PORTLAND — The Portland Schools Board of Education approved a proposal to turn over its food services to a private company during its Aug. 8 meeting. The board approved a bid from Chartwells School Dining to provide management and staffing for the district’s food services in
all school buildings starting this fall. Chartwells has provided management of the food services to the district for 21 years while the school district provided the staffers. “Under this plan, Chartwells will be providing the managers and staff members for food services,” said Charles Dumas, Portland superintendent. “By doing this the district will save between $40,000 and $45,000 per year.” Chartwells will be responsible for the salaries See SCHOOLS, Page 4
Riverfest celebration makes return to Portland this week Tom Thelen tthelen@lsj.com
PORTLAND — Portland will be filled with family-oriented activities this coming week as the city’s Riverfest celebration returns. The festival begins on Friday, Aug. 19, and continues on Saturday, Aug. 20 and Sunday, Aug. 21. The events and activities

are mostly located on both sides of the Grand River in the downtown area. The 2011 Riverfest will be different than previous year’s festivals, which were run solely by the Portland Area Chamber of Commerce. This year, the local Chamber has the assistance of many other organizations, including Main Street, the Downtown Development Authority, the Portland Community Arts Council, the Portland Area
Historical Society and many other groups. “Riverfest is a big event for Portland and we wanted to make it so that more than one organization was involved,” said Patrick Reagan, Portland Main Street Manager. “What we have is six to eight local organizations who are holding their own events, but are holding them on the same weekend as one big event. “The Chamber of Commerce has done
really well with it in past years. But the groups felt there needed to be a cooperative effort to make Riverfest as strong as it was in past years,” added Reagan. The 2011 Riverfest celebration includes events that have been a regular part of past celebrations. These returning events include: See RIVERFEST, Page 5

Also at the meeting, the school board approved a new contract with the transportation union. “We had requested bids for transportation services,” said Dumas. “The transportation union agreed to some concessions to that the hourly pay and benefits
are know similar to what they would have made with a private company.” Dumas said both the food service change and transportation contract were made to help the district save money. “We are looking at a deficit of approximately $560,000,” said Dumas. “ We needed to do something to realize some cost savings.”

BABY TALK
PART III A pediatric chiropractor will also perform regular checks throughout your pregnancy. This consists of an external examination that includes palpation (feeling) of the uterus and pelvis. This examination will help determine the presence of In-Utero Constraint. This is very important!In-Utero constraint occurs usually in the last trimester of pregnancy when “you are all baby”. In other words, the baby has reached a size where movement is very restricted and it can get ”stuck” in an awkward position in the uterus. This can also happen if mom’s pelvis is not moving properly.
The situation can not only create stress on the spine and nervous system but can lead to the creation of scoliosis (spinal curvatures), as well as other spinal abnormalities. All in all, a situation best avoided. Along with preventing In-Utero constraint, chiropractic has also been very effective in the turning of breech presentations. So, I invite you to have yourself checked. Chiropractic is very safe and effective. It is also
the world’s best kept secret. Please call me today.

The section also states that no person may refuse to permit the director or officer to inspect the premises in connection with the ordinance. “I would like to see more deferential treatment to the rights of property owners,” said Lower. “The previous version was written so that a property owner could refuse to let the officer on without a law enforcement officer present. RESIDE ~ REFLECT ~ RELAX
Deputies arrest subject on stolen vehicle charges Suspect arrested hours after gaining release for July 24 incident DANBY TWP. — A Jackson man is back in the Ionia County Jail after leading police on a chase south of Portland in a stolen vehicle. The suspect, Daryll Hatton, 18, of Jackson, was arrested and lodged in the Ionia County Jail on multiple charges related to the incident. He was arraigned on Aug. 10 on charges of first degree home invasion, unlawful driving away an auto, fleeing and eluding, and resisting and obstructing a police officer. Hatton had been arrested on July 24 after leading several police agencies on a chase that began in Ionia County and ended in Barry County south of Woodbury. He was released Aug. 9 after receiving a personal recognizance bond from the 8th Circuit Court. At 11:56 p.m. on Aug. 9, Ionia County Central Dispatch received information about a reckless driver at the Pilot Travel Center, located on M-66 near Interstate 96. The vehicle, which had been driving recklessly, drove to I-96 where it traveled east. A deputy with the Ionia County Sher-
iff’s Office was able to locate the vehicle on -96 near Keefer Highway. The vehicle exited the expressway onto Kent Street and traveled south. The vehicle continued south until it turned into the Pearl Barr subdivision south of Portland in Danby Township. The deputy attempted to stop the vehicle by activating his emergency lights. The vehicle began to accelerate and did not stop. After a short distance, the vehicle drove onto the yard of a residence. While the vehicle was still in motion the suspect exited the vehicle and fled on foot. The vehicle continued until it struck a tree causing it to stop. The deputy and an officer from the Portland Police Department set up a perimeter while a canine team with the Michigan State Police was requested. The trooper and his dog were able to locate Hatton in the back yard of a residence a short distance away from where the vehicle was left. During the investigation, officers learned the Buick had been stolen during the evening from a garage in the Lake Odessa area. Assisting the Ionia County Sheriff’s Office were the Portland Police Department, Michigan State Police, Ionia County Central Dispatch, and Keusch’s Super Service.

Because it is located on the Grand River and the event is ‘Riverfest,’ the fit was obvious so the Promotions and Marketing committee decided to run with it.” The event will feature craft beer and wine tasting, as well as live music and a “Clothesline Art Show” by the Portland Community Arts Council from 4 to 10 p.m. “We’ll have some great Michigan-made beer and wine for people to enjoy,” said Reagan. “We’ll also have some great live music playing during the event, so we believe that this will make for a great time in down-

PORTLAND — The Economic Revitalization Committee of the Portland Main Street program - in conjunction with the Michigan Small Business and Technology Development Center (MI-SBTDC) - will be hosting yet another free workshop for current and potential business owners. “Fundamentals of Business Legal Issues” will be led by local lawyer Pat Duff, from the Law Offices of Duff, Chadwick, and Associates on Tuesday, Aug. 16, from 6 to 8 p.m. at Portland City Hall. New or established small business owners will gain essential information regarding their legal obligations, when to seek legal counsel, and potential pitfalls. Topics to be discussed will include tax and liability issues, along with basic elements of a contract, collections, licenses, registrations, employment and property issues,
leasing and insurance. This seminar is designed to guide prospective and current business owners in setting up the organizational structure that will help protect them from unnecessary legal challenges. “The Portland Main Street program is proud to once again partner with the MISBTDC to bring quality, free business training to Portland-area businesses,” said Main Street Manager Patrick Reagan. “We are especially pleased because one of our local business owners, Pat Duff, is bringing his extensive knowledge to help both current business owners and entrepreneurs.” Portland Main Street has partnered with the MI-SBTDC to bring many other trainings to Portland in the past two years. Past workshops have included sessions
on business marketing, business financing, human resource training, and discussions on utilizing United States Small Business Administration programs “Our Economic Revitalization Committee has worked very hard to bring these seminars to Portland,” said Reagan. “Our goal is to help small businesses succeed and we feel that these trainings have been very beneficial to the past attendees.” Although the Aug. 16 presentation is free to the public, space is limited. To register and reserve your seat for this event online, go to the MI-SBTDC website at www.misbtdc.org. For more information or to register by phone, please call the MISBTDC offices at (517) 483-1921. The MI-SBTDC is partially funded by the U.S. Small Business Administration. All MI-SBTDC programs or co-sponsored
programs are extended to the public on a non-discriminatory basis. Arrangements for persons with disabilities will be made by the MI-SBTDC, if requested at least two weeks in advance. The goal of the Portland Main Street program is to actively revitalize Portland’s vibrant, charming, and unique downtown in to a gathering place-one that uses broadbased community support to (1) provide opportunities to entrepreneurs; (2) sustain a strong economic foundation for the region; and (3) safeguard history, tradition, and a sense of community for residents and visitors. PORTLAND — Portland High School has qualified for postseason play in football for the past eight seasons, but may face the toughest road in recent memory to keep that streak alive. The Raiders’ schedule includes three teams who won nine or more games in 2010, two of them in their own league, the CAAC White. Williamston advanced to the Division 5 state championship game, Lansing Cath-

ing several key players. Novara said that the potential pitfalls on the way to conference glory don’t stop there. “All three of the teams are going to be really solid,” he said. “Lakewood looks pretty good, I know that their kids who are seniors now played our seniors in a really close ballgame, Perry’s got a new, proven coach and Corunna’s got a really good younger class. There will be no nights off, we’re going to have to be ready to play.” The strength of the Raiders’ non-league schedule is somewhat deceiving. DeWitt also lost a lot of players from last year’s 11-2 team, but the Panthers have had double-digit wins in eight of their last 10 seasons.
2011 SCHEDULE All games start at 7 p.m. Aug. 26: vs. Ovid-Elsie Sept. 1: at Owosso Sept. 9: vs. Corunna Sept. 16: vs. Lakewood Sept. 23: vs. Williamston Sept. 30: at Perry Oct. 7: at Lansing Catholic Oct. 14: at DeWitt Oct. 21: vs. Charlotte
Ovid-Elsie is coming off of a 5-4 record in 2010, but that was their worst record in the last six seasons, and Owosso and Charlotte will almost certainly improve their records of 3-6 and 2-7, respectively. “We picked up some tough teams in our nonleague schedule,” Novara said, “so we have to show up and play every single

Starters Preston Scheurer, Brody Barr and JJ Bates will return to anchor the Raiders in the trenches and Caleb Pung will look to bounce back from injury to join them. Michael Adams will be a key contributor on both sides of the ball, as a tight end and defensive end, and running back Andrew Barr showed 4.4 speed in the 40 this summer. “We have some size,” he

olic was unbeaten in the regular season before falling to the Hornets in their first-round playoff game and DeWitt came up one game short of playing for the state title in Division 3. Still, Portland head coach John Novara is confident that his team can have a successful 2011 campaign. “We should compete for the league title and be back in the playoffs again,” Novara said. “We have that expectation every year.” The league looks to be a three-way dogfight again this season. Although Williamston lost the bulk of last year’s state runner-up team to graduation, their program, like Portland’s, is built to contend every year. Tutor training offered — The Ionia County Literacy Council will be offering a 12-hour tutor training over a fourday period in September in preparation for new partnerships. The literacy council, along with the Montcalm Area Reading Council, is partnering with Montcalm Community College (MCC) to provide free tutoring to those students taking remedial reading classes at the college. Remedial reading classes are targeted to those students who read below the seventh-grade level. The free 12-hour tutor training will be held over a four-day period, on Sept. 6, 8, 13 and 15, from 6 to 9 p.m. at the Ionia Michigan Works building, which is located at 307 W. Adams St. in Ionia. Potential tutors should plan to attend all four sessions. Registration for the training is requested by Aug. 31, since seating is limited. College students taking remedial reading classes is not just a concern at MCC. Recent data suggest that IONIA
as many as 40 percent of all students entering postsecondary education will require at least one remedial course. At community colleges, upwards of 60 percent of all new entering students require remedial instruction. (2010-2011 Briefing Paper, National Governor’s Association Chair’s Initiative) High participation rates in remedial education translate into high costs for students and postsecondary institutions. An analysis done by Strong American Schools estimated that remedial education costs states and students up to $2.3 billion annually. “By providing free tutoring to those MCC students, precious dollars, including Pell Grant money, won’t be spent on remediation classes and can be used for college courses instead,” stated Ionia County Lit-
eracy Council Executive Director Gayle Thompson. The literacy council is also preparing a new smallscale, family-literacy program with local libraries, and will need tutors for that program. “Family literacy is a family-centered literacy program, and in this instance our tutors will work with parents who struggle with reading by including their young children,” said Thompson. Letters outlining the family literacy program were sent to seven libraries in Ionia County. Positive responses were received from Belding, Portland, and Ionia libraries. All agreed that it was a much needed program and were excited to be able to be a part of it. To learn more about the tutor training, or about the Portland Age 94, passed away on Wednesday, August 10, 2011. services of the Ionia County Memorial services will be announced at a later date. AUTO TRIVIA • In 1997, the town of Eslov, Sweden, attached radio transmitters to their 50-kmh (30-mph) traffic signs that electronically activates the speed limiter installed in most modern-day vehicles. • The once-popular “cats eye” reflecting glass road markers were originally developed by British inventor Percy Shaw back in 1933.

DRAWING BOARD 2012 SKYACTIV Mazda3: Mazda’s popular sedan and hatchback models will offer the automaker’s SKYACTIV technology that promises added performance plus enhanced fuel economy. The new 2.0-liter four-cylinder engine features direct-injection technology whereby fuel is sprayed into the combustion chamber (instead of into the intake manifold). It’s connected to a new six-speed manual transmission, or optional six-speed automatic. The standard engine carries on with five-speed transmissions. SKYACTIVE includes better steering, a stiffer platform and aerodynamic improvements. A SKYACTIV turbo-diesel is also coming.
Those big wheels and tires sure do look great, but something you might not have considered when you bought your new vehicle is the replacement cost of the tires. For example, just how much does a pair (or four) 20-inch tires run for a Dodge pickup? How about high-performance 19-inch tires on an Audi S5? Just for fun, call your local tire shop and see what you’re in for. Once you’ve picked up your jaw off the countertop, you’ll realize that tire maintenance is crucial to squeezing every mile you can out of them. The usual precautions apply more than ever (go easy on the brakes and gas) and be certain to rotate your tires (and the full-size spare if you have one) and make sure the pressure is right on the money (carry a tire gauge in the vehicle). The bill won’t be any smaller when it comes time for replacements, but, with some care, you won’t need them as often.. If you have a tip, visit www. shiftweekly.com and use the “contact” form.

1961 Chevrolet Bel Air sedan, sold, $33,500: Most two-door Chevy “post” coupes aren’t normally popular with collectors, who much prefer hardtop models (referred to as a bubble tops for their curved rear glass). However, this car was previously owned by NASCAR race team owner Rick Hendrick and has been expertly rebuilt. It features a 409-cubic-inch V8, four-speed manual transmission, dual exhaust and Torque Thrust-brand wheels. Given its lineage and condition, the car represents a great deal for the winning bidder. TOP GEAR Powermax30 plasma cutter, about $1,200, Hypertherm Inc., www.hypertherm.com: This piece of garage gear can zip through one-quarter-inch thick steel plate at a rate of 33 inches per minute and is rated to cut metal up to 3/8inch thick. For working on the project vehicle, metal sculpting or even working on the job site, the 20pound Powermax30 is ideal. The 30 amp unit can actually run on household current or 230 volts. A plasma cutter doesn’t overheat surrounding metal, which means you can cut thin gauge sheetmetal with minimal or even no heat distortion.
