A bright, sunny morning brought droves of area residents June 12 to Patriarche Park for the annual Pancakes in the Park, put on by the Rotary Club of East Lansing. The line waiting for pancakes, sausage and cinnamon apples was a steady stream from the Pavilion down the sidewalk to the parking lot.The breakfast, which organizers hoped drew upwards of 1,500 diners, is the club’s major fund-raiser of the year that supports numerous charities and community projects. Joshua Marble, 2-1/2, of Laingsburg happily devoured his breakfast.

HASLETT – The Haslett school board appears to be on track to pass a balanced budget predicated in large measure on the cooperation from unions which are negotiating concessions to make up for about half of the district’s $1.5 million deficit. At the board’s June 13 meeting, Haslett finance director Steve Cook said employee groups have been cooperative and willing to talk, giving the district a path to adopting a budget on June 27. The 2011-12 budget is being put at about $24.7 million with a fund balance, or cash savings, of $1. 9 million, or 7.75 percent. The amount in fund balance is unchanged from 2010-11, but the percentage is slightly higher due to the reduced general fund budget. The deficit is largely due to well-publicized per-pupil revenue cuts at the state

Cook spoke about a change in the way schools count students, from 25 percent in the spring and 75 percent in the fall to a 10/90 ratio. That one change will likely short the district $40,000, Cook said. In addition, the overall reduction in the state’s per-pupil foundation allowance will return the district to 2006 funding levels.

Retirement costs

The district has a number of expenses not in its control, especially the retirement rate, which will go from 20.66 percent in 2010-11 to 24.46 percent in 2011-12. A further increase

to 27.37 percent is forecast for 2012-13. The retirement rate, Cook said, means 24.46 cents of every salary dollar paid out is going for retirement benefits. A long-underfunded pension system at the state level is largely to blame. The district’s blended enrollment is projected to decline by 29 students, with the reduction calculated from an incoming kindergarten class that is 60 students smaller than the recently graduated senior class. ‘JACKIE’ SHINN TO BE HONORED

The Michigan Department of Transportation will dedicate the Howell Rest Area in honor of Jacqueline “Jackie” Shinn of Haslett. Shinn, the former MDOT chief deputy director, will be honored at an 11 a.m. ceremony on Friday, June 24. State Transportation Director Kirk T. Steudle is expected to serve as master of ceremonies for Shinn the event. Shinn, the daughter of Jack and Evelyn Shinn, lives in Haslett in Ingham County. The Howell Rest Area is located on eastbound I-96 at Mile Marker 135 in Livingston County. MDOT dedicates Michigan rest areas in honor of retired MDOT employees who have made significant contributions to transportation in the state. Shinn began her career with MDOT in

1983 as the advisor to the State Transportation Commission. In 1987, when the Michigan Legislature created the Transportation Economic Development Fund, Shinn became its administrator, delivering high-quality transportation projects that had direct economic benefits and created jobs. In recognition of her success with the development fund, Shinn also was asked to lead the State Infrastructure Bank and the federal Transportation Enhancement program. Her hallmarks were a focus on customer service and efficient, well-run programs. After serving as the state transportation director’s chief of staff, Shinn was named MDOT chief deputy director in 2006. She retired in 2010 after 27 years with MDOT.

Rotary Hero gives kids weekend food

Muhleck’s business, Allegra Marketing *Print* Mail of Okemos, purchased the first 500 backpacks to serve two Lansing schools in August of 2008, and Dave coordinated contact with the food bank and volunteer “packers.” The program now serves up to six schools and as many as 2,000 students every other week. Since the program began, Allegra has delivered 8000+ backpacks, which comes to over 50,000 pounds of food delivered for hungry area children. Dave continues to coordinate packing and delivery of the backpacks, and even planned a food drive in the first year of the project. EAST LANSING – Say you want to take home some Mexican beer from a restaurant after dinner, or you want to pick up a six-pack while filling your gas tank. The ability to do that in two additional East Lansing businesses — the El Azteco restaurant and a BP gasoline filling station — was among agenda topics at the council’s June 14 work session. The matter is scheduled to come before the council again at its meeting of Tuesday, July 12. City manager Ted Staton said the eatery and a gas station, identified as the BP at 504 E. Michigan Avenue, have requested licenses. A business will often hold both an SDD license (Specially Designated Distributor, which allows for the sale

of liquor) and an SDM license (Specially Designated Merchant, permitting the sale of beer and wine). El Azteco, located in the Ann Stree Plaza, wants a SDM license, and the owner of the gas station wants both an SDM and a SDD license. Staton told the council a gas station with the ability to sell alcohol can become a way for underage consumers to purchase beverages, In addition, it adds to the number of places for law enforcement to inspect or conduct a sting operation. Police Chief Juli Liebler said her department doesn’t have many problems with restaurants, due to beverages not being sold at a competitive price. Gas station personnel, on the other hand, are more likely to be distracted and less likely to check identification.

In addition, gas station personnel are not required to receive training, while restaurant personnel are. Stings at each type of business over the last five years have been about equal, Liebler said, with 16 of 30 violations at restaurants and nine of 20 at pharmacies, convenience stores or gas stations. The only gas station within the city limits to sell alcohol is the Citgo at 1301 E. Grand River, because at the time it was built it was outside the city limits. However, that location has also been cited in the past by the Michigan Liquor Control Commission. BP owner Dino Cascardo of Dearborn Heights owns four stations, including one in Fowlerville. Obtaining the license, he said, would help him bring the East Lansing store back to profitability.

OKEMOS — Haslett/ Okemos Rotarian Dave Muhleck has been given a Rotary District Club Hero award from Rotary District 6360. District Governor Don Frohm presented the award at the recent District Conference held June 3-5 at the Lansing Lexington Hotel. Muhleck was selected for the award as a result of his leadership of the club’s Weekend Survival Backpack program. His contributions were crucial to the launch and expansion of the program’s partnership with the MidMichigan Food Bank. The Weekend Survival Backpack program provides healthy food and snacks that go home on weekends with students on free or reduced lunch programs at area elementary schools.

PRIORITIES ARE ASKEW IN NEW BUDGET

E

ast Lansing School Superintendent David Chapin’s tune will be similar to the theme song from the old TV series “Rawhide” this fall as he herds more students into each class room. To help close his estimated $3.1 million budget deficit he’s recommending the board fire upwards of a dozen teachers. But he doesn’t have to. Interestingly, the district projects revenues of $32.5 million for the upcoming school year. Despite the talk of drastic cuts, that’s still 98 percent of what it what it received in total revenues five years ago. Thus total revenues over that time have been amazingly flat. Nonetheless, next year they are projected to be down $1.8 million

GUEST COLUMN Bill Weckesser compared to this year. Granted, district revenues come with lots of strings attached and dollars are far from fungible. But, let’s not ignore the fact that it’s his spending strategy that balloons the deficit by another $1.3 million, for a total “spending shortfall” of $3.1 million. Boards and administrators cannot control revenues, but they can control spending. The bulk of a school district’s spending is—as it should be—in wages and benefits. Yet, even these expenses need to be restrained when revenues fail to grow. Otherwise the kids take the brunt of the cuts, such foregoing new computers or having

larger classes. Firing teachers As for the upcoming year, the superintendent’s plan closes about a third of his budget hole by firing teachers and increasing class size. He suggests saving $938,800 by eliminating about a dozen teachers—roughly $78,000 each. There’s a coincidence. In April the board Okayed the superintendent’s plan to boost administrative pay by…a total of $77,000. Meanwhile, his spending plan proposes $77,000 in “board of education” expenses. Whatever that entails, one must ask, “Is it really more important than another teacher in a classroom? Just for fun, if the board rescinded the administrative pay hikes and did away with its kitty then the $938,800 in “education

the-board, pay cuts could be used to save jobs?” And, “Why did some of the same board members who lamented the layoffs, vote for the raises?” Or, “Why are board members so quick to

Teachers are overwhelmingly remarkably dedicated and resourceful professionals. They devote their personal time and money to make sure their students get the best education possible. Teachers are our schools’ greatest assets, but it seems Republicans view them as more of a liability. Lawmakers should pass reforms that are developed in consultation — not opposition — with teachers so that educators are evaluated fairly and accurately. Eagle Scout won his honor fighting a dreaded disease OKEMOS — Colin Donaldson, a leukemia survivor who organized a successful bone marrow donor drive, has received the Eagle Scout Award, s c o u t i n g ’s h i g h e s t achievement. To achieve the Eagle rank, a scout Donaldson must demonstrate leadership and citizenship, earn at least 21 merit badges and complete a service project that benefits the community before the age of 18. Donaldson has earned 23 merit badges. For his project, Colin, a bone marrow transplant recipient, organized and ran a bone marrow donor drive. Colin is a member of

Troop 109, chartered at Okemos Community Church. He received the Eagle Award at a Court of Honor ceremony held on June 5 at the Okemos Community Church. His bone marrow project required promotion and fund-raising. A potential donor can join the National Bone Marrow registry free of charge but for each person that signs up there are associated processing and typing fees of approximately $100. During the drive, Colin enrolled 62 potential new donors into the National Registry and raised over $3,000. The project involved 16 volunteers and took 132 hours to complete. Colin is a second generation Eagle Scout. His

father, John Donaldson, and his uncle, Roger Donaldson, both achieved the Eagle rank, as well as his older brothers, Robert and Shawn. Colin has been active in scouts since he was 7 and served in several leadership positions, including senior patrol leader, webmaster, patrol leader and assistant patrol leader. He attended the 100th Anniversary of Scouting National Jamboree in July 2010, as well as an associated trip to Gettysburg and White Water Rafting in West Virginia. Donaldson graduated from Okemos High School and plans on attending Michigan State University majoring in nursing. He is the son of John and Terry Donaldson of Okemos.

EAST LANSING — For his third birthday June 15, East Lansing toddler Charlie Waller got a special treat — feeding the penguins at Potter Park Zoo, one of his favorite places. This coming week, Charlie’s friends, family and community members will gather for an art auction designed to help Charlie’s family give him all the happy experiences a 3-year-old with a terminal brain tumor can have. Funds will also be given to supportive cancer charities, including Brandon’s Defense of DeWitt. The auction is set for 6 to 10 p.m. Wednesday, June 22 at Dublin Square Irish Pub, 327 Abbot Road. The auction, which is open to the public with the purchase of a $10 ticket, will feature works of art in many different media that have been mailed to East Lansing from artists around the world. Original works of art will start at $10 and go up to $2,000. “It’s the variety that excites me,” Charlie’s grandfather Richard Graham-Yooll said. “There is something for every conceivable taste and budget.” A number of local artists are also represented, notably donations from

majolica and hand-built pottery. The oldest artist in the auction, 90-year-old Doris Bailey of Canada, contributed six pieces of hand-painted porcelain. The youngest artists come from six classrooms at East Lansing’s Eastminster Child Development Center. Graham-Yooll said after one class spontaneously offered to produce a cooperative art piece for the show, five other classes wanted to do the same.

Books: Bare bones to top dogs H

aslett Library is going to the dogs. Since the success of “Marley and Me” by Michigander John Grogan, books about and even narrated by canines have been, well, the top dogs of the publishing world. Here are a few titles featuring man’s best friend, followed by a Kleenex star rating. One star equals not to worry. If you’ve read “Old Yeller” or “Sounder” you know what five stars mean (and by the way, Marley earns all five!). “Black Cat” by Martha Grimes (*): I admit even though I’ve been reading Inspector Richard Jury mysteries for 30 years, I’m still like a dog with a bone when a new one is released. The second series appearance by Mungo, a

supremely cerebral canine, enhances the latest entry in these brooding British police procedurals. “One Good Dog” by Susan Wilson (****): Adam learns that every dog has its day. There he crosses paths with Chance, a pit bull mix experiencing his own major life transition. Gradually they become a “pack of two” in this compelling story of loss, redemption and second chances. “The New Yorkers by Cathleen Schine” (***): Publishers Weekly

describes this novel as “a love letter to New Yorkers and the dogs who own them.” The story features one city block in Manhattan, where the residents interact, find friendship and even love through daily walks with their dogs. Author Patricia Marx says, “The New Yorkers is so entrancing and droll and downright funny that it made me forget I do not like dogs.” “No More Dead Dogs” by Gordon Korman (*): This young adult title introduces us to eighth grade football player Wallace, who is fed up with assigned reading about dogs. Why does the dog always die in the end? He submits a candid, unflattering book report of Old Shep, My Pal and finds himself in the doghouse. His English teacher doles

out a punishment. The star athlete is to participate in the upcoming class play based on the book. Hilarity ensues as Wallace becomes so influential in the drama group that, much to the English teacher’s dismay, he institutes a number of changes to the production that transform Old Shep from old fashioned tragedy to hip comedy. EAST LANSING – One of the summer’s most popular running races will have a new wrinkle this time around. Max’s Race, taking place this year on Saturday, June

25, will have a slight course correction this year. Race co-founder Natalie Matthews said runners and walkers will remain near the river longer than in previous races because of the U2 concert the following day at Spartan Stadium. The course alteration is

also due to construction at nearby Erickson Hall. Despite the changes, Matthews is confident the 5K run/walk – in its seventh year – will continue to be successful. The 5K run/walk steps off at 8:30 a.m. next to the Michigan State University

auditorium, followed later in the morning by a kids’ 1-mile fun run and 100-yard dashes. The race regularly draws more than 700 runners and walkers, but Matthews is always hoping for more. “My goal is always 1,000.

EAST LANSING – In classrooms and in hallways, students eagerly presented their science experiments and their conclusions to admiring fellow students, parents and friends. The occasion was Stepping Stones Montessori School’s recent Science Fair, the culmination of extensive study and preparation by students in the East Lansing school. The school, which was established in 1982, has two primary classrooms and a toddler house for pre-school-aged kids from 18 months to 3 years of age. Courtney Stocker, interim head of the school, said the school’s enrollment for this past year was 112 students, and that the school’s enrollment has been stable over the last few years. The small school has a thriving elementary program, and tries to tailor classses to a child’s overall needs. HASLETT — When Henry Brunnschweiler took over the girl’s varsity tennis coaching position at Haslett High School, his goal was to one day build the program to be one of the area’s best. Eight years later, Brunnschweiler’s team completed the most memorable seasons in the programs history. The Vikings finished the year with a perfect 10-0 record in dual matches, which included a firstplace finish at both the CAAC Gold and Division 3 regional meet. That earned the team the No. 9-ranking in Division 3, which was the first state ranking in the program’s existence. Brunnschweiler, who also teaches social studies at Haslett, said he had a feeling his team would have a strong season. “I knew that we had a great combination of returning players and an additional mix of new players that brought a lot

of energy to the team,” Brunnschweiler said. “But really, I was pleasantly surprised as how strong this team became as the season evolved.” The team closed out its season with a fifth-place finish at this spring’s Division 3 state championship meet, which marked the best finish in school history. Brunnschweiler credits his team’s mid-season 5-3 victory over Mason as a turning point, which helped push the group to such a strong finish. “We knew how good Mason was, and we felt like that was a huge test for us,” Brunnschweiler said. “That gave us an idea of where we stood against some the area’s best.” The Vikings won three of four singles flights in that match, which was a huge strength for this team, according to Brunnschweiler. Haslett’s four singles players: Emmy Virkus, Morgan Patterson, Shea Donahue and Gloria Tian posted a combined record

of 69-8. “They far and away exceeded expectations,” Brunnschweiler said of his singles lineup. “Every match we went into, we knew that our sin-

EAST LANSING — After completing one of the most successful coaching careers in Mid-Michigan history, East Lansing golf coach George “Gej” Jones has announced his retirement. “It’s bittersweet, but the reality is, it’s the right time and the right thing to do,” Jones said. “I’ve had the opportunity to work with great kids who all work well together and have just been a joy to be around during my time coaching.” Jones has been a golf coach at East Lansing High

for the past 18 years, including 18 seasons as the girls coach and 12 seasons with the boys. During his coaching c a r e e r, Jones’ teams have won 28 invitational titles, 11 conference Coach Jones championships, seven regional championships and compiled a dual record of 424-64. Perhaps the most impressive accomplishment of his distinguished coaching career is that East Lansing’s girl’s golf team has made nine

consecutive state championship appearances, which is tied with Dexter for the most in Michigan high school golf history. “It’s been a wonderful run- certainly one of the greatest highlights of my life,” said Jones, who announced his retirement this past weekend. “I’ve been given the chance to work with wonderful young men and women, and I don’t think anyone could have had more fun than I had while coaching at East Lansing.” To honor Jones’ outstanding coaching performance, he was named the MIGCA Division 2 coach of the
