WHO WE ARE

In 1973, Ben Carpenter unveiled an innovative master plan for transforming his family’s 6,000-acre Hackberry Creek Ranch into an unparalleled urban development. This groundbreaking vision included custom homes, golf courses, picturesque lakes, canals, office buildings, and overhead trams. Over the next 15 years, this once serene prairie landscape evolved into the vibrant, multi-faceted community known as Las Colinas.

More than fifty years later, Las Colinas has lived up to Ben Carpenter’s original dream, distinguishing itself as a premier destination for living, working, and leisure. Throughout this transformative journey, the Las Colinas Association (LCA) has been instrumental in guiding the community’s development, committed to preserving its exceptional standard of living.

Through the support of its members, the LCA offers unparalleled services that are the cornerstone of Las Colinas’ enduring appeal. From the diligent upkeep of communal spaces like parks and waterways to the enforcement of deed restrictions and the provision of round-the-clock security patrols, these efforts have proven key to sustaining the vibrancy and allure of Las Colinas.

WHAT WE DO

The Las Colinas Association is dedicated to providing a high level of service to its members, which are comprised of both residential and commercial property owners. Some of the key services include:

• Provide enhanced security patrol throughout Las Colinas by either automobile, foot, or bike

• Alarm monitoring for LCA members

• Uphold architectural standards to maintain the unique quality of Las Colinas

• Oversee more than 100 miles of medians and common areas through LCA’s litter control program

• Offer community advocacy, member resources and engaging activations

• Landscape and/or maintenance of nearly 500 acres of parks, greenbelts and open spaces

• Holiday light installation of over half a million lights in and around the Urban Center

LETTER FROM THE PRESIDENT

During 2024, Las Colinas continued to build upon its legacy as a community where innovation and tradition intersect. This past year brought exciting milestones, from witnessing a rare celestial event to celebrating the enduring legacy of an Irving-Las Colinas icon. At the same time, new developments reshaped our landscape, reinforcing our commitment to progress and ensuring Las Colinas remains a sought-after destination for residents, businesses, and visitors alike.

Las Colinas remained a hub of engagement and celebration, bringing the community together for unforgettable moments. In April, thousands gathered at Total Eclipse in the Park to witness the once-in-a-lifetime celestial event, a collaboration between Visit Irving, the City of Irving, and the Las Colinas Association. Later in the year, the 40th Anniversary of The Mustangs of Las Colinas honored one of the most recognizable symbols of our community. Its artistic and cultural significance was celebrated with a special gathering of community leaders and the family of the late Robert Glen, The Mustangs sculptor.

Las Colinas further solidified its status as a premier destination, welcoming landmark developments that continue to elevate its reputation for luxury, entertainment, and business. The former Four Seasons Resort officially became The Ritz-Carlton Dallas, Las Colinas, unveiling an extensive renovation and a new restaurant concept from Michelin-starred Chef John Tesar. Facility enhancements and new restaurants at Toyota Music Factory refreshed the entertainment venue and FOX 4 KDFW announced its relocation to Las Colinas, reinforcing the area’s continued influence as a thriving business hub. Las Colinas’ residential real estate momentum was recognized in 2024, with the Dallas Business Journal ranking the 75038 zip code as the No. 1 hottest housing market in DFW. This tremendous activity was further reflected with the delivery of new residential communities, including Avadene at Las Colinas by Alexander Hunt and The Mustang luxury apartments on Lake Carolyn.

The Las Colinas Association remained focused on enhancing community spaces and services for our members. The Mandalay Canal continued to see improvements, including upgraded landscaping, permanent tree lighting, and the launch of the Light Club event series, further activating the space as a community gathering place. Reinforcing its commitment to a safe and welcoming environment for residents and businesses alike, in August, the LCA transitioned to GardaWorld as its new contracted security provider.

The Association will look to improve services in 2025 with several member-focused initiatives. We will evaluate and update our landscaping guidelines and processes, alarm monitoring operations, as well as our technology and data systems. Given the tremendous potential Las Colinas continues to offer, we believe these projects will help shape our vibrant, innovative, and welcoming community.

SECURITY SERVICES //

In August 2024, the Las Colinas Association entered a new partnership with GardaWorld Security to provide staffing for LCA’s 24-hour-a-day, seven-days-a-week security services. This includes patrol officers, bicycle patrol officers for the Urban Center, and dispatchers for the central station.

All members of the Las Colinas Association can take advantage of the 24-hour alarm monitoring center, LCA security dispatch and general area vehicle patrol services. LCA’s central station is UL-listed and offers monitoring of intrusion/burglary, police/panic, and fire alarm signals.

INFORMATION TECHNOLOGY //

SERVER INFRASTRUCTURE AND FIREWALL UPGRADES

In 2024, the IT department enhanced LCA’s technological infrastructure to improve performance, security, and efficiency. The server infrastructure was upgraded to meet current hardware standards, ensuring greater reliability and processing power. The network received significant improvements, including firewall and switch upgrades, to enhance both speed and security in data access. Additionally, the storage area network (SAN) was replaced with advanced smart hardware, providing increased capacity and faster read/write speeds to better support the organization’s needs.

STRATEGIC PLANNING //

THE MANDALAY CANAL COMMITTEE

In early 2024, the Las Colinas Association established a stakeholder group to help shape the future of the Mandalay Canal. Led by LCA, the Mandalay Canal Committee brought together representatives from five ownership groups and other key stakeholders to share insights and collaborate on the space’s governance and event future. These discussions led to the launch of the Las Colinas Light Club event series, a new initiative serving to activate the waterway.

Looking ahead, the committee will continue meeting in 2025 to advance key action items and explore new opportunities for reimagining and enhancing the Mandalay Canal.

THE LAS COLINAS DIGITAL ARCHIVE

Launched in 2023, the Las Colinas Archive serves as the leading purveyor of Las Colinas historical records. An extensive number of materials were added to the archive in 2024, including nearly 4,000 documents, photographs, videos and other materials.

Available to the public online at archive.lascolinas.org, Las Colinas history enthusiasts can learn about the story of Ben Carpenter and the early vision for Las Colinas.

A long-standing Las Colinas icon, the Mandalay Canal, played a prominent role in the Community Relations and Marketing department in 2024. Enhancements to the canal began in 2023 as part of the collaborative efforts made ahead of Las Colinas’ 50th Anniversary celebration (October 2023).

Perhaps the most notable investment includes the Mandalay Canal Lights, a series of trees installed with permanent lighting and sound along the waterway.

The illuminating new attraction brought the debut of the Las Colinas Light Club event series. Launched in April 2024 and hosted monthly during spring and fall, the free-to-attend program featured live music, lounge furniture, bites, beverages and gondola rides. The series swiftly gained a loyal following and will make its return in 2025.

The Mandalay Canal Lights continue to dazzle year-round, not only with a nightly display but also with special programming for seasonal light and music shows.

The charm of Las Colinas can be found on display throughout common areas or nestled among the Urban Center cityscapes. Manicured landscapes, vibrant, seasonal flowers and a pristine environment have been trademarks of the community for over 50 years.

• New landscape lighting installed around the footbridge in Rochelle Park

• Replacement of park signs in University Hills greenbelts and Rochelle Park

• Holiday lighting enhancement north of Royal Ln. and off Las Colinas Blvd.

• Median enhancement with tree replacements and turf added to Las Colinas Blvd.

• New bronze benches added and trash receptacles replaced in University Hills greenbelts and Rochelle Park

• New groundcover beds installed in several high-shade areas

• Streetlight pole adjustments and painting on Walnut Hill Ln.
