Arlington Democratic Party leaders think they could reach a milestone margin of victory in November, if Donald Trump is the Republican standardbearer on Nov. 8. Arlington County Democratic Committee chairman Kip Malinosky says he believes the Democratic presidential nominee – likely Hillary Clinton – could roll up a 50,000-vote margin against Trump in Arlington, votes that “could be the difference” in determining where Virginia’s 13 electoral votes go. Malinosky made the comments at a March 5 breakfast meeting of the Democratic rank-and-file, which featured remarks by U.S. Rep. Don Beyer. Beyer (D-8th) acknowledged being stumped and befuddled by the direction national politics has taken in recent months. “You’ve got to throw away the entire rule book,” he said. Continued on Page 18

County Board Chairman Libby Garvey says she’s confident the board will be able to lower the real-estate tax rate when it concludes its fiscal 2017 budget process in the spring. Cutting the rate is something “this board very much wants to do,” Garvey said at the County Board’s annual meeting with the Arlington County Civic Federation, held March 1. County Manager Mark Schwartz’s draft $1.19 billion fiscal 2017 budget provides the option of cutting the tax rate from 99.6 cents per $100 assessed value to 99.1 cents, Libby Garvey which would reduce the tax on a $600,000 home from $5,976 to $5,946. Board members advertised a tax rate of 99.6 cents, but retain the option of lowering it before a final budget is adopted. “I think we will get there,” Garvey said. At least one delegate to the Civic Federation wants the board to go further. Tim Wise, president of the Arlington County Taxpayers Association, introduced a resolution calling on the County Board to cut the rate a full penny, to 98.6 cents per $100, or lower if possible. “The county [government] needs to prioritize spending to focus on essential services and mainContinued on Page 18
