Culpeper Town Council awarded a Culpeper Middle School student a certificate after she won an essay contest about what she would institute locally if she were mayor.

Culpeper Mayor Frank Reaves and Director of Communications from Virginia Municipal League Rob Bullington recognized seventh grader Hayley Lumpkin as the Region 6 winner of the Virginia Municipal League’s 2022 “If I Were Mayor” essay contest and her teacher Lucinda Burkhardt.

In addition to a plaque, each winner received a check for $150.

The essay calls for students to identify a local issue, talk to others about solutions and identify solutions that would best address the issue.

Bullington explained how hundreds of students submitted essays.

invites seventh graders from throughout the Commonwealth to submit essays describing what they would do if they were mayor of their hometown. The essay contest is a key component of the nonprofit’s education programming, which seeks to teach the public about how local government works and how they can become involved.

The first paragraph of Lumpkin’s essay: Culpeper, Va doesn’t have many well-known recycling plants, and the plants we do have make us deliver our recyclable items to them. This causes people to think recycling things is a waste of time and resources, making our county less eco-friendly.

If I was the mayor, I could find a solution to this problem, and hopefully help the town grow in a positive way.

Short film to be filmed locally Filming for Detective Kiwi is tentatively scheduled for late July.

Even without a Hollywood sign perched on a hill, Culpeper will become the backdrop to an upcoming short-form movie about the life-long relationship between siblings.

“It’s a cute short film that I thought Culpeper would be the most beautiful background for,” said Detective Kiwi Producer Stephen Sorrentino. “I fell in love with Culpeper.

It has so many beautiful spots.”

Since 1975, Sorrentino has been working as a professional singer, entertainer and actor. He worked many years on the Las Vegas strip as a headliner and has opened for or performed with such names as Debbie Reyonds and Patti LaBelle.

He moved to Culpeper five years ago when his father, who lives in Rapidan, became ill. Thankfully, his father recovered and Sorrentino’s

career has continued to flourish.

While casting for another script, Sorrentino met Jonathan Chen, a Boston-based actor, who was trying out for a role Sorrentino said didn’t quite meet his vision but he felt drawn to.

“I liked him,” he said. “There was just something (about him).”

Instead, Chen, who has acted in such films as “The Tender Bar” and “Don’t Look Up,” told Sorrentino a script he had written about the relationship between a brother and sister of Chinese descent.

Sorrentino fell in love with the script and agreed to produce it.

n an ordinary Wednesday in late February 2016, a tornado tore through Essex and surrounding counties. With winds of up to 165 mph, the twister literally turned some communities upside down.

On a random Tuesday in March 2018, winds kicked up gradually at first.

As early evening turned into overnight, it became clear the gusts were only increasing in speed. Even worse, they were not going to quit anytime soon.

Thirty-six hours later, Wind Storm Riley had broken more than 350 poles and left more than 45,000 Rappahannock Electric Cooperative (REC) memberowners in the dark.

Just last year, on an otherwise quiet Tuesday in May, a line of severe storms roared through the commonwealth and knocked out power to nearly 20,000 members.

It is a well-known saying that if you don't like the weather in Virginia, just wait a few hours. As we enter peak summer storm season, that adage is no joke. An early morning forecast for a chance of a scattered thunderstorm can quickly become a storm warning with a potential tornado by late afternoon.

At REC, our lineworkers, contractors, tree crews, dispatch team and other employees are always ready to respond as needed. Your Cooperative keeps plenty of supplies such as poles, cross-arms and transformers on hand, so field crews can quickly make repairs and restore service.

BUSINESS Chocolatier tells stories through confectionary Cocoa Manna bars are pure chocolate with the occasional dried raspberry or cherry.

Karen Mosebrook makes Culpeper a little sweeter. As the owner of Sperryville Pike chocolate shop Cocoa Manna, she fills her shelves with delicious bean-to-bar chocolate and the hearts of local customers who suffer from having a sweet tooth.

“My chocolate has a story,” Mosebrook said. “It’s not just the bar you come in to buy.”

Mosebrook, 70, who originally hails from Southern California, has always loved chocolate. In fact, after moving to Pennsylvania nearly 30 years ago, she met her husband, George, while she worked at a chocolate shop and he worked at a nearby nursery.

“I do plants and chocolate, but what I really like to do is chocolate,” she said.

One day after relocating to Virginia to take over an existing nursery business, George introduced Mosebrook to choffee, a brewed hot chocolate alternative to coffee. It’s prepared similarly to the caffeinated drink, however, it is cocoa beans that are roasted, ground and steeped in a French press.

“Sourcing cocoa beans, especially at that time, was especially difficult and getting quality cocoa beans was even harder.”

After beginning to sell it herself.

However, after realizing the process customers would need to go through in order to enjoy her product, Mosebrook made the jump to unadulterated chocolate bars in 2016.

“People can walk out of here and eat it,” she said. “It’s not like you have to home and brew it.”

Cocoa Manna Owner Karen Mosebrook started to make chocolate bars in 2016.

Mosebrook got her education primarily online via videos that demonstrated the necessary processes to make chocolate from its cocoa bean source.

She ethically imports large quantities of cocoa beans from around the world such as Haiti and Uganda from local farmers, contributing to the stimulation of the area’s local economy.

All of her sources produce different flavors of cocoa, so she keeps each batch separate for maximum emphasis on their unique tastes. From start to finish, between roasting and grinding, it takes approximately a week to transform beans to wrapped bars.

Unlike other chocolate shops that sell truffles, Cocoa Manna bars are pure chocolate with the occasional inclusion such as dried raspberries or cherries.

“I make chocolate that I love,” she said. “I don’t know if anyone else likes it.”

Mosebrook’s shop, about six miles outside of town, is open on Fridays, Saturdays and Sundays.

Shop pivots to adapt to changing economy BY

Wallets of residents from Culpeper and beyond are hurting. With rising gas and grocery prices, they’re clutching their dollars a little bit tighter these days. For small businesses like The Vintage Next, it leaves shop owner Bonnie Shank forced to rethink her business plans.

After relocating from Sunset Lane to the Southgate Shopping Center in December to generate more foot traffic, The Vintage Nest will no longer

day and Saturday of the month - to spotlight its vendors to create a more personal shopping experience.

“I'm nervous about it, but I’ve done a lot of research just on the concept of pop up markets and how that can channel a little bit more excitement for people to come,” Shank explained. “We felt it would create more of an event type of situation, so hopefully people would want to come out and see what’s new and be able to support other individuals.”

It will also be open by appointment.

The store is filled with vintage painted furniture, various home accessories and custom made farmhouse-style furniture, a hobby of Robert Shank. Fifteen local artisans also provide their products to the shop including pottery, home décor, jewelry, candles, wellness products, steel art and more.

Modeled after pop-ups in Harri-

sonburg, Shank hopes the change will increase not only their customer base but also their profit margins.

Shank said she has heard of other businesses, even some of her neighbors in the shopping center, are struggling as well and have either closed or have begun a pivot as well.

“I’m not the only small business that’s been dealing with what’s going on with our economy,” she said.

“We’ve just seen such a decline in the number of customers that walk in our door even though we’re here in the main shopping center. I understand because the way the economy is, it makes sense people are a little bit more reluctant and hanging on to their dollars.”

Shank is hoping the new strategy will make a difference.

“We’ll see what happens,” she said.

“I'm hoping it creates some buzz and if not, I'll be going to Plan B.” maria@culpepertimes.com

COOKING CORNER SQ’WIRL MIX Submitted by Laura Ploeger I made this for my son and daughter in law’s engagement party that we held at Old Trade Brewery. This recipe is phenomenal for a before dinner party snack. Everyone tells me they just can’t stop. Little bit of sweet, spicy, salty, and crunchy.

Ingredients • 5 cups of nuts of your choice • 3 tablespoons minced fresh rosemary • 1/2 teaspoon fresh ground black pepper • 1/2 teaspoon cayenne pepper • 3 teaspoons Maldon Sea Salt Flakes or Kosher salt • 3 tablespoons melted salted butter • 2 tablespoons brown sugar • 1 cup Goldfish crackers COOKING INSTRUCTIONS 1. Preheat oven to 350 degrees 2. Toss all the nuts in a large bowl to combine. Spread on a baking sheet. Toast for 15 minutes until light brown.

3. In a separate bowl, combine everything else. When nuts are toasted, toss all together.

4. Back into a 350 degree oven for approximately 10 minutes. Serve warm.

Panelists speak about Juneteenth Commemorates emancipation of enslaved African Americans.

Marking one year since becoming a federal holiday, community leaders gathered at Culpeper Public Library on June 18 to talk about the importance of Juneteenth.

“Juneteenth, to me personally, is a very big deal,” said panelist Pastor Adrain Sledge. “It’s not something we do just to pacify Black people. It’s a very big thing and important event.”

Juneteenth, celebrated on June 19, commemorates the emancipation of enslaved African Americans. The holiday marks the anniversary of the announcement of General Order No. 3 delivered on June 19, 1865, proclaiming freedom for enslaved people in Texas more than two months after the end of the Civil War. Despite celebrating for generations, Texas became the first state to make Juneteenth a paid day off in 1980.

President Joe Biden signed into law Juneteenth to be a federal holiday last year.

The African American Heritage Alliance and the Culpeper Branch of the NAACP teamed up to host the panel to discuss Culpeper’s rich history of African American achievement via panelists, Sledge, former resident of Texas and candidate for Culpeper Town Council, Charles Jameson, historian of African American participation in the Revolutionary and Civil Wars and Shelly Tutt, author and founding member of the African American Heritage Alliance.

To the crowd of about 20, panel moderator and historian Zann Nelson proposed questions to the panelists and orchestrated an open dialogue about slavery, post-slavery and modern day approaches to America’s troubled history.

Sledge reflected on his childhood, growing up in Texas, where Juneteenth celebrations were commonplace and related it to a state fair. It was only after he joined the military he realized Juneteenth celebrations did not happen nationwide.

“It’s important that he (her great grandson) learns so we can pass it on…so we evolve and so we don’t stay stagnant because even though were not physically in slavery, the movement now is to try to enslave us mentally and emotionally,” Tutt said.

“I think it’s important that families share their stores,” Nelson said.

The panel fielded questions from the audience, including one from Culpeper resident Fred Sapp who asked when the promissory note “All men are created equal” would be fulfilled.

Sledge concluded he doesn’t think it ever will. If one group isn’t oppressed, he explained, another will be.

“For some reason in this country, whether they’re Black, white, Hispanic, gay, whatever, we’re alwasy oppressing a group of people,” he said. maria@culpepertimes.com

Vega wins Republican nomination BY

Yesli Vega beat out her five competitors to snatch the Republican nomination for Virginia’s 7th Congressional District on June 21, according to unofficial vote totals.

Vega came in with 10,875 votes - or 28.95% - 203 of 213 precincts in District 7 reporting.

In Culpeper County, Vega garnered 1,051 votes - or 32.15%.

Vega held the Yesli Vega lead for most of Election Night, only falling behind Derrick Anderson by a few hundred votes.

Vega will face off against Democrat Congresswoman Abigail Spanberger, who is running for her third term. Spanberger assumed office in January 2019 after defeating Republican incumbent David Brat.

She defeated Nick Freitas in the following general election. Her

current term ends in January 2023.

Vega was born in Texas but grew up in Virginia. Her career began as a cop in Alexandria’s Police Department, only to temporarily leave to join in her husband’s deployment in South Korea as a member of the United States Army.

Upon returning, Vega went back into law enforcement with the Manassas Park Police Department and later joined the Prince William County Sheriff ’s Office.

In December 2018, she announced her campaign for an open seat on the Prince William County Board of Supervisors and won the Republican nomination with over 80% of the vote.

Vega announced her bid for Spanberger’s seat in December 2021 and joined a crowded field of candidates, only to face the five remaining candidates in the primary: Anderson (8,925), Gina Ciarcia (1,561), Bryce Reeves (1,561), David Ross (1,561) and Crystal Vanuch (1,561).

During a candidate breakfast in Culpeper on June 11, Vega won the straw poll vote with 33 votes. Again, Anderson came in second with 23 votes.

Youth in Philanthropy (YIP) is a youth leadership program that provides area teenagers real, hands-on experience with philanthropic giving.

YIP provides young people guidance, money, and mentorship to directly fund local nonprofit organizations. Each grant cycle challenges them to study proposals, manage budgets, conduct site visits, work together, and present their decisions to an audience of peers and adults. After review, students will award one nonprofit a $10,000 grant!

The program is open to sophomore, junior, and senior high school students from the counties of Culpeper, Fauquier, Madison and Rappahannock. Senior students serve as program leaders.

Lois Griffin Powell grew up in Milford, Connecticut. She attended Hampton University and Southern Connecticut State University where she graduated. When she married she moved to Bay Shore, Long Island, New York. She received her Master’s Degree in Writing and taught writing in Babylon, Long Island, New York. Her husband is a retired principal. They have two sons, one daughter, and five grandchildren. When she retired, she and her husband moved to Locust Grove, VA in 2003 at Lake of the Woods which had been a vacation home for them.

Four of her poems were published by The International Poetry Society in their poetry anthologies. She has written articles for local newspapers. She loves writing all types of stories but especially children’s stories.

Good nutrition keeps dogs healthy and out of the vet’s office. If you want the best quality at a price you can afford, read the ingredient label on the packaging. The AAFCO statement of nutritional adequacy is one of the most important pieces of information and written in the tiniest of prints. It states what nutritional requirements the food meets for adult maintenance or all life Stages.

Ingredients in pet food are listed on the label in descending order of weight. Pay special attention to the first 5 ingredients; they comprise most of what’s in the bag.

What are the characteristics of quality pet food?

Named animal protein. Look for the species to be identified and check whether it’s labeled meat, organ or meat meal. Meat meal is less nutritious because it is cooked twice.

What about warning flags of lowquality dog food?

Low price. The highest prices may not be the best food, but better quality food is generally more expensive than low quality food. The cheapest ingredients will generally have the lowest nutritional value.

Corn, gluten, soy, especially if in the top five.

Animal products not specified by species. Animal by-products.

Meat by-products or poultry byproducts, are used as fillers and not processed with as much care (no refrigeration, less sanitary care).

Ingredient splitting. For instance, to avoid putting rice in the first five ingredients, a manufacturer can list chicken meal, rice, rice bran and brewers rice. Add up all the rice and it weighs more than the chicken meal. A more honest listing: Rice byproducts, chicken meal.

Whole-food ingredients. Whole vegetables, fruits, and grains have lost less of their inherent nutrition because of processing.

Certified as organic, humanely raised, or sustainably farmed.

Beware of companies’ wiggle words, look for a certification that makes the claim credible.

Are you overrun with plastic and feel guilty about putting plastic grocery bags in the trash because you have no way to recycle them? I have a solution for you, actually a couple of options. The local Food Closet located in the lower level of Saint Stephen’s Episcopal Church will gladly accept your clean, usable grocery bags to use in distributing food to their clients.

They can be dropped off Monday through Friday between 9 and 12 or Thursday between 4 and 6pm.

or those that are no longer usable and what about all the plastic from produce, newspaper, Amazon packages and so on. There are currently three groups in Culpeper collecting the soft plastic bags – Culpeper Mid-Day Lions, Culpeper 92 Lions and the Chamber of Commerce.

Since March of 2021 these three groups have recycled almost 3000 pounds of plastic through the Trex Community Recycling project.

Why are they collecting these bags and what are they doing with them? It’s a win-win situation. The bags don’t go to the landfill and for every 500 pounds of plastic turned
