Dumas said the district had expected to add $367,717 to its fund balance at the start of the fiscal year and finished with an excess of about $345,000. “Also last year we had received about $470,000 from the Federal Education Jobs Act,” said Dumas. ‘This was money that we had not expected and it was not budgeted. However, we did not spend it because we anticipated that we would need it with this new budget. PORTLAND — The grim reality of Michigan public school financing was evident at the June 27 meeting of the Portland Schools Board of Education. The district .looks to add $816,271,45 to its fund balance when the current fiscal year ended on June 30. Portland street projects to get underway on July 5 Project to include water main upgrades on Church, Albro Tom Thelen tthelen@lsj.com

PORTLAND — Motorists traveling in the City of Portland should be alert for the start of two road maintenance projects this week. Construction crews will being work on Tuesday, July 5, on two road maintenance projects within the city. The first project will take place in two areas: • Grand River Avenue between Water Street and Grove Street; • Bridge Street between Grant Street and Maple Street. In both areas, work crews will be milling off the existing asphalt and replacing it with new asphalt. “We will be taking an inch and a half to two inches of the existing pavement off and putting down new asphalt,” said Portland city manager Tom Dempsey. “The milling will then be put down on Market Street or along some of the cemetery roads.” Temporary lane closures may be in place as this work is being completed. The scheduled completion date for this project

is Saturday, July 9. “There may be some traffic controls still in place by the end of the week,” said Dempsey. “It will depend on how soon we can get the road markings replaced.” Also, a second project to replace asphalt and make water line upgrades will also begin on Tuesday, July 5. This project will also take place on two streets: • Albro Street from Center Street to Detroit Street; • Church Street from Center Street to Detroit Street. Both streets will be closed to through traffic during the duration of the project, which is scheduled to be completed at the end of the month. On both streets, work crews will remove the existing pavement and replace it with new pavement. Also, existing 4” water service lines on Church Street will be replaced with 8” lines. Similar 8” water lines will also be placed on Albro Street, which did not previously have water lines. “Once this is complete, the residents in this area should see improved water quality and water pressure,” said Dempsey. “We are also adding new hydrants to improve our fire fighting capability in those areas as well.” During the project, there may be intermittent closures on Church Street between Carl Street and Lyons Road as the work is going on.

land Public School District is accepting applications to fill one vacancy on its Board of Education. The vacancy was created after current board member Joel Wildrom submitted his resignation earlier this month as he is moving out of the Portland area. His resignation is effective at the end of June. The district is seeking one individual who will serve for the remainder of Wildrom’s term, which ends in June of 2012. The person selected to fill the remainder of the term would be eligible to run for the position in the 2012 election. Interested persons must

be at least 18 years of age, be registered to vote, and reside within the Portland School District. Portland St. Patrick’s varsity baseball program will hold its Baseball 101 skills camp July 6-8 at Father Flohe Field, for players ages 7-14. PORTLAND — The Portland Police Department has arrested a subject that ran from an officer during a traffic stop on June 26. Portland police officers have arrested Christopher Michael Goodknecht, 25, of St. Johns, on charges of fleeing and eluding as well as resisting and obstructing a police officer. Goodknecht has been arraigned on those charges as well as a charge of driving while license suspended - second offense. As of press time, he is being held in the Ionia County Jail on a $35,000 bond. According to the Portland Police Department, the incident began at 2:48 a.m. on June 26 when an officer attempted to stop a vehicle traveling near the intersection of Divine Highway and Grand River Avenue in the City of Portland. The motorist refused to stop for the officer. Instead, the subject pulled into a driveway and attempted to flee on foot. During his escape the subject fell down a steep ravine and into the Grand River causing officers to initially believe he may have drowned. Some of his clothing was found later that morning on the opposite side of the river, from where he entered, by a Michigan State Police tracking dog. Portland police officers continued the investigation, and with the assistance of the Clinton County Sheriff Department the subject was identified. At the request of the Portland department, officers from the St. Johns Police Department went to the subject’s address and located him. The subject made admissions as to his involvement in this case and was placed under arrest on June 30. He was transported to the Ionia County Jail and was arraigned later that day.

An officer went to the scene and found a trailer parked along the side of the road, but did not observe an accident in the area. Thursday, June 23 10:12 a.m.- assist to a subject on Grand River Avenue who was locked out of a vehicle. 11:20 a.m.- report of a disorderly person at a residence on Charlotte Highway. The subject had left the scene prior to the officer’s arrival. 9 p.m.- a subject arrived at the station to turn in a set of keys that had been found. 11:37 p.m.- officer on patrol observed a vehicle that did not have its taillights on. The officer contacted the sender of the message and warned the subject against future contact. Thursday, June 16 9:45 p.m.- officer conducted a follow-up investigation to a subject on the sex offender registry. The subject had recently moved and the new residence was within 1,000 feet of a school building, in violation of the law. The subject was given time to

move from the residence. Monday, June 20 9:20 p.m.- report of a complaint over child custody on Kent Street. After conducting an investigation, the officer determined no criminal action had taken place and the matter was referred to the Department of Human Services. Wednesday, June 22 2:02 p.m.- a subject from outside of the city reported being assaulted the previous week by another solicitor in the area of Danby Street and Hill Street. Officers advised the subject to file a report and information at the station. 6:45 p.m.- officer on patrol observed a vehicle with a cracked windshield. The officer did a check of the license plate and determined that the plate was on the wrong vehicle. During a traffic stop near Charlotte Highway and Bridge Street, the driver told the officer that the vehicle had been recently purchased and that the plate had not been transferred. The driver was cited for the improper plate and the

Ionia Age 95, passed away on June 23, 2011 at Heartlands of Ionia. Therese was born on August 2, 1915 in Odessa Township, the daughter of Lewis and Mary (Schnabel) Lehman. She attended the Carr School and lived in Odessa Township until moving to Ionia in 1961. Therese was a member of S.S. Peter and Paul Catholic Church of Ionia. She is survived by four nieces and two nephews. April 28, 1945 - June 15, 2011 Eileen Kanemoto, 66, died peacefully on June 15 with family by her side following a battle with cancer. She was raised in Portland MI and educated at Michigan State University. She moved to California to work as a Medical Technologist and later worked for UC Davis Extension. She is survived by husband Theodore; son Eric and his wife, Kristina; daughter Leslie and her husband Jason; and grandchildren Ryan and Emi; mother Arlis Quinn of Grand Ledge; siblings Mary (Dave) Roderick of Westphalia, Riley (Fran) Quinn of Westphalia, Betsy (Gale) Rogers of Portland, Tim (Libbie) Quinn of Brentwood TN, Phil (Patti) Quinn of Portland. Arlene was preceded in death by father John F. Quinn. She will be missed for her kindheartedness, faithfulness to God and her unconditional love and dedication to Ted, their children and all of her family and friends. We just had the first trampoline related injury of the year come into our office. She is a beautiful active girl who has been a patient of ours for 3 years. Every year I have come across a child who has been injured on a trampoline. So let’s look at this a little closer before you let them jump. The American Academy of Pediatrics (AAP) issued warnings as far back as 1977, 1981, and 1999 emphasizing the dangers of trampolines, recommending they not be used at home or in school physical education classes. The kids kept jumping and I want you to see where it got us. A report by Pediatric Neurosurgery done in 2000 stated, “That in 1998 trampolines were responsible for more than 6,500 pediatric neck injuries”. According to Consumers Reports in 2003, 98,000 people were treated in emergency rooms due to trampoline use. Of this 98,000, 50,000 of these emergency room visits were children. Right now I am trying to consider if the benefits outweigh the risks. The 2001 Consumer Product Safety Commission (CPSC) reports there have been 11 deaths (6 of them under age 5) since 1990. Gary Smith chairman of AAP’s Committee on Injury, Violence, and Poison Prevention, also former Director of Emergency Medicine at Children’s Hospital of Columbus, supports a complete ban on home trampolines. He states, “We’ve seen the number of trampoline related injuries skyrocket in just six years, the trend doesn’t show any signs of slowing down. Instead, it’s continuing to increase.” Did you know that baby-walkers are banned in Canada yet trampolines cause twice as many injuries as baby-walkers! Smith also states, “The injuries sustained were severe injuries to the spinal cord, which usually lead to paralysis and quadriplegia”. Many childhood activities and traumas can cause the vertebrae (bones of the spine) to lose their normal motion and position. Delicate nerve tissue can be damaged resulting in interference in the brain’s ability to control associated organs and tissues; we call this Vertebral Subluxation. In order to have the best health possible all of the messages need to get from the brain to the body. Chiropractors find these areas that are not functioning properly and restore proper function allowing your child to have the best health possible. I have not read anything mentioning the recent use of safety nets decreasing the chance of injury. If you insist on having a trampoline in your backyard, my recommendations are to limit the amount of time children are on the trampoline! Limit the number of people on the trampoline; I would think one at a time would prevent collision. Always have adult supervision. The younger the child the less developed their musculature is and more the reason to not allow or limit young kids from the repetitive trauma of jumping. The repetitive jumping can also compress the discs and supporting tissue of the spine.
