Council approves second change to plant project

PORTLAND — The Portland City Council approved a second change order for the wastewater treatment plant renovation during its July 5 meeting. The second change order increases the project cost by $7,959. The change was due to the poor condition of a connection that the work crew had intended to use. “A connection point on the outside of an aeration tank that the crews thought they could still use was severely corroded and had to be replaced,” said Tom Dempsey, Portland city manager. “Instead the crew will install a new location and move that location inside the tank. However, this results in additional pipe fittings and seals.” The change order increases the total project cost to just under $3.2 million, which the city is financing through the U.S. Department of Agriculture’s Rural Development bond program. The first change order increased the size of some pipes in the facility to allow for increased capacity. That change increased the cost by $14,830 and was approved at the council’s June 20 meeting. The council also approved a payment of $463,475.41 to Davis Construction, the overall contractor on the project, for work completed through June 30.

One in two men and one in three women will face a cancer diagnosis in his or her lifetime. Statistics show that each one of us is likely to be impacted by the disease at some point – possibly through a friend or loved one’s battle with the disease, or a personal battle. The American Cancer Society’s Relay For Life hosts a special ceremony to recognize both those lost to the disease and those who represent hope for the future – our cancer survivors. PORTLAND — The Economic Revitalization Committee of the Portland Main Street program will be hosting a roundtable discussion on utilizing the tools and resources of the United States Small Business Administration (SBA) on Tuesday, July 19, at 1 p.m., at Portland City Hall. This event – which is open to all smallbusiness owners, potential small-business owners, and local entrepreneurs – will focus on the various tools available through the SBA for small businesses. Experts from the Small Business Administration, the Michigan Small Business and Technology Development Center (MI-SBTDC), and area banks will be on hand to answer questions and provide examples that will help to demystify the process of working
with the SBA. “The SBA offers many great programs that small business owners can use to help their businesses,” said Portland Main Street Manager Patrick Reagan. “However, a lot of business owners feel that the process can be really overwhelming or just too difficult to utilize. The Economic Revitalization Committee wants to assist local small business owners in navigating this process, and that is why we are bringing in these experts.” This roundtable discussion is presented by the Portland Main Street program in conjunction with the Michigan Small Business and Technology Development Center. Although the July 19 presentation is

PORTLAND POLICE REPORT This report was compiled from 28 entries in the log books of the Portland Police Department from June 29-July 6. One accident took place during that time. Area police officers want to remind residents that if they see something that appears to be suspicious to contact the police immediately by calling 9-1-1 or (517) 647-7521 in that event that a crime is in progress or has taken place. Thursday, June 23 12:25 p.m.- report of solicitors in the area of Grand River Avenue and Bristie Street. The solicitors did not have a city permit and were asked to leave the area. Saturday, June 25 9:20 a.m.- report of a subject selling items out of a vehicle on Grand River Avenue. The officers were unable to locate the subject. Sunday, June 26 4:45 p.m.- assist to the Portland Ambulance Department on a medical call near Morse Drive and Plant Drive. Monday, June 27 8:14 a.m.- assist to the Portland Ambulance Department on a medical call on Water Street. 4:40 p.m.- assist to the Portland Ambulance Department on a medical call on Grand River Avenue. Tuesday, June 28 11 a.m.- report of a possible domestic assault in progress on Lillian Boulevard. Officers arrived and discovered that no assault had taken place
2:45 p.m.- assist to a subject on Maple Street who was locked out of a vehicle. 5:45 p.m.- assist to a motorist with a stalled vehicle along Interstate 96 near Grand River Avenue. While the officer was on the scene, the subject began to complain about chest pain. The Portland Ambulance Department was notified. 8:45 p.m.- officer on patrol conducted a check of identification and fishing licenses at the Portland Dam. One of the individuals was found to be wanted on an outstanding warrant out of Lansing. The subject was arrested and transported to the intersection of M-100 and Grand River Avenue to be turned over to the Lansing Police Department. Wednesday, June 29 6 p.m.- officer on patrol observed a vehicle being operated by a subject known to have a suspended license. During a traffic stop at Looking Glass Ave. and Bishop St. Officers also learned that the subject was wanted on an outstanding warrant out of Sterling Heights. The Sterling Heights police department was contacted, but did not want to travel to pick up the subject. The subject was cited for driving while license suspended - first offense. Thursday, June 30 9:45 a.m.- assist to a subject on Grand River Avenue who was locked out of a vehicle. 11:15 a.m.- report of juveniles with firecrackers on Grand River Avenue. The subjects were
located and warned. 3:30 p.m.- report of a larceny of $69 worth of gasoline from a business on Grand River Avenue. 11:11 p.m.- officer on patrol observed a vehicle with its headlights off and only its parking lots on. During a traffic stop near Grand River Avenue and Cutler Road, the driver was arrested for operating while intoxicated and was transported to the Ionia County Jail. Friday, July 1 11:35 a.m.- report of a dog bite on Smith Street. The owner of the dog was contacted and a citation was issued. 2:56 p.m.- assist to the Portland Ambulance Department with a medical call on Lyons Road. Saturday, July 2 1:52 a.m.- assist to the Ionia County Sheriff Department at the scene of an accident on Interstate 96 near mile marker 79. 4:45 a.m.- the department was contacted by the Allegan County Sheriff Dept. who had a subject wanted on a local warrant in custody. An officer traveled to the Allegan County Jail to pick up the subject and transported the subject to the Ionia County Jail. 10:46 p.m.- officer on patrol was advised to be on the lookout for a vehicle that was reported to be bouncing off vehicles and had only one taillight working. On the way to the scene the officer passed the vehicle. During a traffic stop at Bridge Street and Kearney Street , the driver was cited for driving on a restricted license as well as for operating
while intoxicated - third offense. The subject was transported to the Ionia County Jail. Sunday, July 3 2:30 a.m.- report of subjects placing construction barrels in the roadway near Grand River Avenue and Water Street. 5:35 p.m.- assist to a subject on Grand River Avenue who was locked out of a vehicle. 7:55 p.m.- officer on patrol observed a vehicle that had stopped in the roadway at Grand River Avenue and Rowe Street and was not moving. The officer determined that the subject was wanted on an outstanding warrant out of Clinton County. The subject was arrested and transported to Pewamo to be turned over to the Clinton County Sheriff Department. 10:48 p.m.- report of individuals fighting on East Street. Officer arrived on scene and found on subject was injured. After an investigation, one subject was arrested for aggravated assault and was transported to the Ionia County Jail. Monday, July 4 6:45 p.m.- a pair of eyeglasses were found on Kent Street and were taken to the station. Tuesday, July 5 2:10 a.m.- report of juveniles pushing over trash cans in the area of Kent Street and Brush Street. Officers were unable to locate the subjects. 5:40 p.m.- report of a semi-truck driver who had a seizure in the construction zone at Grand River Avenue and Albro Street.

SUNFIELD — Sunfield children entering kindergarten through sixth grade will travel the globe this summer as the Sunfield District Library presents its “One World, Many Stories” summer reading program. Registration begins Tuesday, July 5, when the library opens at 2 p.m. Books may be checked out immediately after registration. The program will run until Saturday, Aug. 6, and will feature one special event day each week of the program, either a craft day or entertainer. Dempsey told the council that the property is in a residential area, but is not in good condition. “We thought that maybe it could be used for training by our emergency personnel,” said Dempsey. “But after they looked it over, they felt that it was too dangerous. They felt that the property could only be demolished at this point.” Dempsey said that the city would need to spend up to $11,000 to demolish the property and make it marketable if the city chose to accept the donation. “With the real estate market as it is right now we may be able to sell the lot for $12,000 to $15.000,” said Dempsey. Dempsey added that the family has kept current on utility and tax bills, but that the summer taxes would need to be paid. “My biggest concern is the precedent that would be set,” said Mayor Jim Barnes. “There may be more locations out there were families are having problems with finances and foreclosure and could also decide to just donate the property to the city. I think the negatives outweigh the positives.”

From June 30, 2011, Richard Lewis Silliman, "Dick", will live on in the hearts of those who love him so very much. Born in Oneonta, New York in 1932, the son of Gertrude and Morton Silliman, Dick moved to Midland, Michigan in the late 1950’s to work for the Dow Corning Corporation. He was employed for over 30 years as a Pension and Benefits Consultant. Dick loved to read and travel, but most of all he loved his family and thoroughly enjoyed being with his grandchildren, including supporting them in their musical, school, and sporting events. "Papa" rarely missed a game whether home or away. Dick lives on in the hearts of friends and family--his wife of 31 years, Marlene Silliman; sons, Mark (Pam) Silliman, Scott Silliman, and Richard Rose Bissell; daughter, Diane Bissell; granddaughters, Samantha Rose and Chelsea Lynn Bissell; grandsons, Ryan, Thomas and Justin Silliman, John and Paul Carley, and Michael (fiancé Naomi) Sinn; great grandson, Ethan Sinn; and brother-in-law, Kenneth (Lulu) Downing.
