School Board votes to make masks optional; governor makes point moot BY PAT FITZGERALD FOR THE CULPEPER TIMES

Less than 72 hours after the Culpeper County School Board voted 4-3 to make masks optional for students and staff, the Commonwealth of Virginia made the point moot earlier this month. A State Health Commissioner Order of Public Health Emergency was issued Thursday, Aug. 12, that requires all students, staff and visi-

tors to wear masks while indoors at K-12 school settings. Culpeper County Public Schools (CCPS) said it is required by law to follow all federal and state health orders. Based on that order, CCPS will require all students, staff and visitors to wear masks while indoors on school property. The policy went into effect Friday, Aug. 13. The order supersedes School Board Policy and will remain in

effect until the CDC guidelines for K-12 schools change, or the order is amended or rescinded. Culpeper County School Board Chairman Marshall Keene, who voted to make masks optional at the Aug. 9 School Board meeting, is encouraging parents to still fight the mask mandate. He shared this message on his Facebook page Monday, Aug. 16: “Getting messages from teachers questioning the religious

What does litigation mean, that means they’re going to take it before a judge and a judge is going to tell us you’re going to do it or you’re not it. I get when people say you’re going to get sued that scares everybody. I get it, but at some point, we need to stand up for these people in the audience and the majority of Culpeper County and what they want. We are a representation of them, and not a representation of ourselves.” Brown, who attended the meeting remotely, said: “It would be great to say everyone can choose what they want to do, but that’s not the world we’re sitting in right now. We’ve been advised the mask mandate, not following it, would be a violation of law or it’s a legal requirement. I can’t imagine how much has been spent on legal fees already and the school system really doesn’t have a bunch of money to be spending on legal fees, so I will not be supporting violating a state mandate.” Baker added: “I know maybe 50 people spoke tonight, and I’ll give you each five children, that’s 250 children. We have 8,000, so in all good conscience, I really need to consider 8,000 children, not just 250 — although I love everybody. I certainly don’t want any child to be upset, anxious, sick for any other reason because of a mask. If it’s that traumatic for any child, please see your pediatrician or a health professional and have them say medically your child cannot wear this; it’s such a determent to their lifestyle that they can’t.”

James Madison is the one to thank for this,” his post continued. “Please note that in Virginia you do NOT need an organized religion to claim a religious exemption. Your conscience is enough to dictate a religious objection to a medical procedure. The Virginia Statute for Religious Freedom protects this right. The Virginia Statute for Religious Freedom is a statement about both freedom of conscience and the principle of separation of church and state,” Keene’s post also stated. At the Aug. 9 School Board meeting, approximately three-dozen public speakers addressed the mask mandate, as well as transgender and “critical race theory” — the latter two the board didn’t take up. Keene and members Crissy Burnett, Deborah Desilets and Betsy Smith voted for the mask-optional policy, while Vice Chairman Anne Luckinbill and members Pat Baker and Barbee Brown voted against it. “I am not going to support this plan as presented,” Luckinbill stated. “The General Assembly has made the CDC guidelines a mandate. If we don’t follow those to the extent we can, we are not following something that has the force of law. I cannot go against something that carries the force of law. If you know me, you know I don’t want to put kids in masks. I don’t, I don’t like them for all the reasons you said, but we are being told what to do.” “I do not want to enforce a mask mandate,” Desilets said. “I think we need to listen to our parents, they’re the reason we are on the board. I looked at all the stuff from the governor, he changed his mind — it’s a mandate, it’s not a mandate. The governor did not mandate; if he wants to mandate, he needs to come out and mandate them. He has not. He is playing politics, trying to skirt it and get his way without absolutely taking responsibility. “If it’s an emergency mandate form the governor, we have to follow that, but I’m not planning to go backwards now. Our county has some so far forward. We were in-person last year when most counties didn’t even have in-person last year.” Gov. Ralph Northam announced a public health emergency order that Thursday to require universal masking in all Virginia K-12 schools. “It would be great to say everyone can choose what they want to do, but that’s not the world we’re sitting in right now,” Brown said.

Culpeper community leaders celebrated the dedication of the stateof-the-art Culpeper Technical Education Center with a ribbon-cutting and grand tour of the $17 million facility Thursday, Aug. 5. “From time to time there are certain days that take the cake and are special days,” said Culpeper County Schools Superintendent Anthony Brads. “This is one of those days. This is one of those days because we are part of the fulfillment of an incredible community vision. The facility on Frank Turnage Drive Culpeper features a sleek design with modern amenities. The entrance gives way to a 428-footlong hallway illuminated by skylights. The expansive hallway is lined with classrooms that will house automotive, building trades, cosmetology, culinary arts, cybersecurity, computer drafting, diesel, emergency medical technician, maker space, nursing and industrial maintenance courses. Brads said the 55,000-squarefoot facility is designed to be net-zero and its roof will soon have a solar array, adding CTEC will be “a mod-

el of efficiency across the commonwealth in terms of its operation and programmatically to what we’re offering to both our students and our community. He said that despite COVID-19 and continual weather issues, the site never shut down — and stayed within budget. “The career and technical education theme has been something that our county board of supervisors has been interested in for a great number of years,” Culpeper County Administrator John Egertson. “They have focused on that, as has the School Board. It’s safe to say it’s an entire community that has pulled together and it’s a reality that we can be proud of. CTEC Principal Sean Summerscales noted that CTEC “will provide our students of Culpeper county the opportunity to gain real-world, authentic learning experiences, leading to industry certifications, dual enrollment credits that will help our students launch forward into their lives after high school.” He added that during a preview tour of the facility, students were impressed with the facility.

Culpeper County Public Schools has won first place honors in the Virginia School Boards Association (VSBA) Excellence in Workforce Readiness Awards. The awards program was created in 2018 by the VSBA Task Force on Workforce Readiness to highlight exemplary programs in Virginia’s Public Schools focused on preparing the state’s future workforce. CCPS won the award for four Career Partners, Inc. (CPI) programs, including Teachers for Tomorrow, Esquared, Mock Interviews and Health Care Day. Career Partners, Inc. CCPS students return to school Aug. 23 Culpeper County Public School students will return to school on Monday, Aug. 23. All schools will be open Thursday, Aug. 19, from 1 p.m. to 6 p.m. to allow parents and students the opportunity to meet with teachers and obtain information about the school year. CLASS SCHEDULES

All middle/high school students should have received their schedules by August 17. Once schedules are received, please review them and compare them with the courses that were requested. If there is an error, please contact the child’s school. Textbooks and Instructional Fees Textbooks are provided free of charge as are required for courses of instruction for each child attending Culpeper County Public Schools. Only those fees and charges permitted by law or the regulations of the Board of Education may be required of students. Culpeper residents enjoy, benefit from Airbnb Whether it is a room or two, an apartment or an entire home, Airbnbs are becoming an increasingly enticing way to travel. Culpeper, Virginia is home to at least eleven Airbnbs. According to Airbnb.com, “Airbnb was born in 2007 when two hosts welcomed three guests to their San Francisco home, and has since grown to 4 million hosts who have welcomed over 800 million guest arrivals in almost every country across the globe.” Culpeper resident Stephen Found, 57, has been serving as an Airbnb host since 2016. He said hosting his bed and breakfast, West Park Gardens, on the website has been fantastic as has the company. “It has helped me get through some really tough times,” he said. “It’s been really fun to share what you have and also pay the bills a little bit.” The two gentlemen who created the Airbnb concept had the technology to put a worldwide platform together, online, so that anyone would be able to be an Airbnb host. “All you have to do is set up an account, make a description of the place, take pictures of the house/ room and off you go.” When hosts join, they become a 1099 employee of Airbnb because they are not a commercial entity like a hotel or a

Travelers, hikers, historians and wedding parties stay at West Park Gardens which, he said, is a midpoint between North and South. Even people who reside in town stay while their house is being renovated, he added. West Park Garden has seen guests travelling

from China, Japan, Norway, Sweden, Berlin and Scandinavia. Found describes Culpeper as a “really googleable location.” “Believe it or not a lot of people came to Culpeper from overseas because what they would do is start in New York, go to Philadelphia and then go to D.C to see the monuments,” he said. “Then they would say, ‘I want to go to the country,’ and they’d end up here.” Besides the three bedrooms and two baths, West Park Gardens offers a game room with a pool table, coffee makers and televisions in every room, a full kitchen and a beautifully landscaped backyard with fountains, gardens and a firepit. A complimentary breakfast is also offered. He encourages people to relax and unwind when they come to his Airbnb and purposely tries to make it feel like home away from home. H E A LT H How to avoid injury while running ➤ A physical therapist weighs in on proper training techniques Running is an accessible and inexpensive exercise that is great for your overall health. The benefits of running include building strong bones and muscles, improving cardiovascular fitness and maintaining a healthy weight. However, like any physical activity, sustaining an injury is a possibility. Overuse injuries are the most common types of injuries among runners, especially for novice runners. Often, overuse injuries occur when you increase your running distance before your body has fully adapted to your current limits. “It is important to be patient and gradually work to increase your running time and distance,” said Shane Devlin, DPT, a physical therapist at Novant Health UVA Health System Physical Therapy & Rehab

COMMON RUNNING INJURIES

In most cases, overuse injuries from running involve increased strain on the muscles and tendons of the legs. If these tissues are not conditioned to withstand the loads placed upon them, an acute inflammatory reaction can occur, resulting in pain and stiffness.

Many novice runners also experience shin splints. This condition affects muscles deep in the calf that attach directly to the tibia – the main weight-bearing bone in the lower leg. If left untreated, this can eventually result in a stress fracture. Stress fractures, while not a clean break of the bone, are very painful and can eventually result in a true fracture without proper treatment. Other common overuse injuries include Achilles’ tendinopathy, plantar fasciitis, patellar tendinopathy and iliotibial band (ITB) syndrome. RECOGNIZING WHEN YOU ARE RUNNING TOO MUCH

You should be aware of how much you are running each week, regardless of whether you are a novice or experienced runner. A rapid increase in running distance or pace can make you more susceptible to injury. The 10 percent rule advises

that you only increase your running distance/pace by about 10 percent every two to three weeks. Additionally, keep track of how many miles you are putting on your running shoes. It is recommended that you get a new pair every 350 to 400 miles. If you run several times a week, consider alternating between different pairs of shoes. FUEL THE RUNNER

Regardless of whether you are running for pleasure or to lose weight, it is important to be mindful of replacing calories burned with foods that boost your energy and add nutrients. Gager said the organization has provided her with gear for tournaments, like backpacks, discs, towels and gift cards. Gager was most recently sponsored by Innova, a decades-old company that creates disc golf equipment. Gager’s favorite professional disc golf players are all women — such as Kona Panis, Paige Pierce, and Catrina Allen — and Panis was the one who contacted Gager to share the news of Innova’s offer to sponsor her. “Kona is my top top favorite because she’s amazing,” Gager said. “She gets back to me on Instagram when I text her and she shows me different things … I did a live stream on Instagram and Kona got on it and I got to talk to her for a little bit.” Gager plays primarily at Spilman Park and Jenkins Mountain, and occasionally practices at the course at Little Washington Winery. Carl Henrickson, one of the owners of Little Washington Winery, said he’s watched her practice, and it’s obvious that “there’s something that she’s got.” “There’s a shot that goes through

country from traveling to different tournaments. She said she looks forward to tournaments because she likes connecting with the other kids in the disc golf community. “It’s been a very supportive and loving community,” said her dad, Tommy Gager.

Gager will be taking a short break before preparing for a local tournament in August. She’s already thinking ahead to next year’s world championships, where she will be competing as one of the youngest players in the 12-and-under division.

R E A L E S TAT E National Funder Creates Environmental Education Opportunities in Local Schools Friends of the Rappahannock (FOR) is excited to announce the recent annual award of $140,082 in grant funds over a three year grant period from the National Oceanic and Atmospheric Association (NOAA). This continues part of NOAA’s mission and FOR’s to expand environmental literacy through the Chesapeake Bay Watershed Education and Training (B-WET) program. This grant will fund the implementation of a sustainable Meaningful Watershed Educational Experience (MWEE) program over three years in Culpeper and Fauquier County Public Schools reaching students at several grade levels. FOR hired a full time education manager in the Headwaters office in Culpeper, who will oversee the NOAA B-WET grant and MWEE programs. FOR’s new Upper Rappahannock Educator Manager, April Harper, will be working with local

partner organizations, teachers and public school staff to integrate MWEEs into the schools. One of many organizations helping make the MWEE program possible in Fauquier County Public Schools is the Goose Creek Association. “We are looking forward to working with FOR and the teachers to coordinate a comprehensive approach to the Environmental Literacy Model based on the Chesapeake Bay Education Program,” says Holly Geary, Executive Administrator of Goose Creek Association. This funding from NOAA will allow FOR and partners to work directly with teachers to develop a MWEE program within their curriculum that will be sustainable for years to come. “Every year hundreds of school children visit our property to learn about Virginia’s plants and animals, but we don’t usually get to spend a lot of time with their teachers,”

says Dr. Eleanor Harris, Managing Director The Clifton Institute. “We’re excited to work with Friends of the Rappahannock to teach teachers about watershed conservation and about how to engage their students with this important issue.” Students will be inspired to become future river stewards by learning through creative handson and classroom style MWEE education material. “This is an amazing opportunity to provide memorable, authentic, hands-on experiences with our local watersheds and bring science lessons to life.” explained Linda Corell, Fauquier County Public Schools Instructional Supervisor for Science, Health, & Physical Education K-12. Museum of Culpeper Announces Additional Museum Jams Dates The Museum of Culpeper History has announced two additional dates for its Museum Jams series this summer. The event will travel to Old House Vineyards on Friday, Aug. 27, with musical guest Aubrey Diggers. Prince Michel Winery will host on Sept. 24, with music by Mercy Trail. The museum will hold a 50/50 raffle as a fundraiser, and will accept donations. “We’re very grateful to Old House and Prince Michel for this opportunity to get out in the community and spread awareness of the museum,” said John Christiansen, the museum’s executive director. “We look forward to the chance to socialize with old friends and welcome some new faces.” The museum will hold a 50/50 raffle and accept donations at both events to support its operations and educational activities. Poems and Reflections at Middle Street Gallery By Gary Anthes The haiku poem, a gift from 17th century Japan, joins the visual arts at Middle Street Gallery in Washington, Va. through Sept. 5. Reflections – both literal and figurative – also influence the gallery’s works in this all-member show. Haiku, or “one-breath poems,” are simple yet elegant observations about nature or our place in it. Some of the three-line haiku have been written by other poets and some have been created by gallery members. Each one will accompany an artist’s painting, sculpture, photograph or multimedia work. For example, Joan Wiberg’s painting of a bright yellow sunflower against a field of blue, “Summer’s Gift,” is flanked by these words: yellow face looks up nodding to sky and sun... summer’s gift from seed Cathy Suiter-Hry’s watercolor, “Coastal Fog,” is a tranquil view of sailboats at rest, their masts reflected in the water. Her haiku says: fog-wrapped inlet reflected ships at harbor’s edge upended tree shapes Robert Bouquet’s large, semi-abstract stone sculpture suggests

Dogwood Village Resident Spotlight - Frances “Matt” Graves has lived in Syria, Virginia most of his life. He grew up on a Dairy Farm with his parents and 3 siblings. Matt enlisted in the Air Force before graduating from high school and was a Gunner on a B-17 from 19431947 during WWII. Dr. Graves applied for a GI Bill to attend college after the Air Force and completed 5 years at Virginia Tech and another for 4 years at Texas A&M where he received his Doctor of Veterinary Medicine. Dr. Graves returned to Madison County and opened his Veterinary practice for large and small animals and retired in his late 80’s. He has 4 sons, 8 grandchildren and 2 great-grandchildren. Matt has a long-time companion, Ann Browning who worked with him for 30 years. He loves to read and listen to “good” music and believes, “if you love what you do, you never work a day in your life”. Matt Graves has resided in Dogwood Village Senior Living for 2 years.

Green Together: REC Wants to Hear from You

A

s the electric industry evolves, REC works to stay ahead of the curve. REC will be the fi rst electric cooperative in Virginia to launch an energy-efficiency program for member-owners under a new law signed by Gov. Northam. “With this new law, REC can help member-owners invest in energy-efficiency upgrades for their homes,” said Joyce Bodoh, REC’s Director of Energy Solutions and Clean Energy. “We are very excited to hear from Cooperative members as we create this program for them.”

In May and June, REC hosted focus groups to discuss the program, and there will be another opportunity at the end of August for members to participate in the conversation. Members who register will receive a confirmation email after registering with instructions for joining the meeting. “We want to hear the voices of our member-owners so that we can tailor the program to fit their needs and interests,” Bodoh said. “Our goal is to help memberowners access energy-efficiency upgrades and to save money on their electric bills.”

Fire departments, rescue squads, police departments and other emergency service organizations are eligible to apply if they are in REC’s service territory or serve REC member-owners.

Community:

Food pantries, free clinics, libraries, independent service organizations and other community groups are encouraged to apply for this grant.

Education:

Individual teachers, schools, literacy groups and others providing educational services in the REC service territory — or providing services that directly benefi t REC members — may qualify for this grant.

Why I am running for the Board of Supervisors In 2007 I was hired to be the General Manager of Culpeper Farmers’ Cooperative Inc. The job brought my family to Culpeper and introduced us to the community David Durr that has become our home. I managed the Co-op for ten years and retired in 2017. Since

Boosalis said developing the site plan will take anywhere from three to five years with construction starting after that. The development will still have to go through the process of getting permits from the county. The owners want to work with the cur-

rent tenants to see if they want to lease space in the new development or another shopping center the company owns, Boosalis said. Grace Street Properties plans to build 2 million square feet for a mixed-used development, which will include retail space for lease. The developer wants to work with the county to consider a pedestrian bridge from the development to the VRE and Amtrak station across U.S. 1.

election was held to elect the Clerk of the Circuit Court. According to newspaper reports the election, which was approved by the Board of Supervisors, cost the county over $80,000.00. This election could have been incorporated into the regular election this November and saved tax dollars. CCPS names new executive director of special education Culpeper County Public Schools has introduced Adam Cahuantzi as the new Executive Director of Special Education. Cahuantzi is coming to Culpeper after 14 years of service

in Fairfax County Public Schools, where he most recently served as the Acting Coordinator of Due Process and Eligibility. He has also been a Special Education teacher, Special Education Department Chairman, a Special Education Procedural Support Liaison and the Program Manager of Multi-Agency Services in Fairfax County. Cahuantzi earned a Bachelor’s degree in English from UNC Greens-

boro, a Master’s degree in Special Education and Transition from George Washington University and a Master’s degree in Educational Leadership from George Mason University. Cahuantzi is a Member of the Council for Exceptional Children and a Member of the Council of Administrators for Special Education. Cahuantzi and his wife, Jennifer, recently bought a home in Culpeper and he looks forward to the numer-

ous possibilities a short commute will provide. They have two children, Lily, 3 and Seth, 2. “I am excited and grateful to be a part of the CCPS family,” Cahuantzi said. “I am looking forward to the upcoming school year and I am excited to begin collaborating with my new colleagues.” He started in this new role on Aug. 2.

REC Member-Owners Elect 3 Board Members at Annual Meeting F r e d e r icksburg, Va. – Rappahannock Electric Cooperative (REC) member-owners selected three of their peers to serve on REC›s Board of DirecChristopher tors. More than Shipe 16,000 people returned their Proxy Designation Card or participated in the virtual Annual Meeting, which was held Aug. 11 . • In Region II, Christopher Shipe was re-elected. This region covers the counties of Clarke, Fauquier, Stafford, and portions of Warren and Rappahannock. • In Region III, Darlene Carpenter was re-elected. This region covers the counties of Albemarle, Madison, Greene, Rockingham and a portion of Page County. • In Region VIII, Eric Paulson was elected. This region covers the counties of Hanover and Goochland. Board Chairman Shipe noted that REC’s leadership team strives to keep members topof-mind in every decision they make. “As a strategically focused Board, one of our main roles is to listen carefully to your concerns, your ideas and your feedback and to make the best-informed decisions we can to serve you now and to build a sustainable co-op that continues to serve our communities for decades to come. “ Shipe said. Shipe and REC’s President and CEO John D. Hewa shared some highlights from the past year and previewed some items members can look forward to in the coming months:

• In March 2020, REC stopped disconnecting service for nonpayment and eliminated any related late fees. Since that time, REC has worked with member-owners on arranging long-term payment plans and guided them toward other organizations that might be able to provide financial assistance. Earlier this year, REC also distributed $4.8 million of federal CARES Act relief funds to member-owners. Any members who are behind on their electric bill are urged to call REC at 800-552-3904. The Cooperative plans to return to normal payment operations as of September. • As of January, REC was able to implement a net decrease in bills, which means typical members are saving more than $5 each month on their electric bills. • Capital investments last year included over 110 infrastructure projects focused on the distribution system, substations, transmission and other assets. It involved over 200 miles of line work. “Last year, in 2020, we invested a historic amount - $70 million - into the grid and into our systems to support operations, growth and reliability,” Hewa said. • Nearly 3,000 new residential

and commercial accounts were connected last year. • REC continued the expansion of its regional Fiber Utility Network, which will include 820 miles traversing through the counties that REC serves. • Throughout the year, REC safely delivered more than 3.7 billion kilowatt hours of electricity. • REC has taken on an increasing role in engaging and facilitating in the community, including helping to further broadband availability. “We’ve really ramped up our efforts, working in partnership with others to bridge the digital divide,” Hewa said. “We know and we recognize this is a very important topic to you and your families, and we want to make sure that we are leveraging the co-op’s assets to help further broadband across the region.” • The Cooperative expanded its programs and services, including a stronger focus on solar, energy efficiency and electric vehicles. REC has over 1,300 members who participate in a net metering program, allowing them to generate their own solar power. Another 800-plus members participate in Cooperative Sunshare, which allows them to purchase blocks of power without the need for a solar installation on their property. • A new energy-efficiency option for member-owners will soon be available. REC will be the first electric cooperative in Virginia to launch an on-bill energy-efficiency program, which will allow REC to partner with members who want to make energy

efficiency upgrades in their homes such as insulation, weatherization or installing a new HVAC system. It’s designed to reduce power bills through energy efficiency and then to use those savings to pay for the members’ investment over time. All of this would be done on the REC power bill. • REC also continues to focus on ways to support members who are considering purchasing or already own an electric vehicle. Pending approval from the State Corporation Commission, REC plans to offer a bill credit for members who charge their electric vehicles during offpeak hours. • “It’s very clear that we are headed toward a future of electric transportation,” Hewa said. • In early 2021, REC launched the first utility-scale battery storage project by an electric cooperative in Virginia. This allows REC to avoid certain power cost expenses and also increases reliability for member-owners. Hewa said: “As we move forward, your co-op remains laser-focused on innovative projects and programs that we believe will benefit member-owners for years and years to come.” REC provides electric service to over 170,000 connections in parts of 22 Virginia counties. With its general office in Fredericksburg, Va., the Cooperative operates and maintains more than 17,000 miles of power lines through its service area, which ranges from the Blue Ridge Mountains to the tidal waters of the Chesapeake Bay.
