People Count on Roads and Traffic Police on Discipline K.G. Road: Bangalore is currently believed to have more than 35 lakh vehicles on its roads. As large number of vehicles is registered every day, this figure is expected to rise. However, the road infrastructure of Bangalore has not been planned and constructed to accommodate these vehicles and their parking. Hence, the traffic congestion in the city, has indeed assumed alarming proportions. The travel time from one part of the city to another part is taking a long time. It also leads to traffic snarls. We realise that it is not the responsibility of

just the Traffic Police to tackle this serious issue of Bangalore, but the citizens of the city also have got to contribute in their own way, by observing traffic rules and lane discipline and make way for the relief vehicle / team. It is sad to note that the figures of traffic violations, even by educated persons, are very high and there is scant respect for the law. The Traffic Police Department is handicapped with the shortage of trained Police to control and regulate the flow of heavy vehicular traffic in a smooth manner. (Cont. on Page 2)

Subramanian, professor (retd.), Indian Institute of Science while speaking on “Ecological aspects of irrigation and power projects� at Institution of Engineers, Bangalore alludes to the above fact to infer that our forefathers had concern for environment. What is being done to the environment today? Year after year, the environment is getting degraded, more cultivable lands are becoming noncultivable, progress is happening at a slower pace where destruction overrides progress. Today, India has the highest percentage (about 36%) of unusable irrigated land due to various reasons like salinity and poor agricultural practices. People of India used to consume nearly 20 different variety of millets in the past but today we hardly know the names of a few. River Cauvery is no longer perennial as it goes dry for several months. Cherrapunji's name is so famous that any school going lad would surely know about it. It is recognized as the town with highest rainfall in the world. People Count on Roads and Traffic Police on Discipline

Thanks to Mr. Praveen Sood, the Additional Commissioner of Police and his team who have brought in a number of noticeable changes for Bangalore like installation and commissioning of new traffic signals with surveillance cameras, commissioning traffic managing centres, junction improvements, painting of roads and installing reflectors, new overhead signages, flexible cubicle road dividers, caution boards etc., for prevention of accidents and also for speedier detections of various traffic offences and crimes. He addressed a gathering at Federation of Karnataka Chambers of Commerce & Industry (FKCCI) on Thursday, the 3 March 2011. Disclosing that the stretch on Cubbon Road will be closed for three years Mr. Praveen Sood said: “We understand this will create a huge problem for people, but they will have to cope with it for the larger development of the City.� The cameras located at 160 strategic locations across the city would be beaming live pictures into the TMC. The traffic management team shall look at the live feeds coming in from the field and then based on certain parameters like tolerable queue length, congestion or an accident/incident that has occurred on the filed would be able to communicate to the field officers and necessary action will be initiated. Also violations occurring on the filed can be seen through the system and recorded for further use as evidence in the court and also action initiated through communication to the field officers.

Technology has improved traffic rules and makes life safer. However, there is no magical way of preventing road accidents unless people are sensible and observe discipline on the roads. Reeling from the mistakes of the past is not going to help and so how do we look forward is the challenge. There should be an integrated and multidisciplinary approach to the planning, formulation, clearance and implementation of projects, including catchment area treatment and management, environmental and ecological aspects, the rehabilitation of affected people and command area development.

Mulling Over Education Reforms for a Century K.G. Road: Higher education at the undergraduate level is facing a crisis of quality. It has long outlived its utility and has proved incapable of keeping pace with the rapid changes that have characterized India since independence. The unchecked qualitative growth has led to a great concern for the quality of higher education. According to the report of Acharya Ramamurthy, “Towards an Enlightened and Humane Society', is observed” 'We cannot ignore the fact that we do not have many colleges today which can pride themselves on imparting undergraduate education of the highest quality, comparable to some of the well-known institutions in the world.' The Indian University Commission was appointed in 1902. Various academic and structural innovations and reforms are being attempted continuously. In spite of this, the education system is perceived to have not fulfilled the expectations. This perhaps can be attributed to the gap between the intentions and implementation. The Hon'ble Prime Minister of India while addressing Pubjab University students made a reference to standards of Indian Higher Education that we are producing mere pass outs and that majority of our graduates are not of international standards. This is the essence of our higher system. There are 5+1 papers in each semester. At present there is 100% carry over system. The current examination system has influenced the teaching community to such an extent that the whole teaching system has reformed itself to getting the students to somehow pass through the examination. It has modified the teaching / learning process and methodology. It has gradually replaced the System of Education to the System of Examination. The aim of an ideal

examination is to measure the intellectual abilities of students. Dr. V S Acharya, Minister for Higher Education is trying his best to bring in any reforms to partially end the carryover system in Bangalore University. The Vice-Chancellor of the Bangalore University N Prabhu Dev has proposed reforms for introduction from the academic year 2011-2012 for a period of three years, if there is consensus and after it is approved by the University bodies. M.R Doreswamy, MLC and K Sidappa Former VC and Ms. Muniyamma, former VC of Gulbarga University presented their views at the workshop on "Examination Reforms with particular reference to Carry Over Sytsem.” organised by Bangalore University at Jnana Jyothi Auditorium on Tuesday 1st March 2011.
