In a time where war rages across Ukraine, parts of the Middle East and Africa, the Sri Chinmoy Oneness-Home Peace Run gives hope that one day those places will see peace. On April 25, the peace call came knocking on Culpeper’s door. The international organization, which travels across the world running in torch relays to express a longing for peace, sent both a women’s and men’s relay team to run down Culpeper’s Main Street with its lit torch held high. Taking turns at each stop, runners Harita Davies of New Zealand and Marina Pak of Russia/ Ukraine took on Culpeper following a visit to a

Culpeper’s missing kids About 10 kids have runaway from local placements after arriving from the Southern Border Typically, when a child is reported missing, the community turns out in droves to help find them. Search parties, tracker dogs and helicopters set off to find the often scared and alone youngling. For some of the children missing who were relocated to Culpeper from the Southern Border, the goal to reunite them with their sponsors seemingly is doomed from the start. During a tour of the Culpeper Police Department on April 14, Congresswoman Abigail Spanberger heard from officers who feel like their hands are tied when it comes to finding the 10 children who were relocated to the community. The United States Department of Health and Human Services’s Office of Refugee Resettlement transfers custody of unaccompanied minors crossing into the United States to sponsors located around the country. Kids are often placed with sponsors who have some connection to their family or home country community. In 2020, DHS referred 15,381 unaccompanied minors to ORR. In 2021, 122,731 were referred. In 2017, HHS processed 40,810 unaccompanied minors. Former Principal Deputy Assistant Secretary Steven Wagner testified in May 2018 to a Senate subcommittee that of the 7,635 children placed with sponsors between October and December 2017, 6,075 stayed, 52 had moved, 28

In their process in accounting for children, ORR performs a voluntary phone call 30 days after a minor is placed with a sponsor, however, the sponsor can choose whether or not to pick up the phone. “All of them pretty much within 30 days are leaving the sponsors’ home and they just disappear,” said Culpeper Police Department
Sergeant Norma McGuckin. “We have no idea where they are.” The sponsors have communications with the children’s biological parents who say their children are safe but not disclosing their locations to law enforcement, she continued. The parents explain the children are still in the United States and are working to send money back to their home countries. “You’re left in this circumstance where these children are unaccounted for,” Spanberger said. “They might be being abused. They might be in bad situations.” Major Chris Settle, who explained the department isn’t even notified when the juveniles are resettled in Culpeper, said files containing integral information to locate the minors such as DNA and fingerprints are being withheld by ORR. “Whenever I call them and ask, ‘Can you share demographics of the children (in order to help find them),’ they say they can’t give me that because they are under the federal government,” McGuckin said.
In order to get demographic information and other identifying information such as fingerprints, she continued, she must contact U.S. Immigration and Customs Enforcement (ICE), who supplies her with information from when the child first arrived at the border. “So you’re supposed to find the child but you have no ability or information to find the child?” Spanberger asked. “Correct,” McGuckin said. Consequently, they've been unable to find any of the missing children, McGuckin said. Fredy Gustavo, 13, was last seen on Feb. 7 at his aunt’s resident in Culpeper. He was last seen wearing a black/green sweatshirt with the Monster energy drink emblem on the front, black Puma jogger pants with stripes on the sides and green tennis shoes. Spanberger visits police department, advocate for bill The hours-long tour gave insight into daily struggles, successes. After introducing a bipartisan bill aiding local law enforcement earlier this year, U.S. Representative Abigail Spanberger on April 14 spent time meeting with Culpeper Town Police touring the facility, listening to some of the challenges and triumphs officers face. “The department’s been very helpful in giving us a law enforcement perspective on some of the challenges that you all have been facing on the ground,” Spanberger said. The Community Oriented Policing Services (COPS) on the Beat Program Reauthorization and Parity Act would increase funding for police departments, help raise officer wages and assist with hiring by reauthorizing the COPS on the Beat Grant Program for the next 10 years and nearly triple its funding.
Spanberger sat in on the department’s morning roll call where she then spoke about her passion for law enforcement and being a bridge from the federal government to the resources the department needed. Prior to receiving a tour of the department’s multiple divisions and units from Major Chris Settle, Spanberger met the department’s Peer Support K9, Gracie. In 2019, Lt. When the sisters spoke after he had been reported missing, McGuckin said, Gustavo’s mother became angry as she explained he was not missing but had left to begin working. Gustavo is rumored to be in Tennessee, McGuckin said. According to HHS, in 2021, approximately 72% of children 10:56 AM

During a routine visit to the optometrist, a Pennsylvania teen saw a glimpse of the future. The teen, Dr. Miles Press, recalled his optometrist Dr. Robert Morrison was working on soft contact lenses, a revolutionary practice of the age. Mesmerized by the internationally known optometrist, Press was equally shocked when Morrison asked if he wanted to work for him when he turned 16-years-old. He did and the journey in sight began. Between his onsite education with Morrison, seeing royalty, national celebrities and everyone in between became common occurrences in the office. “(Morrison) ended up getting a Rolls Royce from a prince for helping correct his daughter’s sight,” Press recalled. “I got my paycheck, but did get to ride in the Rolls.”
Press graduated with a degree in optometry from the New England College of Optometry in 1971 and began a career with the Air Force taking care of sight and eye health for nearly 10,000 patients. “The eyes are the windows to the soul,” said Press. “You can see what’s going on in there and get them help.” Press, who has a specialty working with healthy and diseased eyes, sees his role as a gatekeeper for a myriad of health issues. “There are good and sad times,” he said. “Sometimes, I find cancer or tumors and they don’t know they even have it.” In the good times, Press has changed lives for the better by correcting color blindness by using the non-dominant eye and permanently fitted custom red lens that yields a spectrum of colors suddenly visible to patients.

“It really makes a difference in a person’s life for someone who could not see colors since birth.” Press, who also specializes in difficult cases in adults and children as well as sports vision, has a curiosity and passion for innovation. So much so, he started his own contact lens company and pioneered other firsts by developing a tinted soft contact lens, which was later sold to Ciba Vision - the largest eye care device company in the world. When the COVID-19 pandemic hit, children began learning virtually via computers, and when possible, adults began to work from their home office. Due to the increased screen time, Press began to notice a big difference in eye strain and eye problems. “More screen time makes a big difference and eye strain, especially with children becoming more and more nearsighted,” he said.
There have been three times as much nearsightedness than the last five years combined prior to 2020, Press said. By the year 2050, there are projections that 50% of the world population will be nearsighted. Limiting screen time and spending more time outdoors are the best prescription for children. In his decades of practice, Press has seen new techniques and advancements in the field such as Israeli firm that developed nano drops that work to improve vision and treat eye diseases. After 51 years, one thing hasn’t changed for Press, though: his love for the work and being able to help people see. “I’ll be doing this until I can’t,” he said. “It is a rewarding profession.”

County real estate tax proposed unchanged If passed, the tax rate would remain at 55 cents. The Culpeper County Board of Supervisors considered during a meeting on April 19 both the proposed real estate and passenger vehicle tax, which projects good news for residents as one is projected to stay the same and the other decreased. According to numbers provided by the county, staff is proposing to maintain the real estate tax rate at 55 cents and proposing to reduce the personal property tax rate for passenger vehicles from $3.50 to $3 for fiscal year 2023. The total real estate tax is made up of 47 cents for the general fund and 8 cents for the fire and rescue levy. The fire and rescue levy funds the County Emergency Management Department and funds 100% of the operational costs for the Culpeper County

Volunteer Fire and Rescue Association. A house in Culpeper, for example, assessed at $375,000 with a real estate tax rate of 55 cents per $100 would cost $2,062 per year to the homeowner. In comparison to the same home with different tax rates found in surrounding counties, the homeowner would pay $3,499 per year in Fauquier, $2,775 per year in Madison, $2,737 per year in Rappahannock and $2,700 per year in Orange counties. “As you can see by the attachments, we have maintained our Tax Rates while still being able to build many quality of life Projects for our community,” Board Chairman Gary Deal wrote on social media. ral Broadband Expansion, the George Washington Carver Center, the new Early Head Start Building and the Affordable Housing project as major initiatives that the county has been able to make a reality. “We are planning for the future and we are involved in economic development initiatives that will allow us to take on future projects such as refurbishing a school, or building a school if needed, and assisting our Fire & Rescue Association,” he continued. “There are great things happening in Culpeper!” A car in Culpeper, for example, assessed at $25,000 with a personal property tax proposed at $3 would cost $750 per year to the owner. rounding counties, the homeowner would pay $862 per year in Fauquier, $900 per year in Madison, $812 per year in Rappahannock and $875 per year in Orange counties. At the regular May 3 meeting, the board will consider adoption of the tax rate, adoption of the FY 23 operation and capital budget, adoption of the capital improvements plan and approval of an appropriation resolution. Since the tax rate was advertised as such, the board cannot adopt a rate any higher but it can be reduced. In FY 2021 in Culpeper, the county budget totaled $179.1 million with a 62 cents tax rate. When he’s not going to school, working six days a week at Chick-fil-A or spending time with family, Kameron Morey is helping people. For his 17th birthday, though, his community decided to give back to him. “He is well known around the school because he is just a joy and a delight,” said Morey’s reading teacher at Culpeper County High School Mandy Harper. “He’s like sunshine wherever he goes.” With the help of Morey’s mother Mae Dominguez-Morey, Harper posted on her Facebook page about their plans to do something special for his birthday this year. Harper also put out a call to anyone who had connections to Mayor Frank Reaves or former Mayor Michael Olinger to see whether they would be willing to come too. As a part of Harper’s class, she in-
structs students to complete journal prompts. Morey, she recalled, always finds a way to interweave his dreams and goals, which include becoming the mayor of Culpeper. “I would love to make his wish come true to meet the mayor,” Harper thought when planning the surprise. Both Reaves and Olinger private messaged Harper and told her they were going to make it happen. On the day of Morey’s birthday as he worked in the drive-thru, cars began to roll up with cards, balloons, songs and even banners. Little did Morey know, though, his dream of meeting Culpeper’s mayors was on the horizon. Since Morey was in the seventh grade, Dominguez-Morey remembered, he has been interested in all things mayor after watching the television and movies where the mayor played an important role. He’d always ask what the duties of a mayor and how he’d like to someday hold that position. “One day when he was in eighth grade, he said, ‘One day, I’m going to be the mayor of Culpeper,’” Dominguez-Morey said. Give Local Piedmont: A Significant Impact on Local Nonprofits Give Local Piedmont, a 24-hour online fundraiser that benefits nonprofits across Fauquier, Culpeper, Madison, and Rappahannock counties, is approaching its ninth annual event on May 3. To date, it has raised more than $7 million for dozens of nonprofits, and for many participants, this event is the biggest fundraising day of the year and can make or break an organization. Here are a few examples of how Give Local Piedmont donations have impacted participating nonprofits. CULPEPER COUNTY
Since 1988, Culpeper Housing and Shelter Services (CHASS) has been providing rapid, immediate help to Culpeper residents facing homelessness. CHASS tackles homelessness in three ways: keeping people in their homes by helping cover expenses like utility bills and rent; providing permanent affordable housing for low-income families and financial assistance for rapid re-housing; and sheltering people without homes in their 15-bed shelter. In 2020, CHASS permanently housed and/or prevented homelessness for 110 people and

For 39 years, Madison Emergency Services Association (MESA) has been a critical part of life in Madison County. Through three main programs—a food pantry, a thrift store, and emergency material support—MESA fills the gaps that too many families would otherwise fall through. They cover needs that many of us may not even think of, like free lunches in the summer for kids who would normally get free lunch at school, or help paying for gas for folks to get to work. In 2020, MESA served 5,236 individuals through the food pantry and provided 772 individuals with emergency support for rent, utility bills, firewood, diapers, and more. Grymes also offers interscholastic sports teams ranging from basketball and soccer to cross country, lacrosse, and field hockey in addition to various after-school clubs and activities throughout the school year. Field trips in every grade including Montpelier, Grelen, The Fralin Museum of Art, and Wil-
liamsburg, take learning beyond classrooms. VDOT hosting hearing on roundabout Public invited to learn more about project; comments accepted through May 9 The Virginia Department of Transportation invites the public to attend an upcoming design public hearing for the proposed project to reconstruct the existing stop signcontrolled intersection of Route 3 ➤ Spanberger, from Page 6 which is composed of a group of eight officers and Gracie. As a former federal law enforcement officer, Spanberger said she wasn’t surprised about what she heard and saw throughout her time with the officers, but said she did find the complexity of their body cameras interesting. Besides salary and benefits, the department’s largest annual expense is its body camera technology and storage of data, Settle explained. "It's every dollar well spent," he continued. The cameras, produced by international police technology firm Axon, operate via WiFi, which is connected to a hotspot outfitted

(Germanna Highway) and McDevitt Drive in the town of Culpeper as a roundabout. The public hearing is scheduled for 5-7 p.m. on April 28 at the VDOT Culpeper District office auditorium at 1601 Orange Road, Culpeper. In the intersection’s current configuration, traffic turning from McDevitt Drive onto Route 3 is controlled by a stop sign, while traffic on Route 3 is free-flowing. This proposed project, which is fully
funded through the state’s SMART SCALE process, will reconstruct the intersection as a single-lane roundabout to enhance safety and improve traffic flow. At the open house style-hearing, VDOT staff will be available to discuss the project and answer questions. The public can review project plans, ask questions and obtain information about the project’s timeline, cost and travel impacts, as well as provide feedback on the project orally or in

While cameras can be manually turned on by the officer, Settle continued, the cameras also turn on if the overhead lights or Taser are engaged and if the squad goes above a certain speed. Upon approaching a scene, Settle explained, part of protocol includes officers alerting subjects they are being video and audio recorded, in turn anything they do or say can be held against them in court. “I hadn't thought about or have never had anybody talk about the value of verbalizing to people, 'You're on camera. I'm recording this,'" Spanberger said. As the tour continued, Spanberger met one of the department’s coresponders, John Bankas. Co-responders are employees of
Rappahannock Rapidan Community Services who are embedded with police to de-escalate scenes with clients in crisis. Responders also provide resources for further help and follow-ups. Bankas works with the area’s homeless population to parents struggling to raise their children. "On site, (it's) deescalation," he said. "But to come here (for a followup), that's when the work begins." “Thank you for the work you do,” Spanberger said. Both Settle and Bankas drove home the need for more availability of inpatient facility beds for patients in crisis. "The lack of beds is creating an environment where they're not safe to go home, they're not safe to be on
the streets, the state mental health system doesn't have a bed for them, so the only alternative we have is jail," Settle said. "It's a sad situation." "We're making our communities less safe by putting these people who need services back in the community because there's a lack of beds." Before visiting Davis Street boutique Green Roost to discuss the impact of the Paycheck Protection Program, Spanberger went on a ridealong where she learned more about the hurdles Culpeper’s officers face on the streets. Spanberger advocates for rural internet The discussion focused on a bi-partisian infrastructure bill. Congresswoman Abigail Spanberger conducted a high-speed internet summit on April 19, focusing on improving Virginia customers’ connectivity in rural areas. The summit was held at the Culpeper County Library, a place where many local families and students gather if they do not have access to reliable high-speed internet. Approximately 33% of households - or 4,300 homes - in Culpeper County do not have access to highspeed internet despite Virginia being ranked 15th in the country for broadband access, Spanberger said. Spanberger was joined by senior administration officials such as White House Senior Advisor and Infrastructure Implementation Coordinator Mitch Landrieu, the National Telecommunications and Information Administration’s (NTIA) Special Representative for Broadband Andy Berke, and the Senior Advisor for Broadband and Technology Policy at the National Economic Council Lisa Hone, who oversee high-speed internet funding and the implementation of President Joe Biden’s infrastructure law. Culpeper County Administrator John Egerston shared that Culpeper County had received a Virginia Telecommunications Initiative Act Grant from the state. The funds will be used to provide fiber to unserved areas in Culpeper County. However, the problem lies in what is considered “served” and “unserved,” which relies upon census tracks and blocks. “If one house in the track is served, then it’s considered served and that’s where the problem is,” Egerston said. Community member Michelle North lives in a census block that reports being served by Comcast. However, she must use multiple mobile hotspots to provide internet to her family because she said Comcast does not supply service to her home.

When contracts to receive the highspeed access arise, she continued, her home cannot join because the property is considered served on the census maps. “That makes me really angry,” North said. Part of the bi-partisan Infrastructure Investments and Jobs Act directs $65 billion in investments to the states to make sure that every home that wants access to reliable high-speed internet
can get connected. A key part of the bipartisan infrastructure law is that it recognizes internet connectivity as infrastructure. This includes updating the maps that the Federal Communications Commission uses to be location specific. Spanberger explained the priority issue is getting better maps by “going parcel by parcel, home by home, farm to farm.” Beginning in June, every internet service provider (ISP) is to submit to the FCC every location they serve in order to update maps. The FCC defines a location being
served as internet service being provided by an ISP within 10 days of the request. The first revised maps are expected to be ready by the end of September. “(It’s) important for folks to call Comcast if it says they claim to serve you,” Hone said of what residents should do following the updated maps initiative. “And if they don’t, let the FCC know.” “What we are going to see, and you guys prove this, is not there are huge chunks of the country with service and huge chunks without. We are going to see Swiss cheese!”
Spanberger announces funds to reduce traffic congestion, address climate crisis Congresswoman Abigail Spanberger announced Virginia will receive $165,786,199 in direct investment to assist with reducing traffic congestion, improving commute times, and helping to address the climate crisis. The federal funding — which is focused on increasing transportation options, easing congestion, reducing traffic, and decreasing carbon

pollution — was announced by the U.S. Department of Transportation last week as one of the latest investments made possible by the bipartisan Infrastructure Investment and Jobs Act. These investments are administered under the Federal Highway Administration’s Carbon Reduction Program, which was established by the bipartisan infrastructure law. “When the bipartisan infrastructure
law was signed into law, it came with a promise — a promise to rebuild our physical infrastructure, stay ahead of our economic competitors around the world, and support new jobs,” Spanberger said. “For Virginia, this announcement of more than $165 million means we will be able to expand transportation options for our neighbors and reduce travel times throughout our Commonwealth as
our economy grows.” Virginia will have the authority invest these funds in a range of eligible projects, including: • Congestion management technology, • Traffic flow improvements, • Public transit services, • Electric vehicle charging infrastructure, and • Pedestrian and cycle trails.

W
hen the power goes out, so do REC's line crews. Lineworkers are the first to respond after an outage occurs, and they work tirelessly to restore power to the communities REC serves. “If you’re traveling and see one of our crews on the side of the road, we kindly ask that you move over if possible and give them a little extra space to work,” said Casey Hollins, Managing Director – Communications and Public Relations. “We deeply care about the safety of all, and this extra precaution ensures just that.” If you approach a crew while traveling on a two-lane road, moving over to the next lane might not be an option. In this case, REC asks that you
and safety and traffic conditions allow, please move over into the far lane. In Virginia, the Move Over law was enacted in 2002. Drivers are required to move over one lane if passing stopped vehicles with flashing amber, red or blue lights, such as first responders. Utility crews aren’t the only ones who could use the extra space. Combating Top Causes of POWER OUTAGES
TREES Trees are the top cause of power outages. REC uses careful pruning and follows integrated vegetation management practices to protect trees. The vegetation management team manages more than 1,500 miles of rightof-way each year on a five-year rotating schedule. They use a variety of tools, including piloting a program to use cutting-edge LIDAR technology, which uses remote sensing to detect which trees are likely to fail and cause an outage; drones, which help tree crews get a clearer view of rights-of-way; helicopters, which clear branches from lines in mountainous regions; and a machine called a Jaraff, a specialized saw that can reach branches and trees up to 75 feet high. They also use FECONhead mowers and side- by-side ATVs to access hard-to-reach areas and are looking at satellite imagery of trees as part of a pilot project. “As certified arborists and foresters, our vegetation management team members approach their work with a deep appreciation for the trees that
surround us,” said Cindy Devlin Musick, Director of Vegetation Management Services. “On the other hand, we also recognize how critical our work is to keeping power flowing to homes and businesses. We work year-round to get the job done.”
ANIMALS Snakes, birds and especially squirrels can wreak a surprising amount of havoc on the electric grid. To protect those animals – and keep power flowing to your home or business – REC regularly adds covering to transformers and other electrical equipment to keep critters away and the lights on.
LIGHTNING In 2021, REC installed more than 100 lightning arrestors to protect insulators and conductors from lightning strikes. The Cooperative analyzes data to determine where they will be most effective in preventing potential lightning-related outages.
EQUIPMENT FAILURE REC works to identify and replace underground and overhead lines before an equipment failure can cause an outage.
MULTIPLE FACTORS Sometimes a variety of factors combine to cause an outage. That’s why REC works year-round to upgrade or replace poles and other utility equipment. Last year, for instance, the Co-op installed or replaced more than 2,700 poles and nearly 2,500 transformers.

VO I C E S ‘A warm breeze on a chilling day’: Reflections on the late Wendy Rieger from a friend and former coworker BY

I first met Wendy almost 40 years ago when she swept into NBC4. Swept in as only Wendy did every day. A warm breeze on a chilling day or a refreshing presence on some day when everyone was overheated about something in a busy newsroom and weather office. I write “reflections” because that is how I think of Wendy. Wendy was one of those people you looked forward to seeing every day. Her radiance and joy of life was contagious and made me just a bit happier whenever I saw her. I never knew or saw her having a down day. Yes, she could be a bit peeved (to use a more gentle word than Wendy used) from time to time, but I never saw her sad or not “up” and having fun, covering a big storm or wading into the Bay as wind and rain whipped around her. She even had fun writing a personal note about wild weather, “Note to self, remember to wear waterproof mascara.” Boy, could she write her news stories too. For about 10 years Wendy anchored the 5 p.m. NBC4 news with Susan Kidd in one of the first all-female news anchor teams in the country — the number one 5 p.m. newscast, I’m happy to say. And boy was that fun being on that news set with that team, as I’m sure many folks remember. Wendy and Jim Handly were THE 5 p.m. news team for the last 15 years. Wendy lit up not only the news set, the NBC4 newsroom, but all of Washington and then found Rappahannock County. I “found” Rappahannock more than 40 years ago, and maybe a bit of my love for this place rubbed off on Wendy. She loved everything about our mid-atlantic environment from the Bay, where she had a weekend cottage for years, to the excitement and many news stories of the city’s dynamics and the beauty and peacefulness she found in the last 10 years around Rappahannock. She started her Rappahannock life with a small farmhouse near Amissville, but after much roaming and searching found her perfect spot between Washington and Sperryville. The joy and excitement she had in designing what she told me was her retirement home was contagious.
She loved everything about our mid-atlantic environment from the Bay, where she had a weekend cottage for years, to the excitement and many news stories of the city’s dynamics and the beauty and peacefulness she found in the last 10 years around Rappahannock. I often stopped by to watch the progress of the construction of what for Wendy was a perfect tranquil, warm, envelope of dwelling. It led to memories, creativity, environment, peace, sky and a wonderful new page in her life. Sadly, that page turned much too quickly. At last year’s special drive-through fundraiser for The Rappahannock Food Pantry, where Wendy and I were hosts, she was first bothered by some visual symptoms of the demon growing in her brain which, in spite of her heroic fight, would take her from us and her loving partner Dan within a year. Today, Wendy would have been 66 and all her friends had a big bash planned. But we cheer for such a life and the wonderful memories we have. Our friend Doreen, a short time ago, when Wendy needed a heart operation, visited her to talk about her operation, advice and what she learned. Wendy was always radiant and also 100% honest. Greetings to all. As I sit in my living room looking out into the field observing the changes our slow starting spring is bringing. The return of birds to the bird feeder, the groundhogs eating the newly greening grass and the flowering and new leaves on the trees I also contemplate some new changes at the Culpeper County Library. Thanks to federal funding from the American Recovery Plan Act we have been able to install commercial grade air purification machines in each of the Library’s public meeting rooms, study rooms, staff work areas and restrooms, thus enhancing our continuing efforts
With the filling of two open positions on the Library staff, the Library, as of April 12, 2022 is now in addition to Mondays open on Tuesdays from 10:00am to 8:00 p.m. to keep both our visitors and staff safe and healthy as this pandemic hopefully continues to wind down. These new machines have allowed us to more comfortably reopen study rooms one, two and three for public use. These air purification machines are rated to be ninety nine percent effective against both COVID-19 and the Flu as well as
various allergens. With the filling of two open positions on the Library staff, the Library, as of April 12, 2022 is now in addition to Mondays open on Tuesdays from 10 a.m. to 8 p.m. With the changes listed previously the Library staff has planned a jammed pack summer reading program which will include some

Club debuts sculpture BY
Where do you find Lions in Culpeper? First there are two signs greeting you. One is located in front of Arby’s along with signs of a number of other organizations. You might notice beside the Lions sign is a faded yellow sign with a large L. This was the sign for the Lioness Club that became Culpeper 92 Lions Club after Lions International voted to allow women to join in 1986. The second sign is located near the 7/11 on James Madison Rd. Other evidence of the MidDay Lions Club can be found in

Mountain Run Lake Park on a pavilion that was paid for by the club. Elsewhere, there is a plaque at the foot of the flagpole in front of Powell Wellness Center indicating that it was purchased by the Lions. A photo of an ambulance donated in 1986 graces the hallway of the hospital. A go kart used by the Culpeper Police Department was a joint project between the Police Department and the Lions. Among other uses, the go kart provides rides to young cancer patients and survivors at Camp Fantastic.
Our most recent donation is the massive Eyeglass Sculpture located near the playground in Rockwater Park that was dedicated on April 14th. The sculpture is 8’ wide and the earpieces are 10’ long. The sculpture was designed and fabricated by Roque Castro, assisted by Tony Elkins. The sculpture was the brainchild of Lion Lawana Stanton. Joining the sculpture will be two Trex benches that were obtained by recycling 1000 pounds of soft plastic like grocery bags. Trex
benches at The Culpeper and the Senior Center are being provided by the Culpeper 92 Lions Club. Additional benches will appear in the community as both clubs continue to recycle plastic. Lynn Garver Lynn Garver is the Secretary of the MidDay Lion’s Club.

As the event season gears up at Culpeper Renaissance, Inc. (CRI), we must say goodbye to our Special Events Coordinator of 15 years, Missy Vesuna. Over the years Missy has developed a strong foundation for CRI’s special events and programming and while she will be missed, CRI will continue to deliver the fun and festivities to Culpeper Downtown! Our event season kicks off this Saturday, April 30, with the Gnarly Culpeper Block Party! The festival may look a little different this year as entry tickets and beer tickets will be purchased separately. Entry tickets will include live music from The Will Overman Band and The Judy Chops, as well as family friendly lawn games and more! Participants can purchase local craft beverages from Culpeper’s very own Far Gohn

Herbie and the dryer BY
I think I already mentioned Herbie and his fondness for warm places to sleep. In truth, we all like warm places. I confess if I find a patch of sunshine anywhere in the house, I’m on it in the blink of an eye. On frigid nights, I snuggle with my Widow. It’s especially wonderful because she usually puts a warm rice bag under the covers, and I benefit secondhand. I know of a cat who was housed on a screened-in porch and given an electric heating pad to bed down with. She said it was better than nothing but lacked the human smell and touch. Gracie, a black and white friend of mine who lives in Indiana, tells me the top of the fridge is also a delightfully warm place. She can make it there with one quick leap from the kitchen counter top when her human is busy with the dishes. Not only is it warm, she says smugly, but she is totally out of reach. Which means she can choose

to catch a nap, or spend the time thinking things through. Herbie has tried them all, and in his professional heat-seeking opinion, a clothes dryer with a load of warm towels is the best of the best. The night he found a load of warm towels at exactly the right temperature, he climbed right in, judging the household to be sound asleep. Most were. But not all. The Mama human had come home very late and found a note asking her to finish drying the clothes. Automatically she closed the dryer door and pushed the “ON” button. Boom, Thud, Thud. “Oh rats!” she muttered. “I told those kids not to put their tennis shoes in the dryer.” When she opened the door to fetch the shoes, she was flabbergasted to find a shell-shocked Herbie. His fur was badly rumpled, his whiskers wilted, and his eyes not entirely focused. She told him how sorry she
was. She hugged him. She kissed him, and although he seemed to accept her apologies, he was not quite as cordial for some months. It takes time to recover. But he did and lived a long, full life as a family favorite. Still, I think I’d go with the top of the fridge if a patch of sunshine isn’t available. The possibility of a dryer tumble is beyond my comfort zone. Next time I’ll tell you about my adventures with cat carriers and the incredible Sebastian who never bothered to use one. What Ketanji Brown confirmed for me BY
I once had an individual who was not a minority facetiously mock me when they stated, “It must be an extremely busy and frustrating life to always, everyday, nonstop...focus on color or the lack thereof...” It was a particularly interesting stance given that this individual had not known racism (not personally) a day in their life. To be clear, I never said that this individual had not been discriminated against. I never contended that they’d never been the victim of prejudice, but that racism was something that they could only observe (fortunately for them) and that was only observable if they wanted to see it (again, a matter of fortunate happenstance.) You see, racism is structural. It is institutional. It is embedded in our laws and practices, and in many cases, so subtle today that the average person who is of the majority, barely notices that it is there. They rarely notice because they are not the recipients of it therefore it does not affect their lives the same way. For some, the issue of race is a mere coincidence. It is just how life is but it is so much better than what it used to be. COINTELL PRO, redlining, high incarceration and low graduation rates; disparities in both mean income and health outcomes - the numbers bear witness to what is going on even if one doesn’t want to dig deeper into the history and the dates to truly ascertain why it is going on. On April 7, history was made when the Senate narrowly confirmed Judge Ketanji Brown-Jackson. While

an occasion worthy of celebration, it confirmed some very different things for me. Current Makeup of the U.S. Senate: 50 Republicans, 48 Democrats, and 2 Independents; it is worth mentioning because the vote was 5347. Only 3 Republicans went against party consensus and some Senate Republicans walked out of chambers as the rest of the Senate applauded. Despite having overwhelmingly more experience and a more impressive resume than the 2 previously confirmed judges combined, there was still an air of disdain and mockery not befitting of the person nominated, the sanctity of the seat sought or even the confirmation process itself. It was sad to watch the spectacle of some, even sadder that too many refused to call those shenanigans for what they wereI saw Ketanji Brown and I actually thought Anita Hill, I thought of Rosa Parks, and I thought of Michelle Obama. I thought of a black woman, who despite their accomplishments, were caricatured as something else. I thought about sophisticated sisters who were expected to take the backseat to those who were no more qualified to sit in a seat then they were. I thought about those women - behind a solitary microphone - encircled by the musings of white male patriarchy. I thought about them; forced to remain poised, to take the insults, and to epitomize class and the midst of classlessness. The entire scene gets you thinking sometimes that maybe nothing will

ever change. One might be tempted to say to themselves “there isn’t anything I can do.” But there is something we can do and something every one of us should do. If Trayvon Martin, George Floyd, Sandra Bland, and the advent of social media recordings of injustices did one thing they shed light on what a lot of us - roughly 41 million of us already knew. It is that racism and discrimination are alive and well in the United States of America. Many well-intentioned people armed with this new information burnt themselves out on global crusades to eradicate such evils. Frustrated with the enormity of the issue however, many people retreated; satisfied and content to go back into their own comfort zones and to feel pity for “those other people” from a distance. And yet Judge Brown’s confirmation confirms to me that we must tackle such issues inwardly first, and then one person, one interaction, one institution, one election, and certainly one prayer at a time. The confirmation confirmed that there is still so much work to do, and we will never get it done denying the amount of work that exists. Thank you for the confirmation America. Soon after though, she described what she thought was a kitten making noise but it had been Morey finally letting out his first post-birth noise. Morey’s umbilical cord had been wrapped around his neck, cutting off oxygen to his brain. Dominguez-Morey remembered being told he’d never read or even get a high school diploma. Years later, Harper said he is able to partially read receipts at work and Dominguez-Morey added he’s on track to earning his diploma. “He is just a treasure to everyone who’s blessed with his presence every day at school,” Harper said. “We wanted to do something special to give back to him.
