Ordinance to ban outdoor furnaces introduced Amendment creating energy optimization surcharge reviewed Tom Thelen tthelen@lsj.com

PORTLAND — Ordinance amendments dealing with electric bills and outdoor boilers were introduced by the Portland City Council at tis Sept. 19 meeting. Ordinance 101J would provide for surcharges to recover energy optimization costs that are required under the state’s Public Act 295 of 2008. The ordinance would establish a energy optimization cost recovery charge of $0.00188 per kilowatt hour for all city residential electric customers. City manager Tom Dempsey said the charge would be about an additional 94

cents per month for the average residential customer. The amendment also increases the energy optimization rate for commercial customers from $4.25 per meter per month to $7.52 per meter per month. For large commercial customers, the cost would increase from $16.38 per meter per month to $18.40 per meter per month. The new rates would take effect in 2012. Also, the council introduced ordinance 175DD which would prohibit outdoor boilers within the city limits. The outdoor boilers include outdoor wood-burning heaters or grain-burning heaters. “This is something that the Planning Commission looked at very carefully,” said Dempsey. “They thought that these furnaces would create a nuisance due to how close homes are to each other.”

Two city residents arrested on meth-related charges According to Portland police chief Bob Bauer, officers with the Central Michigan Enforcement Team and Portland Police Department executed a search warrant at a residence in the 800 block of Academy Street at about 6:25 p.m. on Sept. 19. Street project update

Mayor Pro-Tem Julie Clement, who is also a member of the Planning Commission, said that the board felt that the outdoor boilers would not match the character of the city. “In a city the size of Portland, we did not think that they would be feasible,” said Clement. “Considering that smoke and odor that these would give off it would be difficult for adjacent residents to maintain their quality of life.” Dempsey added that any existing outdoor boilers would be allowed to stay until they needed to be replaced. He added that he did not believe any units were in the city as they would require a permit to be installed.

The council also approved a payment of $185,854.05 to Cook Brothers Excavating for their work on the Church and Albro street improvement project. A change order for the street project was also approved by the council. The change takes into account items used that were not in the original contract and increases the total cost by $7,224.10. “This covers the cost of additional items such as the additional water and sewer connections in the areas of the project that did not have them before,” said Dempsey. Dempsey added that the only part of the project

He added that new telephones were being installed at city offices and could cause some occasional problems with trying to reach city staff. Dempsey also added that city staff would be flushing fire hydrants from Sept. 26 through Oct. 7 and urged residents to be aware of flushing in their area as the water may have a rust color while the flushing is going on.

EAGLE TWP. — One motorcycle rider was killed and another injured in an accident along westbound Interstate 96 on Sept. 18. According to the Clinton County Sheriff’s office, a motorcycle traveling west on I-96 west of the Eagle exit was hit from behind by a semi-truck at about 12:31 p.m. A passenger on the motorcycle was thrown into the left-hand traffic lane while the driver of the motorcycle was thrown off the road to the right. The passenger, 65-year-

old Darleen Mikulka of DeWitt, was pronounced dead at the scene. The driver, 68-year-old John Mikulka of DeWitt, was transported to Sparrow Hospital in Lansing and was listed in critical condition. The driver of the semitruck, 60-year-old Kenneth Crivea of Wyandotte, was not injured. Clinton County Sheriff Wayne Kangas said that stretch of freeway was not under construction and investigators aren’t sure what might have caused the accident. The accident remains under investigation, and a report may be sent to the Clinton County Prosecutor’s Office sometime this week, Kangas said.

This year’s homecoming celebration has additional meeting as P-W is also celebrating its 50th anniversary. The school first opened its doors at the start of the 1961-1962 school year. The student council has establish spirit days during the week to get students into the homecoming spirit. Monday is Pajama Day. Tuesday is Dress as a Mature Person Day. Wednesday is Fantasy Character/ Celebrity Day. Thursday will be Decade Day with students dressing in the style of the decade assigned to each class. Those assignments are: seniors – 1980s, juniors – 1970s, sophomores – 1960s, freshmen – 1990s. The spirit week concludes with the traditional Blue and Gold Day on Friday. Vaccination; for Health or Profit? Part I It seems like everywhere I go the issue of vaccination is currently discussed. Over the next few weeks, I will be writing a series of articles on the vaccine controversy in my Kids-First column. My articles are well researched, factual, and you are welcome to call our office for additional information. Vaccination is a very contentious issue. Nothing in science is seen with more acceptance. As a chiropractor who deals mainly with children, and as a father of five wonderful, unsubluxated,

proven. Yet it is a theory that many hold very dear to their hearts. Most of this hype is the direct result of massive marketing campaigns by the pharmaceutical and medical industry. As a matter of fact, any research being done on vaccines is funded by the drug industry and there is virtually no research done on vaccine hazards. Any studies that have been done, do not extend for more than a two-week period. Why? There are billions of dollars at stake. What a shock! As a mater of fact, there is no system in Canada for reporting vaccine damage and for compensating children who have been damaged by vaccination. In the U.S., any vaccine damage and adverse events are reported to VAERS (Vaccine Adverse Event Reporting System) which then handles such problems. However, any damage is often conveniently dismissed as coincidental, and parents of vaccine damaged children are made to feel guilty as though it is their fault their child “reacted badly” to a vaccine and is now brain damaged. Too bad! I think most parents in our community would find something is very wrong with this. I agree. See you in two weeks for Part II

The information released to parents by health departments is very one sided - there is yet another side that most parents do not hear but should, before they decide to vaccinate their children. Vaccination has been likened to a medical “sacrament” by the late Dr. Robert Mendelson, an outspoken North American pediatrician who has labelled himself as a “medical heretic.” Vaccination: the word itself conjures happy, smiling children lining up to receive their “shot” to keep them ”safe and healthy.” Millions of parents blindly subject their children to this ritual for it apparently bestows “protection” from bugs “out there.” More and more parents however, along with the scientific and medical community, are beginning to question not only the validity of this protection, but also its efficacy and its risks. If you are one who subscribes to the scientific prove-itto-me-first, random, double-blind, scientific model, you are in for quite a shock! Community Fund kicks off 2011 campaign PORTLAND — The Portland Community Fund’s annual fundraising campaign is now underway. The organization’s goal for 2011-2012 is $15,000. In order to reach this goal, the organization needs the assistance of area residents for financial support. The

funds raised through this campaign are used to enhance the quality of life for area citizens. Funding is provided to numerous local and county wide organizations, such as Portland Parks and Recreation, Boy Scouts, Girl Scouts and Hospice. Last year $16,500 was given out to these organizations.

my mom was a member of the class of 1961 (my dad graduated in 1960 and was at last year’s reunion). After the tour concluded, the Class of 1961 went back to the parish hall for desert, after which they sat and reminisced some more. For me personally, it was an opportunity to learn more about our school’s history. It was a chance to again realize that each person that enters our school has a story to tell, their own personal history. Hearing these stories and learning about these alumni, is a great reminder of what makes St. Patrick School such a special place. IONIA — Equipment used for dispatching emergency personnel throughout Ionia County will soon be upgraded. The Ionia County Board of Commissioners approved a proposal from Central Dispatch to upgrade radio and receiver equipment used in communicating with police and fire agencies throughout the county. Chrouch Communications will make the upgrades at a cost of $48,936.94, Those funds will come from a Central Dispatch capital outlay account. Central Dispatch Director Jim Valen-

tine said the upgrade was necessary in order to comply with a federal mandate that all public safety radio frequencies move from 25 megahertz to 12.5 megahertz by Jan. 1, 2013. “It’s similar to what happened to television when they went digital,” said Valentine. Valentine noted that some county equipment can be upgraded, but other pieces cannot. These include one repeater, three tower receivers as well as a fire repeater and control base. Cruisers donate to local Boys Scouts

This report was compiled from 20 entries in the log books of the Portland Police Department from Sept. 14-21. One accident took place during this time. Area police officers want to remind residents that if they see something that appears to be suspicious to contact the police immediately by calling 9-1-1 or (517) 647-7521 in that event that a crime is in progress or has taken place.

TUESDAY, SEPT. 13 7:15 p.m.- officer on patrol observed a vehicle with a September license plate tag. A computer check of the tag determined it to be valid, but also showed that the vehicle’s owner had two outstanding warrants. During a traffic stop at Grand River Avenue and Rowe Street, the officer determined that the driver was the subject wanted on the warrants. The subject was arrested and transported to the Ionia County Jail.

WEDNESDAY, SEPT. 14 1:07 a.m.- a resident on James reported a missing dog. The dog was later located and returned to its owner. 8:56 a.m.- assist to the Portland Ambulance Department at a medical call on Grand River Avenue. 10:20 a.m.- report of damage to a grassy area at Community Lake Park. 2:30 p.m.- report of a dead animal inside a pent on Pleasant Street. An officer went to the location, but no one was at the residence. The officer checked on the animal and determined that it had died due to natural causes and not neglect.

SATURDAY, SEPT. 17 9:40 a.m.- assist to the Portland Ambulance Department at a medical call on Cross Street. 11:10 a.m.- report of a family dispute on Charlotte Highway. 8:40 p.m.- assist to the Portland Ambulance Department at a medical call on Interstate 96 near Charlotte Highway.

WESTPHALIA — The Village of Westphalia and St. Mary Catholic Parish continue their celebration of their 175th anniversary with an Oktoberfest event on Saturday, Oct. 8. Activities and events are scheduled to take place on the St. Mary Parish grounds across Westphalia Street from St. Mary Church, as well as on West Main Street in the downtown business area. Sheriff urges area motorists to be watchful on road IONIA — With the new school year underway, the Ionia County Sheriff’s Office encourages drivers to cut down distractions and concentrate on the road as kids of all ages return to school. Children are often eager to get on and off the bus because they are excited to get to school and they are also excited to get home and tell their parents about their day. Sheriff Dennis has some safety measures for both students - and motorists - to help ensure safety for everyone.

Tips for students • Always arrive at the bus stop early. • Prior to boarding, wait until the bus has some to a complete stop, the door is opened and the bus driver says that it’s OK to board. • Once on board proceed quickly to your seat and stay sitting until the bus arrives at your school or other drop off location. • Do not move around on the bus. • Always walk on the sidewalk when preparing to cross the street near a bus. Make eye contact with the driver so that you are sure he or she sees you. • Never walk behind the bus. • If you are walking beside the bus, make sure you are at least 10 feet (10 “giant” steps) away. • Take extra precaution to make sure that clothing with drawstrings and book bags do not get caught in the hand rail or door. • Never stop to pick something up you have dropped while the bus is stopped. Wait until the bus has driven off

to avoid not being seen by the driver.

Tips for motorists • Remember that children are unpredictable in their actions. Take extreme caution when traveling in a school zone. • If you live in an area where there are no sidewalks, drive cautiously. Be more alert to the possibility of children walking in the road. • Be more aware of children playing near school bus stops. • Take extra time to look for kids at intersections, on medians and on curbs. • Enter and exit driveways and alleys slowly and carefully • Reduce any distractions inside your car so you can concentrate on the road and your surroundings. • Put down your phone - don’t talk or text while driving! • Slow down and prepare to stop whenever you see yellow school bus lights flashing. • Never pass a school bus when there are flashing red lights. This is a sign that children are getting off the bus - and it’s the law!

other places where there aren’t many people around. • Teach your child never to talk to strangers, accept rides from strangers or accept gifts from strangers. Remember, a stranger is anyone you or your children don’t know well or don’t trust. •Be sure your child walks to and from school or the bus stop with a sibling, friend or neighbor. • Teach your kids - whether walking, biking or riding the bus to school - to obey all traffic signals, signs and traffic officers. Remind them to be extra careful in bad weather. • When driving kids, deliver and pick them up as close to the school as possible. Don’t leave until they are in the schoolyard or building. • If your child bikes to school make sure he wears a helmet that meets safety standards. Research indicates that a helmet can reduce the risk of head injury by up to 85 percent. • If your child rides a scooter to school, make sure she wears sturdy shoes, a helmet, kneepads and elbow pads. Children under 12 should not ride motorized scooters. • Be sure your child knows his or her home (or parents’ cellular) phone number(s) and address. They should also know where you work, your work phone number, the phone number of another trusted adult and how to call 911 for emergencies.

• Plan a walking route to school or the bus stop. Choose the most direct way with the fewest street crossings and, if possible, with intersections that have crossing guards. • Walk the route with your child beforehand. Tell him or her to stay away from parks, vacant lots, fields and

WILLIAMSTON — Portland entered the Division 4 boys tennis rankings, and took a significant step toward defending their CAAC White championship, with a 6-2 win over Williamston in a league dual match on Sept. 15. The result propelled the Raiders to the fourth spot in the latest Division 4 statewide coaches’ poll. Portland head coach Jim Niebling said that the statewide recognition is both good and bad for his team. “The good is that they make the kids feel very confident and that their hard work pays off,” Niebling said. “The bad is that it can give them cause to rest on their laurels. So it’s important that I keep reminding them that it simply puts a huge bull’s-eye on their backs. That was true when we played Williamston. They knew before we did that we were ranked number four and used it to motivate their players.” That motivation nearly worked. Three of the matches went to three sets, with the Raiders taking all three, although one of those, in fourth singles, was stopped when the Williamston player had to retire because of leg cramps. “Two of the three best four-singles players in the state went at it for over three and a half hours, and the match still wasn’t finished,” Niebling said. “After an incredible match, the Williamston guy cramped up and was unable to finish the match. So our challenge is to continue to work hard every day and keep moving forward.” Niebling said that his team has not seen the last of the traditionally powerful Hornets, who finished seventh in the last year’s state finals. “Williamston graduated a lot of players from last season and the replacements are largely young and inexperienced,” Niebling said. “But their singles and doubles coaches are both outstanding, so we’re expecting a much-improved team come CAAC and regional time.” The Raiders will wrap up their league season this week, when they travel to face the top-ranked team in the state in Division 4, Lansing Catholic, on Tuesday, Sept. 27, and then head to Lakewood for the CAAC White league tournament on Thursday, Sept. 29.

PORTLAND — Portland showed an impressive arsenal of weapons on offense when they improved to 4-0 overall and 2-0 in CAAC White play with a 48-0 shutout of county rival Lakewood (0-4, 0-2) on Sept. 16. Seven different Raiders scored touchdowns in the game, helped by three Lakewood fumbles inside their own 35-yard line, all three of which led to Portland touchdowns. “That’s not a good thing to do against a good football team,” Lakewood coach Jim Behrenwald said. “We talked before the game about limiting our mistakes, and we didn’t do it.” Portland quarterback

Alex Haik ran for one touchdown and threw for another in the game, and Andrew Barr rushed for 101 yards, including a 27-yard dash for a touchdown. “This is the first game we’ve played where I think that we were clicking on all cylinders,” Portland coach John Novara said. “We can’t relax, we have to get back to work and make sure that we’re ready for (Williamston) next week.” Portland opened the scoring after Lakewood’s first fumble, which was recovered by Kurtis Deuel on the Viking 34 yard line halfway through the first quarter. Six plays later, Haik took in a 12-yard keeper with 2:49 left in the first quarter to make the score 6-0.

Fowler Helen H. Spitzley, age 88, died September 19, 2011. She was born on September 10, 1923, in Westphalia, the daughter of Matthias and Anna (Fedewa) Hengesbach. Helen was a member of the Most Holy Trinity Catholic Church and the Christian Mothers. She married Norman Spitzley on September 21, 1948, in Westphalia, and he preceded her in death in 2005. She is survived by her children, Linda Shippey of Alabama, Janice (Eugene) Pohl of Portland, Dennis (Janice) Spitzley of Fowler and Mary (Edwin) Schafer of Portland, twelve grandchildren, 21 great grandchildren, sis ters, Rita Thelen and Rosemary Thelen, several brothers and sisters in law and many nieces and nephews. Also preceding her in death are her parents, one grandson, Christopher Spitzley, and three brothers, Gilbert, Jerome and Alvin Hengesbach. Funeral Mas of Christian burial will be celebrated at 10:30 a.m., Friday, September 23 2011, burial to follow at Most Holy Trinity Cemetery. The family wil receive friends, Wednesday, 6-9 p.m., with a Rosary at 8 p.m., and Thursday, 2-4 and 7-9 p.m., with a Rosary at 3 p.m. and a Vigil Service at 8 p.m., at the Goerge Chapel of Osgood Fu neral Homes, Fowler. St. Patrick to hold halfmarathon on Oct. 9 PORTLAND — The Portland St. Patrick Athletic Association is adding its first halfmarathon to its seventh annual 5k road race/walk Sunday, Oct. 9, as part of their 51st annual Fall Fest. The race will begin and end at Portland High School, the half marathon begins at 8 a.m. and the 5k begins at 8:15 a.m. Awards for both runs include a trophy for overall male and female winners, plus individual medals to the top three in each of the age groups for men and women.
