The Yacht Racing Association invites you to race in 2020! Ahoy Sailors! Welcome to the YRA’s 2020 Racing Season. We hope you’ll join us for another great season of racing on San Francisco Bay. Whether you sail a multihull, a classic woody, or in a one-design fleet, sail on the ocean, or race under PHRF in the Bay, we have a great slate of races for you to choose from, and we offer some of the best value for your racing dollars. New this year, the CBRA is joining the Summer Series and now all fleets will race with the YRA in one big series, with multiple race days for fleets to choose from. Fleets can even create a custom series, mixing races from any YRA series, including ocean races, weekend regattas or summer series races. We’re pleased to offer amazing flexibility, great value and competitive racing in 2020, and beyond! We couldn’t have a racing season without the support of our member clubs and their race committees, that run our races for us, so we want to shout out a huge thank you to them. You can find a list of our sponsoring clubs on page 10 of this booklet. Be sure to say thanks to our race committees when you’re out on the line too. This annual publication serves as your reminder that it’s time to renew your PHRF certificate and YRA membership for 2020. Both the YRA website www.yra.com and this booklet have all the information you need on the 2020 season, so pick your races, get them added to your calendar, start lining up your crew, and register online. If you have a custom or modified sailboat, your boat may need to have its rating reviewed and assigned by the local volunteer PHRF committee. With your boat’s measurements, the committee will provide a fair rating so you can quickly join the Bay Area racing scene. From evening beer can racing to offshore regattas to just about every other keelboat race on the Bay. A PHRF rating will make it easy to sign up for evening beer can races, offshore regattas, and just about every other keelboat race on the Bay, and start sharpening your skills on the race course. You can fill out the rating form on page 67 with help from detailed instructions provided on page 66-72. The YRA also wants to thank the committee members below for their tireless efforts in supporting fun, fair racing on San Francisco Bay.

Rules Latitude 38’s Basic Racing Guidelines Since sailboat racing is a recreational sport, we think the number one rule should be to have fun. Beyond that, some basic guidelines help prevent collisions and ensure that racing is both fun and fair. Below is an outline of the 10 basic rules that cover most racing situations. For completeness and total accuracy, refer to Racing Rules of Sailing 2017-2020, published by US Sailing. See www.ussailing.org/rules for details.

1. Port tack keep clear of starboard tack. 2. If boats are on the same tack and overlapped, the windward boat must keep clear of the boat to leeward. 3. If boats are on the same tack, a boat clear astern must keep clear of a boat clear ahead. 4. When tacking or jibing, keep clear of boats on a tack. 5. Avoid collisions. If you have the right of way and hit the other boat, causing damage or injury, you will both be penalized. 6. Don’t obstruct. Don’t make it hard for the ‘keep clear’ boat to do so. (No hunting allowed.) 7. Sail the course prescribed. You have to round the marks in the directions specified in the Sailing Instructions and can’t touch a mark.

8. Proper Course (same tack, within two hull lengths). If the leeward boat came from astern, leeward boat shall not sail above its own proper course during the overlap. (Remember that the windward boat still has to keep clear, even if windward is forced above what it believes is windward’s proper course. Leeward still has right of way.) 9. Give room at marks and obstructions to yachts overlapped on the inside, except: a. When the overlap did not exist before the lead boat reaches the three-boatlength zone. b. When approaching a windward mark on opposite tack. c. At a starting mark surrounded by navigable water. That is, you don’t have to let a barger in at the start except to avoid collision (then protest). 10. Acknowledge your fouls and protest those who don’t. Looking for a new way to entertain your kids this year? Look no further than the Bay Area’s dozens of junior sailing programs. Many offer scholarships, and, with rare exceptions, you don’t need to have your own boat. Unless noted below, club membership is not necessary. High school sailing for students in grades 9-12 takes place around Northern California in the Pacific Coast Interscholastic Sailing Association. If your high school doesn’t have a team – or enough students to field a team – don’t fret. Most programs allow students from several schools to form a single team.

San Francisco Bay These current charts show direction and speed of the tidal current for each hour of current at the San Francisco Bay entrance. The charts depict the flow of tidal currents under normal weather conditions. Strong winds and freshets, however, bring about non-tidal currents which may modify considerably the speeds and directions shown in the charts. USE OF CHARTS The chart to be used for any specific time is determined by obtaining the difference between the desired time and the time of the nearest Maximum Flood or Maximum Ebb for the Golden Gate. The chart with the title that agrees most nearly with this difference is the one to be used. The numbers before or after the arrows indicate the 'tropic speed' of the current in knots. To determine the actual speed of the current for a particular day and hour, this tropic speed is multiplied by the factor given in the table to the right, 'Factors for Correcting Speeds'. To find the correct 'predicted speed' as listed in the table, see 'Weekend Currents' on pages 54 and 55. Joan Byrne: 2019 Queen of the Women’s Circuit.

During the Yacht Racing Association awards party at BYC in November, Latitude 38 crowned a new Queen of the Unofficial Women’s Circuit. In 2019, Joan Byrne sailed her Olson 911S in IYC’s Sadie Hawkins Race in March and SBYC’s Red Bra Regatta in October. Joani and her co-chair Winnie Kelley put in countless hours to make the all-female Red Bra Regatta a success, with 20 boats racing. She loaned Heart of Gold to her regular crewmember, Collette Meyers so that Collette could skipper in the Amazing Grace Cheney Cup hosted by RYC in November. “Joani has been instrumental in enhancing my racing experience and helping me build my network in the Bay Area sailing community,” said Collette. “I often refer to her as my sailing mom. She has challenged and encouraged me both on and off the water.” In April, Joani served on the Women and Sailing Panel at the Pacific Boat Show, talking about what women want on the water, sharing her experiences, reassuring women that it’s okay to want different outcomes from boating, and offering various ways to get involved. “She does much more than just being out on the water racing,” wrote Patti Mangan of SBYC in her nomination letter. “Joani’s mission is to empower women on the water and get them involved in racing.”

Help for getting your boat’s PHRF rating To race against the wide variety of other boats on the Bay it is necessary for your boat to have a Northern California PHRF rating. If you have a well-known sailboat such as a Ranger 23, Cal 39, Islander 36, Alerion 28, etc., it’s likely the YRA already has a base rating number on file for your boat type. However, many boats have been modified, are custom designed and built or have different sail configurations affecting their speed. For this reason boat measurements must be submitted to the YRA in order to get a rating certificate. An NCPHRF Application is available on page 67 and online at www.yra.org. Boats are selfmeasured; no need to have a professional measurer out to your boat. To guide you through the application, the YRA has put together detailed instructions that cover each field on our rating application. For unmodified class boats, common measurements for items such as I, J, P and E, as well as ballast and displacement, can be found online, in sales brochures, in class rules, or from your sailmaker. However, if you have a modified or non-class boat, or cannot find all the required information for your boat, Part III of our Rules & Guidelines will help walk you through how to take the required measurements. PHRF Rules & Guidelines I. Definition

The Northern California Performance Handicap Racing Fleet Committee (NCPHRF Committee) is a Standing Committee of the Yacht Racing Association (YRA) of San Francisco Bay. Its sole function is to determine the performance potential of yachts in racing applications and provide a handicap value in an attempt to equalize the chances of winning across a broad spectrum of competitors. This handicap value (rating) will be provided to a yacht that applies for a rating and meets the criteria listed in Section II.

II. Criteria

Vessels applying for a rating shall meet the following minimum criteria: 1. The vessel shall have a single hull (Monohull type). 2. The vessel shall have a minimum, fixed, external ballast weight of 400 pounds. a. An exception to this rule is granted to vessels with ratings assigned prior to 1998. 3. The vessel shall have a minimum canoe body length of 19 feet. The committee may decline to provide a rating

for any vessel it considers unable to fairly evaluate. For new and unfamiliar vessels, a provisional rating may be provided by the committee, and subject to re-evaluation at the committee’s discretion after a period of observation.

III. Application

Ratings will be provided as described above to yachts that apply for a rating. The primary application form can be found in the appendix of these Rules and Guidelines and on the Northern California Yacht Racing Association website. Definitions, descriptions and guidance on filling an application can be found further in these Rules and Guidelines. 1. It is the policy of the NCPHRF Committee that all documentation must be submitted to the YRA office prior to issuance of a rating. No ratings will be given in conversation or without all appropriate documentation being provided to the entire Committee. 2. Documentation is to include the following: a. A completed PHRF application form at a minimum b. ORR, IRC or any other previous rating certificates and documents, if any

PHRF ratings allow boats of all shapes, sizes and designs to compete on an equal basis. Get your boat’s rating from the YRA and join the local racing scene. Page 68 •

IV. RATINGS

The Committee will assign ratings based on the following essential assumptions: 1. The racing will take place primarily on and around the central San Francisco Bay. 2. The wind velocities will be an approximate median of the lesser winter wind speeds and the higher summer wind speeds. 3. The ratings reflect the prevalent use of traditional windward/leeward courses with a minimum of reaching legs or random leg courses. 4. The yacht is in optimum racing trim and all normal equipment is on board 5. The hull bottom is fair and clean 6. The sails are in good condition 7. The propeller folds/feathers or the yacht has an outboard that can be raised clear of the water 8. The yacht is expected to be competently sailed 9. The yacht is not modified beyond the expectations of the committee at the time the rating was issued. The yacht shall not be “stripped out”. For example, all of the drawers, doors, systems and interior at the time of the rating shall remain in place. If the vessel is a production boat, all of the standard items expected to be on board are in place. If a certification such as ORR or IRC was supplied with the rating application, all equipment accounted for in those certifications shall remain in place. One exception to this assumption is the removal of cushions. 10. The Committee will evaluate classes that allow different engine installations on a case by case basis. 11. The sails are in conformance with the assumptions below: a. Jib LP is less than 155% of J. For non-conforming production vessels, the Base Rating will be so annotated. b. The midpoint on the headsail leech to the closest point on the luff shall be less than 55% of LP. c. Mainsail girth maximums as described in Part 2 d. Vessel is equipped with a spinnaker e. Spinnaker maximum girths as described in

Part 2 f. Spinnaker maximum luff as described in Part 2 g. All sails conform to maximum IMS sail dimension limitations The ratings shall be established taking specific attributes of the vessel into account. Examples of these include displacement (weight), waterline length, sail area and hull form. Previous ORR, IRC and National PHRF ratings are very useful for evaluation. Also used for evaluation are a vessel’s similarity to other rated vessels, photos, drawings and various design data. The rating is a numerical value, divisible by three, corresponding to seconds per nautical mile. The minimum rating increment is three seconds per nautical mile. The rating’s usage is covered in Section X. RACE RESULTS. A value referred to as a Base Rating will typically be assigned to a vessel. This Base Rating can then be slightly modified based on characteristics particular to that vessel. This is very typical of production vessels. Custom or “on-off” vessels will receive an “as-sailed” or “custom” rating notation. For vessels that, while production, face inherent rating penalties due to design features, the committee reserves the right to apply a “custom” rating at its discretion. It also reserves the right to maintain this rating despite modifications made in an effort to bring the vessel into compliance with the PRHF guidelines.

I. One-Design Ratings

If requested, the Committee may provide OneDesign Ratings (ODR) to classes that have their rules on file in the YRA office. All vessels with ODRs while sailing in YRA or other NCPHRF races are to sail in conformance with their one design class rules within the following modifications: 12. Strict interpretation of limitations to hull, rig and sail dimensions 13. No limitations on: a. Sail material b. Quantity of class legal sails carried aboard while racing c. Who may steer d. Crew weight 14. Where class rules prohibit spinnakers, spinnakers are permitted while racing in NCPHRF in accordance with NCPHRF limitations. Please see Part 2

or more of the race is normally expected to occur in reaching to running conditions. Typical races in Northern California that should utilize the Downwind Rating are the Delta Ditch Run, the Coastal Cup, the Westpoint Regatta, the Spinnaker Cup, Windjammers, the Jazz Cup and the Saturday of the Great Vallejo Race.

III. ADJUSTMENTS TO BASE RATINGS

15. MAINSAILS a. If MGU exceeds the maximum allowable, a penalty may be assessed. b. If MGM exceeds the maximum allowable, a penalty may be assessed. c. If MGM is less than 50% of E a credit of 3spm is typically issued. d. In-mast furling typically receives a credit of 3 spm 16. JIBS a. A 3spm credit is typically issued if LP of the largest headsail is less than 125% of J. b. A 3spm penalty is typically issued if LP of the largest headsail is between 155% and 170% of J. c. A 6spm penalty is typically issued if LP of the largest headsail is 170% or more of J. d. The committee will evaluate headsails with a midgirth greater than 55% of LP on a boat-byboat basis. e. A 3spm penalty is typically issued for each 10% increase in pole length more than 100% of J. f. A 3spm penalty is typically issued for each 10% increase in spinnaker area more than 100% of area based on I and J. See Part II Calculations. g. ISP greater than I will be assessed on a boatby-boat basis. 17. ASYMMETRIC SPINNAKERS: a. A -3 sec/pm penalty is typically issued for asymmetric spinnaker poles that can articulate the spinnaker tack off of the boat’s centerline. b. In general, the assessment for asymmetric spinnaker area will be the same as for symmetric spinnakers, but the committee will evaluate this on a boat-by-boat basis. c. ISP greater than I will be assessed on a boatby-boat basis. 18. VESSELS CARRYING BOTH ASYMMETRIC AND SYMMETRIC SPINNAKERS: a. There is no inherent penalty for vessels carrying both symmetric and asymmetric spinnakers. Vessels normally rigged to fly symmetric spinnakers opting to fly an asymmetric spinnaker off of the vessel centerline at J may receive a credit. A 3spm credit will be given for a 2 blade fixed propeller b. A 6spm credit will be given for a 3 blade fixed propeller 20. ITEMS FOR WHICH THERE WILL BE NO CREDIT GIVEN: a. Sail inventories with headsails having an LP less than 125% of J b. Sail inventories lacking a spinnaker c. Excess weight in the form of optional gear and equipment d. Spinnakers with ASF or SSF less than 180% of J 21. ITEMS WHICH WILL BE EVALUATED ON A BOAT FOR BOAT BASIS a. Special rigs with unusual dimensions or features b. Modifications including but not limited to: i. Structural alterations ii. Optional construction or sail materials iii. Ballast iv. Ballast location v. Engine location vi. Keel modification vii. Rudder modification c. Typically there are no penalties for rudder modifications as this is considered to be a positive safety modification more than a performance modification 22. PRODUCTION BOATS WITH NON-CONFORMING MEASUREMENTS When a production boat is supplied with measurements normally evaluated as a penalty, the Committee may, at its discretion, issue an “assailed” rating. Such a rating may or may not be reduced if the spinnaker is cut down to standard dimensions of the previous Section.

IV. SPORT BOATS

The NCPHRF Committee defines a Sport Boat as any boat with a SA_DW/D ratio >=61, a D/WL ratio <=105, carries a sprit and has a LWL <32’.

V. NON-SPINNAKER RATINGS AND VESSELS

Modifications to base ratings: 1. For the purposes of racing in a non-spinnaker fleet, NCPHRF recommends the certificate rating be modified using the following table. Nothing in these rules prevents an organizing authority from using PHRF ratings, or modifying them, in a non-spinnaker event or division.

Headsail changes must be done using one headsail halyard at a time (“bald-headed” changes only). d. Whisker pole may be of any length. e. “Cruising spinnakers” and bloopers are spinnakers. 4. X. Race Results

Races can be scored under two different methods: Time-on-Distance and Time-on-Time. A description of these methods is as follows: 1. Time-on-Distance: d. XI. Appeals A yacht’s rating or competitor’s yacht’s rating

may be appealed. There is a fee required for the appeal. When appealing your own yacht’s rating, it is strongly encouraged that an ORR certificate matching the PHRF certificate’s configuration be

submitted with the appeal forms available on the NCPHRF website. When the rating of a competitor’s yacht is being appealed, an appeal form shall be sent to the competitor who will be required to complete the form at the appellant’s expense. The

appeal will be heard after receipt of the completed forms in either case.

XII. Ncphrf Visitor Policy

1. The NCPRHF Committee will entertain requests for an audience limited to 15 minutes at the beginning of a Committee meeting. The principal reason for the meeting is limited to a discussion of a yacht that can not be had in writing through other means. 2. The committee may ask clarifying questions during the meeting, however no arguments or discussions will be permitted. 3. Guests may be invited for various purposes to present to the committee. 4. Visitors may review the approved official minutes from any meeting.

Equipment Requirements for all In-the-Bay YRA Races These requirements are for races held within San Francisco Bay. Please check with the Organizing Authority for Ocean Races that have separate requirements. 1.1 These Minimum Equipment Requirements establish uniform minimum equipment and training standards for a variety of boats racing in San Francisco Bay under YRA. These regulations do not replace, but rather supplement, the requirements of the US Coast Guard, the Racing Rules of Sailing (RRS), the rules of Class Associations, and all applicable rating rules. 1.2 The safety of a boat and her crew is the sole and inescapable responsibility of the “person in charge,” as per RRS 46, who shall ensure that the boat is seaworthy and manned by an experienced crew with sufficient ability and experience to face bad weather. S/he shall be satisfied as to the soundness of hull, spars, rigging, sails and all gear. S/he shall ensure that all safety equipment is at all times properly maintained and safely stowed and that the crew knows where it is kept and how it is to be used. 1.3 A boat may be inspected at any time by an inspector or measurer of the Organizing Authority. If she does not comply with these regulations her entry may be rejected, or will be liable to disqualification, or such other penalty as may be prescribed by the race protest committee. 1.4 All equipment required shall function properly, be regularly checked, cleaned and serviced, and be of a type, size and capacity suitable for the intended use and size of the boat and the size of the crew. This equipment shall be readily accessible while underway and, when not in use, stored in such a way that deterioration is minimized. 1.5 A boat’s heavy items such as batteries, stoves, toolboxes, anchors, chain and internal ballast shall be secured. 2.5.3 A boat shall have a manual bilge pump of at least a 10 GPM capacity. 3.1.3 Each Crewmember shall have a life jacket that is USCG or ISO approved or meets the ocean requirement of 33.7 lbs of buoyancy. Belt packs are not allowed. 3.3.1 A boat racing between sunset and sunrise shall carry navigation lights that meet U.S. Coast Guard or applicable government requirements mounted so that they will not be obscured by the sails nor be located below deck level. 3.4 Page 74 •

meets U.S. Coast Guard or applicable gover ment requirements, when applicable. 3.5 A boat shall carry sound-making devices that meet U.S. Coast Guard or applicable gover ment requirements, when applicable. 3.6.4 A boat shall carry U.S. Coast Guard flares meeting day/night requirements not older than the expiration date. Alternately, non pyrotechnic distress signals (distress flag for day, SOS light for night) which meet USCG requirements may be substituted. 3.7.3 A boat shall have a throwing sock-type heaving line of 50’ (15m) or greater of floating polypropylene line readily accessible to the cockpit. 3.8 A boat shall carry a U.S. Coast Guard approved Type IV throwable device. 3.9 A boat shall have a VHF radio which may be handheld or fixed mount. 3.11 A boat shall have at least one means to navigate (charts, GPS) which is appropriate for the race area and the characteristics of the boat. 3.19.1 A boat shall have a magnetic compass independent of the boat’s electrical system suitable for steering at sea. 3.23 A boat shall carry one anchor, meeting the anchor manufacturer’s recommendations based on the yacht’s size, with a suitable combination of chain and line. 3.25 A boat shall carry a first aid kit and first aid manual suitable for the likely conditions of the passage and the number of crew aboard. 3.27.2 A boat shall carry one sturdy bucket of at least two gallons (8 liters) capacity with lanyards attached. 4.2 Annually, two-thirds of the boat’s racing crew shall practice man-overboard procedures appropriate for the boat’s size and speed. The practice shall consist of marking and returning to a position on the water, and demonstrating a method of hoisting crew member back on deck, or other consistent means of reboarding the crewmember.

VHF Radio Channel Uses Of all the safety equipment on your boat, your VHF radio is probably the most effective and essential. Because VHF uses common frequencies, it’s important to remember a few rules of marine radio etiquette:
