Wellspring Health Services offers enhanced medical option for uninsured By Christopher Six

With increasing premiums and deductibles, co-pays, and lack of access have making it difficult for many to receive effective healthcare, Wellspring Health Services has announced a first-of-its-kind healthcare alternative to cash-only services — the Wellspring Health Services Membership Program. The membership plan gives uninsured individuals or families regular access to Wellspring Health Services including, but not limited to, annual physicals, preventive care, sick visits and chronic care for one low monthly price. “We have been trying to come up with a solution for some of our community members who fall in the category where they do not have a formal health insurance plan, like the conventional plan that you have with most insurance companies,” explained Dr. Khalid Athar, CEO of Wellspring Health Services. “We have been working on this for
a while, but with COVID-19, sort of, you know, the necessity of this project sort of went to the top of our priority list” The Kaiser Family Foundation estimates nearly 27 million people in the US. lost their employer sponsored insurance due to COVID-19. While many will have some other way access to health insurance, whether that be through subsidies, Medicaid eligibility or through his spouse, some 5.7 million people will not have an opportunity to have a health insurance plan. “I don't have a solution for the entire U.S., but you know we do what we can do for our community members,” explained Athar. “The membership program sounded like the perfect product for this situation.” Through the membership, patients and families without a conventional health insurance plan no longer have to rely on cash only services when seeking medical care. The program includes unlimited sick visits, annual gynecologi-
cal examinations, yearly physicals, preventative counseling and inhouse testing. Members can also add a “specialty rider” for one or all enrolled individuals allowing for unlimited consultative services to the many Wellspring specialists such as gynecology and female wellness, pain management, endocrinology, neurology and more. “We made sure that it was a very affordable product. We compared similar products within the United States. There are two types of practices — your traditional practice which where a company accept health insurance plan — and then, in the last several years, a new sort of a concept started which was called a direct primary care,” Athar explains. “The direct primary care was a pure membership program, however, those physicians do not take any kind of health insurance plan. So, you had to have no health insurance to qualify to be eligible to be a member.”
“What we are doing is sort of a hybrid plan where if you have a health insurance plan, you are welcome. If you don't have a health insurance plan, you have the option to either be seen as a cash paying patient, or you can buy a membership program,” he added. In setting up the pricing, Wellspring Health Services looked at where the surrounding market was doing and made sure that it was competitive. “Some of those specialties I'm pretty proud to say we are the only ones in the region who offer them. For example, we are the only ones who have a neurologist and endocrinologist a pulmonologist a gastroenterologist,” Athar said. “We added a specialty rider, so if you choose to, you get those services as well.” If something needs to be sent outside, there will be an extra charge, but Wellspring negotiated a price list for those services — a discounted fee for both lab services and also for pharmacy products. “I can see you for a very subsidized price, but if I give you a pre-
scription that will cost you an arm and a leg, as good as that concentrated service may be it doesn't really solve the purpose, until and unless you actually are able to afford and have those medicines as well,” Athar said. “So, we made sure that we were able to find discounted pricing on some of these commonly used medicines, so that our patients could benefit from that as well.” Individuals or families cannot be enrolled in any commercial or private networks, nor be eligible for Medicare or Medicaid. The program is not an insurance plan and is only valid at Wellspring facilities. Memberships are not considered medical expenses for tax purposes and HAS cards or flex spending accounts are not currently accepted for program payment. There are no pre-existing medical conditions that rule out a patient’s eligibility. If you are eligible, “then literally you pick up the phone and it's a very simple registration process,” Athar said. “You basically enroll yourself and you can immediately start benefiting from the membership program. While COVID-19 prioritized launching the program, it had been in the works prior to the pandemic, and it is not going to go away after COVID-19 subsides. “This is a product that we were working on to bring into the mar-

ket, irrespective of COVID COVID, because of the dire need of the community. This is not going to go away, because you know there are a lot of people who choose not to carry a conventional health insurance plan because of the cost. Most of the premiums of extremely high for insurance products nowadays,” Athar explained. “They are people who cannot afford your conventional health insurance plan, but they they do need help. Just like Wellspring health services is here to stay and continue to grow with the community and for the community. Dr. Athar moved from Washington, DC in 2008 and has been in the community since. He opened the doors to the family practice at Wellspring in Oct. 2016 He emphasizes what drives him is giving back to the community. His team of nearly 80 employees are mostly local, as are most of the board members, and he credits that for his understanding the needs of the community. “A lot of the people I know who had small businesses, who basically could not survive this pandemic. Some of them have already been a victim of it, and some are about to become a victim of it and they're struggling,” he said. “It's unlikely that they will be able to survive and we have thousands of patients that would commute to Northern Virgin-
ia every day and a lot of those people lost their livelihoods.” “A significant portion of the population, even before COVID, chose not to seek medical help for different reasons. Life happens, and most people put the personal care in the background,” Athar said. “With COVID, this got exaggerated, where a lot of people actually not only put off urgent medical needs, but the ongoing preventative medical needs. Cost has been a major barrier to that.” “Don't put off your preventative care plans, don't put off your medical needs. Seek help. Before you need to go to the emergency room. We have to find a way to make sure that our ongoing preventative care needs are taken care of,” he added. Wellspring continues to take all precautions for patients coming into the facility. Any patient that has any signs of acute illness, coughs, colds, fevers, or possible symptoms of COVID are not seen in the building, but rather the drive-thru clinic to reduce or limit the spread of COVID or any infectious disease. Inova reinforces commitment to addiction awareness, resiliency amid COVID-19 ➤ New data shows more than a third of area adults say alcohol use has increased due to the pandemic By Christopher Six

Inova Health System has launched the second year of its Act on Addiction campaign, a program created to help drive greater awareness of substance use disorder (SUD) in the Northern Virginia community. First launched in 2019, the campaign is designed to bring awareness to the issue and to destigmatize the conversation around addiction and substance use disorder and point people to where they can find resources for themselves or a loved one. The Act on Addiction campaign
is a component of a larger project made possible by a $16 million gift from Joan and Russell Hitt. Inova will convene experts for a virtual Act on Addiction Summit held via a series of interactive webinars throughout the month of September in coordination with Fairfax County Public School System’s virtual Mental Health and Wellness Conference. Rick Leichtweis, Ph.D., executive director of the Inova Kellar Center, had worked with Fairfax County on their wellness mental health wellness conference for a number of years and the facility was a sponsor of that conference. “The whole purpose of partnering with Fairfax County was the synergy that it brings for us,” he explained. “But, also to blend the child and adult and young adult communities together so that families could come — parents, loved ones, significant others — to spend this time looking across the whole family system.” As part of the campaign, Ino-
va has released new data showing more than 30 percent of all adults in our community — and more than 50 percent of millennials — know someone who has faced difficulties dealing with alcohol or substance use disorder due to the COVID-19 pandemic. The survey data also shows that despite the growing prevalence of alcohol and substance use, more than 50 percent of individuals say they do not know where to go to find resources for help amid the pandemic. “I found some of those statistics quite interesting. I was surprised that percent of our members did not know how to access care. And I think that that was a real ‘aha moment’ for us in the academic discussion — even underscores the importance of this outreach program.” Leichtweis said. “I think it was a red flag that we need to do a better job, not just to know a little bit our whole community at informing people as to how to access the public sector, programs, how to access the
private sector programs that deal with substance use disorders.” “I think what often happens in mental health, as well as when there’s a mental health crisis in a family, or a substance use disorder an overdose — people are frozen. They don’t know what to do,” he explained. “We know what to do when someone gets sick, or when we have a health crisis, but we really don’t plan what to do when a loved one, spouse, a child, a partner, a significant other or a friend develops a substance use disorder. We enter a kind of chaos, where we’re trying to find out, and it’s not necessarily the best pathway into getting good treatments. So, I think we have to do a better job at educating people on the access to behavioral health care.” According to the new data, 36 percent of adults in the region say their consumption of alcohol has increased as a direct result of the pandemic. It is also believed that pandemic-associated issues, such as job loss, stress and loneliness, are

triggers for those who already suffer from SUD or those who may be at risk. “I also think there’s a real interesting dynamic going on as we’ve certainly seen, not just in our community but across the country. We’ve seen a real increase in the use of substances during COVID. People who may have been a social drinker are now becoming more of a moderate drinker, or a heavy drinker. It says people who may or may not have been inclined to engage in alcohol use or engaging in alcohol,” Leichtweis said. There are many people in our community who feel isolated alone, not able to reach out in the same fashion that others might be able to. We have a lot of people who live alone,” he continued. “I have a lot of staff, for example, who are doing therapy from home every day — all day long by themselves. That’s going to have an impact. And so, the choices that we make, and how we’re going to deal with that stress and anxiety are really important

during a time like this. And I think having this education available to our community members is critical.” The virtual Act on Addiction Summit webinar series will launch with a keynote panel featuring speakers from both Inova and Fairfax County Public Schools. The series aims to provide information on addiction, mental health, and resiliency. The Hitt family gift was aimed at addressing issues around substance use disorders and to assist in developing and enhancing existing programs that treat adult substance use disorders within the Inova Health System. “It is a point of pride for our family to be part of Act on Addiction, which touches a subject near to the hearts of so many in our community,” said Brett Hitt, co-chairman of HITT Construction. “It is clear to us that now, more than ever before, greater awareness of the issue and resources are needed to help those who are struggling and might not know where to turn. The family gets left out often, and particularly on the adult side with substance use disorders. The family just gets left behind. Madison County churchmen’s case to be heard Sep. 23 Four churchmen who filed suit against Gov. Ralph Northam have a hearing scheduled before the Madison County Circuit Court Sept. 23. Brian Hermsmeier, Joe Sansone, Mike Sharman, and Charlie Sheads, all of whom live in Madison County, filed suit against Gov. Northam on the basis of protection of religious liberties and the churches they serve. Circuit Court Judge David B. Franzén will hear the plaintiffs’ request for a Temporary Injunction of the Governor’s COVID Executive Orders and will also consider Gov. Northam’s defense that he is not the proper party, the plaintiffs don’t have standing to file the suit, and his Sovereign Immunity protects him from the suit, according to a press release from Commonwealth Law Offices in Culpeper. The suit was originally filed May 28, but as the Plaintiffs had asserted their rights under both the U.S. Constitution and the Virginia Constitution, Gov. Ralph Northam filed a Notice of Removal to move the case from the Madison County Circuit Court to the United States District Court in Charlottesville. In response, the plaintiffs dismissed that suit and filed a new one in Madison County, so that Virginia’s governor will be held to account in a Virginia state court by a Virginia judge, according to the release. The plaintiffs’ new complaint alleges that the governor’s COVID-19 orders against churches and their congregants violate the
Virginia constitution, Virginia’s Bill of Rights, the Virginia Statute for Religious Freedom, and provisions of the Code of Virginia. These documents promise Virginians even more freedom of religion than does the First Amendment of the U.S. Constitution, according to the plaintiffs say The suit claims the governor’s orders divides the commonwealth’s peoples into groups who are fully or partially exempt from his orders, and those who are not. Their suit also alleges Gov.r Northam put more COVID-19 limitations, restrictions, and mandates upon churches and churchgoers than he has placed on any other category of operation in Virginia. Hermsmeier, Sansone, Sharman, and Sheads each have been able to freely work in their businesses or professions because Gov. Northam’s COVID-19 Executive Orders have deemed them to be “essential,” yet they are severely constrained by Gov. Northam’s orders in their capacities as church workers, attendees and members. The plaintiffs believe their secular work is favored and their religious activities are disfavored by the Governor’s orders, according to the press release. “We simply want churches to be treated the same as media, businesses and other social gatherings,” said Mike Sharman, one of the plaintiffs, a lawyer who teaches an adult Sunday School class at his church. “Religious freedom is woven into and through Virginia’s

Deli-icious has a new home and ‘business is good’ By Amy Wagner

“Business is good.” That’s the word from Gayle Coates, owner of Deli-icious, now in its new digs at 128 North Main Street in Culpeper. Previously located in a space just eight feet wide at 336 James Madison Highway, the new location offers 1,800 square feet, dog friendly outdoor seating and eighteen parking spots. A plethora of subs, sandwiches, wraps, salads, snacks and even ice cream can be found inside, and Deli-icious offers convenient delivery, pick-up, and dine-in services. Coates said she dreamed of owning and operating her own deli for a long time. After she retired from Safeway after 25 years working in the deli and an additional five years of experience under her belt at the corporate level, she decided to take the plunge and purchased the former Bella Mia’s Deli space in Nov. 2014. When the current location, formerly Lane Appliances, became
available Coates jumped again and began renovating the space, opening for business on April 1, just as everyone was closing under the COVID-19 pandemic. “I had no choice but to open,” said Coates, who had a large day care account that she lost as a result of COVID. “We planned to open after we finished more of the inside, but we had to push opening up due to the loss of that account.” With the help of her daughters, Sydney, 27, and Raegan, 20, co-owner and boyfriend, Larry Richardson, and many new and returning customers, Deli-icious is running strong. Thumann’s meats and cheeses are served from the deli. Processed in house, in New Jersey, they are certified gluten free. On the sweet side, “Virginia’s finest” Garber ice cream is served by the scoop, in a cone, or in a shake, from the freezer. Offering flavors like peanut butter overload, banana peanut butter fudge and mountain blackberry cheesecake there are also low fat, sugar free and fat free options including
sherbet and frozen yogurt. Richardson and Coates are currently working on a new menu design which will boast some new sandwich names. The top two sandwiches, named after Coates’ daughters, will remain the same. Others are named after streets, schools and other locations around Culpeper — the Ritz Hi Hat, which used to be the building beside the
old deli, is one example. The JF Coates is named after Coates’ uncle, John, who served on the board of supervisors for many years. “He came in for a sandwich everyday when he visited me. He was my favorite uncle and passed away almost two years ago,” said Coates. The Commonwealth sandwich is named for Paul Walther, Com-

monwealth Attorney, and friend of Coates. “It is his favorite sandwich,” she said. In the back of her deli hangs a print from the Museum of Culpeper History. Mapped by an unknown staff officer, it was given to her by a customer at her previous location. “I pulled a lot of sandwich names from this map,” said Coates. “Some sandwiches will stay the same (on the new menu), and some will go away,” added Richardson, “but those will become a build your own item.” He also said they are adding hot sandwiches to the menu. The chicken salad is the biggest seller so that won’t go anywhere. Coates and Richardson have many events planned to draw the community in to their deli. Beer Hound will be on site from noon until 9 p.m. Saturday, with live music provided by Keith Bryant, from Lexington, Virginia. There will be food specials all day and Coates plans to debut their steak and cheese sandwich.

Staying safe on the river Around five years ago my brother and I made the long walk through the woods to the confluence of the Rapidan and Rappahannock Rivers near Lignum. We always looked forward to our trips to this more isolated area — the smallmouth bass tended to be less shy and the area was always full of interesting wildlife. As we apMarshall Conner proached the confluence, we opted to fly fish in the Rappahannock side. My brother waded to a promising spot with a low-hanging tree next to a small pool. I waded a bit further down river where I made a series of hops across three or four semi-submerged rocks. We stayed in contact via whistles and hand gestures. A fishy-looking shadow caught my eye within a nearby pool. After two attempts my fly fell in front of the shadow. As my fly danced in the swirling clear current, I saw

a bronze-green flash and the line became tight. This was quickly followed by a series of jumps and runs. After short fight I gently scooped the feisty smallmouth up for a quick selfie for proof of my catch. A smile stretched across my face as I released it to swim back into the river. This momentary contact with the flowing water refocused my eyes on the path I had taken to this series of rocks. I noticed that a few of the rocks were no longer visible. This did not make sense, and something told me to move closer to land. The water continued to rise, and I made a quick cell call to my brother to ask if he noticed the changes. He said, “I’m seeing the same thing and it’s getting discolored.” Minutes after we both reached the small camp area between the two rivers. We witnessed the quickest flash flood that turned the previously calm Rappahannock into a muddy debris filled mess. The Rapidan in stark contrast remained clear and calm. This was a on a nice September day. The speed and flow rate were
shocking to us — it was a bit scary. In our decades of fishing the Rappahannock and Rapidan we had never experienced such a rapid transition. This memory came back to mind this weekend when my brother and I discussed the recent drowning deaths of three people on the Rappahannock. This river that provides recreation, great fishing and a cool relief from summer heat can turn dangerous very quickly with heavy rains upriver. Since the 1980s the river has claimed about 90 lives — surprisingly, many within walking distance of downtown Fredericksburg. Deceptive currents, holes, floating and submerged debris along with rocks can surprise even the most knowledgeable waders and boaters. Bad choices contribute as well. A few extra safety precautions help. Recently, I put aside pride and now use a wading stick to provide extra balance and the ability to probe potential wading paths. Middle-aged knees tend to wear out and youthful ability to jump from rock-to-rock expires unfortunately. When kayaking or canoeing
one should always wear a personal floatation device it can certainly save your life. Other advice would include checking the color-coded flood signs along the river---yellow means caution and red means do not enter it. Levels of personal risk have always been the Achilles heel of freedom-loving Americans. Note the levels of pushback on pandemic guidelines and rules. We can be stubborn. As a lifelong fisherman, outdoorsman and river enthusiast I have learned a few lessons on river safety — some the easy way, and a couple the hard way. Follow these few guidelines and it will improve your level of river safety. •
Always fish or wade with a partner. • Bring a friend or guide with local river knowledge. • Do not enter when the water level is high or discolored. • Get an app that can tell you flow rate water level by the hour on your favorite river. ➤ See Safe, Page 9

After earning my undergraduate degree, I moved to Philadelphia to attend medical school at the University of

Career Partners, Inc. votes to support future teachers The Career Partners, Inc. (CPI) Board of Directors voted unanimously Sept. 3 to sponsor dual enrollment to Culpeper County Public School students who enroll in Virginia Teachers for Tomorrow. The program is designed to help with the country’s growing teacher shortage and incentivizes students to pursue careers in education. According to a Dec. 2019 report from the Virginia Department of Education, 900 K-12 teaching positions went unfilled in Virginia schools last year.
CPI has committed to paying the dual enrollment tuition for up to 50 students enrolled in both Virginia Teachers for Tomorrow I & II classes this school year. “We’re excited to remove the financial barrier for students exploring careers in education and look forward to how this program may expand in the future,” shared Career Partners’ President Marty Bywaters-Baldwin. Through a partnership with Shenandoah University, CCPS students will receive 3 college credits for
each completed course. As set forth by the Virginia Department of Education, eligibility for the program is a minimum 2.7 GPA, three teacher recommendations, and an application with a brief essay. “This is an incredible opportunity for our students and ultimately our community. Thank you to CPI for once again investing in our students, their education and the future of Culpeper,” Culpeper County Public Schools Career & Technical Education Director Randi Richards-Lutz said.

Taste Oil Vinegar Spice opened on the corner of Davis and East Street in Sept. 2011, and Deb Foley became a customer in May 2012. Almost two years later, in March of 2014, Foley applied when a position became available and quickly succeeded to store manager. When the owners started to think about retirement, Foley began pondering purchasing the business and in July 2016, Deb Foley and her husband became the new owners. Foley continued to operate and grow Taste OVS at its corner location until the building’s owners decided to sell, and on July 1 the Foleys opened their new, current, location at 122-A Davis Street. “We have made it what we envisioned it. We installed new ceiling tiles, replaced the floor, repainted and,” said Foley, looking towards the back of the shop, “we like our

Foley said despite the pandemic, they have seen a lot of repeat customers and have had a lot of online sales. “It’s very fortunate that I already had started online sales and set that up prior to the pandemic,” said Foley. Looking towards the future, Taste Oil Vinegar Spice is introducing a new rewards program. Customers who buy twelve bottles (oil or vinegar) and get a smaller one (thirteenth) free. “They don’t have to be all purchased at the same time,” laughs Foley. She is also planning events for a room in the back of the store where she will offer tastings, free samples and drinks.

Signs of a rebound in Greater Piedmont housing market trends BY GREATER PIEDMONT REALTORS
The COVID-19 outbreak led to an unprecedented economic downturn in both the U.S. and in Virginia. However, there is evidence that the economy has reached a turning point, and conditions should be improving over time. Nationally, the economy lost 22 million jobs in March and April. In May and June, however, the U.S. economy added 7.5 million jobs. Virginia also shed hundreds of thousands of jobs in March and April. However, in May, the State added 19,800 jobs. Consumer confidence rebounded in June, although individuals and families were still feeling uncertain about economic conditions throughout much of the 2nd quarter. Among residents of the South Atlantic region of the U.S., which includes Virginia, the measure of confidence in
current economic conditions was 103.3 in June, up strongly from April and May, though still significantly lower than the level earlier this year. The measure of consumers’ confidence in future economic conditions rose to 110 in June, indicating growing confidence in where the economy is heading. A consumer confidence measure above 100 indicates consumers are feeling more optimistic about economic conditions. Throughout the spring and into the summer, mortgage rates have fallen to record lows. In the week ending July 4th, the average 30year fixed-rate mortgage rate fell to 3.07%, down from 3.18% a month earlier and down from 3.75% from a year ago. Sales: After strong growth trends for more than a year, the GPR housing market slowed down in this spring. There were 590 sales in the 2nd quarter, down 14% from a year ago, a decrease of 95 sales. The slowdown is reflective of market uncertainty caused by the COVID19 pandemic and the economic downturn, and similar slowdowns occurred in many parts of Virginia. The overall sales numbers for the State declined 10% in the 2nd quar-

While the sales numbers are down for the 2nd quarter overall in the GPR footprint (i.e., April, May, and June), it is important to note that June sales activity in some local markets, such as Fauquier County and Rappahannock County, increased compared to last year. This is a signal that market activity is trending back up in the summer in some local areas. Home Prices: Even with a slowdown in sales this quarter, home prices in the GPR market continue to climb, a reflection of the tight inventory available. At $394,750, the 2nd quarter median sales price rose 10% from a year ago, a gain of $35,750. The median sales price in the GPR region overall has been ris-

ing steadily since the fall of 2016. The strongest price growth this quarter was in Madison County, where the median sales price surged $54,000, a 22% jump from a year ago. Culpeper County also had a large median sales price gain this quarter, up $39,000 from last year. Price gains are occurring in many parts of the State as the inventory continues to be historically low. The median sales price in Virginia rose 2% in the 2nd quarter compared to last year. Active Listings: While the full impact of COVID-19 on the local housing market continues to be monitored, the direct impact on inventory is already quite evident. Housing markets throughout the Commonwealth experienced dramatic declines in active listings over the past several months as more would-be sellers continue to wait to see how the market responds to the pandemic. At the end of the 2nd quarter, there were an estimated 436 active listings on the market in the GPR footprint, which is less than half the inventory level of a year ago (-54%), a reduction of 514 active listings. This is the largest drop in inventory in the GPR housing market in over 5 years. All coun-
ties within the GPR footprint had significant inventory declines this spring, with the largest occurring in Fauquier County and Culpeper County, where the number of active listings plummeted 60% and 54%, respectively. The tight market supply is constraining sales activity in some local areas and continues to put upward pressure on home prices in the region. The overall inventory of active listings in Virginia at the end of the 2nd quarter was 39% lower than it was a year ago. Days on Market: At 48 days, the average days on market in the 2nd quarter in the GPR footprint is 3 days faster than this time last year. The average days on market has been trending down in the area for much of the past several years as inventory levels have continued to shrink. At the local level, Rappahannock County was the only jurisdiction to have a large drop in the average days on market, down 44 days from the 2nd quarter of last year. In the other 3 counties in the footprint, homes sold at a similar pace as last year, on average. At the State level, homes sold in 40 days, on average, during the 2nd quarter, which is 3 days faster than a year ago.

Hurtful reminders in our community George Washington Carver Alumni Board As a result of what is happening all over the U.S. at this time, we the George Washington Carver Regional High School Alumni Association, Inc., feel compelled to speak as citizens of this community. For the past five years, the group has given $15,000 a year in scholarships to local rising college students. This totals $150,000 in the past fifteen years. We have some history in this community, and most of us pay taxes for the good of the entire county. In fact, we have helped to pay for things that, in light of a more inclusive history being shared, should probably never have been. After the Civil War, we had Black congressmen, even a Black town councilman in Culpeper in 1887. No other Black official was appointed or elected until the 60s. Interracial marriage was against the law in Virginia until 1967. Culpeper didn’t fully integrate schools until 1968; the last in Virginia to do so. As was stated to the Culpeper Board of Supervisors in 2015, the Civil War is very ingrained in Culpeper’s history, but there is more history here than just the Civil War. There is so much history that we are unaware of, especially African American History. We understand not all past wrongs can be corrected. What we do ask for is open conversation, acknowledgement of past wrongs and evidence that our thoughts and feelings are given consideration. Some things can be done very easily, such as slipping in the name Pelham, the young 24-year-old flamboyant artillery officer, who
had no real attachment to Culpeper and thus, no reason to be honored here. I guess you would say the same for George Washington Carver Regional High School’s name change to Piedmont Vocational School without consulting concerned citizens. With nationwide discussions about the monuments, Culpeper should be proud to have Joe Daniel’s offer to move the courthouse monument (not a call for demolition). The Brandy Station and Cedar Mountain Battlefield Associations should be eager to receive this monument, as are eight associations vying for Albemarle County’s Confederate Soldier. This would provide a more appropriate location for those who wish to see such exhibits. The courthouse monument and the Confederate battleflag send an ugly and hurtful message about our community. As has been mentioned, the inappropriateness of such symbols is being recognized by many throughout the nation. Constitution and on Sept. 17 we celebrate the signing of this document 233 years ago in 1787. It is the oldest constitution still in active use in the world and is the framework of our republic. It spreads power over three branches so that none can usurp sole power; the presidency, the congress, and the court. It makes each of them accountable to the others, checking
that divided power and balancing it. In contrast to most of human history, it has secured the peaceful transfer of enormous power from one administration to the next. Know your Constitution! Local concrete company tapped for retirement community project By Christopher Six

Locally-based Next Generation Concrete has signed a contract with Williamsburg-based Henderson, Inc. for concrete work at The Culpeper, a Lifespire retirement community where “cottage” style homes will be built on 36 lots. Next Generation Concrete was founded by third-generation construction entrepreneur Justin Coffey. “I’m actually based out of Culpeper, which makes it kind of nice that a new local company got the
contract,” Coffey said. “My grandfather started his business and then taught my uncle the land-clearing demolition excavation business, and then there’s me,” He added. “They’re based out of Fauquier County and I’m based out of Culpeper, but we’re all local family-owned and operated busi-
nesses.” Coffey said the contract could net his company an amount somewhere in the neighborhood of $1 million depending on which type house they build. The builder will offer five different models for buyers to choose from. Coffey added the contract should take about a year and a half to fulfil. Coffey founded Next Generation Concrete earlier this year when he decided he wanted to go out on his own after 15 years working for his
grandparents’ company. “I’m only 30 years old now, so I’ve been doing this stuff since I was 15 as my summer job,” Coffey explained. “I hated concrete to begin with, it basically just my way to bond and spend time with my grandfather. It just grew into me learning a lot about the industry and starting my own business.” In addition to commercial work, Next Generation Concrete provides services including stamped concrete, stone and foundations.

The doggy day care and overnight camp will celebrate with an autumn themed party for dogs to benefit pets cared for by For The Cats’ Sake. How the big sign came to be and the issues behind the slogan It took a group of family friends four nights to paint the enormous “Farmers for Trump” sign on Route 211 at Massies Corner. “Painting the plastic was very challenging. The paint wanted to slide right off,” said Mike Massie, farmer and proud owner of the two-tiered hay bale sign. “It took a lot of touching up.” A couple weeks after the sign was unveiled, the Rappahannock County Zoning Office received a single complaint that it was too big to be in compliance with the county’s sign ordinance. Zoning Administrator Michelle Somers told this newspaper that she and the county attorney would look into it, but that political signs of this nature are not permanent. Massie himself comes from a long line of Rappahannock County cattle farmers and he is, as his sign suggests, a big fan of Donald Trump. “I think Donald Trump, in his first three years with his economic policies, empowerment zones in the inner cities and bringing back a million manufacturing jobs, allowed people to achieve the American Dream,” he said. Quoting the hit TV series Yellowstone, Massie told this newspaper that the mindset of an American cattleman could be summed up in a few words: “Dear Lord, give us some rain and a little luck and we’ll do the rest.” The coalition of farmers for Trump may appear like an organized effort, but Massie said it is “very grassroots. I think I saw a ‘Farmers for Trump’ sign somewhere and liked it, so I emulated it.” Indeed, “Farmers for Trump” signs can be found all over not only Rappahannock County, but the entire nation. Despite Trump’s aggressive trade policies that have prompted China to implement retaliatory tariffs on American farm products, support for Trump among farmers remains by most measurements widespread. At the end of August the independent Farm Journal released national polling data that showed 82 percent of farmers said they plan to vote for the president in the 2020 election, compared with a mere 13
percent who say they will vote for Joe Biden. So what’s driving farmers to gravitate towards Trump in spite of the trade war with China? There are several possible reasons. FOREIGN POLICY
Though one local farmer told the Rappahannock Newshe believes farmers “are pawns in his [Trump’s] trade wars and we have lost markets overseas that we will never get back” and that “a few payments to pacify his base that helped drive up the deficit won’t help us in the long run,” it seems many farmers disagree. “We believe that [Trump is] trying to stand up for Americans whether they be farmers or Main Street,” said Dr. Brooke Miller, a third-generation farmer in Rappahannock. “Nobody has stood up to China . . . and China has actually taken advantage of the United States in a lot of trade deals. I think President Trump is doing an excellent job . . . and I think it will pay big dividends in the future. We can’t worry about short-term losses when we’re looking to the long-term.” Plus, it doesn’t hurt that the federal government is making massive payments to farmers to stem those short-term losses. According to a Politico analysis, federal agricultural spending has increased from $11.5 billion in 2017 to $32 billion and counting in 2020, “amounting to about two-thirds of the cost of the entire Department of Housing and Urban Development.” Massie said the farmers he knows were prepared to endure short-term pain for long-term gain regardless of whether or not they received government aid and the payments were “just icing on the cake.” REGULATIONS
Another reason some farmers support Trump? The promise of fewer regulations. “We’re basically over-regulated,” Miller said. “Over-regulation favors big multinational corporations where they have economies of scale and hurts small independent producers . . . if we can decrease regulation and make it easier for small, independent packing facilities to exist and to thrive, then that will in turn

help family farmers to make a living wage.” Massie expressed frustration not only with meat packaging regulations, but also with environmental legislation imposed on farmers by politicians in Washington. “For a while the big thing was building fences to keep cattle out of the rivers and the streams,” Massie said. “But before there were cows, there were buffalo doing the same thing. Nature has ways of dealing with that … it’s like [lawmakers] don’t understand that the nature of our work necessitates that we take care of our land.” (Note: scientific studies have shown that bison and domestic cattle do not use riparian lands in the same way and therefore impact ecosystems differently. It is well documented that whereas bison are better adapted to dry climates and prefer to spend less time grazing in wetlands, domestic cattle have a far greater impact on rivers and streams because they prefer to linger in wetlands. Still, Massie believes nature has ways of resolving such issues on its own.) WORLDVIEW
