E.L. board urged to preserve local schools Dawn Parker dlparker@lsj.com
Burcham Hills refurbishment and face-lift is part of a major overhaul at the East Lansing retirement center. ROD SANFORD|LSJ MEDIA
EAST LANSING – Although no decision was made, parents and residents who attended the East Lansing School Board’s Aug. 10 meeting wanted to make themselves heard. In more than two hours of public comment, speakers – largely from the Glen-
cairn and Southeast Marble neighborhoods – implored board members to preserve neighborhood schools. THREE OPTIONS The board has three options for reconfiguration under considerations, one of which – dubbed Option C – would renovate all existing schools. Other configurations would close one or two ele-
mentary schools. Glencairn and Marble have both been identified as having issues with their sites – including safety of students at dropoff and pickup times. The district is attempting to solve a long-term structural deficit while simultaneously upgrading technology and space. Cost of the project, ranging between $33 million and See HEARING, Page 5

MERIDIAN TWP. – Medical marijuana is already here, ahead of an ordinance being designed to regulate it. The content and purpose of the ordinance got a thorough working out at the township planning commission’s Aug. 8 meeting. Comments from the public and the commissioners appeared divided between support for patients and fears of drug abuse. Among the draft ordinance’s provisions, which received its first reading

be voted out of the planning commission and then be passed by the full township board. Principal planner Gail Oranchak told the commission dispensaries would be limited to existing commercial areas in the C-1, C-2 and C-3 zones. Dispensaries would also See RULES, Page 3

Oranchak told commissioners township staff believe the draft ordinance is “a good basis (with which) to begin a discussion.” Changes, she added, are expected. The discussion brought out a wide spectrum of opinions on both sides of the issue. Haslett resident Leonard Provencher, a 15-year prostate cancer survivor who does not use medical marijuana, said he would like the opportunity to get it if necessary. He views the ordinance as “further stig-

Pharmacies – and the risks inherent in prescription medications – should be zoned and regulated in a similar manner, he added. But Okemos attorney William Fahey, a vocal opponent of medical marijuana, told the commission the ordinance effectively legalizes marijuana. “Medical marijuana is all about the money,” he added. “A stigma? While the discussion is likely to continue at the commission’s next meeting on Monday, Aug. 22, Deits said he would rather see the township board iron out the ordinance’s kinks. “This is not the right place. It’s the responsibility of our elected officials to initiate ordinances,” he said. To review the draft ordinance, go online to www.meridian.mi.us.

SCHOOL YEAR PREVIEW
East Lansing prepares for structural changes Dawn Parker dlparker@lsj.com
EAST LANSING – A new school year is always worth celebrating, even in uncertain times. East Lansing High School has a new leader in veteran math teacher John Brandenburg, who moved to the principal’s office July 1. Teachers and administrators in district’s seven other school buildings also look forward to the first day of school on Tuesday, Sept. 6. Superintendent Dr. David Chapin sees the district having several priorities for the 2011-12 school year, led by settling the question of which schools will remain open. Three configurations remain under discussion, each of which would close
at least one school. Projected cost estimates have varied widely, from around $33 million to renovate and retain all six elementary buildings to upwards of Chapin $60 million to tear down and build new. A special public meeting is planned for Wednesday, Aug. 17, and a decision is expected sometime next month. “Our very capable citizens committee is encouraging us to move forward. I think they’re saying, almost unanimously, to do nothing is not acceptable,” Chapin said. “I think the board will act in … September with a recommendation.” The next step would be an application to the Mich-

That request would likely go before voters on the Feb. 28, 2012 ballot. If approved, the bond issue would extend the district’s current 7-mill levy for as much as an additional 30 years. Chapin said a more exact fix on the bond’s duration would be determined prior to the election. The existing levy, left untouched, would begin dipping below 7 mills in 2016. “I view this as a project … as one that will enhance
our community and our school district. It’s a building issue and a creating issue, as opposed to a closing issue,” Chapin said. “I don’t think anybody on our board wants to consider turning their back on any one of our sites. “They’re beautiful sites, and I think the discussion about how we’re going to use these sites within our neighborhoods will be critical for all of six of our neighborhoods and all six of our existing elementary schools,” Chapin said. school,” Morgan said. “I want my children in the classroom – I don’t want them on a bus.” North Harrison Road resident Hans Schwab asked whether changes in budgeting could stave off school closures. “We know there are tough decisions, but something has to be done to save neighborhood schools. There has to be,” he said. Snyder Road resident
Katie Douglas spoke of having taught in schoolrooms with dirt floors.
Important values “You don’t need a fancy building to be a good educator,” she continued. “You need a strong community that invests in education. Marshall Street resident Chris Smith, a teacher at Okemos High School, emphasized the importance of keeping the
current set of schools. “It’s vitally important you maintain schools in neighborhoods where young families want to settle,” Smith said. “If you close Glencairn, you would pierce the heart of one of the most vibrant neighborhoods in East Lansing and of mid-Michigan.” Jennifer Novello urged board members to take factors like bus routes into account. “Let’s look at how long our kids are on a bus,” she said. “If we went back to neighborhood schools, it would actually solve problems, not create more.” For more information, go to the district’s web site at www.elps.k12.mi.us .

E. Lansing council race heats up Dawn Parker dlparker@lsj.com
EAST LANSING – Seeking changes, East Lansing resident Don Power has spent time over the last 18 months coming before the city council. The experience taught him he’d like to be on the other side of the desk. During a press conference Wednesday, Aug. 10 at the site of the proposed City Center II project, Power said he planned to file his paperwork by week’s end. “There have been many issues that have come up which have affected our neighborhood and the city in general,” Power said. “We got involved to try to make some changes, but we ran into a lot of problems … in the citizens’ ability to be heard, to have decisions made based upon information and data.” Power joins incumbent council member Nathan Triplett and Mayor Pro Tem Diane Goddeeris on the November ballot. The third incumbent, Roger Peters, has taken out petitions but had not filed them as of Wednesday. Power had previously said he would be leading a three-person slate of candidates, including one man
and one woman. While not naming them, Power said both have been active on city boards and commissions. The others still have several days to file, but Power may be the only one who runs. “She really was struggling with whether she wanted to do this again, and I understand,” he added. “All of us have been through the battle 20 times over.” Power is a retired commissioner with the Federal Mediation and Conciliation Service. He holds a bachelor of science in industrial management and a master of labor and industrial relations, both from Michigan State University. His service to the city includes stints on the Planning Commission and the Mass Transit Committee. Power provided seven issues – things he would address if elected – including a “high level of concern” over economic development decisions made by the city. “If we’re going to have these kinds of investments, which I think we need to do, then we need to have a consistent due diligence to check the financial wherewithal of who we deal with,” Power said.

He cited three development projects in the city that have failed and one to two others that are “struggling”. However, other than City Center II – whose challenges have been well-documented – Power could not provide specifics. Power would also like to see candidates to succeed outgoing city manager Ted Staton identified from within. “I am opposed to a national search as a first option,” he said. “In all fairness – I don’t care if they’re public sector or private – we owe an obligation to the people that work there who are qualified. these jobs? They should have the first option. If they don’t, then we should look elsewhere.” Power would also work to further tighten the city’s medical marijuana ordinance, with a best-case goal of seeing dispensaries banned completely. He would safeguard the city’s interests in the development of the Michigan Avenue transportation corridor plan, and would seek cooperation with Lansing Township to resolve traffic issues on Lake Lansing Road. The filing deadline for all candidates, whether city council or school board, is 4 p.m. Tuesday, Aug. 16 to the city clerk’s office.

Trash truck damages City Center awning | dlparker@lsj.com
EAST LANSING – A 41-year-old Carson City man received a civil citation Monday, Aug. 8, following an accident which affected a downtown East Lansing building. East Lansing police officials said officers responded at about 11:15 a.m. Monday to the scene of a vehicle accident in the 300 block of the East Grand River alley. The alley connects M.A.C Avenue and Division Street. When they arrived, police, fire
and medical personnel saw that a Granger trash-hauling truck had crashed into the structural awning above the alley, which connects the two parts of the City Center I condominium building. East Lansing Police Lt. Tom VanDerWoude said it appears the vehicle was traveling eastbound through the alley at M.A.C. Avenue, but could not negotiate the alley. The driver received a civil infraction relating to the vehicle being over height. The driver of the truck sustained
non-life-threatening injuries, and was transported to Sparrow Hospital by ELFD medical personnel for further treatment. The city’s Department of Public Works and ELFD are working with the owners of the building to safely secure both the structure and the alleyway. The alley will be closed until all necessary repairs can be made. No other injuries were sustained at the time of the accident. The traffic accident remains under investigation.

FRIENDS HAVE TOLD YOU THEY LOVE THEIR HEARING AIDS? Now how many have said their hearing aids make some sounds too loud, don’t work well in noise, or they can’t tell if they are really helping them hear at all? Audiologists and dispensers try to make hearing aids function the best they can to give the patient a good outcome. But there were always a lot of difficulties surrounding comfort and understanding of speech. Let’s say you have a small child, an average sized woman, and a very large man, all with the same hearing loss. All hearing aids would be programmed the same way, according to the hearing aid manufacturers software. But the ear canals themselves must figure into the process, as well. Without diving into too much physics, ear canal size and shape for the child would be quite small. The woman would be close to the average size ear canals and the man’s ear canals would be quite large and long. The child would receive too much power from the hearing aids, the woman’s fitting would be close, and the man’s hearing aids would seem very quiet. All hearing aid manufacturers base their science off the average ear. But no one has the average ear. Live speech mapping is the latest innovative approach to hearing aid fitting which uses natural speech to show how effective digital hearing aids are in helping you to hear speech. With digital speech mapping, an actual speech signal, not tones or hissing sounds, is used to test the hearing aids while inserted in the patient’s ears. This LJ-0100110471
allows for the shape and size of the patient’s ear canals to be included in the fitting process, as well as using the most important signal we hear, speech. For hearing aid fittings to be successful, speech must be appropriately amplified with respect to loudness, clarity, and comfort. Soft speech should be perceived as soft, moderate speech sounds should be perceived as moderate, and loud speech sounds should not reach the patient’s discomfort level. Speech mapping helps to provide a clear “visual” sense of the hearing loss, and the benefits or perhaps the limitations that your current hearing aids offer in relation to actual speech. While wearing hearing aids, a tiny probe microphone is inserted into the ear canal while the hearing aids are running, then a stimulus (voices/music) is used to measure the output and shows if the hearing aids are amplifying sounds appropriately. The Live Speech Map is displayed on a monitor through easily-understood graphics so that you can actually see sounds that are missing and be presented with a clear visual sense of hearing loss and aided benefits relating to actual speech. It allows you to see graphically just how the aid is performing in a live, real world environment. Once we see what sounds you’re missing, we’ll be able to tune your personal hearing aids until it restores the missing speech patterns and tones. So, not only will you hear the difference a hearing aid makes with your speech, you’ll be able to see the sounds being restored visually as well. A successful hearing aid fitting should be a dynamic,

rom my own personal experience, the concept of “closure” after the death of a child is nonexistent to most, if not all, bereaved parents. As if there’s a way to box up your grief, answer all the questions of “Why did this happen to me and to our child at this moment in time?” and then put it away as if it was completely over. It is unrealistic and absurd. Since there are truly no adequate words to describe the anguish a bereaved parent feels when their child dies (ie., gut-wrenching and painful don’t even come close) I’ve created my own word/concept that doesn’t occur in our lifetime, but reflects our continued journey when we have also traveled through to a new and different spiritual dimension, that many call heaven. Instead of thinking of “closure” as coming when you find a missing child (as the media often inaccurately portrays) or when you uncover the medical condition that took

Burcham The $1 million project also involved converting some apartments into special units for residents with memory care needs and expanding some independent living apartments to include kitchens, laundry facilities and private patios. “We just wanted to add another product to our community for the independent living residents out there,” spokeswoman Nancy Shea said. “A lot of them still want kitchens and everything.” Later this month, the nonprofit will begin work on a $3.5 million, 14,000-square foot addition to the Burcham Hills Center for Health & Rehabilitation, a 133-bed short-term, postacute and long-term care facility. The extra space will allow Burcham to convert 24 of the semi-private rehabilitation rooms into private rooms with showers, Executive Director Pam Ditri said. “This is in response to the demand,” she said.
PAM DITRI Executive Director “Most places that are building new, are going to be building private (rooms) with showers.” Private rooms will not cost clients more money because their stays are billed to Medicare, the federal health insurance program designed mainly for those aged 65 and older, Ditri said. The center also will add a new dining room, common area, nurse workstation, kitchen and patio. “Because of our occupancy being solid, we’re able to take the monies we have as a not-for-profit and put it back into our business,” Ditri said. Dobie Construction Inc. in Eagle is the contractor for both construction projects. “It’s been a boost for my business,” said owner Tom Dobie, adding that he’s hired local subcontractors for the job. He said about 30 people
have worked on the residential center project, and he estimates up to 150 different people could work on the $3.5 million expansion project at some point over the course of a year.
“It’s a nice project, especially because of the start time,” he said. “It’s starting in the fall when a lot of the contractors are finishing up work (on other projects).” Wages vary widely by construction trade. In Michigan last year, drywall and ceiling tile installers made on average $17.03 per hour, while bricklayers made on average $26.61 per hour. The overall average hourly wage for construction and extraction occupations in was $22.23 in Michigan.

NOTICE OF PUBLIC HEARINGS EAST LANSING TRANSPORTATION COMMISSION Notice is hereby given of the following public hearing to be held by the East Lansing Transportation Commission on Monday, August 22, 2011 at 7:30 p.m., in the 54-B District Court, Courtroom 2, 101 Linden Street, East Lansing. 1. A hearing will be held to consider roadway design changes to the section of East Grand River Avenue that stretches from Collingwood Drive to the eastern border of East Lansing. If approved, the changes would be part of an application to the Federal Transporta tion Enhancement Program. If funded, the non-motorized project would be completed in coordination with MDOT’s roadway repaving project, which is currently scheduled for 2013. The design would include new six to eight foot wide concrete pathways to replace existing sidewalks. It would also include two to three short medians that would provide safe zones for mid-block pedestrian crossings. The traffic lanes would also be painted with sharrow symbols that would indicate that the outermost traffic lanes are intended to be shared by bicycles and automobiles. Call (517) 319-6930, the Department of Planning and Community Dev lopment, East Lansing City Hall, 410 Abbot Road, East Lansing, for e additional information. The results of the public hearing will be shared with City Council at their September 6 meeting. City Council will be asked to approve a resolution regarding the proposed design and to support the application for funding.
