ONE-TIME FIXES DRAW TWO NO VOTES
Okemos’ new budget distributes the pain Dawn Parker dlparker@lsj.com
Meridian Township’s annual fireworks display will light up the skies again this year on July 4th, thanks to the local business community. Crews will begin shooting off the colorful display about 10:15 p.m. from Central Park South near the Okemos Post office. The best viewing areas are located on the north side of the Meridian Mall and the township’s municipal complex, 5151 Marsh Road. There are no pre-event activities. If inclement weather forces a cancellation, the fireworks event will take place July 5. FILE PHOTO

OKEMOS – The board of education balanced its $39.5 million general fund budget for next year relying on almost $1.4 million in concessions from unions, a restructuring of Okemos Community Education saving almost $1.6 million, early retirement incentives and a long list smaller cuts that affect counseling, athletics, technology and food services — but the direct impact on the classroom is said to be minimal. The budget, passed by the school board at its June 27 meeting, reflects $2.9 million in lost county, state
and federal revenue and is nearly $4 million lower than this year’s budget. “We think what we have in place is fairly solid,” said director of accounting services Robert Clark, who added no surprises in regard to funding were expected at the state level. After all of the necessary cuts, the budget reflects a small gain – $5,642 – in the fund balance, which is expected to be $1.82 million on June 30, 2012. That’s 4.6 percent of current obligations against 4.1 percent this year, which is still well below the recommendation of 10 percent. Board members Peter Trezise and Jeff Theuer
each voted no on the general fund budget. Trezise said the budget is balanced using $1.7 million in one-time money. “I can’t in good conscience go forward on that,” he added. The debt retirement fund ($7.85 million), building and site sinking fund ($1.3 million) and food services fund ($1.415 million) all passed unanimously. Four former Okemos teachers will return to their jobs in the new school year, thanks to vacancies. Elizabeth Allen will teach second grade at Bennett Woods, Aaron Dawdy will teach See PAIN, Page 3
Grant allows E. Lansing to fill lost firefighter posts Dawn Parker dlparker@lsj.com
EAST LANSING – Two new firefighters will soon join the East Lansing Fire Department, thanks to federal grant money. Fire department officials announced June 24 that a $331,583 grant from the Federal Emergency Management Agency SAFER (Staffing for Adequate Fire Emergency Response) had been received. Fire chief Randall Talifarro said the money will enable the department to replace two firefighters whose jobs were lost to attrition in the last fiscal year.
“In this (economic) climate, it helps us to try to maintain a sufficient level of firefighters and adequate staff,” he said. “In an environment where we’ve seen a reduced share of state revenue and a reduced tax base, this is a real benefit for us. It helps us try to weather this economic storm.” The grant will pay for those two firefighters for two years. ELFD lost a total of four firefighters over the last two fiscal years. Since the positions were lost to attrition, Talifarro said the two hires will be new to the department. East Lansing is one of 20 Michigan
communities, including Delhi Township and Holt, to receive a SAFER grant in 2011. The announcement was made by U.S. Sens. Debbie Stabenow and Carl Levin. “Investing in our first responders pays immediate dividends to the community,” said Levin. “Each of these communities will benefit from the additional jobs that these grants will help to fund.” The terms of the grant, call for the department to fill the positions in 90 days. “We hope to have an expedited hiring process. We would get them in by the end
of September at the latest,” said Talifarro, while noting he hopes to have his new crew members in place for the start of Michigan State University’s new school year in late August. Talifarro expects a large pool of possible employees includes recent graduates of the fire science and paramedic program at Lansing Community College. “We will look at those class lists and look among them for some quality applicants. I think there will be a pretty good pool of applicants in the area,” he said. The grant announcement came as welcome news to Talifarro.

School election Board members also passed a resolution regarding the annual school election. There will be two four-year terms available on the Tuesday, Nov. 8 ballot – seats belonging to Trezise and Melanie Lynn – and the remainder of a two-year term in a seat being filled by Ron Styka. Trezise, a board member since 1995, said he will not run again, and Styka – who retired in December 2010, but who returned to fill a vacant seat – echoed Trezise. Lynn’s plans are unknown. The renewal of a .99 mill building and site sinking fund millage will also go on the November ballot. Without the renewal – amounting to 99 cents per $1,000 of a home’s state equalized value – the district would run out of money for building repairs and maintenance in the summer of 2012.

Mayor Victor Loomis in a two-mile walk in the surrounding East Lansing neighborhoods. The walk will begin at 9:30 a.m. at Valley Court Park, and the first 200 walkers to complete the course will receive $5 in market money. This event, sponsored by Blue Cross Blue Shield of Michigan, is part of the 2011 Walking in Our Community series sponsored by Community Partners in Health Register online at www.cphlansing.com or 15 minutes before the walk at the registration tent in Valley Court Park. The East Lansing Farmers Market made its successful debut in 2009 and has proven to be a huge hit over the past two years, according to Carlson.
The East Lansing Farmers Market received a grant from the Michigan Farmers Markets Food Assistance Partnership through the U.S. Department of Agriculture’s Farmers Market Promotion Program and the Michigan Department of Agriculture Specialty Crop Block Grant to facilitate the process of accepting Bridge Cards as a new method of payment at the market in 2010. Bridge Card recipients can visit the market’s on site information booth to redeem their food benefits. Recipients can determine how much they would like to spend at the market and receive $1 wooden tokens equal to that amount. Shoppers can then use their tokens to purchase eligible food products with participating vendors.

Winner of Edgewood Merit Award announced OKEMOS — A volunteer, a musician, a math whiz, and a young robotics innovator was named the annual winner of the Edgewood Merit Award. This year’s recipient is graduating Okemos High School senior Kevin Anderson. When the Okemos School District closed Edgewood Elementary School in June of 2003, the parent group made a decision that would perpetuate the school’s tradition of excellence. All remaining funds in their treasury were dedicated to an annual scholarship, to be awarded to a graduating senior who attended Edgewood Elementary School prior to its closing. The merit award is given annually to a senior who exemplifies the values held by this family ori-
ented “School in the Woods.” Anderson’s accomplishments include a stellar academic record, including completion of several courses at MSU. He is a National Merit Commended Scholar, a finalist in part one of the Michigan Math Prize competition and a participant in the Motorola Foundation’s Innovation Generation grant. Kevin has completed significant community service through National Honor Society, ACTION, Key Club, Relay for Life and his church. He has helped other students as a tutor for various subjects, and served as a “string buddies” violin tutor for elementary school students. He has also been an active participant with the First Robotics Team 1504,
which has competed in regional, state, and world championships, serving as a team leader, driver and team CEO. He played violin in the Okemos High School Philharmonic Orchestra, the Masterworks Orchestra at Blue Lakes Fine Arts camp and the High School Invitational Symphony. He was a member of Latin Club and participated in both JV track and field and JV cross country. In addition to the Edgewood Merit Award, Anderson has been honored with the Yates Scholarship in Engineering, Honors College State Scholarship, ADS Commended Scholar Semi-Finalist Scholarship, Honors College Alumni Scholarship and a Professorial Assistantship. He plans to attend Michigan State University in the

EAST LANSING — Let the cranking begin. The 37th annual Bailey Neighborhood Ice Cream Social — where ice cream is made the old-fashioned way — takes place Wednesday, July 6 at the Orchard Street Pump House, 368 Orchard St. Kids and adults crank ice, salt and ice cream generously donated by Melting Moments to create the delicious
summer treat at the neighborhood landmark, located between Chittenden and Linden streets. Crankers begin their work at 4:30 p.m., with the ice cream social officially opening at 5 p.m. and wrapping up around 8 p.m.
Fun for kids In addition to delicious ice cream, kids will be able get balloon animals made by Shenani-
gans the Clown, get their faces painted, climb an East Lansing Fire Truck, play badminton or enjoy treats brought by others. At 6:30 p.m. the lively Ukelele Kings, featuring Haslett’s Ben Hassenger, will get the kids rockin’ and the adults rollin’ with their fun music. This event is open to the public, and it is not necessary to be a Bailey neighborhood resident to take part in this event.
Please bring treats to complement the scrumptious ice cream. The Ice Cream Social is made possible by the Orchard Street Pump House committee, the Bailey Community Association, the generous support of Melting Moments and the families and residents of the Bailey neighborhood. — From the Bailey Neighborhood Association

igh school is a place beyond the textbooks we read, the time-consuming homework assignments we get and challenging tests we take. It is a place where we learn to coexist, communicate and challenge one another in all aspects of life. Whether we do it intentionally or not, our peers are the ultimate test each student faces in these significant four years of growth and development. Surviving the challenges of my youth was a definite struggle for me. From the beginning I have faced every worsening problems with my peers. I began having panic attacks in the midst of the grueling angst of my childhood, and soon they struck so frequently that I feared going to school every single day. My schoolwork went downhill, and I lost control of not only my grades, but my ability to communicate with others. On top of my own internal struggles, there were the additional pains that lurk behind every corner, every desk and every face in public schools — peer
pressure. Students had then figured out their words are the best, most effective way to slip behind the consequences that go with bullying. It is destructive, silent and satisfying for those who fight with their words.
Easy target I was an easy target since I had my own distinct differences from other students. I was made fun of for playing with dolls as a child and being friends with all the girls. I never understood what the big deal was and I was fine with being different. I thought I was fine just the way I was until the mocking grew to be as frequent as my panic attacks. I understand what it is like to be on both ends of the social lows and highs. I was put down and bullied by so many students that I took it out on them as well. I was yelled at daily as “Gay Boy” and was called a woman. However, what I did to others was not any better. I even called one of my closest friends at the time “trailer trash.” I made her
GUEST COLUMN Chris McLaughlan cry, and to this day I feel awful for saying such a thing to someone. Elementary school was too much for me to handle, so my parents willingly pulled me out of school. After leaving I became a hermit. I lost all of my friends and never left the house unless it was to go to my private school. By seventh grade, I was not ready to go back to public school and began homeschooling. I was afraid of the world beyond my home so I did not leave.
Facing reality When I reached eighth grade, I knew that I had to face the reality that I must go back and get an education to prepare me for college. I had to go back to the place where my panic attacks began, where the
words people used cut me deeply and turned me into a criminal as well, one I knew I did not want to be. I went back, an awkward mess. It was hard for me to say so much as hello to anyone. I felt so alone, but I dealt with it. I knew this time I could not let anyone get to me as I once did. I refused to become a part of such a mean world. The names never stopped when I went back. I have been called “transvestite,” “fag” and other unmentionable names. I know when people say things about me, when they gossip and say hurtful words, it’s not discreet. It takes its toll, but I ignore it. I pretend their weapons of choice do not exist, don’t cut me, and act like it never happened. The gossip, name-calling, rumors, bullying are a part of life. It happens each moment of every
day — and it does not stop.
Hurtful moments Everyone hurts and gets hurt; I see it all the time. However, we do have control of this. If we know it’s there, if we know we do it, as I have, we need to do something about it and end it. We are all different from others, and our differences are what set people as targets to ignorant bullying. We have to understand that we are all different; we live different lifestyles, and that it’s OK. It may be strange to someone, but that does not give them a reason to hurt them. Our differences may be weird to others, but instead of giving peers a hard time about it, we should embrace these varying personalities. However, high school is much deeper than that intention. Of all the things I have learned from it, I now know that ultimately none of the social pain that has been ingrained in me matters. When I move on from high school everything that has been said to me, about me will all be in the past. The rest of the world will be ahead of me and I will be in control. I will be in control of what I say, what I do, my panic attacks. What has once hurt me is nothing more than insignificant scars. I have the power to be nice and to be confident in being myself. I will move on having learned from each mistake I made, knowing what not to do. My education and positive attitude is all I am taking with me. Everything else is history.

14 .2 MILL MAY BE ASSESSED
Ingham County looks at tax to boost economy
Melissa Domsic mdomsic@lsj.com
Ingham County officials are taking a preliminary look at assessing a special property tax to pay for economic development initiatives. The potential move is in the very early stages but it would not have to be put before voters because county commissioners would use a law that predates the Headlee Amendment that requires voter approval for tax increases. County commissioners in March created a task force to explore the possibility of levying a special millage. The task force, which includes commissioners and leaders from area economic development groups, has discussed a 0.2-mill levy that would generate about $1.4 million in its first year. A 0.2-mill tax amounts to about $10 for a $100,000 house with a taxable value of $50,000. “The idea is to provide an avenue to attract jobs and businesses, especially small businesses, in a way that’s not already being done,” county Commissioner Andy Schor said.
Potential uses Suggested programs include microloans, marketing assistance, talent recruitment and hiring incentives and other initiatives to promote new busi-

nesses and help existing ones grow. The tax would need county board approval. If passed, the Ingham County Economic Development Corp. would administer the funds. Schor stressed the ideas laid out by the task force are not official proposals and nothing has been presented to the county board. The task force met last Tuesday at the county’s Human Services offices to continue discussions. Schor and Commissioner Brian McGrain introduced the idea after reading about Washtenaw and Gratiot counties implementing similar millages. “If people come back and say, ‘No, we don’t want to do this,’ we’d probably drop it,” Schor said. Otherwise, it would have to go through the board’s committee process.
A 1913 state law allows counties to levy a special tax of up to 0.5 mills for economic development purposes without seeking voter approval. The law, Public Act 88, refers to the “advertisement of agricultural advantages” and also mentions promoting trade and tourism.
Lansing Regional Chamber of Commerce, questioned why the county would levy a tax for economic development when it’s facing budget cuts that affect public safety and infrastructure. In April the county projected a $5.3 million budget shortfall for next year. “There would be concern from the chamber on the ability to levy an addiSimilar taxes tional tax on the citizens of Ingham Washtenaw County, which passed a sim- County, just given the current economic conditions here,” Daman said. ilar millage in 2009, noted the tax is He also said some of the potential not subject to the Headlee Amendment because Act 88 was passed before the state programs appear similar to what other economic development groups are constitutional amendment, which limits doing, or should be doing. tax increases. Katie Dudley — Okemos’ winner in the water
Sean Merriman smerriman@lsj.com
Okemos freshman Katie Dudley remembers it like it was yesterday. As an eighth grade student at Kinawa Middle School, Dudley watched from the sideline last year as Okemos’ high school water polo team completed a perfect 35-0 season and went on to win the firstever state championship in program history. “I just remember how much I wanted to be out there and how bad I wanted to a part of it,” Dudley said. “I wanted to be part of that feeling of winning a state championship.” One year later, as a high school freshman, Dudley was given that chance and she made sure that nothing would stand in her way of having that desired feel-
ing. Dudley scored a team-high 113 goals and added 23 assists and 93 steals Dudley while leading the Chieftains to a 34-1 record and their second consecutive state title this season. Her 113 goals marked the second highest mark in team history only behind her sister Lauren, who was the captain of that 2010 state championship team and now plays for the University of Michigan. Okemos coach Greg Jenkins said that Dudley’s motivation to succeed was fueled well before the water polo season began. “I can remember sitting down with her earlier this year and going over the expectations that would be
expected of her this season,” Jenkins said. “I told her to create her own identity- to focus on this year and to just live in the moment.” Dudley took her coaches advice to heart and it proved to pay off in a big way. She was named allleague, all-region, all-state, and is expected to be named an NISCA AllAmerican as well in the upcoming weeks. While Dudley has put in countless time and effort in order to improve her skills in water polo, she said that none of it would be possible without her families’ support and strong involvement in the sport. In addition to her older sister Lauren playing water polo in college, both her father and grandfather swam at the University of
