Citizen’s Police Academy Alumni Association (CPAAA)

In 2015, the CPAAA had a successful year. We held three fund-raisers as well as helping out with the 22nd annual Policeman’s Ball, which was quite a unique event. We participated in the annual “Law Enforcement Torch Run” for Special Olympics Florida. Our newest project was “SO4LE” Stepping Out 4 Law Enforcement Walk held Saturday, March 5, 2016 in downtown Lake City. Community leaders and everyday citizens were invited to join us in a one mile walk to show our support of all law enforcement. The CPAAA is involved in our community, helping with different events. In addition to the Policeman’s Ball, we helped with: • the City’s second annual “Derby Dash” • the National Night Out event involving the City, the Police Department, the Lake City Fire Department, and the Chamber of Commerce • the 38th annual Olustee Festival • the 2nd annual “Shop with a Cop” in conjunction with WalMart • the 61st annual Columbia County Fair • United Way’s new “ReadingPals” Program, implemented to increase literacy in our public schools’ kindergarten classes.

We have donated needed items to: • Happy House Day Care • the Columbia County Public Library • Hospice Attic • needy individuals during the holiday season • an 8-member family who lost everything in a house ﬁre. Argatha Gilmore “A symbol of law enforcement excellence,” a proclamation heard in the Commission for Florida Law Enforcement Accreditation marketing video and spoke throughout the CFA Conference in February. In my seven years as Police Chief here in Lake City, it has been my honor to be presented with the Certificate of Reaccreditation in both 2012 and 2015. This is part of an on-going, three year accreditation cycle reviewing our policies and procedures by our peers. As this agency continues to evolve, we are constantly looking for ways to improve the safety of our officers and the quality and efficiency of our calls for service to the citizens, business owners, and many visitors who frequent our great city. This issue reflects on what we have accomplished in 2015, but I am here to tell you, we are most certainly FOCUSING on 2016 and beyond. We have new officers and staff to train, new leaders to raise up, and new technology and equipment to implement. As your Police Chief, it is my responsibility to seek new ways to improve and grow this agency, and the accreditation process reminds us of that. We do not want to find ourselves complacent or stagnant. This agency is constantly striving to be the “Premier Law Enforcement Agency” in Florida. As May approaches, we are reminded of those officers who have lost their lives in the line of duty. I have made it a priority that our agency is represented at the Florida Police Memorial Service in Tallahassee on Monday, May 2nd. For those who have never been, you will find this solemn ceremony a reminder of the inherent dangers of our law enforcement profession – one dedicated to protecting and serving. As we approach the spring and summer months, may we all have a safe and enjoyable time with our family, friends, and co-workers. I want to encourage you also, if you need us, to call us. If you have information on a crime that occurred or something we have posted on social media, call us. You can reach us by phone, our MyPD app, Facebook @LCFlaPD (nonemergency), or stop in. SAR Awards – Sergeant Marshall Sova

On the morning of October 10, 2015, the LCPD responded to a residence on SW Jaguar Drive due to a shooting. The suspect, Khoa Trong Vu, shot and killed his wife and teenage son. His daughter, who was shot four times, was clinging to life when officers arrived. Sergeant Sova immediately began rendering first aid to the female victim. His first aid efforts continued until EMS arrived, and likely saved her life. “We are very proud of Sergeant Sova and his dedication to this community,” said Chief Argatha Gilmore. “His life-saving efforts were a natural reaction without second thought. We join the victim, her family, and this community in thanking him

for what he did that night.” Family members of the victim have since contacted LCPD and expressed their gratitude for his quick thinking and knowledgeable application of ﬁrst-aid techniques. Sergeant Sova visited the victim later at the hospital and has acted as a liaison to help the family through this tragic incident. “I don’t know if I believe in angels, but on that night, he was my guardian angel,” said the victim. As a result of his lifesaving act, Sergeant Sova was awarded the Law Enforcement Commendation Medal by the Sons of the American Revolution (SAR). This honor was presented by Chapter President E. Vernon Douglas and Chapter Secretary Jim Craig.

Law Enforcement Torch Run for Special Olympics Florida All around the world, Special Olympics has a formidable and caring legion of protectors and supporters: the law enforcement community. This year’s event will be held locally on Thursday, April 14th, supported by a host of law enforcement agencies here in Columbia County. Over 125 walkers/runners participated in last year’s event culminating with a special ceremony at Teen Town.

During this ceremony, two athletes spoke and each agency head addressed the crowd of Special Olympics Ath-

letes and participants. Over the past 33 years, the Law Enforcement Torch run has evolved from a symbolic awareness run to a very signiﬁcant fundraising effort by the law enforcement community. Funds are generated through the sale of the popular Torch Run T-shirts and hats. The Lake City Police Department is proud to be an active part in the support of Special Olympics Florida.

2015 Semi-Annual Uniform Crime Report Released

The semi-annual Uniform Crime Report (UCR) was released by the Florida Department of Law Enforcement (FDLE). Each agency submitted its statistical information on reported crimes. The table below is combined into an overall snapshot of the reporting period of January – June of this year and the previous year:

National Police Week In 1962, President Kennedy proclaimed May 15 as National Peace Ofﬁcers Memorial Day and the calendar week in which May 15 falls, as National Police Week. Established by a joint resolution of Congress in 1962, National Police Week pays special recognition to those law enforcement ofﬁcers who have lost their lives in the line of duty for the safety and protection of others. The Lake City Police Department will be joining

agencies from across the nation remembering the loss and sacrifice of law enforcement officers, and celebrated the continuing dedication and service they provide the community. On Monday, May 1st, a remembrance service will be held in Tallahassee, while the federal service is scheduled on Peace Officers Memorial Day, May 15th, on the West Front of the United States Capitol in Washington, D.C.

Bike Patrol Hits the Street

The FDLE Uniform Crime Report provides the clearance rates for the number of reportable crimes cleared by arrest or exception according to their reporting guidelines. The overall state average clearance rate is considered to be 25%. In January – June 2014, the Lake City Police Department reported a clearance rate of 26.3%. The overall clearance rate for January – June 2015 is 24.7%.

This past parade season, observers who are used to seeing police vehicles leading the way may have been in for a surprise when they saw the parade route being cleared by LCPD’s new Bike Patrol Unit. Bicycles have been a viable tool for law enforcement for years. There are often times that a bicycle can get to places that a traditional patrol car cannot, and such as maneuvering through a crowded street Bike Patrol officers with LCPD work a variety of functions, ranging from public events and parades to enforcement duties. While slower than a car, an officer on a bike is still faster than someone running on foot, and can go almost anywhere a person can run, as well. Members of LCPD’s Bike Patrol unit received 40 hours of specialized training, including defensive tactics and firearm use while riding a bike. Keep an eye out for them at our next city-wide event.
