Park project is on hold Dawn Parker dlparker@lsj.com

EAST LANSING – An unwelcome discovery of wood treated with potentially hazardous chemicals appears likely to postpone the renovation of the Patriarche Park play structure. The wood used to build the structure in 1995 was treated with chromated

copper arsenate (CCA), a common practice at the time but one discontinued after 2003. Drilled wood samples taken from the structure in late June yielded levels of arsenic – a known cancer-causing agent – well above levels of contact recommended by the Michigan Department of Environmental Quality. The “Remember the

Park” project, planned by the Rotary Club of East Lansing, was to have taken place Sept. 15-18. The project’s steering committee and the Rotary board have both agreed to wait for the city’s recommendation on how to proceed. “The Rotary Club is still committed to the refurSee PARK, Page 7

MERIDIAN TWP. – The township board will consider two alternatives Aug. 2, as members debate how big flags — including Old Glory — can be in the township’s commercial districts. One option would set the maximum size at 40 square feet, while another would change the standard to 60 square feet and ask the planning commission to raise the allowable height of the flagpole to 40 feet to meet American Legion standards. The issue reached a boiling point in April this year when the township’s zoning board of appeals turned down a request from Belle Tire in Okemos to fly a 48-square foot American Flag. The township’s current law limits flags to 35 square feet, or 5 feet by 7 feet. The tire retailer originally sought 20-foot by 30-foot flag on a 60-foot tall pole at its location on Grand River Avenue, which is done at 46 of it sites around the state. Township board members weighed in on the

controversy, arguing the township’s limitation on Old Glory lacked patriotism.

Change initiated So the board initiated change in the ordinance, recommending 40 square feet to the planning commission. “Essentially what we want to do is change one number to a different number,” trustee John Veenstra said when the board took up the issue July 19. “I would actually like to see that become 96 square feet,” he continued, citing Belle Tire’s 8 x 12 foot flag that the Okemos business flew for three months before being asked to take it down. Veenstra said the argument that a larger flag would be a traffic hazard has no merit. “That 96 square feet didn’t cause any traffic acci-

dents while it was flying,” he said. Veenstra went on to propose a maximum of 60 square feet (6 x 10), saying he believed a flag of that size would get the most votes from the board. Ironically, Veenstra said both the American flag in the township’s board room and the one flying from a flagpole outside the township hall are 40 square feet, or 5 x 8. “The township itself thinks we ought to fly a flag larger than our current ordinance (permits),” he said. Owosso man faces pistol charge Dawn Parker dlparker@lsj.com

EAST LANSING — An Owosso man may face a charge of violating the concealed pistol license law following a recent traffic stop. At 2:12 a.m. July 24, according to Lt. Jeff Murphy, East Lansing police stopped a vehicle for speeding near the intersec-

tion of Michigan Ave. and Harrison Road. The 38-year-old Owosso man was a passenger in the vehicle driven by his wife, Murphy said. When officers ran the man’s name through their computer, they noticed he possessed a concealed pistol license. When asked if he was carrying the pistol, the man said yes. Under state law, Murphy said anyone with a

CPL must present the firearm to an officer immediately upon being stopped. Further conversation with the man yielded the admission he had consumed “a few beers.” Murphy said those carrying a firearm may not drink while doing so. The man’s blood-alcohol content was measured at .23, nearly three times the legal limit for intoxication in Michi-

gan. He was held at the East Lansing Police Department (ELPD) until sober and then released, Murphy said. The charge of violation of the concealed pistol license law is a misdemeanor with a potential sentence of 93 days. Arraignment is pending, Murphy said, and the ELPD will seek warrants from the Ingham County Prosecutor’s Office.

I’m willing to be that almost any flag along a street in the township, you do end up with visibility problems.” Veenstra pointed out current ordinance calls for a 10-foot setback from the rightof-way.

Many of our businessmen are veterans, and they really like to show their continued support for the symbols of our nation,” Ochberg said. “We all love our flag, and to prohibit the size to a degree that makes it almost invisible from the road is going too far in a protection of public safety, she said. Township supervisor Susan McGillicuddy said the inclusion of banners in the ordinance could cause a problem, especially in light of the recent appeal to the board by Court One regarding signs on the fence at a baseball academy there. “If they choose that language, I think this has the potential to make this … very confusing,” McGillicuddy said. However, planning director Mark Kieselbach said the ordinance called for banners to be displayed from a pole or a staff, rather than from a fence. In addition, the Court One area is zoned RP (Research Park), which means different zoning rules apply.

bishment of the Patriarche Park play structure as a signature project of the club,” Rotary president Tim McCaffrey said. “However, until we know what direction the city of East Lansing wants to take with the playground structure, we’ve postponed the planned project until a later date.” At the council’s July 26 work session, McCaffrey – also the city’s director of parks and recreation – told council members that Rotary has pledge commitments for $60,000, well past what the estimated costs for renovation. It’s unclear what form the project will take from here, with the realm of possibilities ranging anywhere from sealing the wood up to a full teardown of the existing structure and replacement. Some replacement of the existing wood with Trex decking materials had already been planned. The wood samples tested showed levels of arsenic typical of wood used at that time. Swipe tests of the wood’s surface have also been done, but the results are as yet inconclusive.

Wood treated with chromated copper arsenate (CCA), common at the time the Patriarche Park play structure was constructed in 1995 but discontinued after 2003, will likely postpone the Rotary Club of East Lansing’s planned renovation of the structure. DAWN PARKER / LCN “We’ve received results, but we’re still in the process of attempting to interpret (them),” McCaffrey said. McCaffrey told council members the plan is to return before them in the near future with a specific recommendation. Other avenues being explored include consulting with the city attorney to determine whether any legal precedents exists that might help, speaking to the Ingham County Health Department and contacting the Michigan Parks and Recreation Association to see how other communities have coped with CCAtreated wood. “We’re attempting to see if there are any cases that exist that can provide us

with guidance, direction and a course of action,” McCaffrey said. Council members appeared responsive to the situation. “Ultimately we’re going to need to do (what’s necessary) to make East Lansing parents confident the structure is safe for their children,” said council member Nathan Triplett, also a member of the Rotary board. The hazards of removing CCA-treated wood – including wearing long sleeves and lots of protective gear – may scuttle the project’s objective of using volunteers for a “community build.” The play structure was originally built with an all-volunteer crew.

Great Lakes Folk Festival attracts 150 musicians EAST LANSING — The MSU Museum’s Great Lakes Folk Festival marks a milestone 10 years this summer on Aug. 12-14 in downtown East Lansing. Four new performers have been inked in, bringing blues, Hawaiian, polka and reggae rhythms to the growing lineup. Over the years, the festival has brought an eclectic and amazing array of musical artists to the event — nearly 150 musicians and groups, in fact — and this year’s event will be a homecoming of “festival favorites” that reflect the best of the best in music, dance, arts and culture from across America and around the world. The music and dance program features performances ranging from sacred steel to klezmer, Cajun to Celtic and more diverse cultural expressions and traditions. Musical artists perform two to four times throughout the weekend, so visitors have a chance to see the bands they like and discover new genres. The award-winning folk festival, produced by the MSU Museum’s Michigan Traditional Arts Program, follows a successful three-year run hosting the traveling National Folk Festival, 1999-2001. The MSU Museum began producing folk festival in 2002 to continue the celebration of culture, tradition and community, and was named the state’s top public humanities program by the Michigan Humanities Council.

At the same time, other realities entered the picture: Conflicting touring schedules, some popular acts have dissolved and/or reformed in different combos, and the passing of some musicians. The festival celebrates the cultural traditions of communities across America and the world. The MSU Museum works year-round to develop this festival program that reflects the immense variety and vitality of art, skill, knowledge, and wisdom of our cultural heritage for the public. Heartwood’s campout creates magic moments Sometimes it is the simple things in life that bring the most enjoyment, yet for some, simple is not that easy. Heartwood School in Mason has 140 mentally and or physically challenged students who find the simple things in life don’t come easy or don’t come at all. It’s not only difficult for the students, but the parents of special needs children who also find that caring for their son or daughter is mentally, physically and financially exhausting. As a parent of a 15-yearold son with Cerebral Palsy, a seizure disorder and an immune deficiency disorder, I certainly understand the challenges parents are faced with on a daily basis. We want our children to lead normal lives and experience everything that most children and parents take for granted. We try to play catch, or teach our children to ride a bike, but deep down we know their limitations will not allow this, yet we try and try again. As a young boy, the highlight of my summer was the

OLIVET — An East Lansing man is among three men in insurance industry who will be honored at the 18th annual induction ceremony of the Michigan Insurance Hall of Fame Wednesday, Aug. 17 at the Lansing Country Club. Organizers of the hall of fame will induct Robert B. Hughes, of East Lansing, who is said to have spent his career as a staunch advocate for a positive regulatory environment and ethical/professional conduct as a member of the financial services industry. He was the leading producer for American Community Mutual Insurance Company until 1977 when he began representing Maccabees Mutual. In February 1988 Hughes became a

Senior Agent with the Principal Financial Group. Giving back to the industry that has given so much to him has always been a big part of Hughes’ philosophy, “we make a living by what we get, we make a life by what we give!” Other inductees wil be Donald E. Eve, of Flint Township, and D. Joseph (Joe) Olson, of Brighton. The Michigan Insurance Hall of Fame was established at Olivet College in 1994 as a way to pay tribute to individuals who have made a significant impact on the ability of the Michigan insurance and risk management industry to serve the public. An election panel, representing a crosssection of the insurance and risk manage-

in Insurance program. In 2010, Olivet College and Thomas M. Cooley Law School established a groundbreaking partnership to coordinate curriculum programs aimed at supporting job growth in Michigan’s insurance industry. For more information, visit http:// web.olivetcollege.edu/insurance.

EL staff transition to new roles and will benefit immensely from Evans’ experience and knowledge in her new position. McKenna has exhibited exceptional leadership qualities over her years with the City and will continue to be an asset to the organization in her new role.” Evans began her tenure with East Lansing in 1992. She originally served as a deputy court clerk for the 54-B District Court and was promoted, in 1998, to a probation officer. She was promoted to chief probation officer in 2002 and, in 2006, was hired to serve as deputy city clerk in the East Lansing City Clerk’s office. In 2008, Evans was appointed to the position of East Lansing city clerk. Evans holds a Juris Doctor degree from Thomas M. Cooley Law School and a master’s degree in public administration from Western Michigan University. “My tenure as East Lansing’s city clerk has been a great one. It has been an honor to serve the community in this important role over the past three years,” said Evans. “I’m excited for this new opportunity to return to the 54-B District Court and am confident that the exemplary work of the East Lansing City Clerk’s office will continue under the skilled leadership of Marie McKenna.” McKenna was hired in

January 2006 to serve as an executive assistant in the East Lansing City Manager’s office and was promoted to assistant to the city manager a year later, in 2007. She was promoted to her current role as assistant city manager in 2009. Prior to her work with the City, McKenna was employed for three and a half years by the Michigan Municipal League, the statewide nonprofit association of cities and villages. Marie holds a master’s degree in public administration from Eastern Michigan University. “This is a wonderful opportunity, and I look forward to working with Nicole Evans during both of our respective transitions,” said McKenna. “She is exceptionally competent, and I feel extremely fortunate to be able to take advantage of her guidance.” Evans and McKenna will work closely over the month of August to ensure a smooth transition in the East Lansing City Clerk’s office. Both will assume their new roles on Sept. 1. A formal swearing-in ceremony for McKenna will take place at East Lansing City Council’s Sept. 6 meeting, at 7:30 p.m. in Courtroom 2 of the 54-B District Court, 101 Linden St. Evans has asked to perform McKenna’s swearing-in as a symbolic passing of the torch.

Kids’ theater gets $5,000 grant from JNL EAST LANSING — The All-of-us

Express Children’s Theatre has received a $5,000 grant from Jackson National Life to support its Guild Program. The Guild Program is an apprenticeship program for youth, ages 9-18, who want to learn backstage craft in the areas of director, management, set construction, props, costumes, makeup, script and tech. Each guild has three levels of achievement: Apprentice, journeyman and master. Youth participants who earn a master level badge are eligible to TC

be hired to head a crew within that guild for a main stage production. “The guild program is extremely beneficial for youth who have dreams of taking on backstage craft in the real world.,” said the children’s theatre board president Sandi Sigworth. “ It provides them with the skill set to do so, while also enhancing their resumes and/or college applications,” said Sigworth. “We are appreciative of the recent financial support of Jack-

son National Life, as well as the ongoing support of the Capital Region Community Foundation — both of which have helped us keep this program readily available for our youth participants.” As they progress through the program, youth learn real-life skills such as carpentry, sewing, project planning and management, teamwork, mentoring, design aesthetics, problem solving, time management and financial management. Participants also gain self esteem, technical training, an appreciation for the arts and a

sense of accomplishment. “There is no doubt that the self confidence and sense of accomplishment attained have lifelong value for our youth participants,” said Sigworth. The long term objective of the theater’s Guild Program is to produce highly skilled technicians who have earned badges in one or more skill areas. The children’s theater has hired several master level participants to head crews in past productions; a true indicator of the success of the program. — From the City of East Lansing

EAST LANSING — The City of East Lansing and Michigan State University announce the One Book, One Community program’s 10th anniversary book selection, “Extremely Loud and Incredibly Close,” by New York Times bestselling author Jonathan Safran Foer. Community members will have theopportunity to meet the author as he kicks off the month-long One Book One Community’s10th anniversary celebration. A community talk and a book signing will take place on Sunday, Aug. 28 at 7 p.m. at the East Lansing High School auditorium. On Monday, Aug. 29 he will also welcome the new MSU freshman class at the Academic Welcome in the Jack Breslin Student Events Center. Both events are free to the community. A series of community and campus events are planned for this fall around the themes in “Extremely Loud and Incredibly Close,” a book that is about love, loss and the consequences of a tragic event in our nation’s history. This year’s program simultaneously celebrates the

COME

10th anniversary of One Book One Community, while also paying tribute to the 10th anniversary of the 9/11 tragedy. New York Times bestselling author Jonathan Safran Foer is best known for his novels “Everything Is Illuminated” and “Extremely Loud and Incredibly Close,” as well as his non-fiction book entitled “Eating Animals.” A film adaptation of “Everything Is Illuminated,” starring Elijah Wood, was released in 2005 and a film adaptation of “Extremely Loud and Incredibly Close,” starring Tom Hanks and Sandra Bullock, will be released in 2012.

About the book Foer’s wildly lauded, but controversial novel tells the story of young Oskar Schell’s hilarious and heartbreaking search to make sense of the death of his father in the World Trade Center on 9/11. One year after his father’s death, grief stricken, but undaunted, the 9-year-old boy sets out on an odyssey across the five boroughs of New York City in search of the owner of a mysterious key found in his father’s closet.

It’s not often a reader encounters a character quite like Oskar. He is engaging, endearing, exasperating, precocious, irritating and highly imaginative, as well as a sweetly suffering little boy who remembers his father as only a lonely child can. Along the way Oskar meets an assortment of New York City characters that show him compassion and encouragement. Oskar’s story is not about 9/11 itself; it’s about the consequences of that terrible terrorist act on those who survived. It is also a reflection of history repeating itself, as seen through the parallel suffering of Oskar’s grandparents, who survived the firebombing of Dresden during World War ll. Foer incorporates interconnecting storylines, photographs, drawings and a 14-page flip book to tell the story. While the 9/11 tragedy is the backdrop of this story, its universal theme is war and its inevitable feeling of loss, pain and suffering. Foer captures this theme with a writing style that is compassionate, while at the same time humorous.

EAST

LANSING

Graham Gal’s recent trip to East Lansing was unusual. The East Lansing native, an East Lansing High School Class of 1971 graduate, biked the 60 miles from Ann Arbor to East Lansing July 22 to attend his class’s 40th reunion festivities. Gal, a professor at the University of Massachusetts-Amherst, made the two-wheeled trek from his son’s home to his hometown to keep up his training regimen for the Pan-Massachusetts Challenge. He stayed on paved roads, with a route planned on www.MapMyRide.com . Gal will embark on his portion of the Massachusett’s charity ride on Saturday, Aug. 6, seeking to cover 200 miles in two days as part of Team Kermit. The team is seeking to raise $250,000 for the Jimmy Fund and the Dana Farber Cancer Institute in Boston, both bastions of cancer research.

He recently completed two 70-mile rides in a weekend training session, and estimates the help of teammates will keep him at a steady 20 miles per hour during the Challenge. The two-day is one of eight different distances Challenge participants can ride. “We can go faster as a team,” Gal said. An avid cyclist in his younger years, Gal said he took up biking for rehab about five years ago following knee replacement surgery. He also serves as the squash coach at nearby Amherst College, and has found cycling to be a benefit on the court as well. “It’s always good when you can last longer than the 21- and 22-year-olds,” Gal deadpanned. Gal also keeps in shape by commuting daily to his office on his bicycle – 10 miles each way. A mountain bike helps on winter-slick roads, making the commute possible in all but the most extreme con-

ditions. “(Cycling) is quite a bit more popular than when I was growing up,” he said, while noting he has many friends who are also avid cyclists. Gal said he was looking forward to seeing old friends at the reunion, and especially former baseball and football teammates. He’s also anticipating the ride and the hoped-for good it will do for those battling cancer. Gal will be thinking of loved ones, especially a sister-in-law who lost her life to a rare form of cancer at age 46. “She led the exemplary life. She drank a glass of wine maybe twice a year, she didn’t smoke – nothing,” he recalled. An uncle also died of cancer, and a sister is a cancer survivor. “You never really know what will cause it,” Gal said. “Being a professor, I’m very much involved in research. Research and understanding are the only

things which make sense.” As of July 18, Gal was just past the halfway mark of his fund-raising goal of $4,200. To donate, go online to http://www.pmc.org/ profile/GG0084
