wednesday, Sept. 14 • Six motor vehicle accidents were reported and three arrests were made on this date. • During a traffic investigation at S. Grace and W. Michigan Ave, an officer reported citing a male subject for a first offense of Driving While License Suspended. The subject was released with his citation and the vehicle was left legally parked until a licensed driver could remove it.

Charles St, Antique Auto Parts, the owner reported that someone broke into the business during the night and took two plastic containers of gasoline. Saginaw St, Shell Gas, an employee reported to police that a known female subject was begging money from customers. xcavation work began Sept. 19 at the site of the Lansing Board of Water & Light’s future natural gas-fired energy generation facility. Crews have begun removing asphalt and soil at the REO Town location, according to a BWL news release. The 18-month, $182 million project will include an auger-cast form of installation for the concrete pilings that will be the foundation for the building, which causes less noise than other options. The facility is scheduled to become fully operational in July 2013 and will house 180 BWL employees. “More than a year of planning has gotten us to the point where Lansing residents will now see sustained construction activity at the REO Town site,” BWL General Manager J. Peter Lark said, in a statement. The project also includes restoring the historic Grand Trunk Western Railroad Depot that’s located on the property.

The Township Board of DeWitt Charter Township is Seeking Public Input On a Proposed BMX/Mountain Bike Course The Township Board is seeking public input on a proposed hy brid BMX/Mountain Bike course on land within Padgett Park, a park located on the south side of Herbison Road west of Schavey Road. . A public/private partnership is proposed, between DeWitt Township and Bikeworks, non-exclusive, located in the Schavey Road Plaza. Volunteers would build a combination track and trail system on a few acres of overgrown land in the front section of Padgett Park. This land was an old grav el pit and has elevation changes suitable for a hybrid bike track and trail system. Ninety percent of the growth in the area would remain in place. Donations would have to cover construction costs and maintenance would also involve a public/private partnership utilizing volunteers. The proposed "adventure sport" track would be available for public use by both youth and adults, free of charge. Only non-motorized bikes would be authorized to utilize the track. The Township Board is soliciting public input at 7:00 p.m. at their September 26th Board meeting to be held at the Township Hall at 1401 W. Herbison Road, DeWitt, Michigan 48820. A sketch of the proposed track is available for viewing at the Clerk’s Office within the Township Hall from 8:00 a.m. to 5:00 p.m. Monday through Friday.
