WELCOME TO OUR SERVICES DIVISION The Services Division is an integral part of Leighton Contractors’ diverse service offering, providing a range of services and skills to deliver major infrastructure in Australia and New Zealand. The Services Division combines expertise and experience in the long term operations and maintenance of key infrastructure assets across a range of sectors including transport, education, health, commercial, defence, mining and energy. We offer a comprehensive range of services including asset management, maintenance planning and life-cycle analysis, through to the provision of day to day facility management. Our projects include the operations and maintenance of the majority of toll roads in Sydney and Brisbane, the maintenance of more than 3,400km of Western Australia’s road network, facility management of the first digital hospital in Australia, energy providers in Victoria and Western Australia and schools in south east Queensland’s major growth areas. In all the work that we do, we are committed to providing exceptional long term service delivery for our clients, while ensuring the safety of our people and the community.

Our approach to asset management is innovative and focussed on partnering with our clients to achieve best outcomes for their business. Our holistic approach looks at all aspects of the assets and delivers a transparent picture of overall condition, ultimately optimising the management of our clients’ physical assets and their life-cycles.

Our Safety Essentials have been refreshed in 2012 and are tailored to fit the type of business environments in which we operate. Our focus is on identifying all risks across our business activities regardless of the type of work being carried out.

Other aspects of asset management such as risk exposure (strategic and operational), performance issues, capital investments and operating costs are also integrated as part of our approach. As Australia’s largest private motorway and tunnel operations and maintenance provider, we are responsible for the safe passage of more than 230 million vehicles per year.

We provide strategic asset management services for businesses that rely on the performance of key assets. We focus on understanding our clients’ businesses to establish how our services can enhance the performance of their assets and operations whilst developing effective working relationships.

Our utility services team is able to support transmission and distribution network owners throughout the entire life-cycle of their assets. This enables Leighton Contractors to provide a fully integrated solution to network owners’ construction, operations and maintenance requirements including planning, approvals, design, construction, pre-commissioning and commissioning.

Our infrastructure services team delivers innovative solutions for the management of complex road networks with a focus on value for money and driver and employee safety, while minimising impacts on the local community and environment. SAFETY Safety and health above all else is Leighton Contractors’ number one priority and it is the responsibility of all employees to ensure the safety of our workplaces. This is supported through strict adherence to our Safety Essentials, regular safety forums and ongoing development and monitoring of safety systems, practices and standards.

THE ENVIRONMENT Whether during the design, construction, operations or maintenance phases of a project, we keep environmental impact and sustainability at the forefront. Energy efficiency is key to the way we operate our projects. For example, Gateway Motorway completed a review of all site vehicles, changing over to more efficient types.

We have also identified further energy efficiency opportunities reducing electricity consumption and we are committed to implementing these efficiencies into our operations. We support the protection and creation of sustainable environments through our community investment strategy. Our employees participate in conservation and research projects of ‘at risk’ species through our partnership with Earthwatch Institute Australia. One of our projects has developed an initiative where fauna is monitored, tracking animal movements via a number of large fauna culverts under the motorway. This includes installation of fencing to funnel fauna into safe crossings eliminating interaction with traffic. The results of this program are being considered when designing future motorway fauna movement structures.

LOCAL COMMUNITIES A key driver of our community investment strategy is to enhance people’s everyday lives. We recognise that we have both a responsibility and an opportunity to contribute to the growth of the local communities where we work. To do so, we seek to engage local employees and source materials from local suppliers. We work closely with the Beacon Foundation to improve the future of disadvantaged youth through facilitation of mentoring programs and school-based work experience, traineeships and apprenticeships. Services Division currently employs four students under this scheme.

Project case study South East Queensland Schools Project (Aspire Schools) Queensland

The South East Queensland Schools Project (Aspire Schools), owned by Leighton Contractors and the Commonwealth Bank of Australia, is delivering Queensland’s first Schools PPP project. The project includes seven new schools that are being handed over progressively until 2014. The Services Division holds the facility management contract for the schools for the remaining 29 years of the contract. Our role includes implementing and undertaking asset maintenance as part of the proactive management of the life-cycle of the facilities, fixtures, fittings and furniture. The maintenance of the grounds and the cleaning of the schools are carried out in partnership with the Queensland Department of Education and Training (DET).

Our team is responsible for the day to day operations of the site infrastructure and services provided to enable the schools to operate. Internal management is complemented by some of the service providers used in the construction of the schools, to ensure the schools are maintained to the highest standard. A 24-hour facility management helpdesk records and manages day to day issues, rectifying any defects as they arise. The team works closely with the principals and school staff ensuring smooth operation of the schools on a day to day basis.

Project case study M5 East New South Wales

Since December 2011, the operations and maintenance of the M5 East Freeway (M5 East) in Sydney has been the responsibility of the Services Division on behalf of Roads and Maritime Services. The M5 East is a four-lane freeway which is nine kilometres in length and includes twin four kilometre tunnels and a 550 metre tunnel under the Cooks River. It links the M5 Motorway at Beverly Hills with General Holmes Drive at Sydney Airport, on to the Eastern Distributor. This provides an important link for road users from the southwestern suburbs of Sydney to Port Botany, Sydney Airport, Sydney CBD and Sydney’s eastern and northern suburbs.

Under the contract, the Services Division maintains and operates the overall management of the M5 East, improvement services, support for network operations, operational asset management and associated project management and 24-hour CCTV monitoring and incident response.

Project case study Powercor and CitiPower Victoria

Powercor and CitiPower are the largest electricity suppliers in Victoria with Powercor servicing the western half of the state and Citipower servicing the Melbourne metro area. Powercor and CitiPower have the core business of providing uninterrupted supply of power to businesses and homes within their market. In order to achieve this, their support teams who ensure this consistent supply rely on functional depots and substations in order to effectively conduct their operations. The Services Division holds the contract to provide facility management services to Powercor and Citipower’s CBD office, 12 regional depots and 92 zone substations in Victoria. Our primary objective is to keep all depots and substations functioning, enabling the client to continue delivering power distribution services without any disruptions caused by property and installed equipment issues.

The scope of the contract includes all hard maintenance services such as mechanical, electrical, hydraulic, security equipment, truck wash plant, fire services, essential safety measures, emergency breakdowns and planned maintenance according to standards and legislation. Other services delivered are property management and project management of refurbishments and capital projects. A recent SAI Global external audit of the Services Division team’s work at Powercor and Citipower showed the systems in place were well deployed and maintained and achieved a continuation of certification to ISO 9001 / 14001, OHSAS 18001 and AS/NZS 4801. Partnering with our clients and understanding their needs on this contract has meant our facility management team focus on both systems and safety in order to deliver the best outcomes to achieve our client’s goals.

Project case study Minumbra Lancewood Pty Ltd Queensland

The Services Division is providing a five year facility management camp services contract to Minumbra Lancewood Pty Ltd in Burton, Central Queensland. The contract involves the provision of accommodation and comprehensive onsite facility management of a 348 room remote camp facility. The camp provides accommodation to contractors servicing the mining and construction industry. The camp management includes the maintenance of contractors’ quarters, cafeteria, wet mess, gym, laundry and onsite offices. The contract encompasses the delivery of both hard and soft facility management including facility maintenance, grounds maintenance, subcontractor management, catering, cleaning, accommodation management, strategic asset planning and administration and reporting.

Due to the remote location, the facility is supported by waste water and water purification plants, large commercial diesel generators and an accompanying fuel storage facility. Utilising Leighton Contractors’ asset management information systems, the project team works with subcontractors and local staff to ensure the client receives optimal service.

Project case study Medica Centre New South Wales

The Services Division is delivering a five year contract providing comprehensive onsite facility management services for the purpose built Medica Centre in Hurstville, in Sydney’s southern suburbs. The Medica Centre provides surgical, cancer diagnosis and treatment services, diagnostic imaging and nuclear medicine, pathology and a range of supporting healthcare services. The contract includes the delivery of the day to day operations, strategic asset planning, cleaning, emergency services training and the management of budgets, hard facilities, security and sub-contractors. The contract also includes minor project works including fit outs for incoming tenants in the building.

The state of the art Medica Centre has six floors of specialist consulting rooms and is the first hospital in Australia to be completely digital, from a patient’s initial admission through to discharge and billing. More than 30,000 surgical procedures are expected to be conducted each year at the new 35-bed centre. Work to date has included recording of any design defects to improve the construction process for any further sites the client may develop. This capability illustrates the diverse expertise of the team contributing positively to whole of life design and maintenance of the property.

Project case study Package F Western Australia

Package F, the inner city component of the New MetroRail Project (NMR), was one of the most complex and technically challenging infrastructure programs ever completed in Western Australia. The project incorporated the design and construction of two city railway stations and 2.5 kilometres of rail line running directly through Perth CBD in dual bored tunnels.
