PORTLAND — Infrastructure projects and upgrades made up most of the agenda items for the Portland City Council last week. The council approved two payments related to the ongoing wastewater treatment plant project at its Aug. 15 meeting. The first payment went to Davis Construction, the overall contractor, in an amount of $349,409.86 for work completed through July 31. A second payment, in the amount of $64,588.61, went to C2AE Engineering for engineering services related to the wastewater treatment plant project. Ernie West of C2AE Engineering said the project is approximately 27 percent complete. “We were fortunate to move the work to ground level before all of the rain came,” said West. “The ground in that area is

sandy and the rain would have made it difficult to get anything done.” City manager Tom Dempsey noted that the engineering firm has helped to decrease the total cost of the project so that it is closer to what the city expected. “I think that C2AE has done a good job of trying to close that gap,” said Dempsey. “It is a much smaller gap than when the project started.”

Street project The council also approved a payment in the amount of $147,576.96 to Cook Brothers Excavating for work completed on the improvement project on Albro and Church streets. The project includes street upgrades as well as water service improvements. “We are a little behind on this project because the amount of rain that we have received is more than what we usually get See CITY COUNCIL, Page 5

County considering ways to reduce 2012 budget deficit Tom Thelen tthelen@lsj.com

IONIA — With nearly eight months of 2011 completed, Ionia County officials are looking ahead to planning the budget for the 2012 fiscal year, which begins on Jan. 1. Stephanie Hurlbut, finance officer and interim county administrator, presented an update on the 2011 budget as well a proposed 2012 budget to members of the Ionia

County Board of Commissioners on Aug. 9. “As of now we are looking at a projected deficit of $441,000 for the 2011 fiscal year,” said Hurlbut. “Our plan is to use our fund balance to make up the difference.” Based on the recommendations presented by Hurlbut the proposed budget for 2012 would have a deficit of $523,581. However, she is recommending a different solution to make up the difference. “One solution would be to use the Delinquent Tax

Revolving Fund to support the General Fund for 2012 and not use any fund balance,” said Hurlbut. “We should be able to do some of the top priorities in our capital improvement program while still supporting the General Fund.” The recommendations from Hurlbut estimated the amount of delinquent tax interest to be transferred in 2012 See COUNTY, Page 6

The council approved an energy services project confirmation through the Michigan Public Power Agency (MPPA) to purchase power in the future. The MPPA plans to purchase power from an existing nuclear power plant in Illinois for a 10-year period. As a part of the agreement, Portland would be allocated 0.3 megawatts of that purchase over the 10-year period. Council members also approved the appointment of Eric Frederick to the city’s Economic Development Corporation.

The funds are generally used for capital improvement projects. “The use of the delinquent tax funds is just a short term fix,” said Hurlbut. “Down the road we still will need to maintain our vehicles and our buildings.” The county’s fund balance is projected to be approximately $3 million at the end of the 2011 fiscal year. Along with a preliminary budget for 2012, Hurlbut presented board members with two options for cuts that could be used to reduce the deficit for 2012. Under option one, the budgeted deficit would decrease by $288,539 to a

Fire damages Portland apartment complex Residents escape unharmed, blaze contained in attic Tom Thelen tthelen@lsj.com

PORTLAND — A fire in the attic of a Portland apartment complex caused some damage to the structure, but all of the residents were able to get out uninjured. The Portland Fire Department was dispatched to the Edgemont Apartments, located at 240 Charlotte Hwy., at 6:49 p.m. on Aug. 11. Firefighters arrived and found smoke rising from the top of the 24-unit complex. “Smoke was coming from the roof when we pulled up,” said Dave Brown, Portland fire chief. “It did appear that most of

the residents had evacuated the building by that time and we conducted a search to be sure.” Brown said the fire was located in the attic space above a commons area at the front of the building. The fire caused some damage to the commons area as well as to an adjacent apartment.

“The area where the fire was had a lot of cellulose blown-in insulation and that helped to contain the fire from spreading to other areas of the building,” said Brown. The Portland Fire Department received assistance from the BerlinOrange Fire Department as well as the Lyons-Muir Fire

Department. The fire was under control in 30 minutes. “We did ask the Grand Ledge Fire Department to bring their ladder truck in case the fire spread to the back of the building,” said Brown. “Fortunately we did not need it.” The apartment complex was home to 23 residents.

PORTLAND — For Port-

land St. Patrick football, there is nowhere to go but up. The Shamrocks were winless in 2010, but head coach Pat Russman said that his team is holding its collective head high going into the new season. “The kids are working hard,” Russman said. “We’re working on getting

a little faster and a little better every day. I like the attitude and the effort from the kids.” One of the team’s strengths this season will be leadership. Seven of the eight returning starters are seniors, and most have been three- or four-year varsity players paying a variety of positions. “The seniors have been working their butts off,” Russman said. “Those guys have been asked to do a lot

of things.” The Shamrocks in the trenches will also be a key to their success. St. Pats returns the core of their line from last year, senors Paul Pung and Adam Gunderman and junior Jesse Smith. All three weigh in at over 220, Gunderman at 270, according to Russman. Junior Collin Lay will take over quarterback

duties from David Simon, who will take his athletic ability to wide receiver, and 5’9”, 180-lb. senior Royce Cook will likely carry the load at running back for the Shamrocks. As always, wins will not come easy for St. Pats in the CMAC, arguably the toughest small-school conference in the state. Russman said that his team is

agent to update your life insurance… and change your life for the better.

not daunted. “We’re going to be in a very competitive league again, and we’re just looking to work hard and improve every day,” he said. “Our team’s goals are to get better every day, bring a positive attitude and just compete. We’re looking at a good, positive season, and go from there.”

Memorial Services will be held at 3:00 p.m. on Sunday Au gust 28, 2011 at Willow Wood Golf Club, 12227 Sandborn Rd., Portland. Visitation will be at 2:00 p.m. until the time of the service . The family wishes in lieu of flowers contri butions be made to the family for memorials in her name to both Country Living and Heron Woods where she spent her last years, with wonderful care given to her by both.
