PORTLAND — The Portland Main Street program recently honored the people who have helped to make the program a success. The organization held its annual Volunteer Recognition event on July 14 at Two Rivers Park. The volunteers and guests were treated to a free picnic dinner while they listened to music from the group El Kabong. “Everything that we do depends on volunteers,” said Patrick Reagan,
Portland Main Street manager. “When you look at all of the things that have been done in Portland, they were brought on by volunteers.” Reagan noted that volunteers provided 3,000 hours to various projects and events within Portland in the last year. “There is no way that a lot of the improvements that have taken place could have been done by just one or two people,” said Reagan. “These people have stepped forward and are making a difference in the community.”

Along with the picnic, the Main Street program handed out various awards. The Main Street Volunteer of the Year Award was presented to Diane Smith. “Diane has shown a great desire for the success of the program,” said Reagan. “She is a hard worker and dedicated to the program. PORTLAND — The Portland City Council approved a third change order for the wastewater treatment plant improvement project at its July 18 meeting. The change increases the contract price by $39,910.49, putting the adjusted contract price at just over $3.2 million The change was made to allow for a high efficiency diffuser system to replace the current system which had been planned for reuse in the renovation. However, reusing the current diffuser would have required blowers used in the system to be increased from 25 horsepower to 75 horsepower in order to meet permit requirements set by the Department of Environmental Quality (DEQ.) The change order also does the following: • Add pressure relief valves to prevent damage to a clarifier tank caused by high ground water levels. • Add piping because the
actual underground piping was different than what was known during the design. • Revise a power feed to a building because the electrical requirements for the approved equipment is higher than what was shown in the contract documents. Ernie West of the C2AE engineering firm said the work on the renovation is moving forward to the point where the change orders should become less frequent. “We are getting to the point where we are working at ground level,” said West. “We are beyond most of the old infrastructure that may give us a problem. There still may be something that we do not know about that we could run into, but that risk is lessening as we get above ground.” Portland city manager Tom Dempsey said that the city staff continues to meet with members of C2AE and Davis Construction, the overall contractor, to find ways to control costs. Damage discovered at Portland hydroelectric dam Tom Thelen tthelen@lsj.com
PORTLAND — Portland city officials are looking at solutions after discovering a leak in part of the city’s hydroelectric facility. Portland city manager Tom Dempsey reported to the city council July 18 that city staff discovered the leak earlier that day. Dempsey noted that the leak is in an area that will not cause a failure. “The dam is not going to break because of this leak,” said Dempsey. “The leak is located in an abutment near the power house. That area is not under any tremendous pressure, but we do have water coming out from that area.” Dempsey said the staff discovered the source for the leak was a hole near a flashing wall on the upstream side of the dam. “The water enters at the hole and works its way down through the abutment and exits at the bottom,” said Dempsey. “We are still able to generate electricity and the city staff have opened another gate at the dam to bring the water level down below the level of the hole.” Dempsey said that the city engineers were to look at the hole on Tuesday and develop a repair plan that meets the requirements set by the city’s permits from the Michigan Department of Environmental Quality and Federal Energy Regulatory Commission.
Power purchase Meanwhile, the city council approved a proposal to par-
ticipate with the Michigan Public Power Agency (MPPA) in a partial ownership of a natural gas combined cycle facility in Fremont, Ohio. Dempsey said the MPPA could expend up to $100,000 in development costs for the project and that Portland’s share would be no more than $2,200. The plant is scheduled to be ready for service by the end of this year with a potential capacity of 685 megawatts. Of that, Portland would receive 600 kilowatts during the peak usage time between 6 a.m. and 10 p.m.

“At one point the difference was $179,000, but we have worked it down to $100,000,” said Dempsey.
“We did set aside $95,000 for contingency items so we have closed that gap. I feel comfortable that we will continue to reduce that figure and that we will not have to make any rate changes.” Dempsey also stated that the DEQ has accepted a
revision to the design of the raw sewage pumps. He stated that the design will allow for a 7 percent increase in pumping capacity with just two of the three pumps operating. “This will allow us to turn down one pump and still meet the normal average
day flows,” said Dempsey. “The pumps all have five horsepower motors But the equipment and electrical wiring that will be installed is capable of handling 15 horsepower motors so we have the ability to increase pumping capacity should future flow rates increase.”

ne of the topics that has been hotly contested in recent months in Michigan isn’t one of the normal hot-button issues. We aren’t talking about abortion, the death penalty, or driving laws. The question is, should taxpayers fund a large percentage of the costs of movies made in Michigan? For years, movie producers and directors have taken advantage of the natural landscapes, scenic lake views, and numerous landmarks we have in our great state. To further incentivize film productions in Michigan, lawmakers in 2008 instituted a new tax credit to pay 42 percent of the costs filmmakers incur while filming in one of 135 specific communities. Before the film credits, large-scale movie productions here had been few and far between. Now in the past few years we have seen Hollywood greats such as Clint Eastwood, George Clooney and

IONIA — The Ionia County Board of Commissioners had their first chance to discuss revisions to the county’s animal control ordinance last week. The existing ordinance had not been revised since the 1970s. Also, board members felt a revision was necessary with the opening of a new animal shelter as well as the Ionia County Health Department being placed in control of the shelter. One part of the new ordinance that was debated was a section that allowed the Board of Commissioners to ask for a dog census, similar to the dog census conducted in 2005. Commissioner James Lower stated his opposition to a dog census in letters to various newspapers as well as on his Facebook page. In his letter Lower stated “I do not believe the county has the right to come on private property to determine whether or not a dog is licensed. This is the only law I have ever heard of that is proactively enforced and guilt is presupposed.” During the meeting, Commissioner Jim Banks countered a point in Lower’s letter that the census was held to raise revenue. “The main reason for conducting the census is to

The vehicle then stopped at the intersection at Kent Street despite having a flashing yellow light. The officer followed the vehicle and observed the vehicle cross the center line. During a traffic stop, the driver was arrested for operating while intoxicated and transported to the Ionia County Jail. Local farm takes part in MSU disease study EAST LANSING — Beth and Tim Ingraham operate a certified organic dairy farm in Ionia County. Keeping their herd of 100 registered Jerseys healthy and productive – without compromising its organic status – is priority No. 1. The problem? The Ingrahams learned their herd had a problem with Johne’s disease that had been assembled from multiple sources several years earlier and could be traced back to a number of management risk factors. Johne’s disease, a contagious and untreatable disease caused by the bacteria Mycobacterium paratuberculosis, or MAP, typically occurs in calves, but animals generally don’t express clinical signs of the disease until later in life. The Ingraham herd’s first positive case of Johne’s was confirmed in 2002. Their veterinarian, Dr. Tony Ellis, suspected Johne’s when he was called in to assess some overall herd health issues. Tests confirmed the diagno-

I’m not certain that the film credits should ever have been instituted without some sort of cap on spending or some provision stating that a certain

The Ingrahams began participating in the Johne’s Disease Control Demonstration Project, a near decade-long research project conducted by Michigan State University (MSU) researchers and MSU Extension specialists that evaluated Johne’s disease control strategies in an effort to identify which management practices are the most effective at controlling the spread of the disease. Within a year of participating in the project, the Ingrahams had reduced the prevalence of Johne’s in their herd by 50 percent. By the conclusion of the study, they had virtually eliminated the disease from their herd. “We culled really heavily at first,” Beth Ingraham said. “Anything that tested positive was culled. We wanted to get rid of it

In the Fiscal Year 2012 budget, the film credits
have been capped at $25 million. A major production is presently being made in Michigan. “Oz: The Great and Powerful”, which will be a prequel to “The Wizard of Oz,” will bring a serious A-list set of actors to the Great Lakes state. Whether this industry can be sustained without the full 42 percent tax credit remains to be seen. As lawmakers, we will reassess this issue next year. The Ingrahams no longer house sick cows in the maternity pens, eliminating overcrowding. Today, only cows that are calving are housed there, and the time they spend there is limited to the calving time. Newborn calves are removed immediately from the area, and after receiving an initial feeding of colostrum, are only fed milk from cows that test negative for Johne’s. Any cows that do test positive for Johne’s are not bred back to calve in again and are eventually culled from the herd. Though facility limitations haven’t allowed the Ingrahams to eliminate housing weaned calves with adult cows, they focus on how pre-weaned calves are managed. This focus has paid off, since the prevalence of Johne’s has dropped significantly over time, allowing the Ingrahams to move toward their goal of having a Johne’s-free herd. Beth Ingraham admitted that they knew little about Johne’s when they started, but learned a lot by being involved in the research project.
“Who knew that a small speck of manure could have such a huge effect on herd health?” she asked. “We have become very diligent about manure.” The management changes and heavy culling are paying off for the Ingrahams. They hope to reach the point where they can list their cattle as Johne’s-free and, in turn, market the replacement animals they routinely sell at a premium. The Michigan Johne’s Disease Control Demonstration Project was a partnership between the MSU College of Veterinary Medicine and Diagnostic Center for Population and Animal Health, MSU Extension, the Michigan Department of Agriculture and Rural Development and the U.S. Department of Agriculture in collaboration with nine Michigan veterinary clinics. Findings from the Michigan farms involved in the study were pooled with data collected from 17 other states as part of the larger, multi-state project, the National Johne’s Disease Control Demonstration Project. Main Street completes 2011 sign grant project PORTLAND — The Portland Downtown Development Authority (DDA) and Portland Main Street announced recently that they have finalized their 2011 “Sign Incentive Grant” funding round with the installation of a new sign at the Law Offices of Duff, Chadwick, and Associates at 108 Kent Street. Pat Duff, one of the partners of the Law Offices of Duff, Chadwick, and Associates, was enthusiastic about this new program and what it offered to downtown Portland businesses. “We have received a number of compliments on the new sign,” said Duff. “We feel the sign both comfortably and artfully blends into the downtown streetscape as if it has been there for 100 years.” Main Street Manager Patrick Reagan stated that the sign was what the grant was developed for all along. “We have a very creative city and downtown district, and the Design Committee, the Main Street Board, and the DDA Board all wanted to see signage that personified that creativity,” said Reagan. “We believe that this first project was exactly what we had hoped for with this grant. We are thrilled with the final product and with the commitment to quality made by Mr. Duff.”

Gari Signs of Brighton. “The artist, designer, and the City’s DDA deserve a lot of kudos on this project,” said Duff. “The whole undertaking would not have occurred had it not been for this grant opportunity.” The “Sign Incentive Grant” is a matching grant that reimburses building or business owners 50 percent of the total cost of approved signs - up to $1,000 - within the Portland Main Street district. This grant will be offered again in 2011-2012. The goal of the Portland Main Street program is to actively revitalize Portland’s vibrant, charming, and unique downtown into a gathering place-one that uses broadbased community support to (1) provide opportunities to entrepreneurs; (2) sustain a strong economic foundation for the region; and (3) safeguard history, tradition, and a sense of community for residents and visitors. 10th annual event to take place Aug. 19-21 in Portland PORTLAND — The 2011 Riverfest promises a full slate of entertainment and activity, with selections for everyone in the family - a Disney/ Pixar movie on Bridge Street, craft beer and wine tasting on the Boardwalk, inflatable rides downtown, and music and art shows are just some of the activities scheduled. “We have many community organizations involved in bringing the 2011 Riverfest alive,” said Main Street Manager Patrick Reagan. “There will literally be something for every member of the family to enjoy in Portland during this event.” Portland Main Street will be hosting it’s first annual “Wine the Walk” on Saturday, Aug. 20, from 4 to 10 p.m. This event will feature craft beer and wine tasting on the downtown Boardwalk. Main Street will also be having
inflatable kids’ rides downtown on Saturday. The Portland Area Chamber of Commerce will be hosting a downtown movie on Bridge Street on Friday, Aug. 19, at dusk, as well as craft and food vendors downtown on Aug. 20. The Portland Community Arts Council will have a juried arts show on the second floor of Portland City Hall during Riverfest, as well as the “Lens of the Community” photo show, and a “clothesline art show” on the Boardwalk on Aug. 20. The Portland Parks and Recreation Department will be hosting a 5k and a 10k run on the Portland Rivertrail, as well as softball and kickball tournaments on the Riverfest weekend.

LANSING — Every day, cancer patients miss their treatments because they do not have access to transportation. You can help these patients by giving them a life-saving ride. The American Cancer Society is seeking volunteers for its Road to Recovery program, which provides free transportation to those battling cancer in Lansing and the surrounding area. “This year, more than 51,000 Michigan residents will be diagnosed with
cancer,” said Julie Renner, American Cancer Society Health Initiatives coordinator. “They will find themselves needing chemotherapy, radiation, and other medical care and they won’t be able to do it alone. They will need support, educational resources, and rides to and from their treatments.” According to Renner, volunteer drivers only need to give a few hours a week, have a willingness to help others, a valid driver’s license and
proof of insurance. Volunteers can commit as many or as few hours as their schedule allows. The Road to Recovery program is offered at no charge by the American Cancer Society. LYONS TWP. — A Lyons resident received injuries after he was involved in a motorcycle crash on July 20. Deputies from the Ionia County Sheriffs Office were called to a crash that had occurred on Keefer Highway near Lyons Road. The investigation revealed a 52 year old male subject from Lyons was north bound on Keefer Highway at
approximately 1:20 a.m. when he lost control of the 2005 Harley Davidson motorcycle and left the roadway. After leaving the roadway the motorcycle rolled numerous times. The male driver was originally transported to the Sparrow Ionia Hospital in Ionia by ambulance. He was later transported by Life Net helicopter to Sparrow
Hospital in Lansing. The driver is listed in serious condition. The accident is still under investigation. Alcohol is believed to be a factor contributing to the cause of the crash. The Ionia County Sheriffs Office was
assisted by: Ionia County Central Dispatch, the Lyons-Muir Fire Department, the Portland Ambulance Department and Reed and Hoppes Towing. — From the Ionia County Sheriff Office

PORTLAND — An event that began as a family golf outing 10 years ago has grown into a significant community event. The Warra-Dawdy Invitational golf tournament held this year’s event on July 2 at the Portland Country Club. The tournament featured 155 golfers, community members and volunteers, and raised close to $7,000 from proceeds, sponsorships, donations and prizes. All the proceeds will be given to the Van Andel Cancer Research Institute and Hospice Care of Ionia/ Lansing. On the course, both the Men’s and Family divisions ended in ties, requiring chip-off contests at the 18th hole. In the Men’s division, the team of Don Underwood, Byde Kephart, Darrin Arnette, Don Zisk won the
title in the chip-off over the team of Mike Wilcox, Ryan Wilcox, Pat White, Brad White. Both teams shot a team score of 53 in the 18-hole scramble. It was a three way tie in the Family division with the team of Fritz, Mae Rose, Mike, Steve and Kari Fedewa winning the chipoff over the teams of Steve, Flora, Tom, Andie Wilson and Marti, Kristen, Rhett Schrauben and Mike Simon, after all three teams shot scores of 58. Event coordinator Bonnie Dawdy was grateful for the huge turnout. “The families of the Waaras and Dawdys would like to thank all those that have supported this special event over the past 10 years and are looking forward to many, many more,” Dawdy said. “As for this years results, it was a very exciting day. Despite the heat, it was another very successful event.”

The Portland Raiders Wrestling Club held its first wrestling camp on June 13-17. The camp was open to wrestlers in elementary grades through high school. Instruction was provided by Michigan State University assistant wrestling coach Alex Dolly (back left) as well as MSU wrestler David Cheza (back right.) SPORTS BRIEFS Relay for Life to hold halfmarathon set for July 31 The Portland Relay for Life commitee is holding a half-marathon and 5k race on Sunday, July 31, at 7:30 a.m. The races will begin and end at the Portland High School track.

Portland photo project underway Public invited to submit photos showing life, events in Portland PORTLAND — The Portland Community Arts Council
(PCAC) has announced its new “Lens of the Community” photography project. Portland residents and visitors are encouraged to submit photographs that depict Portland. The photographs will be displayed and sold at Riverfest, Aug. 19-21, and select photos will be published in a collectible book depicting the year in images. To facilitate the project, the PCAC is offering three walking workshops, where beginners to professionals can improve their photography skills. “The Lens of the Community project is designed to collect snapshots of our community,” said PCAC Director Rush Clement. “We want to continue this project every year, and create a series of books depicting Portland’s ‘history’ as it happens.” Everyone is encouraged to participate in this project, from beginners to professionals. To enter, submit two copies of each photograph, using the form on the PCAC website. All photos must be 5” x 7” or 4” x 6”, and may be in color or black and white. There is a $5 entry fee per photo, and a maximum of three photos per entrant. PCAC members or people who attend one of the walking workshops may submit up to five photographs. The cost of the walking workshops is $10, or $8 for PCAC members. The workshops will be led by local photographers.

Once submitted, the PCAC will mat one copy of each photograph for the Riverfest display. Photographs will be sold for $10 each, with $5 returned to the photographer if his or her photo is sold. Visitors to the show will choose a “People’s Choice” winner. A number of photos will be selected for a special edition book - “Portland 2011” - to be sold later this year. “We plan to document each year through photos,” Clement explained, “and eventually, these books will become a history of Portland.” Clement encouraged anyone interested in Portland, its history, or photography to enter. “We do not want people to be intimidated by this project,” said Clement. “Take your photos, choose your favorites, and be part of this project!” The PCAC plans to hold three walking workshops between mid July and mid August. Finding of No Significant Impact It has been determined that such request for release of funds will not constitute an action significantly affecting the quality of human environment and accordingly the above-named City has decided not to prepare an Environmental Impact Statement (EIS) under the National Environmental Policy Act of 1969 (P.L. 91-190). The reasons for such decision not to prepare an EIS are as follows: The Certifying Officer designated by the City has gathered the relevant environmental information concerning the project including a coordinated State Historic Preservation Office review of the project pursuant to Section 106 of the National Preservation Act of 1966, as amended, and has concluded this project will not adversely affect any environ mental or historical concerns. An Environmental Review Record respecting the aforementioned project has been made by the City of Portland which documents the environmental review of the project. The City of Portland is certifying to the state of Michigan that the City of Portland and Patrick T. Reagan in his official capacity as the Certifying Officer, consent to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to environ mental reviews, decision- making, and action; and that these responsibilities have been satisfied. The legal effect of the certification is that upon its approval, the City of Portland may use the CDBG funds, and the State of Michigan will have satisfied its responsibilities under the National Environmental Policy Act of 1969.
