and badge notwithstanding, Teddy the Chihuahua isn’t likely to intimidate even the meekest of wrongdoers. But Williamston’s new Deputy Dog doesn’t have to do any real police work. His job for the next year is to make public appearances and ride in the city’s many parades, beginning with the Dog Days of Summer Parade on Aug. 5. Teddy, owned by Debby Harden, beat out “Willow,” a great dane, and all other comers in the annual Deputy Dog Contest. The contest is part of the Williamston Area Chamber of Commerce’s Dog Days event, held Aug. 4-5 in
McCormick Park. The 2 1/2-year-old chihuahua had the strongest back story of the field. By the time he was eight months old, he’d won two AKC awards. By his first birthday, he was certified as a therapy dog and now visits hospice patients and helps children read. While just a puppy, Teddy alerted his family of a fire in their home. And he is able to alert Harden that she is about to have an asthma attack. Not one to rest on his laurels, he’s now studying scent training. WILLIAMSTON — The last time Jake Smith wore his Williamston football uniform, his Hornets were leaving Ford Field after a last-minute touchdown pass ended their Division 4 state title hopes with a 27-23 loss to Grand Rapids Catholic. Aug. 8 couldn’t come soon enough. For slightly longer than eight months, Smith and no doubt most of his teammates have contemplated that heartbreaking finish. The main difference, as football practices began statewide, is who would try to get the Hornets Williamston High School’s back to finish the job. WILLIAMSTON - The city’s temporary ban on medical marijuana businesses has been extended until late February. In its Aug. 8 meeting, the City Council agreed to extend the moratorium for another six months while leaders decide how and where medical marijauna caregivers can operate in the city. Staff members said the city wouldn’t have been able to adopt an ordinance until after the current moratorium expired on Aug. 23. “Given the uncertainty regarding the ever-changing interpretation of the Medical Marijuana Act
and the alignment of various city boards, the extension will give the City Council and the Planning Commission more time to amend the ordinance in a thoughtful manner,” city planner Michael Gradis wrote in a memo to the Council. The Council was poised to adopt an ordinance allowing registered caregivers to operate in certain industrial-zoned areas. But an advisory committee later recommended allowing them to operate as home occupation businesses. The Planning Commission, which needs to make a recommendation before the Council can act, wasn’t able to consider the matter before
Aug. 11. Under that timeline, the Council couldn’t adopt an ordinance until mid-September, at the earliest. In its meeting last week, the Council also agreed to change the way the city pays for legal help in an effort to reduce costs. The city’s legal firm, Cohl, Stoker & Toskey, proposed a retainer agreement that would cap the city’s costs for routine legal work. The city has been paying its attorneys on an hourly basis, and legal bills skyrocketed last year with the large volume of work. The Council voted unanimously to enter the retainer agreement.

WILLIAMSTON - For the second time since 2009, the city is searching for a new top administrator. City Manager Tim Allard, who has run the day-to-day operations of the city since early 2009, said he plans to leave his post by mid-November and retire from government work. Allard cited personal reasons for leaving. “I have grandkids who are growing up right now,
and there are activities I’d like to participate in with them,” he said. “I’d like to pursue other interests outside of city government.” The City Council accepted Allard’s resignation on Aug. 8 and named a committee to search for his replacement. Councilmen Michael Moody, John Pratt and Larry Wittrup will serve on the committee, along with private citizens to be named later. Anyone who wants to serve on the committee is asked contact City Hall or
any councilmember by Aug. 18. Allard stepped in on an interim basis in April 2009 after the departure of former City Manager Lisa Hitchcock. He took over the job per-
manently in July 2009. Allard’s departure was not unexpected. He is working on a month-to-month basis after his contract expired last month, and there has been no push to negotiate a new

Woman arrested for assaulting husband

WILLIAMSTON - A 40-year-old woman was arrested for domestic assault after allegedly slapping her husband repeatedly on Aug. 7. Officers from Williamston and Meridian Township were called to an address on S. Putnam Street around 10 p.m. and questioned the couple and the woman’s son, police reports said. The victim, 36, said his wife slapped the left side of his head numerous times and tore the collar of his shirt, the reports said. The woman, who had a blood-alcohol level of nearly four times the legal limit for driving, was taken to Sparrow Hospital for observation before heading to the Ingham County Jail.

A 20-year-old city resident was cited for possessing alcohol after he was stopped for a non-working license plate light on Aug. 6. A report on the incident did not say where the traffic stop occurred.

Man arrested for drunken driving A Lyons man was arrested for drunk driving after an officer stopped him for an equipment violation on Aug. 5. The officer stopped the driver on N. Williamston Road about 1 a.m. after seeing his car had only one working headlight. The man, 35, was taken to the Ingham County Jail.
City police were called to a residence on Georgia Street to intervene in a dispute between neighbors. One of the residents complained that his neighbors have been throwing trash and driving on his property, a report on the incident said. The officer gave a verbal warning to the suspects.

no other player among the 100 on Williamston’s practice field played a significant role in last season’s trip to Detroit. “Being on the bus with the seniors, I was thinking, ‘Wow, Dylan Monette is gone, Dylan Schultz is gone,’” Smith, a tight end and linebacker, remembered of the championship game’s aftermath. “But the second I thought of that, I (also) thought, ‘We have John Westphal; we have Brandon Hall.’ We have kids to fill these positions. I believe we will surprise a lot of people.” “Prove them wrong” is the mantra of this season’s fresh-faced Hornets, who open their season on the road against reigning Division 6 state champion Ithaca on Aug. 25. Williamston’s motto is a little ironic, only because the program has been in “proving” mode for a few seasons. The Hornets had never won a playoff game before 2009, which set up last season’s historic run. And those dividends keep piling up. Williamston had 48 varsity players report to its first practice, four more than last year and the most in coach Steve Kersten’s 11 seasons leading the way. The players might be

new, but the process will not. Practices were more or less the same as years past despite so many new faces. “Before, it was just a dream. Can we really do that?” Kersten said of the state final. “They don’t ask questions any more — it worked.” There were and are plenty of questions. Porter, who is back at running back and linebacker, said he fielded many during the morning offense technique drills. “If they have questions, I just try to help them and guide them,” he said. “I’ve got questions coming at me because I played last year.” But even among the season’s first few hours, signs emerged that the team isn’t starting from scratch. Last year’s junior varsity finished 5-3 and was filled with skill players who should step into key roles. Senior quarterback John Westphal missed the last two seasons — first because he transferred from Webberville, and then broke his leg as a junior — but he’s 6-foot-5 with an equally huge arm and opportunity as the Hornets work to show last year wasn’t just a fluke. “Yeah, we’re looking to make it to playoffs and prove people wrong. That’s every team’s goal,” Smith said. “But it’s key to our season this year because of what happened last year. We really need to strive and push forward to get that winning season.”

LOCKE TOWNSHIP NOTICE OF ADOPTION OF ORDINANCE #2011-02 ZONING ORDINANCE AMENDMENT to address RAMP SETBACKS Adopted: August 09, 2011 Effective: August 15, 2011
WHEREAS, the City of Williamston Planning Commission previously recommended to the City Council that it set a moratorium for the approval of medical marijuana related business so as to allow time for the development of standards for the regulation of proposed medical marijuana operations; and WHEREAS, the City Council previously adopted an Ordinance imposing a six-month moratorium on the issuance of land use permits for businesses or uses which conduct or engage in the sale or dispensation of medical marijuana, which moratorium was set to expire on February 23, 2011; and WHEREAS, the City Council previously through August 23, 2011; and
adopted an Ordinance extending the moratorium for an additional six months,
WHEREAS, the Planning Commission has proceeded in good faith to develop the appropriate standards for the regulation of proposed medical marijuana operations, but its progress has been delayed due to the lack of a quorum at its meetings, requiring additional time to complete its process and submit a recommended Zoning Ordinance amendment to City Council for approval; and WHEREAS, the issue has been subject to additional public hearings and revision of the proposed standards; and WHEREAS, Section 5.3 of the City Charter allows the immediate passage of an emergency ordinance by vote of not less than five members of the Council.
NOW THEREFORE, BE IT RESOLVED that the following ordinance - to extend the moratorium on the issuance of land use permits for businesses or uses which conduct or engage in the sale or dispensation of medical marijuana for a period of six months from the expiration date of the initial Ordinance, as extended (i.e., through February 23, 2012), or until the effective date of adoption of proper text amendments to the Zoning Ordinance, whichever occurs first - is hereby adopted. Section 1. Findings. 1. It is within the right of the City to establish reasonable regulations to control land uses for the sale and dispensation of medical marijuana in order to protect the public health, safety and welfare. 2. The current moratorium on the issuance of any and all land use permits for businesses or uses which conduct or engage in the sale or dispensation of medical marihuana should be extended for a period of six (6) months, or until an amendment of the Zoning Ordinance becomes effective, whichever occurs first. Section 2. Moratorium. There is imposed for a period of six (6) months from the expiration date of the previous Ordinances imposing and extending a moratorium upon the issuance of any and all land use permits for businesses or uses which conduct or engage in the sale or dispensation of medical marijuana within the City of Williamston. Section 3. Expiration. The moratorium imposed yb this Ordinance shall expire the earlier of February on the effective date of an amendment to the Zoning Ordinance, whichever occurs first.
An Ordinance to amend the Locke Township Zoning Ordinance, Ordinance #3 of 2005, as amended, for the addition of a subsection ( C ) to Section 28.07, Permitted Setback Encroachments for Principal Buildings. Section 1. Uncovered and unenclosed ramps setback provisions. Section 2. Remaining Zoning Ordinance provision unchanged and reaffirmed. Section 3. Provisions of Ordinance declared severable. Section 4. Amendment effective date.
