Libby Garvey ascended to the chairmanship of the Arlington County Board Jan. 1 with a firm set of goals and the stated desire of working collaboratively with a board that saw 40-percent turnover – and the loss of 20 years of institutional memory – at the start of the new year.

“We’ve got our board team together and we’re ready to go,” Garvey said at the board’s New Year’s Day organizational meeting after she was named chairman and Jay Fisette vice chairman on successive 5-0 votes. The positions traditionally rotate among members on a calendar-year basis.

Garvey was the expected choice to succeed Mary Libby Garvey Hynes as chairman; she has served on the County Board since winning a special election to replace Barbara Favola (who moved to the state Senate) in early 2012. Previously, Garvey had served on the School Board for 15 years, including five terms as chairman.

Fisette has served on the County Board since 1998, making him the senior board member. As the new vice chairman, he is likely to rotate in as chairman in 2017.

Arlington officials proved last winter they are serious about adding bite to their previous bark in enforcement of the county’s snow-removal ordinance, which is now headed into its sixth winter season.

A total of 25 citations for violating the snow-removal rules were issued during the winter of 2014-15, said county-government spokesman Mary Curtius. That may not sound like much, but for the first few years after the ordinance was enacted, there had been no tickets issued at all.

County officials say that they received more than 600 complaints of un-cleared snow and ice on sidewalks adjacent to private properties last winter. Tickets were issued by the county government’s codeenforcement section after inspections confirmed the violations.

Despite lobbying from the Arlington County Civic Federation that went on for years, county leaders had rebuffed efforts to require the clearing of sidewalks after storms. But that changed following the unpleasantness of 2009-10, when the region was bombarded by record-setting snowfall.

A snow-removal ordinance was adopted several months after that sloppy winter season ended.

Under the rules, snow or ice must be removed within 24 hours after it stops falling, if accumulation is less than 6 inches, or within 36 hours if it is more than that.

Those who fail to comply can be hit with fines of $50 to $100, depending on how much sidewalk space they have.

Across the Washington region, there is

a patchwork of rules related to snow-removal. Some jurisdictions require property owners to meet a specific deadline, while others (including neighboring Fairfax County) have no requirements.

While warmer-than-average tempera-

tures so far have held Mother Nature’s snowball-tossing at bay across the region, odds favor at least some episodes of wintry mix before spring arrives.

According to the National Weather Service, the average snowfall per season is 16.6 inches at Reagan National Airport (the official recording station for D.C. totals) and 22.8 inches at Washington Dulles International Airport.

The earliest snowfall in a season across Washington came on Oct. 5 (1892), with the latest arriving on May 19 (1906). The largest single-storm snow total in the region was recorded in January 1922 at 28 inches, although a storm in January 1772 is believed to have dumped 36 inches.

What about that record-setting winter season of 2009-10? A total of 16.4 inches fell at Reagan National on Dec. 18-19, 2009, almost equaling the seasonal average snowfall.

But then, after a cold but only moderately snowy January, two whoppers arrived: 17.8 inches on Feb. 5-6, 2010, followed by 10.8 inches Feb. 9-10, marking the first time since 1884 the Washington region had seen two double-digit snowfalls in the same month.

2009-10 proved to be the snowiest season in regional history, with 55.9 inches having fallen at Reagan National and higher accumulations nearly everywhere else.

At the opposite end of the spectrum was the winter of 1972-73, when only 0.1 inch of snow fell the entire season, according to the National Weather Service.

School Board Chairman Opts Against Re-Election Bid Violand-Sánchez Expresses Satisfaction on Achievements During Tenure SCOTT McCAFFREY Staff Writer

Arlington School Board Chairman Emma Violand-Sánchez announced Dec. 30 she will not seek re-election in November, bringing to an end eight years in elected office and a 40-year career with the county school system.

Violand-Sánchez in recent months has expressed satisfaction with the school system’s progress in areas including graduation rates and reducing the achievement gap between students of various racial and ethnic groups, fueling belief she might be gearing up to retire rather than seek a third term.

While leaving the elected body, Violand-Sánchez is not likely to depart from the arena of advocacy. She said she is looking forward to continuing her role with the DREAM Project, which works to support immigrant students – many of them undocumented –with leadership training and access to higher education. She also plans to spend more time with her children, who are themselves educators, and her 97-yearold mother.

A native of Bolivia, Violand-Sánchez has been a strong advocate for providing access to languages beyond English as early as elementary school.

“Bilingualism is a social, educational

and economic asset,” she said in a statement detailing her decision not to seek a third term. “In order for our students to succeed in a global workforce, students must be proficient in a second language, and have strong interpersonal and 21stcentury skills.”

Violand-Sánchez had retired as an administrator with the school system a year before when, in 2008, she sought the Democratic endorsement for an open School Board seat. Violand-Sánchez and incumbent School Board member Libby Garvey came out on top in a crowded party caucus, and went on to win the general election without opposition.

Garvey moved up to the County Board in a 2012 special election, and later that year, Violand-Sánchez won re-election to the School Board on a ticket with Noah Simon.

With the retirement on Dec. 31 of Abby Raphael, Violand-Sánchez is now the longest serving School Board member. She twice has served as chairman, a position that traditionally rotates on an annual basis among the five board members.

Along with Walter Tejada, who was elected in 2003 to the County Board, Violand-Sánchez was among the first Latino or Latina elected officials in Virginia. For a sixth-month period in 2013, she and Tejada (who hails from El Salvador) chaired their respective bodies, likely the first time in the post-colonial period that two immigrants had held top elected posts in any Virginia jurisdiction.

incided with a growth spurt in the school system, which recently passed the 25,000student mark and is expected to grow to 30,000 or more in coming years.

Over the past eight years, a new Wakefield High School opened, Discovery Elementary School was constructed and Ashlawn Elementary School was renovated. Plans for several new schools and renovations currently are in the pipeline.

Violand-Sánchez said she was “thankful

for the support of the County Board and the Arlington citizens who voted for the bonds that have helped address this growing student population.”

Violand-Sánchez retired in July 2007 as the supervisor of the school system’s English for Speakers of Other Languages/ High-Intensity Language Training (ESOL/ HILT). Along with Barbara Kanninen, she is one of two Ph.D. holders on the School Board, having earned a doctorate in education from the George Washington University.

The seats of Violand-Sánchez and School Board colleague Nancy Van Doren (who succeeded Simon) will be on the ballot in November. Van Doren already has announced plans to seek re-election, while at least one prospective candidate is expected to announce a bid for office at the Jan. 6 Arlington County Democratic Committee meeting.

If more than two candidates file paperwork to seek the Democratic endorsement, the party will hold a two-day caucus in May to select their endorsees. All five current School Board members secured the Democratic endorsement before winning general-election victories.

Prior to election to the School Board, Violand-Sánchez was instrumental in creation of Escuela Bolivia, a student-achievement and leadership program aimed at immigrant youth that now is known as Edu-Futuro.

More recently, she has been a driving force behind establishment of the Latino Leadership Council.

Arlington Republicans later this month could get their first formal look at a prospective challenger to freshman U.S. Rep. Don Beyer (D-8th).

Expected to kick off what is likely to be an uphill campaign is Mike Webb, a U.S. Army veteran who for several months has been gearing up for a bid to unseat Beyer, who in 2014 was elected to succeed Democrat Jim Moran.

Webb told the Sun Gazette he was likely to address the Arlington County Republican Committee at its January meeting, set for later this month.

Webb “boasts a proud conservative tradition, drawing back to his first reading of Barry Goldwater’s ‘Conscience of a Conservative’ while in the fourth grade,” notes his Web site, which promises “a balanced

and deliberate approach, seasoned with compassion, to resolving the problems facing this nation.”

The 8th District has been comfortably and reliably Democratic since redistricting following the 2000 federal census, with Republicans rarely making significant inroads against Moran.

In 2014, Beyer – an auto-dealership executive and a former Virginia lieutenant governor – won a 10-candidate Democratic primary and went on to garner 63 percent of the vote in the five-candidate general election. In that race, Republican candidate Micah Edmond took 31 percent of the vote.

The district as currently configured includes Arlington, Alexandria, Falls Church and portions of Fairfax County.

Webb, 48, ran several times for office in the late 1980s and early 1990s in New Jersey. In his last bid, in 1991, he garnered the Republican nomination for the 31st District in the New Jersey General Assembly but fell short in the general election in

what, like Virginia’s 8th Congressional District, is a Democratic stronghold.

Whether the Beyer campaign is taking any notice of Webb or other potential opponents remains to be seen. In a recent e-mail to supporters, the incumbent asked for campaign cash to support his re-election, but focused mainly on what he hopes to achieve in office.

“Serving Northern Virginia families in Congress is an honor,” Beyer said in the email. “In 2016, I will continue to support job-creating investments in our economy, action to stem the wave of gun violence plaguing our country, ​ongoing​efforts ​to abate climate change and its effects, and so much more.”

Democrats Open Filing Period for School Board: The Arlington County Democratic Committee has opened the filing period for its School Board endorsement process, with prospective candidates having until nightfall on Feb. 29 to make their intentions known.

If at least three candidates qualify to seek the endorsement, caucus voting has been slated for mid-May.

Two School Board seats – currently occupied by Emma Violand-Sanchez and Nancy Van Doren – are on the November ballot. Van Doren, who won office in a 2014 special election, has announced plans to seek a full term, while on Dec. 30 announced she would be retiring at the end of her term.

Like their three School Board colleagues, Violand-Sanchez and Van Doren ran with the endorsement of the Democratic Committee in their previous bids for office. State law prohibits political parties from formally nominating candidates for School Board, but does allow the endorsement of candidates, which often amounts to the same thing.

Those seeking to be on the Democratic caucus ballot must meet a number of requirements and pay at $432.16 filing fee (representing 2 percent of the annual salary of a School Board member).

Among Virginia’s 133 cities and counties, the lowest jobless rates were reported in Arlington, Falls Church, Alexandria, the city of Fairfax (2.9 percent) and Greene County (3 percent). The highest rates were reported in Buchanan County (10.2 percent), Dickenson County (9.7 percent), Petersburg (8.3 percent), Wise County (8.2 percent) and Martinsville (7.9 percent).

Northern Virginia’s unemployment rate was the lowest of Virginia’s metro areas, followed

by Charlottesville (3.3 percent) and Winchester (3.6 percent).

The highest rates were reported in Kingsport/Bristol (5.2 percent) and Hampton Roads (4.5 percent).

national trend toward lower unemployment.

The region’s non-seasonallyadjusted jobless rate of 4.1 percent was down from 4.6 percent in November 2014, according to figures reported Dec. 30 by the federal Bureau of Labor Statistics. It represented 3.3 million people in the civilian workforce and 136,200 looking for work.

The Washington region was among 322 of the nation’s 387 metro areas to see lower yearover-year unemployment for the month, a slightly lower number of improving localities than had been reported in October. Jobless rates increased in 54 areas and were unchanged in 11 in November.

Nationally, the lowest jobless rates among metro areas were reported in Ames, Iowa, and Fargo, N.D., at 1.9 percent each. The highest rates were recorded in Yuma, Ariz. (20.4 percent) and El Centro, Calif. (20 percent).

Among the 51 metro areas with populations of 1 million or more, the lowest jobless rate was found in Minneapolis-St. Paul (2.7 percent), with the highest found in Las Vegas (6.3 percent).

Nationally, the non-seasonally-adjusted jobless rate in November was 4.8 percent, down from 5.5 percent a year before.

In Virginia, unemployment rates were down in all metro areas, standing at 3.3 percent in Charlottesville; 3.6 percent in Winchester; 3.9 percent each in Harrisonburg, Roanoke and Staunton/Waynesboro; 4 percent in Blacksburg; 4.2 percent in Richmond; 4.3 percent in Lynchburg; and 4.6 percent in Hampton Roads.

Statewide, the jobless rate of 4 percent was down from 4.6 percent a year before, representing 4.2 million in the civilian workforce and 167,500 looking for work.

Arlington’s unemployment rate ticked down from October to November, part of an ongoing regional trend toward lower joblessness.

With 142,341 county residents in the civilian workforce and 3,657 looking for jobs, the unemployment rate of 2.5 percent in November was down from 2.6 percent in October and remained lowest in the commonwealth, according to figures reported Dec. 30 by the Virginia Employment Commission.

Non-seasonally-adjusted unemployment was down throughout much of Northern Virginia, falling from 2.9 percent to 2.7 percent in Falls Church; from 3 percent to 2.9 percent in Alexandria; from 3.3 percent to 3.1 percent in Fairfax County; from 3.4 percent to 3.2 percent in Loudoun County; and from 3.8 percent to 3.6 percent in Prince William County.

Across Northern Virginia as a whole, the unemployment rate dropped from 3.4 percent in October to 3.2 percent in November, representing 1.52 million employed in the civilian workforce and 50,800 looking for jobs.

Highs & Lows THUMBS UP: To the tenure of School Board member (and current chairman) Emma ViolandSánchez, which will come to a conclusion at the end of the year.

Violand-Sánchez announced last week she would not seek a third term. The decision was not entirely unexpected; the board member in recent months has been signaling she’s happy with the direction in which the School Board is moving, leading to speculation that she’d be declaring victory and turning the job over to someone else.

Violand-Sánchez ran for office in 2008 after a career in the school system’s administration, and focused many of her energies in office on upping the graduation rate and closing the achievement gap between students of varying racial

and ethnic groups.

The jury is still out on how much progress is being made on facing up to achievement-gap issues, but there’s no question that the school system has made great strides in improving what, not that long ago, had been an embarrassingly high drop-out rate for a community that perpetually trumpets itself as “world-class” and showers worldclass tax dollars on the schools.

Lacking a high-school diploma is simply not an option in the 21stcentury United States, and efforts

by Violand-Sánchez, other School Board members and Superintendent Patrick Murphy to ensure that as close to 100 percent of students as possible get one – while also helping those students move forward to higher education – may end up being their best legacy.

THUMBS UP: To the 2016 County Board, for coming up with a leadership team that seems the most appropriate for the year ahead.

Selecting Libby Garvey as chairman and Jay Fisette as vice chairman represents a good balancing act, and – if our nose for news proves correct – suggests that the five members already are thinking about what combos will lead the County Board in 2017 and 2018.

Both 2014 and 2015 were years in which there was too much unproductive squabbling among board members; while we are appreciative of different points of view on key issues among the five members of the body, we are hoping 2016 becomes a year where all can “disagree without being disagreeable” when such differences arise.

Don’t Lump Democrats in with GOP on Pledges Editor: Your Dec. 31 Highs & Lows appropriately criticized the Republican Party of Virginia for requiring voters in its March 1 presidential primary to sign a statement saying that they are Republicans.

And yet, you also criticized Virginia Democrats, even though we do not require any such statement and anyone may vote in the Democratic primary. In so doing, you continue to perpetuate the concept of false equivalence between the parties – that is a disservice to your readers because on this, and many other issues, there are real differences.

The fact is that Virginians don’t register by party. Party primaries, by statute, are open to all registered voters, with

one exception – the presidential primary.

Since Va. Code 24.2-545 was adopted in 1999, parties may require voters to sign a statement of affiliation to participate in the state-administered presidential primary.

Republicans required a statement in 2000, asked for a statement in 2008 and 2012, but withdrew their requests when outrage ensued, and have required a statement for 2016. Virginia Democrats have never required an oath to participate in their presidential primary. Ever.

Requiring a pledge to participate in a typically low-turnout, party-run caucus is different than having a primary limited to party members, rather than an open primary.

For example, both parties will use the primary results to allocate national convention delegates – those actual delegates will be chosen at congressional-district and state conventions whose members are chosen at local caucuses by people willing to sign a pledge. Party activists certainly have a greater interest than the general public in who gets to be a delegate. But any voter can chose his or her favorite candidate in an open primary.

The Virginia GOP can require an oath or not, but it (and you) should leave Virginia Democrats out of this mess.

Arlington Voters Need to Be More Mindful of Their Picks Editor: On Dec. 29 I went to Arlington voter-registration office to gather information on our November 2015 election for County Board. What I found out from the supervisor there were facts about who votes and who doesn’t vote in Arlington County.

I live in the Courthouse area and vote at the Key School. In that precinct, there are 3,946 registered voters, but only 17 percent (681) voted.

Now let’s dissect this 17 percent. Subtracting those who did not vote in the County Board race and who cast write-in votes, I think the number of voters voting for the candidates would be closer to about 10 percent of the registered voters.

As a result, the people that were selected to the two empty board seats only needed about 5 percent of the registered voters to vote for them.

Countywide, about 27 percent of the 134,772 registered voters cast ballots.

Of the people voting for County Board members, more than 500 voters wrote in other “unidentified” names here to hold the office. One of those names was “Donald Duck.”

As voters, we must look at what needs to be done in the future to select the right people that will lead our government in the right direction. Just look at the homeless shelter, built over the objections of the people to house sex offenders, drug addicts, illegal aliens and soon to be ter-

rorist aliens on North Courthouse Road.

(County Board members just a few weeks ago said, in effect, they will welcome potential terrorists into Arlington County and they will stick the taxpayers with the cost for housing, feeding, schooling and treating them for their medical needs.)

Arlingtonians must review their prior voting record and think about changing it and begin to vote. Right now, affordable-housing and other advocacy groups – who all want something for nothing – are willing to drive Arlington County into bankruptcy to fulfill their dreams by voting for candidates who will give them what they want for their votes.

Arlington’s two County Board newcomers may each have a number of different priorities they plan to focus on, but Christian Dorsey and COUNTY Katie Cristol are unitNOTES ed in their desire to improve mass transit in the Columbia Pike corridor.

Each used the board’s New Year’s Day organizational meeting to suggest that progress on finding alternatives has been too slow since the controversial streetcar proposal was scrapped in November 2014.

Their words echoed a promise made by new County Board Chairman Libby Garvey that 2016 would be the year when viable alternatives emerge.

“I appreciate the chairperson’s urgency,” said Dorsey, the top vote-getter in a four-candidate County Board field on Nov. 3 and, like Cristol (and Garvey) a resident of South Arlington.

Streetcar proponents had pushed the system less for its congesting-solving ability (the ride would have taken about as long as current bus service), but as a way to boost economic development along Columbia Pike, which effectively serves as the spine of South Arlington as it runs from the Pentagon west to Fairfax County.

Finding alternatives to the discarded streetcar proposal “is a prerequisite for sustainable growth and encouraging continued investment along the Pike,” Dorsey said.

Cristol was on the same page. “We must follow through on a comprehensive transit plan for Columbia Pike – this year,” she said. “2016 must be the year in which we get specific.”

It was almost 14 months ago when County Board members Jay Fisette and Mary Hynes changed sides in the streetcar debate and voted to kill the project (along with a companion in Crystal City). At the time, Fisette and Hynes said vocal community debate over the five-mile streetcar plan and its $350 million estimated cost were making it impossible for the county government to move forward on other issues.

The move stunned both local and regional leaders, who felt sure that Fisette, Hynes and board member Walter Tejada would continue to back the streetcar project over opposition of Garvey and John Vihstadt. But in the end, only a fuming Tejada was left in support.

Members of County Board in 2015 made it clear they expected to see other, less-expensive options for Columbia Pike transit brought forward by staff. But progress has been sluggish, leading some to suggest Garvey and Vihstadt, having won the day on the streetcar battle, had little interest in pursuing alternatives.

Not so, they counter, and on Jan. 1, the board unanimously directed acting County Manager Mark Schwartz to come back with a public update later in the month.

“We have all been frustrated” by a lack of forward progress, Garvey said.

Tejada and Hynes opted not to seek re-election in November 2015. In neither the Democratic primary nor the general election was the streetcar issue a significant topic, although it eventually is likely to come back into the community conversation.

Over the past year, there has been some momentum on improving mass-transit service on the Pike, including infrastructure upgrades and expanded Arlington Transit (ART) bus service.

Perhaps the most intriguing proposition over the past year came not from the county government, but from the private sector – a proposal to string a gondola-like transit system above the roadway.

A community meeting resulted in some interest in the concept, but the general view that perhaps it was too cutting-edge to be implemented.

Garvey, in her New Year’s Day remarks, said another piece of the puzzle is rebuilding relationships with transit leaders across the metro area, many of whom felt burned

by Fisette and Hynes but were especially incensed by Garvey’s anti-streetcar stance.

“We need to work regionally,” Garvey said. “Transportation is one of those issues that cuts across boundaries, so I will continue the conversations I’ve been having for some time with our counterparts in the area.”

The prospect of a fight over the name of the future Stratford Middle School appears to be waning.

The proposal for a name change had been included at the last minute when Civic

Federation delegates on Dec. 1 considered a broader request from the schools committee to oppose proposed historic status for the school. Delegates at that meeting deferred action until January.

Later in December, the County Board and School Board reached agreement on the framework of a plan that would allow renovation of the Stratford school – currently home to the H-B Woodlawn Secondary Program – without oversight of the Historical Affairs and Landmark Review Board, or HALRB. School Board members had opposed HALRB supervision of the renovation, expressing fear it would bring delays and cost overruns, a view

that was shared by the Civic Federation’s schools committee.

Under the agreement between the County Board and School Board, which continues to be negotiated, the HALRB would have an advisory role but final say on how the upcoming, any later, renovations would rest with the County Board.

The school, which is located on Vacation Lane just north of Lee Highway, was known as Stratford Junior High School from its opening in the early 1950s to its closing in the late 1970s. It eventually became home to the countywide H-B Woodlawn program.

It was at Stratford Middle School that, in February 1959, four black students were admitted under court order to what previously had been an all-white school. Combined with integration of several schools in Hampton Roads the same day, the event marked the beginning of the end of the Virginia state government’s “massive resistance” against court-ordered integration of public schools.

When Woodlawn students move to their new home in Rosslyn in the fall of 2019, Stratford (which is set to undergo a $35 million renovation) will become home to sixth-, seventh- and eighth-graders from surrounding neighborhoods. It is expected to be named “Stratford Middle School” to conform with the current naming of

schools in the county, although the original “Stratford Junior High School” could be retained to pay honor to the events of 1959.

The name “Stratford” was selected in the early 1950s, at a time when school officials in Arlington were naming buildings after historic sites with ties to the colonial period.

But since Stratford Plantation was the birthplace of Robert E. Lee, the Civic Federation schools committee thought a better name should be found.

At the Dec. 1 meeting, the schools committee took flak for proposing a name change for the school, an in particular springing it on delegates.

Civic Federation delegate Bernie Berne called it “absurd and obscene” to consider a name change, while another delegate decried it as a further case of political correctness run amok. (Still others pointed out that since the county’s name comes from the Arlington House plantation, owned by Lee through marriage, it would be hard to know where to stop if the name-changing bandwagon got rolling.)

In the Civic Federation’s January newsletter, president Stefanie Pryor said her organization had received more information from Stratford Hall about the history of the plantation and its role in connection with generations of the Lee family.

Police Beat ABDUCTION: n On Dec. 28 at 11 a.m., a man in the 2700 block of South Grove Street allegedly refused to allow a computer technician leave the residence until his computer was fixed, police said.

According to police, the suspect allegedly had a gun in his possession, and threatened to kill the victim.

The suspect – 50-year-old Joseph Nestor Mondello of Arlington – was arrested and charged with abduction.

MALICIOUS WOUNDING: n On Dec. 18 at 11:30 p.m., a 28-yearold man was struck in the head several times with a beer bottle during an altercation in the 3100 block of Clarendon Blvd.

The victim was transported to a local hospital with non-life-threatening injuries.

Investigation is ongoing. n On Dec. 18 at 2:19 a.m., a 34-year-old man brandished a knife and cut another man during an argument in the 2900 block of Columbia Pike, police said.

The suspect – 34-year-old Azzeddine Amrani Idrissi of Arlington – was arrest-

ed and charged with attempted malicious wounding. He was held without bond.

The suspect suffered a laceration to his finger, but did not need medical attention. n On Dec. 25 at 7:40 p.m., a man was attempting to break up a fight in the 4200 block of 2nd Street North when he was stabbed, police said.

The suspect – 29-year-old Juan Carlos Gonzalez Santos of Arlington – was arrested, charged with attempted malicious wounding and was held on a secured bond.

INDECENT EXPOSURE: n On Dec. 16 at 11:11 a.m., a man was seen masturbating next to a playground in the 1000 block of North Quincy Street, police said.

The suspect – 56-year-old Earl Warner of no fixed address – was arrested, charged with indecent exposure and was held on a secured bond. n On Dec. 28 at 9:40 p.m., a man was observed masturbating outside a restaurant in the 3100 block of Wilson Boulevard. Investigation is ongoing.

ARMED ROBBERY: n On Dec. 23 at 10:20 p.m., a man robbed a woman at gunpoint in the 1200 block of South Courthouse Road before fleeing in a white sedan.

The suspect, who was wearing a ski mask, is described as a black male. n On Dec. 24 at 11:10 p.m., a man robbed a woman at gunpoint in the 1100 block of South Joyce Street before fleeing in a vehicle.

The suspect is described as a black male with shoulder-length dreadlocks.

BURGLARY: n On Dec. 18 at 3:47 a.m., a towing office in the 4000 block of 5th Road North was burglarized. An iPod was taken, police said.

The suspect – 30-year-old Damajaison Plaine of no fixed address – was arrested and charged with burglary. n Sometime between Dec. 18 at 4:30 p.m. and Dec. 21 at 8:37 a.m., an office suite in the 1900 block of North Fort Myer drive was burglarized. Several items were taken.

n On Dec. 23 between 12:20 and 1 p.m., an office suite in the 4400 block of Fairfax Drive was burglarized. Two laptop computers were taken. n Sometime between Dec. 24 at 9 p.m. and Dec. 28 at 6:30 a.m., an office in the 2000 block of South Jefferson Davis Highway was entered. The doorknob was damaged. n On Dec. 28 between 8:28 and 8:49 p.m., an apartment complex in the 5500 block of Columbia Pike was burglarized.

Construction equipment was taken. n On Dec. 29 at 11:30 p.m., a man was seen attempting to gain entry to a laundry room in the 3900 block of 4th Street North with a large kitchen knife.

The suspect is described as a white male, in his 50s, 5’10” to 6 feet tall, 180 pounds.

LARCENY FROM AUTO: n Sometime between Dec. 22 at noon and Dec. 23 at 7:30 a.m., at least seven vehicles were entered in a residential parking garage in the 1500 block of South Crystal Drive.

Numerous items were taken.

Of the five 2016 County Board members, all are Democrats save Vihstadt, a Republican-leaning independent.

In remarks, Garvey suggested 2016 would be a year of evolution, not revolution.

“Some things are going to be different this year, but a lot’s going to be the same” she said. “My goal is to see that Arlington achieves its potential.”

In her remarks, Garvey pressed for speedier action on Columbia Pike transit options; for “different ways of connecting” between the public and their county government; and a focus on customer service,

and experts from around the country,” said J. Knox Singleton, Inova’s CEO. Inova will have a physical presence on Mason’s Science and Technology Campus so its physicians and researchers can use the university’s research capabilities and labs.

The two partners also plan to establish a Personalized Medicine Public Policy and Ethics Institute, along with an endowed chair, as well as a fellowship program to recruit internationally recognized researchers and clinical investigators to both institutions.

Garvey, a resident of Fairlington, also pressed for development and adoption of an overarching strategic plan for the county government in order to identify and rank public-policy priorities, something she has been vocal about over the past year.

“We will work strategically to make this wonderful county even better,” she said.

Garvey had angered many in the Democratic establishment in 2014 in her support for independent Vihstadt over Democratic nominee Alan Howze in two successive County Board races (Vihstadt won them both). She left the Arlington County Democratic Committee in mid-2014, and only recently was formally readmitted to its ranks.

Since her 2012 arrival on the County Board, Garvey at times found herself at odds with fellow board members on a number of issues, notably her opposition to the

Columbia Pike streetcar project.

But at the Jan. 1 meeting, there was little to no mention of any past unpleasantness.

Garvey has “a commendable record of community service – lots of neighborhood leadership,” Dorsey said in nominating her as chairman.

Holding a Jan. 1 County Board organizational meeting is an Arlington tradition that dates back decades and is only broken when the day falls on a Sunday. Mostly pro-forma in nature, there is no actual business conducted; the first regular meeting of 2016 will occur Jan. 23.

In addition to Dorsey and Cristol, Jan. 1 also brought into office School Board member Reid Goldstein, who was elected to succeed Abby Raphael. Raphael opted not to seek a third term.

The day also marked the start of new terms for Arlington’s five constitutional officers: Commissioner of Revenue Ingrid Morroy, Sheriff Beth Arthur, Clerk of the Circuit Court Paul Ferguson, Commonwealth’s Attorney Theo Stamos and Treasurer Carla de la Pava.

All five are Democrats, and each was unopposed for re-election in the Nov. 3 balloting.

Each new or returning office-holder serves a four-year term except Ferguson, whose term is for eight years.

Transportation Notes County Board member Christian Dorsey has been tapped to serve as Arlington’s non-voting representative on the Washington Metropolitan Area Transit Authority board of directors.

Dorsey, whose County Board term began Jan. 1, will succeed recently retired County Board member Mary Hynes on the WMATA board.

The designation was made by County Board members at their New Year’s Day organizational meeting. It will be confirmed by the Northern Virginia Transportation Commission, which formally appoints local-government representatives to the WMATA board.

Dorsey, Katie Cristol and Jay Fisette will serve as the County Board’s three representatives on the Northern Virginia Transportation for the Coming Year.

The WMATA board includes representation from Virginia, Maryland, the District of Columbia and the federal government.

Virginia’s two voting seats are held by Fairfax County Supervisor Catherine Hudgins (D-Hunter Mill) and Fairfax Chamber of Commerce CEO Jim Corcoran, representing the state government.

Until a few years ago, Arlington held a voting seat on the board of directors. The county was bumped down to secondary status when the Virginia state government insisted on having voting representation on the body.

Also at the Jan. 1 meeting, County Board members designated Fisette to serve

as Arlington’s representative on the board of the Northern Virginia Transportation Authority, a separate body, for 2016.

‘TRANSITWAY’ NOW SLATED FOR SPRING OPENING: Arlington County

government officials say they now expect to open the Crystal City Potomac Yard Transitway, their half of a joint project with Alexandria, in the spring.

Acting County Manager Mark Schwartz said the project’s scope has been trimmed to keep costs within budget after encountering a number of problems, ranging from poor soil to unmarked utilities. To reduce costs, Arlington officials redesigned station roofs and opted for standard-issue, rather than custom-made, shelters at several stops.

“The transitway will deliver the amenities and functionality we had promised,” said Greg Emmanuel, director of the Arlington government’s Department of Environmental Services. “We found ways to cut costs while still achieving the original project vision.”

The transitway is designed to make use of buses – and perhaps eventually rail – along the Route 1 corridor more desirable.

Arlington’s portion of the project includes three-quarters of a mile of transit-only roadway and a mile and a half of on-street designated transit lanes.

Alexandria’s portion of the project, running from Braddock Road north to Potomac Yard, has been open since mid2014.

MEETING SET ON I-395 PROPOSAL: An

information session on proposed high-occupancy-tolling (HOT) on Interstate 395 north into Arlington is slated for Monday, Jan. 25 at 7 p.m. at the Fairlington Community Center.

Representatives from the Virginia Department of Transportation and Transurban, a private consortium that operates the existing I-395 toll lanes, are slated to be on hand, according to the All Fairlington Bulletin. So, too, are Arlington officials.

The McAuliffe administration in 2015 proposed expansion of the toll lanes northward, several years after an earlier proposal during the McDonnell administration had generated criticism and a lawsuit from Arlington County Board members. This time around, the board’s reaction has been more muted.

Construction on the project is slated to begin in 2017 and be completed in 2019.

The work is not expected to require significant widening of the existing I-395 footprint.

LEGISLATOR AIMS TO GIVE LOUDOUN ADDITIONAL VOTE ON TRANSIT BODY:

The Northern Virginia Transportation Commission, which largely serves as a regional coordinating body, will take on added importance with the planned establishment of tolling on Interstate 66 inside the Capital Beltway beginning in 2017. The commission will be responsible for determining what transportation projects will receive a portion of the funding from tolls.

those employed in Arlington were sixth highest of the nation’s 342 largest U.S. counties in the most recent quarterly report by the Bureau of Labor Statistics, but the year-over-year rate of growth was below the national average.

Arlington’s average weekly wage of $1,546 in the second quarter of 2015 was up 1.6 percent from a year before, according to figures reported Dec. 17. The rate of growth was 264th highest nationally, and lower than the national wage-growth rate of 3 percent during the same period.

(Figures represent the wages of those who work within the locality, no matter their place of residence.)

Ranking above Arlington in average weekly wage for the period were Santa Clara County, Calif., at $2,109; San Mateo County, Calif., $1,863; New York County (Manhattan), N.Y., $1,842; San Francisco County, Calif., $1,730; and the District of Columbia, $1,599. Rounding out the top 10 were Fairfax County, $1,517; Suffolk County, Mass., $1,512; Fairfield County, Conn., $1,497; and Middlesex County, Mass., $1,491.

Nationally, the average weekly wage of $967 was up from $940 during the second quarter of 2014. A total of 323 of the 342 largest counties posted increases in average wages, 16 had declines and three saw no change.

Ventura County, Calif., had the largest year-over-year gain, growing 15.2 percent.

Olmsted, Minn., had the largest decline, dropping 5.2 percent.

government’s 2015 “Secret Santa” holiday effort generated a 10-percent increase in donations from a year before, in part due to one large gift.

The total tally of $60,272 is a new record, said Kurt Larrick, who coordinates the program for the county government’s Department of Human Services.

“It’s amazing how generous members of our community are,” Larrick said.

The final total was boosted by a $10,000 contribution by a single individual, the largest gift in the program’s history.

Funds raised through the Secret Santa effort were used to purchase gift cards for use by local residents in need during the holiday season.

A community gathering to launch a citizen-led effort aimed at redeveloping the Nauck-Shirlington Crescent area is slated for Sunday, Jan. 10 at 1 p.m.

The family-friendly event will kick off at the children’s playground at South Four Mile Run Drive and South Nelson Street.

It will feature a tour of the affected area and then a gathering at the nearby Arlington Food Assistance Center for a program and hot chocolate.

By rallying to win their final two games, the last in dramatic fashion, the host Wakefield Warriors defended their BASKETBALL championship of their own George Long Holiday Hoops Tournament and remained undefeated in the process.

Wakefield (11-0) nipped the Robinson Rams, 65-63, in the Dec. 30 title game of the boys high school basketball tournament for its fourth championship in the 15-year history of the competition. A layup by senior forward Deng Nhial off a pass from Alan Treakle with a second to play was the winning basket.

“Alan made a spectacular play at the end,” Wakefield coach Tony Bentley said.

“My thoughts were – let’s take a shot at the end. If we miss, it still goes OT.” Said Treakle: “I tried to attack the paint, and I saw Deng open.”

Nhial said the original play broke down.

“We relocated and everybody got to their spots,” Nhial said. “Alan drove and we watched the defense collapse on him.

He made the bounce pass and I was able to score.”

Wakefield won despite making just 14 of 28 foul shots.

The Patriots scored 39 points in each game. n The Bishop O’Connell Knights (10-2) finished 2-1 at the girls Title IX Invitational Tournament. O’Connell defeated Georgetown Visitation, 36-30, and St. Anthony’s, 50-45, and lost to St. Francis, 68-45.

Below is a local sports wish list for things that would be nice to have occur in the new year, or soon thereafter. n The Virginia High School League admits a mistake and reverts back to the previous and much simpler statewide district and region alignments.

The current system has many flaws and many critics. n Clock adjustments are made to shorten the now near three-hour length of high school football games, which used to last two hours. n The sport of wrestling is reinstated into high school gym classes throughout Virginia in public schools. n A three-team, round-robin girls high school tipoff or holiday basketball tournament is held among the Fairfax County public-school squads that are coached by Pat Deegan, Billy Gibson and Fred Preister, who each have more than 600 career victories. n Coaches of all high school sports encourage athletes to play multiple sports, not concentrate on only one. n Baseball players and coaches on all levels be required to wear the oldfashioned high socks. n All games of the North Region girls high school field hockey tournaments during the fall season be held at the same venue, as was once the case.

Playoff games unfortunaely are now spread all over. n The Bishop O’Connell High girls softball team gets to play on a significantly upgraded home facility, compared to the inadequate and embarrassing one the Knights have used for many years. O’Connell won its 20th state championships this past spring, yet plays on an old field that needs a lot of upgrade. n Coaches and team administrators of amateur sports on all levels be much more proactive reporting noteworthy news and event results to local news outlets like the Sun Gazette. Yes, that also includes losing scores and details, which are worthwhile as well.

NOTES: Against Mountain View, Yorktown won despite not making a field goal in the third quarter and scoring just four points in the period. Mountain View did not make a field goal in the second quarter, and made only three in the second half. The Wildcats shot poorly from the floor, just 19 percent . . . The 32 points were the fewest Yorktown has allowed in a game this season. n The Bishop O’Connell boys basketball team finished 1-1 at the Slam Dunk to the Beach Tournament in Delaware.

In those games, O’Connell downed Mount Pleasant, 53-46, in its first contest, then lost to The Patrick School, 62-54, in its second.

O’Connell returned to action on Jan. 5.

With what first-year head coach Joe Reed called his team’s best overall performance so far this season, the Yorktown (4-6) BASKETBALL Patriots won their final game of the boys Joe Cascio Classic at Falls Church High School with a 52-32 victory over the Mountain View Wildcats on Dec. 30.

Yorktown was 2-1 in the basketball competition to finish fifth, extending its string of strong play throughout the history of the tournament. The Patriots have played in all six Cascio Classics, winning the title four times with 3-0 marks, and finishing fifth at 2-1 the other two years, for a 16-2 overall record in the event.

This year, Yorktown lost its first game to Dominion, 58-56, then routed Falls Church, 69-48, and Mountain View.

“Those guys executed everything we drew up,” Reed said about the Mountain View win. “They are starting to do the little things, and that is making a big difference. We are getting better each day.”

Against Mountain View, Yorktown trailed 12-9 at the end of the first quarter. The Patriots upped their full-court defensive pressure in the second quarter to force turnovers and lead to easy layupbaskets. Yorktown began taking control,

“The second-quarter pressure made a difference. It was layup, layup, layup,” Reed said.

“The third quarter is always our quarter,” Treakle said. “We knew that we had to pick things up.”

Robinson rallied and led 60-59 with 2:23 to play in the game, but Wakefield rallied again.

Treakle and Nhial made the all-tournament team.

Nhial had 11 points in the final. Wakefield’s Jonathan Adams scored 15 and Treakle and guard Eric Martin had five each.

Eric Martin had nine assists and three steals, and Amari Cooper had five rebounds. Nhial had three blocks and four rebounds.

“Early on, we were taking selfish shots and we weren’t playing defense,” Parks said. “We lost track of what really got us here. At half, coach stressed playing as a team. In the second half, my teammates really got me the ball. We played our game in the second half.”

Added Nhial: “Despite being down 12 at half, we knew that we were fine.”

In the semifinals the night before, Wakefield downed the West Potomac Wolverines, 66-55. The Warriors led 35-26 at halftime, fell behind briefly in the third period, then rallied to pull away.

The loss was West Potomac’s first in the tournament.

The team won the title in 2010 and 2011 and was 1-0 this year before the loss to Wakefield.

In the win, Treakle scored 19, Nhial 15 and Parks 15.

Treakle also had seven rebounds and three steals.

Behind a fast-pace offensive attack and five players scoring in double figures, Wakefield downed its Arling-

ton rival Washington-Lee Generals, 77-51, in the first round.

The Warriors took a 6-0 lead and were comfortably ahead the rest of the way, leading 19-10 after one quarter, 37-23 at halftime and 59-41 after three periods.

“We’ll go nine deep, so this year is all about sharing the ball, being a team and scoring by committee,” Bentley said.

Against W-L, two players had double-doubles. Nhial had 15 points, 10 rebounds and three assists; and Cooper had 15 points, 13 rebounds, two steals and two blocks off the bench.

Parks had 15 points and seven rebounds; Adams had 13 points and four boards; and Treakle had 11 points, four steals and three assists. In addition, Christopher Warren had five points off the bench and Tim Ferguson made a three-pointer.

Martin did not score, but had two assists. Bentley singled out Martin for his defense.

“For us, it all starts with his defensive pressure up top, then him advancing the ball,” Bentley said. “He doesn’t get enough credit.”

For Washington-Lee (4-4), Andrew Jensen had 12 points and two steals; Michael Stearman had nine points; Chris Ozgo had two points and five assists; and Collin MacCullough (four rebounds), Jack Parcell and Evan Schadelbauer (nine rebounds) each had six points.

Mike Swingle had seven points.Washington-Lee was 1-2 in the tournament to place seventh.

NOTE: The win over an Arlington public-school rival was Wakefield’s 15th in a row, including seven straight over Washington-Lee.

Marymount Roundup

Members of the 2015 Marymount University baseball team had their heads shaved in support of childhood cancer patients.

The Marymount men were fifth and placed five swimmers on the all-CAC team – James Gibbons, William Bryan, Robert Klazynski, Tyler Hayes and Thomas Brierley, with Brierley earning the CAC Rookie of the Year. n In the time it takes to play an inning of baseball, five children will be diagnosed with cancer worldwide.

With that in mind, Marymount University’s varsity baseball team raised $22,000 over the course of two sea-

sons to help fight the disease.

“We wanted to do community service, and fighting childhood cancer is something everyone can get behind,” head coach Frank Leoni said.

At the end of November, the Saints visited Children’s National Health System in Washington, D.C., which received half the money raised. The hospital used the funds to purchase refrigerators for patient rooms. During a long hospital stay, Leoni said the children liked to be able to have some of their own food or treats.

“The refrigerators may seem like a small thing, but they’ve gotten tremendous feedback about it,” he added.

“The more you can put kids in a positive, happy place, the more it reduces their stress, which is a huge advantage in their recovery.”

The team also gave the youngsters Marymount baseball caps and other memorabilia. The other half of the donation went to cancer research.

To show support for children with cancer, the Marymount team held head shaving events the past two Octobers.

The Marymount University winter sports teams have been busy right through the new year, with the women’s basketball team enjoying the most successful campaign with a 9-2 overall record and a 4-0 Capital Athletic Conference mark.

The Saints, who have won six in a row, are led by the play of Kievanna Lacey, who averages 15.1 points, 5.6 rebounds and 2.6 assists per game. Also for Marymount, Nicole Viscuso averages 15.2 points and 8.5 rebounds a contest, Miranda Krott scores 8.2 per game and yanks 6.1 rebounds, and Leah Hurst deals 4.5 assists and comes up with 2.6 steals. n The Marymount men’s basketball team is 4-7, 13 and defeated Wesley, 86-65, in its most recent game.
