WILLIAMSTON – A Midland man who led police on two high-speed chases in Livingston and Ingham counties on June 25 wasn’t a suspect in any kind of major crime. He just wanted to avoid a traffic ticket, Williamston police said. Thomas W. Hudson, 25, was arraigned last week on a fleeing-and-eluding charge in Livingston County and could face a similar charge in Ingham County. The second leg of the chase passed through downtown Williamston on the busiest night of the Red Cedar Jubilee festival. It ended a short time later when Hudson was found hiding in a swamp off E. Grand River Avenue, near Dietz Road. The incident began when a Livingston County Sheriff’s deputy tried to stop Hudson for speeding

on I-96 in Handy Township shortly before 8 p.m., the sheriff’s department said. Hudson, who was driving an orange 2011 Dodge Charger, fled at high speed, getting off the freeway at N. Williamston Road and heading south, the sheriff’s department said. The chase was called off when officers lost sight of the vehicle. But Williamston Officer Jacob Cortez later spotted the car heading north on N. Williamston at Linn Road and tried to stop it, city police said. The chase resumed, with Hudson crossing the center line or using the shoulder of the road to pass other vehicles, they said. The suspect raced from S. Putnam Street onto several side streets before heading east on E. Grand River, police said. An Ingham County Sheriff’s deputy spotted the car as Hudson intentionally drove it into a ditch to avoid a construc-

tion zone. After the car became stuck, he bailed out and ran into a swamp. With the aid of a Livingston County search dog, officers found Hudson hiding in the swampy area. The dog stood on the suspect’s chest and grabbed his head with its teeth when he came up for air, police said. Hudson was treated for cuts and hypothermia at an area hospital, then lodged in the Livingston County Jail, according to a report in the Livingston Daily Press & Argus. Hudson later apologized to police for running, the newspaper said. Williamston Sgt. Jeff Hull, who joined Cortez in the chase down E. Grand River, said Hudson was fleeing because “he didn’t want to get a ticket.”

Habitat ramps up for 500th time

GRAND LEDGE — Friday morning, June 17, Ed Brown and his Habitat for Humanity fix-up crew rolled up to Vern Thompson’s house on Grand Ledge Highway, unloaded their truckload of lumber, plugged in their tools, and began work on their 500th ramp. By early afternoon, the crew was eating lunch, looked up and Thompson was at the bottom of the ramp, hands raised above his head, and he said, “I made it.” “That’s why we do it,” said Bill Biergans of Delta Township, a part of Brown’s crew for most of the 16 years they have been building ramps. Brown, of Williamston, who retired from his “real job” as a middle school science teacher in the Okemos Public Schools 20 years ago, knew from an early age, when he was 8 years old and the carpenters building his parents’ house let him help drive nails, that he liked building things and working with wood. Many years later, after taking a woodworking class at LCC, he began

ALAN MILLER/LCN working with Habitat building houses, but in 1990 shifted to spending most of his time on adaptations to existing houses. “I was the youngest member,” Brown said. “One of the guys asked me one afternoon if I’d like to go work on a porch with him, and that was the beginning of the fix-up program.” And he has been there since, leaving his fingerprints on 499 of the 500

ramps Habitat has built in the area. “I was sick one day,” he said, explaining the one day he wasn’t able to participate. In addition to ramps, the fix-up team widens doors and installs grab bars to allow people to remain in their homes in spite of disabilities. Burglaries lead to caution warning Ken Palmer

WILLIAMSTON – Police are urging residents and business owners to use extra care after several burglaries were reported in the city, including two in the downtown area. Thieves took a cash box, start-up till and a computer after entering Vivee’s Floral Garden, 142 W. Grand River Ave., between late June 25 and early June 27, police said. The doors to the business were locked when the owner arrived June 27, and there were no signs of forced entry, they said. Meanwhile, an owner of Tuesday Books on W. Grand River arrived on the morning of June 28 to find bookcases had been moved and merchandise scattered on

Habitat for Humanity of Lansing is an ecumenical Christian housing ministry which builds or rehabilitates homes in partnership with people in need. It is one of 79 affiliates in Michigan. Habit for Humanity International, with affiliates in 200 countries has built more 500,000 houses in 90 countries.

officers searched the area unsuccessfully. Nothing appeared to have been taken from the building, police said. A security official found a pebble wedged inside a door jam to prevent the door from latching.

The Williamston Food Bank recently received notice that three of the four ladies who regularly pack the food sacks are retiring, Jane Pease, Martha Ford and Helen Partridge. Pictured (l. to r.) According to Food Bank Co-Director Jill Cutshaw, these three ladies represent a total of almost 60 years of volunteering as packers at the Food Bank. “Jane Pease started over 25 years ago,” said Cutshaw,” and Martha and Helen have both packed for about 17 years.” Jane Pease started volunteering when the Food Bank served about 12 families a month out of a church basement, now the Food Bank serves about 100 families a month out of the Community Center. While perfecting the art of fast, efficient, packing, these four ladies became life-long friends. “They will all be greatly missed by everyone at the Food Bank,” said Cutshaw, “and this whole community owes them a huge debt of thanks.” The fourth member of the team, Ginny Kiser, has agreed to stay on awhile, and Jane Pease has agreed to continue as Food Bank treasurer. Within minutes, Williamston Officer Nick Stonebrook spotted a vehicle matching the description of the getaway car parked along M-52, near Highview, with one of the suspects standing outside, looking under the hood, police reports said. The second suspect was found nearby after police set up a perimeter and searched the area with the help of K-9 units and the Michigan State Police aviation team, the sheriff’s department said. Woman hospitalized after taking overdose A 26-year-old woman was hospitalized after swallowing a large number of pills at a residence on White Street in Williamston. The woman, who was distraught after breaking up with her boyfriend, had left the residence by the time Officer John Pelong arrived, police reports said. But with the help of the woman’s boyfriend, Pelong was able to radio her location to Meridian Township police, who found her and had her transported to Sparrow Hospital.

Suspicious man seen lurking outside home City police searched

unsuccessfully for a suspicious man reported by a resident on E. Grand River Avenue. The resident told police she confronted a male in her driveway about 5:15 a.m. June 21, police reports said. He told her he was looking for something, then hurried across the street to where a second man was waiting. The men climbed into a white, flat-bed truck parked on Taylor Street and drove west on E. Grand River, the reports said.

Purse with credit cards stolen from parked car Police were investigating the theft of a purse from a vehicle parked at McCormich Park on June 23. The victim, 24, of Webberville, said she left the purse in her unlocked vehicle and came back to find it missing, a report on the incident said. One of the woman’s credit cards was later used at a gas station in Okemos, the report said.

announce the creation of the Williamston Summer Concert Series where concerts are free and will be held on Thursday evenings through Sept. 1. The scope of entertainment ranges from ‘50s and ‘60s rock ‘n roll by The Bel Airs, the Williamston High School Jazz Band and Madrigals, Williamston’s two dance studios, Grand Rapids Guitar Quartet, Lansing Concert Band and Big Band, the Beatles Revue Variety Show and more. There will be a total of 17 evenings of entertainment. Concessions will be

Free concert to feature boogie woogie Eve explained

WILLIAMSTON — On Friday, July 8 at noon, Mr. B and the Joy Box Express will be stopping to perform at Williamston’s Bandshell in McCormick Park. They will play boogie-woogie music for approximately 90 minutes. The concert, sponsored by the Williamston Theatre, is free and open to the public. Mr. B’s Joybox Express is a project designed to raise awareness and funding for groups dedicated to improving the health and well being of children, especially groups providing children access to arts and athletics programs. The heart of Mr. B’s Joybox Express is a custom made trike that nestles a 352-pound piano. Two “dummy hubs” at the rear of the trike allow two “pusher” bikes to attach themselves. In this configuration the vehicle supports three riders and is four feet wide and 16 feet long.

Blues and boogie-woogie pianist Mr. B and fellow musicians conduct bicycle tours, with all instruments in tow (including guitar with solar-powered amplifier, string bass, and drum kit-in-a-suitcase), performing benefit concerts and promoting charitable giving for partner organizations along the route. Blues and boogie-woogie pianist Mark Lincoln Braun (Mr. B) has become one of the premiere purveyors of a vanishing art. Having learned his craft first-hand from the early masters, he is a rare living link to the first generation of blues and boogie pianists. Steeped in the rich legacy of this tremendously exciting music, Mr. B learned directly from blues and boogie legends like Little Brother Montgomery, Boogie Woogie Red, and Blind John Davis. In demand for both educational programs and concert performances, he has

performed coast to coast and throughout Europe, Canada, Mexico and South America. In 2002 he was a guest artist at the Irving S. Gilmore International Keyboard Festival. He is also the organizer of the annual Mr. B’s Blues and Boogie Piano Celebration that attracts major figures in the blues and jazz piano world to Ann Arbor for collaborative performances with Mr. B. Building Challenge. This free competition is open to all kids who are interested in creating fantastic models out of LEGO building bricks. There are two categories: preschoolGrade 5 and grade 6-12, with first and second place prizes to be awarded in both age groups. Participants are asked

to use their own LEGO bricks to create a replica of a famous world landmark and bring it to the library between Monday, July 11 and Friday, July 15 for display. The Law Office of

Williamston Brian Kim Snow, the nicest guy in the world, has died from pancreatic cancer on June 26, 2011. He was 59. Kim, as he was known to most of his family and friends, was born on March 1, 1952, the middle son to Bernie and Maurine Snow. Kim graduated from Leslie High School in 1970. He excelled in three sports at Leslie High School and was inducted into their Sports Hall of Fame this spring. From 1970-1976, he served in the Air National Guard and began his career with Consumers Energy in Jackson, Michigan in 1971. He was proud of his 40 years of service at his job. Raising his three children, Kevin, Paul, and Jessica in Mason, Michigan was the highlight of his life. He enjoyed coaching his boys while playing on several fast-pitch softball teams with brothers, Chris and Craig. The highlight of his softball career was catching for his father on the 1972 State Championship team. Kim was a proud grandfather to Paul and Chau’s children Tyler and Samantha as well as Jessica and Melvin’s son Melvin White, Jr. His brother Craig’s wife Michelle and their three boys Taylor, Sam and Charlie were also very important to him. Empty nesting in his Williamston home with his wife Sue was full of fun and adventures. He loved his time with Sue’s boys Matt (Sarah) and Tim (Mary) Kirby along with the rest of Sue’s extended family. Kim and Sue’s travels to Spartan Stadium, Major League Baseball parks and Boyne City were a few of their many highlights. A celebration of Kim’s life was held at the Williamston Free Methodist Church located at 4400 North Williamston Road, Williamston, MI 48895 on Wednesday, June 29, 2011. Donations can be made to the church’s benevolent fund. Kim and Sue would like to thank all of their co-workers, friends and family as well as the medical staff at Ingham Regional Oncology. ORDINANCE NO. 324 ORDINANCE AMENDING CHAPTER 2, ARTICLE VII, DIVISION 3 OF THE WILLIAMSTON CODE OF ORDINANCES

City Council to be selected by resolution of the City Council to serve as a member ex officio, with full voting rights. (b) No member of the City Planning Commission other than the ex officio member shall hold another municipal office, except that one (1) of the appointed members may be a member of the Zoning Board of Appeals. All members shall have the qualifications of electors of the City, except that one (1) member may be an elector of another local unit of government. Sec. 2-314. Terms. (a) All members of the City Planning Commission shall serve for terms of three (3) years and until their successors are appointed and qualified, except that the term of the ex officio member shall be determined by the City Council and stated in the resolution selecting such member, but shall not exceed his or her official term on City Council. A member of the City Planning Commission may be removed from office by the City Council for misfeasance, malfeasance, or nonfeasance in office, upon written charges and after a public hearing. (b) Terms of members of the City Planning Commission appointed prior to its reconstitution under this Ordinance shall continue until expiration of their respective terms. Sec. 2-315. Vacancies. A vacancy on the City Planning Commission occurring otherwise than through the expiration of a term shall be filled for the unexpired term by the Mayor in the same manner as provided for an original appointment, and by the City Council in the case of the member appointed by the City Council. Sec. 2-316. Procedures for Operation. (a) The City Planning Commission shall elect its chairman for a term of one (1) year, with eligibility for re-election, from amongst its appointed members, and create and fill such other offices as it may determine. The ex officio member shall not be eligible to serve as chairman. (b) The City Planning Commission shall schedule at least one (1) regular meeting in each month, and shall adopt rules for transaction of business, including a procedure for canceling a regular scheduled meeting if there is no business to transact. Meetings shall be conducted in accordance with the Michigan Open Meetings Act. The City Planning Commission shall keep a record of its proceedings and actions, resolutions, transactions, findings and determinations, which record shall be a public record. Sec. 2-317. Expenses and Liabilities. (a) The City Planning Commission shall not incur any expense, or create or cause liability against the City, without first having received express authority therefor by resolution of the City Council. (b) A fee shall be charged for all petitions and applications to the City Planning Commission, the amount of which shall be prescribed by the City Council by ordinance or resolution. (c) All appointed members of the City Planning Commission may be compensated at a rate to be determined by the City Council. Section 2. Repealer Clause. All Ordinances or parts of Ordinances in conflict herewith are hereby repealed only to the extent necessary to give this Ordinance full force and effect. Ordinance No. 230 is hereby repealed. Section 3. Savings Clause. This Ordinance shall in no manner affect pending litigation, either civil or criminal, founded or growing out of any Ordinance, Resolution, Order or parts thereof, that is repealed by this Ordinance. Section 4. Validity and Severability. The provisions of this Ordinance are severable and the invalidity of any phrase, clause or part of this Ordinance shall not affect the validity or effectiveness of the remainder of the Ordinance. Section 5. Effective Date. This Ordinance shall be effective July 18, 2011, or fifteen (15) days from and after the date of its adoption by the City of Williamston City Council and its publication, whichever occurs later.

The City of Williamston Ordains: Section 1. Chapter 2, Administration, Article VII, Boards, Commissions and Authorities, Division 3, Planning Commission, of the City of Williamston Code of Ordinances, which provides for the establishment and composition of the City Planning Commission, is hereby amended to read as follows: DIVISION 3. PLANNING COMMISSION Sec. 2-311. Planning Commission Establishment; Continued and Reconstituted. The City Planning Commission of the City of Williamston, previously established and created pursuant to Public Act No. 285 of 1931, as amended (MCL 125.31 et seq.), is hereby continued and reconstituted pursuant to the Michigan Planning Enabling Act, Public Act 33 of 2008 , as amended (MCL 125.3801 et seq.). Sec. 2-312. Powers and Duties. (a) The City Planning Commission is vested with all the authority, powers and duties: (1) given to such Commission by the provisions of Michigan Planning Enabling Act, 2008 Public Act 33, as amended, (MCL 125.3801 et seq.); (2) given to a zoning commission by the Michigan Zoning Enabling Act, 2006 PA 110, as amended, (MCL 125.3101 et seq.); (3) provided in Section 2-311, et seq., of the City of Williamston Code of Ordinances, as amended, which establishes the Planning Commission; (4) provided in the Williamston Subdivision Control Ordinance, being Williamston Ordinance 121, as amended, being Section 54-31, et seq., of the City of Williamston Code of Ordinances; (5) provided in the City of Williamston Zoning Ordinance, as amended, being Section 74-1.101, et seq., of the City of Williamston Code of Ordinances; and (6) given by other Ordinances of the City of Williamston, including amendments to the above listed Ordinances and Ordinances hereafter adopted by the City. (b) The duties of the City Planning Commission shall be as provided by law, including but not limited, to the following: (1) Conduct studies, and assemble information to determine economic, physical facilities, natural resources, and social conditions, trends and prospects. (2) Prepare and document a master plan to guide and enhance the development of the City, as described in the Michigan Planning Enabling Act, PA 33 of 2008, as amended, subject to City Council approval. (3) Prepare ordinances and codes and other tools needed to implement the master plan and other plans. (4) Recommend to City Council its adoption of the master plan and related ordinances and codes, and recommend their implementation. (5) Provide for consultation with City of Williamston officials and administrators, private organizations, citizen groups, officials of other municipalities, and state and federal government agencies. (6) Follow prescribed legal procedures for adoption, referral, review and amending plans, ordinances and codes. (7) Provide information to news media concerning studies, plans, and recommendations, and plan and conduct educational efforts to inform the general public. (8) Review proposals and plans for public improvements that relate to the current comprehensive master plan for development as adopted. (9) Review and act upon referrals from the City Council and administrative agencies, other public agencies, area municipalities, and private organizations. Sec. 2-313. Membership; Appointment. (a) The City Planning Commission shall consist of ENT-935150 nine (9) members, eight (8) of whom shall be representative of important segments of the community and shall be appointed by the Mayor subject to approval by the City Council, and one (1) of whom shall be a member of the
