I feel as excited for the first day of school as I did when I was a kid. How about you? Maintaining Safe Learning Environments for All 5 Keys to Preventing the Spread of COVID-19

Get vaccinated. Make an appointment at LDCHealth.org/COVIDVaccine. Wear a mask and keep a safe distance.

Wash your hands often with soap and water for at least 20 seconds. If soap and water are not available, use an alcohol-based hand sanitizer. Stay home when you are sick or have been exposed to others who are sick. Stay hydrated and rest.

Cover your coughs and sneezes with a tissue and throw the tissue in the trash. Wash or sanitize your hands.

2021-2022 COVID-19 Prevention Measures To support a safe return to school, USD 497:

Serving Lawrence and Shawnee Kansas

• Strongly encourages individuals eligible for the COVID-19 vaccine to be vaccinated prior to the start of school or as soon as possible. • Urges the use of our Daily Assessment to monitor for signs and symptoms of illness and determine when to stay home from school. • Invites fully vaccinated (2 weeks after final dose) individuals to wear masks at their discretion. • Requires unvaccinated individuals, ages 2 and older, to wear masks when indoors on school property. • Requires masks be worn at all times when on school buses and in district vans. • Follows Lawrence-Douglas County Public Health guidelines for isolation and quarantine. (Fully vaccinated individuals will not be subject to quarantine unless symptomatic.) • Provides saliva-based PCR test kits upon request or as needed. • Observes 3 ft., or as much social distancing as possible, given the physical environment. • Welcomes visitors at secondary schools. Tips for Staying Safe on the School Bus • Wear a mask, unless exempt. • Sit in assigned seat for entire school year. • Sit only with others from same household. • Follow the directions of the bus driver. • Arrive at the bus stop five minutes before the scheduled time. • Stay clear of the roadway while waiting for the bus. • Dress appropriately for weather conditions while waiting for or riding the bus. • Parents may send water bottles with students for the bus ride. • Wait for the bus to stop before boarding. • Wait for the driver to motion to you if crossing the road to board the bus. • Always cross at least ten feet in front of the bus. • Use the handrails when boarding the bus. • Be extra careful when weather is wet or icy, as bus steps can become slippery. • Store your personal belongings in your lap. Keep your area clean. • Treat bus equipment with respect. Refrain from horseplay and speak softly while on the bus. • Remain quiet at all railroad crossings, so the driver may listen for warning signals. • Use electronic devices with headphones only. • Keep hands, head, and other body parts inside the bus at all times. • Treat the bus driver with respect. • Remain seated until the bus comes to a complete stop. • Obtain written permission from the school office to leave the bus at a destination other than your regular stop. • Obtain temporary bus pass from the office to ride home with a friend. (max. three times/semester). Parents must sign and review with their students the Safety and Behavior Code for Bus Riders on the back of their student’s transportation enrollment form. Riding the school bus is a privilege that may be revoked if a student violates safety rules.

Dear School Families, The state of Kansas provides student transportation funding for students living more than 2.5 miles from school by the most direct route from the residence of the pupil (K.S.A. 72-8302). Statereimbursed transportation is the only busing provided by First Student for students of the Lawrence Public Schools. Eligible families may enroll for the 2021-2022 student transportation program through First Student, 1548 E. 23rd Street, Suite C, during business hours: Monday-Friday 9 a.m.-2:30 p.m. Enrollment forms, available at First Student and at www.usd497.org, may be faxed to (785) 841-4388. Alternative Program Changes Lives A grassroots effort to provide students an alternative to a traditional high school setting led to the development of the Lawrence College and Career Academy. The program serves students in grades 10-12 from both Lawrence high schools. The Academy opened in the Lawrence College and Career Center in March of 2020, just as the COVID-19 pandemic led to the closure of public school buildings in Kansas and a shift to remote learning. COVID-19 did not stop the new program and its staff from changing students’ lives. The Academy prepares students for selfsustainability as they learn academic, career, social, and emotional skills. Students participate in daily wellness check-ins and benefit from flexible learning pathways and community partnerships. The Academy supports students through graduation, career path employment, and successful completion of a wide variety of postsecondary educational opportunities. By the end of the 2020-2021 school year, the program had served 67 students. As of July 12, 2021, 80 students, including 37 seniors, have enrolled for the fall. “Our goal is to graduate all seniors,” said Principal Dr. Bill DeWitt. DeWitt recently shared with the school board some common reasons students drop out of high school. They include poor attendance and grades, a lack of credits and/or academic skills, pregnancy, or economic reasons, such as needing to work and/ or help support their families. He added that some students prefer an alternate educational route, such as through the school district’s diplomacompletion or GED programs. “Other students drop out because they do not like high school or do not feel welcome there,” he said. Senior Issac Riffel will enter his third and final semester at the Academy in the fall. “I am fortunate enough to have the opportunity to be among the first students to attend the Academy at the Lawrence College and Career Center all day,” said Riffel, a member of the Academy’s student leadership team. “This is a fantastic school! It is something I truly have never experienced before in any other setting,” he said. “The relationships built between staff members, students, and teachers are incredible.” “It is the best high school experience I have ever had,” Riffel added. Academy sophomore Michael Douglas Winebrenner shared similar sentiments. 10

“When I first joined this school, I felt an immediate sense of community,” said Winebrenner. “This school has helped me improve both academically and socially.” Lawrence High senior Gracyn Garrett said that she learned about the Academy while seeking the paperwork necessary to drop out of school. “This place was my last resort,” Garrett said, adding that she did not expect to last the full semester. “I started my senior year with the credits of a first-semester freshman, and I’ll leave with my ServSafe certification (in food handling), Childhood Development Associate (credential), and CNA (Certified Nursing Assistant) license. Of course, my favorite part, a high school diploma, something I really didn’t think I would be able to achieve,” said Garrett. “It is no flattery nor exaggeration to say that this school saved my life. They (the Academy staff) have given me the materials to build my skills and the confidence to know that my past doesn’t have to define me,” Garrett said. “Above all, the Lawrence College and Career Academy has given me pride in

myself, hope, and a future worth living for.” Lawrence Board of Education Vice President Shannon Kimball thanked the Academy students for sharing their stories with the school board. “Your words have been so inspiring, and I’m inspired by you,” Kimball said. In addition to graduating all seniors, DeWitt shared that the Academy goals for the upcoming school year include using data to reduce students’ stress and anxiety through continued connections to research-based academic, social, and behavioral strategies. The Academy will use continued partnerships with the community to help remove post-secondary barriers to school and employment. It will also maintain communication and relationships with all former Academy students. He said another goal of the program is to build flexible learning and graduation pathways for students. “Thank you, Dr. DeWitt, for your leadership of this program. It is changing lives,” said Erica Hill, school board president.


During Superintendent Dr. Anthony Lewis’ Listening and Learning Tour in 2018, hundreds of community members shared their priorities for school improvement. Lawrence Public Schools used this input to develop a five-year strategic plan that reflects the community’s vision for the future of its public schools.

The plan centers on student outcomes: Lawrence Public Schools will ensure that students of all races, backgrounds, and abilities achieve at high levels, demonstrate proficiency in reading by third grade and in math by eighth grade, and graduate on time prepared for success in college and careers.

Lawrence High’s Transformation Nears Completion Scheduled for completion prior to the start of the 2021-2022 school year, the final phase, Phase 7, of Lawrence High School’s nearly $50 million transformation includes construction in the performing arts area, main office, main gymnasium, and Carl Knox Natatorium, and site work. Performing Arts Center - Now in the finishes stage, upgrades to the auditorium and surrounding music rooms include new ceilings, flooring, paint, and instrument storage. Student Success and Support Center - The project will expand the existing administration area to include a student success center and a central location for social workers, counselors, and assistant principals to support students. Carl Knox Natatorium - New flooring, doors, pool coating, and HVAC system will revamp the pool and locker rooms. Site Work - Site work on the building’s west side includes new landscaping, seat walls, and walkways between the main building and natatorium. Mural - Designed and painted by Sike Style Industries, the courtyard mural incorporates feedback and stories shared by students, alumni,

and staff. It includes a line from the LHS Alma Mater, “Always True;” and “Stand Up and Cheer” to show school spirit and friendship as students gather around a bonfire. Icons along the sides of the mural represent various school activities.

Last school year, Food Service staff in Lawrence Public Schools’ Nutrition and Wellness Department served 502,339 free breakfasts and 683,689 free lunches to children in the community. During the upcoming school year, all schoolchildren may continue to eat free. A new form, the Household Economic Survey, will replace the previous federal free and reduced-price meal application. This new form will identify student eligibility for school fee waivers and other benefits. In addition, completed Household Economic Surveys generate much-needed funding for our schools’ educational programs. One parent/guardian from each household should complete the new form. If families do not complete it, the state of Kansas will reduce funding for our schools. Please watch for more information, including instructions and a link for completing the Household Economic Survey online by September 15, 2021. LAWRENCE PUBLIC SCHOOLS PARENT ANNUAL NOTICES Family Educational Rights and Privacy Act (Release of Student Directory Information to the Public and/or Military Recruiters) The Family Educational Rights and Privacy Act (FERPA) affords parents* certain rights with respect to their student’s education records. These rights are: (1) The right to inspect and review the student’s education records within 45 days of the day the school receives a request for access. Parents* should submit to the school principal a written request that identifies the record(s) they wish to inspect. The school will make arrangements for access and notify the parent* of the time and place where the records may be inspected. (2) The right to request the amendment of the student’s education records that the parent* believes are inaccurate. Parents* may ask the school to amend a record that they believe is inaccurate. They should write the school principal, clearly identify the part of the record they want changed, and specify why it is inaccurate. If the school decides not to amend the record as requested by the parents,* the school will notify the parents* of the decision and advise them of their right to a hearing regarding the request for amendment. (3) The right to consent to disclosures of personally identifiable information contained in the student’s education records, except to the extent that FERPA authorizes disclosure without consent. One exception, which permits disclosure without consent, is disclosure to school officials with legitimate educational interests. A school official is a person employed by the school as an administrator, supervisor, instructor, or support staff member (including health or medical staff and law enforcement unit personnel); a person serving on the school board; a person or company with whom the school has contracted to perform a special task (such as an attorney, auditor, medical consultant, or therapist); or a parent or student serving on an official committee, such as a disciplinary or grievance committee, or assisting another school official in performing his or her tasks. A school

official has a legitimate educational interest if the official needs to review an education record in order to fulfill his or her professional responsibility. Upon request, the school discloses education records without consent to officials of another school district in which a student seeks or intends to enroll. For purposes of FERPA, USD 497 has designated certain information as “directory information,” which may be disclosed for any purpose without prior consent. The primary purpose of this designation is for district use of the information in school publications, such as newsletters, drama playbills, recognition listings, graduation programs, sports team rosters and yearbooks. USD 497 considers the following “directory information:” student name, address, telephone number, date and place of birth, participation in officially recognized activities and sports, weight and height of members of teams, dates of attendance, honors received, the most recent previous school attended, class designation and photographs. Release of Student Directory Information to Military Recruiters In addition, two federal laws: Section 9528 of ESEA (20 U.S.C. 7908), as amended by the No Child Left Behind Act of 2001 (P.L. 107110), and 10 U.S.C. 503, as amended by section 544, the National Defense Authorization Act for Fiscal Year 2002 (P.L. 107-107), require educational agencies to provide military recruiters, upon request, students’ names, addresses and telephone listings. Parents* wishing to withdraw consent for release of directory information must complete a NonDisclosure of Student Directory Information form available upon request at any school, the district office and www.usd497. org. USD 497 assumes there is no objection to the release of directory information if this signed form is not returned to the school upon enrollment. 4) The right to file a complaint with the U.S. Department of Education concerning alleged failures by USD 497 to comply with these requirements. The name and address of the office that

administers FERPA are: Family Policy Compliance Office, U.S. Department of Education, 400 Maryland Avenue SW, Washington, DC 20202-5901. *parents, legal guardians and students 18 or older Protection of Pupil Rights Amendment (PPRA) PPRA affords parents certain rights regarding conduct of surveys, collection and use of information for marketing purposes, and certain physical exams. These include the right to: Consent before students are required to submit to a survey that concerns one or more of the following protected areas if the survey is funded in whole or in part by a program of the U.S. Department of Education: 1. Political affiliations or beliefs of the student or student’s parent; 2. Mental or psychological problems of the student or student’s family; 3. Sex behavior or attitudes; 4. Illegal, anti-social, self incriminating, or demeaning behavior; 5. Critical appraisals of others with whom respondents have close family relationships; 6. Legally recognized privileged relationships, such as with lawyers, doctors, or ministers; 7. Religious practices, affiliations, or beliefs of the student or parents; or 8. Income, other than as required by law to determine program eligibility. Receive notice and an opportunity to opt a student out of – 1. Any other protected information survey, regardless of funding; 2. Any non-emergency, invasive physical exam or screening required as a condition of attendance, administered by the school or its agent, and not necessary to protect the immediate health and safety of a student, except for hearing, vision, scoliosis screenings, or any physical exam or screening permitted or required under state law; and

3.

Activities involving collection, disclosure, or use of personal information obtained from students for marketing or to sell or otherwise distribute the information to others. Inspect, upon request and before administration or use – protected information surveys of students; instruments used to collect personal information from students for any of the above marketing, sales, or other distribution purposes; and instructional material used as part of the educational curriculum. These rights transfer from the parents to a student who is 18 years old or an emancipated minor under state law. Lawrence Public Schools USD 497 has developed and adopted policies, in consultation with parents, regarding these rights, as well as arrangements to protect student privacy in the administration of protected information surveys and the collection, disclosure, or use of personal information for marketing, sales, or other distribution purposes. USD 497 will directly notify parents of these policies at least annually at the start of each school year and after any substantive changes. USD 497 will also directly notify parents of students who are scheduled to participate in the specific activities or surveys and will provide an opportunity to review any pertinent surveys. Parents who believe their rights have been violated may file a complaint with: Family Policy Compliance Office, U.S. Department of Education, 400 Maryland Avenue SW, Washington, D.C. 20202-5901. Nondiscrimination Statement Lawrence Public Schools are committed to maintaining a learning environment free from discrimination, insult, intimidation, or harassment for any reason. Discrimination, including acts of harassment, against any individual on the basis of race, color, religion, sex, age, national origin or disability is prohibited by federal and state law and district policy. Discrimination, including acts of harassment, against any individual on the basis of sexual orientation, gender identity, gender expression, socioeconomic status or physical characteristics is


prohibited by district policy thereby making the district complaint procedure available to persons who believe they have experienced such discrimination. Any incident of discrimination, including acts of harassment, shall be promptly reported for investigation and corrective action by the principal or district compliance coordinator. Referrals for Special Education The Lawrence Public Schools are committed to providing an education that appropriately meets the needs of each student. For some students, supportive educational assistance is needed through special education programs and services. The Department of Student Services includes a comprehensive special education program that adheres to the federal regulations included in the Individuals with Disabilities Education Act (IDEA) Title II, and to the Kansas requirements contained within Article 12 of the Kansas Administrative Regulations. The need for services is determined with parents at each building site and those services are supervised by the building principal or his/her designee. If you believe your child may be in need of special education services, you may initiate a referral to your school’s Special Services Team. Notice of Accessibility Lawrence Public Schools provide services and programs to people with disabilities in the most integrated setting possible. Pursuant to the Americans with Disabilities Act, the Executive Director of Student Services has been appointed as the ADA Coordinator. Please call for information on accessibility, ADA compliance procedures or accommodation requests. In order to facilitate participation, accommodations will be made on an individual basis. If you would like to attend a Board of Education meeting

or other public event of the district and require an accommodation for people with disabilities, please contact the ADA Coordinator at the Lawrence Public Schools, 110 McDonald Drive, Lawrence KS 66044, 785-832-5000 or through the Kansas Relay Center, 1-800-7663777, at least 48 hours in advance. The ADA Coordinator may refer issues regarding accessibility and accommodations for students to the Department of Student Services. ADA issues regarding employment may be referred to the Human Resources Department by the ADA Coordinator. Section 504 of Rehabilitation Act of 1973 Section 504 prohibits discrimination against persons with disabilities in any program receiving federal financial assistance. The Act defines a person with a disability as anyone who: 1. has a mental or physical impairment which substantially limits one or more major life activities (major life activities include, but are not limited to, activities such as caring for oneself, performing manual tasks, walking, seeing, hearing, speaking, breathing, learning, and working); 2. has a record of such impairment; or 3. is regarded as having such an impairment. In order to fulfill obligations under Section 504, the Lawrence Public Schools have the responsibility to avoid discrimination in policies and practices regarding its personnel and students. No discrimination against any person with a disability should knowingly be permitted in any of the programs and practices of the school system. The school district has responsibilities under Section 504, which include the obligation to identify, evaluate, and if the student is determined to be eligible under Section 504, to afford access to appropriate educational services. If the parent or guardian disagrees with the determination made by the professional staff of the school district, he/she has a right to a hearing with an impartial hearing officer.

Early Childhood Screenings Lawrence Public Schools will offer screening for children living in the district who are 5 years of age or younger (as of Aug. 31) and who demonstrate possible delays in one or more areas of development (speech/ language, motor, cognitive, sensory, etc.). Appointments are required and can be scheduled by calling Kennedy Early Childhood Community Center at 785-832-5760. Special Education Statutes, Regulations and Assurances Statutes, regulations, and assurances that govern the administration of special education services can be reviewed at the Educational Support Center (ESC). Public review and comment on federal funds received under the Individuals with Disabilities Education Act (IDEA) can also be made at 110 McDonald Drive, Department of Student Services. Public review and comment on the special education budget can be made as part of the district’s budget hearing in August. Annual Notice of Authorized Student Data Disclosures In accordance with the Student Data Privacy Act and board policy IDEA, student data submitted to or maintained in a statewide longitudinal data system may only be disclosed as follows. Such data may be disclosed to: • the authorized personnel of an educational agency or the state board of regents who require disclosures to perform assigned duties; and • the student and the parent or legal guardian of the student, provided the data pertains solely to the student. Student data may be disclosed to authorized personnel of any state agency, or to a service provider of a state agency, educational agency, or school performing instruction, assessment, or longitudinal reporting, provided a data-sharing agreement between the educational agency and other state agency or service provider provides the following:

purpose, scope and duration of the data-sharing agreement; • recipient of student data use such information solely for the purposes specified in agreement; • recipient shall comply with data access, use, and security restrictions specifically described in agreement; and • student data shall be destroyed when no longer necessary for purposes of the data-sharing agreement or upon expiration of the agreement, whichever occurs first. A service provider engaged to perform a function of instruction may be allowed to retain student transcripts as required by applicable laws and rules and regulations. Unless an adult student or parent or guardian of a minor student provides written consent to disclose personally identifiable student data, student data may only be disclosed to a governmental entity not specified above or any public or private audit and evaluation or research organization if the data is aggregate data. “Aggregate data” means data collected or reported at the group, cohort, or institutional level and which contains no personally identifiable student data. The district may disclose: • student directory information pursuant to FERPA; • any information requiring disclosure pursuant to state statutes; • student data pursuant to any lawful subpoena or court order directing such disclosures; and • student data to a public or private postsecondary educational institution for purposes of application or admission of a student to such postsecondary educational institution with the student’s written consent.
