What is the seller’s role in a transaction? Let’s talk about sellers and how the current market is affecting their role. The seller’s role is really the beginning point to how well a sale of property will go. As the limited inventory trend continues, creating what is known as a “seller’s market,” there are important things to consider as a seller in preparing a property for sale, as well as throughout the selling process. Although the term “seller’s market” would indicate that the sellers are in charge and can command whatever price they feel they would like to realize from a sale, there are certain responsibilities that sellers have with regard to disclosing that can ensure a successful sale and yield the highest and best price for their property. Understanding the property you own, the age and condition of systems and the physical dwelling, boundary lines, any encroachments, and knowing whether or not building or improvements have been permitted will save a lot of time and trouble. Once these items are identified, deciding whether to repair or replace any problems and disclose, or just disclose, really depends on the individual circumstances. There is always more than one way to remedy a problem; the most important thing to remember as a seller is it is your responsibility to disclose what you know. If everything known is disclosed, it actually takes a lot of bargaining power from the buyer. Disclosing something doesn’t necessarily mean you are obligated to repair or replace it – it just means you are dealing honestly and fairly. A lack of disclosure can create further bargaining from the buyer after getting under contract and having a home inspection. Lack of disclosure can also create the feeling of mistrust, leaving a buyer wondering what else is hiding that may not be readily identifiable. Getting your property prepared to list can seem like a daunting task, but it doesn’t
necessarily need to be one. Consider the fact that you are moving, so it is a perfectly good time to go through your home, deciding what you will want to move with you and what you would like to sell, give Katherine away or throw away. Depersonalize: It’s important for buyers to be able to see themselves in the house, instead of feeling like they are visiting your place. A few family pictures are fine, but all those chachkies need to be packed away for your next place. Depersonalizing also creates a feeling of space, and the more space and storage represented, the more value will be seen. You never get a second chance to make a first impression, so curb appeal is important. Mow that lawn, trim those hedges, plant those flowers, sweep the walkways and porches, wash those windows, and have the roof and gutters cleaned of debris and moss by a professional. The work will give the appearance of a well-taken-care-of home. Clean your home, well. Scrub bathrooms, the kitchen and laundry rooms. A house that looks well-cared-for is seen as having more value. Never underestimate a fresh coat of neutral-palette paint. White is still a great choice – most all furnishing can work well with white. If buyers can see themselves living in your home without needing to paint it, they will see more value. It’s amazing how a house in need of paint can impact value negatively. Painting is an expense, and it’s inconvenient. With the lack of inventory and high demand in the area, using a realtor to help determine value through a comparative market
analysis is more important than ever. Expectations run high, with buyers paying more for houses, creating more difficulties in keeping contracts together. Having a realtor to help parties stay positive to work toward a close is a valuable asset. The experience in determining value, assisting in filling out forms, creating and implementing a marketing plan, generating interest and offers, and negotiating those offers to result in a price that maximizes value are just some of the skills a realtor provides. Working with escrow, title
and lender to close are more benefits a realtor brings to the transaction. On average, more contracts stay together and close with fewer problems when using a realtor. Realtor tip: There are a few health and safety items required that both a home inspector and appraiser will look for, including smoke detectors, carbon monoxide detectors and double strapped hot water heaters. Having these items in place prior to listing is a good investment. Please check for current standards before implementing.

There are many options available for people looking for housing to not only learn about local goals in achieving affordable housing, but ways to find affordable housing and assistants on a per-case basis. Below are a list of resources available for obtaining the information needed when it comes to affordable housing in Jefferson County. Local action plan Jefferson County has teamed up with the city of Port Townsend to address the needs of affordable housing in the local area. The discussion started after the Washington State Growth Management Act was established allowing cities and county governments to enact or expand affordable housing incentives. According to RCW 36.70A.540, the programs can provide the development of low-income housing units through development regulations or conditions on rezoning or permit decisions for residential, commercial, industrial or mixed-use. The full statute can be found leg.wa.gov/RWC. The GMA led to Jefferson County and
the city of Port Townsend to develop a housing-needs assessment and action plan 12 years ago, which contains goals, policies and action items related to planning for housing.This document is available at Port Townsend City Hall for review. Assistance Washington Low Income Housing Alliance has a number of ways people can get assistance for affordable housing. According to the alliance’s website wliha. org, a person can dial 2-1-1 to be connected to a comprehensive information and referral service for housing and other needs. Going to www.win211.org will also supply the same information. The Jefferson County Peninsula Housing Authority, located in Port Angeles, provides an opportunity for Housing Authority personnel to discuss best practices, common problems and provides an opportunity for industry personnel to network. “The Association of Washington Housing Authorities envisions a future where the opportunity for decent, safe, and affordable housing is achievable for all Washingtonians,” their website stated. The authority can be reached at 360-452-
7631 or visited at peninsulapha.org. The alliance encourages anyone looking to rent, buy or sell to checkout the Northwest Fair Housing Alliance to know all their rights. “The mission of the Northwest Fair Housing Alliance is to eliminate housing discrimination and to ensure equal housing opportunity for the people of Washington state through education, counseling and advocacy,” nwfairhouse.org stated. The fair housing alliance was established in 1994, and receives funding from federal, state and local agencies, along with private entities to bring hair housing to Washington. “As a civil rights organization we are dedicated to equity and justice for all people in our communities marginalized due to race, color, national origin, religion, gender, disability, familial status, marital status, military/ veteran status, sexual orientation, gender identity or expression, or socio-economic status,” the fire housing alliance stated. Senior Exemption In Washington State, seniors (age 61) and disabled persons may apply for tax exemptions or deferral. The baseline is annual household disposable income that does not exceed $40,000 for exemption or $40,000 to $45,000 for deferral. The program allows exemption from excess and special levies, and depending on income, a portion of regular levies.
