Constitutional challenge may stall rural broadband initiatives AC CulpeperTimes_StripAd.indd 1

The Rappahannock Electric Cooperative is being taken to court for acting lawfully under a new Virginia statute that may violate the constitutional rights of property owners.

The lawsuit could have significant ramifications for REC’s plans to expand its fiber optic utility network, a project that REC says would improve its detection of and response to outages. The fiber optic project would not only connect more than 130 substations, offices and radio towers but also facilitate future broadband development in its service area.

On Oct. 28, Culpeper homeowners John and Cynthia Grano filed a complaint with the U.S. District Court alleging that REC unlawfully deprived them of “their constitutional property and contract rights

under the color of state law, in violation of the U.S. Constitution’s Due Process Clauses of the Fifth and Fourteenth Amendments, and the Contracts Clause of Article I, Section 10.”

Earlier this year the Virginia General Assembly passed House Bill 831 authorizing utility companies to use existing “easements for the location and use of electric and communications facilities” for the purpose of expanding broadband networks on the basis that doing so is in the public interest.

But the Granos are arguing that the bill, now adopted as Virginia Code § 55.1-306.1, is unconstitutional, and by acting in compliance with the new code REC is violating their rights.

“My clients are not against rural broadband, they are for it and they are for it being done constitutionally,” said Joshua Baker, the

Granos’ lead attorney. Baker is a partner at Waldo & Lyle, a Norfolk-based law firm that specializes in defending property owners in cases involving eminent domain.

“This suit has been brought under the U.S. Constitution to say that it’s an unconstitutional taking of property rights without compensation and a denial of due process,” Baker said. “We’re pursuing the repeal of the legislation as part of this lawsuit.”

Though REC obtained permission from property owners to erect and maintain power lines on their properties, Baker says the installation of fiber optic was not part of the bargain.

“You might look at [fiber optic] and say, well it’s just another wire, what’s the big deal? The big deal is that those wires are owned by for-profit companies,” Baker said.

“They’re not giving away broadband,” Baker continued, “and these property owners are essentially giving up additional rights for these for-profit companies to use their land as profit. It’s not just the existence of that line, but those lines need maintenance [and] updating.”

Casey Hollins, Director of Communications and Public Relations for REC, said that though this lawsuit has “hampered” the cooperative’s efforts to connect their infrastructure with fiber, REC is not giving up.

“Even still,” Hollins wrote in an email to the Rappahannock News, “REC remains an advocate for broadband and bridging the digital divide within our 22-county service area.”

The Western District of Virginia has not yet issued the plaintiffs a court date.

Culpeper Wellness Foundation announces plan for new facility

The Culpeper Wellness Foundation recently announced plans to relocate its offices and Sports & Fitness gym to a new facility in efforts to facilitate the expansion of its fitness and recreation offerings.

While the foundation offices will move to a building across from the DMV on Crossroad Parkway before the year’s end, Culpeper Sports & Fitness should move into a renovated 7,200-square-foot area of the facility by next fall.

The new facility also has an office space that will be renovated to offer new and expanded youth activities.

Landry explained the move will provide a major upgrade to the fitness area, which will be a “bright and open” space with room for additional group fitness classes. The current facility, she explained, simply “isn’t laid out as well.”

Additionally, Landry noted that the foundation also plans to construct a 14,000-square-foot multi-purpose gymnasium that will be attached to the building and hopefully open by the end of 2021.

She said it will have two courts and “our focus is really on increasing opportunities for children to participate in activities.”

A Wellness Foundation news release notes that the gym “will compliment fitness programming and provide much-needed space for recreational use.”

“We envision a place where youth can be found playing pickup basketball or volleyball or soccer, where local teams practice and recreational teams are formed,” Landry said.

Long-term goals for the foundation include the development of outdoor recreation opportunities on six acres surrounding the new facility.

“Within the next few months we will begin consulting with local youth, education professionals, youth service providers and others to gather information that will inform our activity and program planning. We also look forward to collaborating with the county Parks and Recreation staff to advance our common goal of reaching and serving the youth of our community and providing a spectrum of engaging activities for families,” Landry said.

The nonprofit foundation also operates the Free Clinic of Culpeper and Powell Wellness Center, one of two certified medically integrated fitness facilities in Virginia.

Michael Duff did not merely want to start a business upon opening his CrossFit gym in Culpeper, he wanted to be part of a community.

nual event for about five years, the Toy Chest has collected and distributed Christmas presents for 22 years. Toy Chest President Kristen Jo Johnson explained the organization was initiated through a family effort that included her parents Wayne and Jo English and their Clore-English Funeral Home.

The Toy Chest fell under the umbrella of Toys for Tots through 2015, a year in which Johnson said all of the toys locally collected were distributed throughout northern Virginia. Wanting to keep the toys local, she opted to form the Culpeper Toy Chest nonprofit organization.

Do at-home remedies for UTIs work? ➤ When to seek care for a urinary tract infection Submitted by Novant Health UVA Health System More than 8 million people visit the doctor each year for a urinary tract infection (UTI) – the second most common type of infection in the body, according to the American Urological Association. UTIs, also known as bladder infections, occur when bacteria enters the urinary tract.

While both men and women are prone to UTIs, they are more common in women because their urethras are shorter and closer to the rectum, according to Kevin Stocker, MD, of UVA Obstetrics & Gynecology, a department of Novant Health UVA Health System Culpeper Medical Center. Stocker said E. coli bacteria, which live in the bowel, cause most of them.

PREVENTING A UTI

The “at-home remedies” you’ve likely heard of – drinking cranberry juice or taking probiotics – only prevent future UTIs. Stocker said these options, while helpful in prevention, will not cure one.

He said upping vitamin C consumption, which makes the urine more acidic, can also help prevent UTIs, as do probiotics like acidophilus, which boost the immune system.

One reminder from Stocker: If you go with cranberry juice, don’t get the sugary cocktail option at the grocery store. You’ll want pure, tart 100% cranberry juice (preferably unsweetened). Cranberry pills are another option.

Other ways to prevent future infections include: • Staying hydrated • Urinating after sexual intercourse • Keeping your immune system healthy • Limiting caffeine consumption

Good overall hygiene, such as wiping front to back

TREATING A UTI

Men and women will experience similar symptoms of infection, including: • Pain or burning while urinating • An increased urgency to urinate – even if the bladder is empty • Blood in urine • Dark-colored urine • An odor to urine Stocker said about 20% of mild, uncomplicated infections will go away on their own with lots of water, which helps flush the bacteria out of the bladder. However, individuals with symptoms of UTI that are concerning enough to seek care need antibiotics, especially if they have a fever.

“Let's say it's the weekend and you want to wait until Monday to see a doctor,” Stocker said. “As long as you do not have back pain, fever or chills, you can start an over-the-counter medication like Azo or Pyridium to help with the burning sensation and urgency,

but this will not treat the bacteria. Keep in mind, this urinary analgesic should only be used for two days.”

The prescribed antibiotics, which are inexpensive, are taken over a three to five day period depending on the medication. Stocker said leaving it untreated could result in a kidney infection. This can lead to serious health problems, but quick treatment prevents most complications.

Signs that you may have a kidney infection include: • Back pain • Nausea or vomiting • Flu-like symptoms such as a fever and chills For people who get UTIs often, Stocker recommended seeing a urologist to better understand why. He said that UTIs are more dangerous to pregnant women since the infection can cause preterm labor, so they should see their physician immediately if experiencing symptoms.

REC lineman in Culpeper graduates to next level

R Eric Butler completed thousands of hours of classroom and on-the-job training.

EC lineman, Eric Butler, was among 21 line workers from nine electric cooperatives in Virginia who graduated from apprentice to journeyman status following completion of thousands of hours of extensive training.

Butler, a lineman in REC's Culpeper regional office, completed his final Step 8 journeyman class in October at the Electric Cooperative Training Center in Palmyra. The Virginia, Maryland & Delaware Association of Electric Co-

operatives owns and operates the stateof-the-art center, which opened in May 2019.

To enter the Association's journeyman program, line workers must complete 8,000 hours of classroom and on-the-job training. Todd Butcher, the Association's manager of safety training, said the program incorporates climbing skills, knowledge of electricity, underground and substation work, safety and leadership, among other topics.

REC launches new research to improve utility reliability

R

EC recently partnered with the Electric Power Research Institute (EPRI) on a progressive project that could improve the reliability of electric service not only for REC's member-owners but for utilities across the globe.

"This has the potential to help REC greatly reduce the number of tree-related outages and significantly improve reliability for our member-owners," Cindy Musick, REC's Director of Vegetation Management, said. "Ultimately, if this can be accurate, it would be groundbreaking for the utility industry around the world, and REC is proud to partner with EPRI to be at the cutting edge of this research."

Trees are the No. 1 cause of power outages. Today, the Cooperative's Vegetation Management Team uses a proactive maintenance strategy to compile ground-level data to identify hazard trees within the system.

EPRI, the lead researcher on the new research project, reached out to REC after collecting satellite data on trees in a right of way in REC's service territory. The satellite data used hyperspectral analysis to determine the amount of chlorophyll on a leaf's surface.

Additional research and analysis continue, but REC's director of vegetation management said this technology could dramatically help identify hazard trees before they fall and cause a power outage.

"Ensuring our member-owners have safe and reliable electricity is our priority," Musick added. "We look forward to continuing to work with EPRI hopefully helping to launch this technology across the industry."

REC won’t resume disconnections soon

ince March, a statewide order issued by the State Corporation Commission (SCC) was in place prohibiting electric utilities from disconnecting customers for nonpayment of their electric bills. The SCC's moratorium on disconnections ended on Monday, Oct. 5. REC recognizes the hardships the public health crisis continues to impose on our memberowners, and out of concern for you, will not resume disconnections for nonpayment of electric service in the immediate future.

While the legislature and governor work to finalize comprehensive guidance on disconnections, REC encourages members to contact us at 1-800-552-3904 between 7 a.m. and 5 p.m. to make payment arrangements so that our member service representatives can help you get back on track and avoid having your bill further increase.

Food Closet spreads joy and turkey for Thanksgiving

The Culpeper Food Closet got its name because food for needy families was once stored in a closet at St. Stephens Episcopal Church when the program launched in the mid1980s.

Though the name is the same, the operation has far outgrown the closet.

This year, Culpeper Food Closet accumulated 6,000 pounds of turkey and 700 bags of side dishes so local families could have proper Thanksgiving meals.

Food Closet member Billy Green explained the Thanksgiving program, which dates back about two decades, is just one of many examples of “Culpeper taking care of their own people.” Although the holiday meal program is important, he noted that the Food Closet’s goodwill is spread throughout the year as meals are provided to families monthly.

“Culpeper is just a wonderful place to live because people care about each other. There must be something in the water or air, we’re not sure which,” he said.

For example, Green explained that the Food Closet would not be

able to provide such outstanding services were it not for community donations. For a couple of months every year, the Safeway grocery store asks shoppers for donations to support the Food Closet.

“I’m a native of Culpeper - I’m 75 years old - and I have seen over the years how this community rises up and takes care of the needs of our own people. It’s just phenomenal,” Green said.

Safeway also assisted in the program by storing pallets of turkeys in the store’s freezer. To receive free turkeys, Store manager Edith Reed explained that those in need simply

had to present a voucher from social services.

Green said around 600 families likely received meals this year, a feat that took the efforts of a village to accomplish, as key partnerships with area churches, SWIFT, Social Services and other organizations ensured the Food Closet’s services reached those who need it most.

Maroon Solar pulls permit for large-scale solar field

About a week after the Culpeper County Planning Commission recommended that Maroon Solar's application to construct a 1,000-acre solar farm off Raccoon Ford Road be denied, the company pulled its application seeking a permit for the project.

Bruce McLeod, vice president of Maroon Solar’s parent company, denied to say why the application was pulled. In Maroon Solar’s letter of withdrawal, attorney John Foote states that the company appreciates the time county has staff has dedicated to the project and “we anticipate being in contact with you further about this project.”

County Administrator John Egertson noted that Maroon Solar can re-apply for the project at any time “but it will be treated as a brand new application, starting from square one, if they do decide to reapply.”

Maroon Solar, a subsidy of the North Carolina-based Strata Solar, hoped to construct a 149-megawatt solar project located near Raccoon Ford Road. The firm’s plans called for the installation of solar panels on about 960 of the site’s 1,700 acres.

Reasons the planners recommended denial of the permit included the proposed size of the solar farm and that the project does not fall in line with the county’s comprehensive plan. With county guidelines stating that solar farms should not exceed 300 acres, the proposal more than quintupled that landuse policy.

Shortly after the commission recommended denial, Strata Solar developer Louis Iannone said the company was disappoint-

ed and “we heard their comments and are working hard to address the issues raised.

We continue to believe our proposed solar project is good for Culpeper County.”

Had the application not been pulled, the Board of Supervisors would have considered the request.

Planning Commission Chairman Sanford Reaves explained via telephone that while he is a “land rights person,” the proposal simply did not align with the county’s comprehensive plan. The proposed size of the solar farm was his main concern.

Commissioner Raymond Zegley also noted the proposed size as a reason for recommending denial. Perhaps more importantly, he cited potential erosion issues. He added that county guidelines allow for just 50 acres to be cleared and stabilized at one time while Maroon Solar’s proposal included plans to simultaneously clear much more.

Additionally, Zegley thought the developers should have obtained a bond for the entire cost of an eventual decommissioning project and added that it is key to know exactly where blasting during construction would take place.

To even have a chance for the Planning Commission to recommend approval, Planning Director Sam McLearen said via telephone that Maroon Solar would have to reduce the size and scale of the project. Other concerns, he said, included stormwater erosion, the impact of construction on nearby roads and potential noise associated with blasting work. ➤ See Solar, Page 8

As new coronavirus cases in the area are being logged at a faster rate than ever, Rappahannock-Rapidan Health District Director Dr. Wade Kartchner said he hopes residents will use the holiday week to reflect “on things that give us a sense of gratitude.”

“We have so much to be thankful for in this nation, especially in this part of the country that we call Virginia,” he said. “We have suffered much during the pandemic, including loss of loved ones, jobs, education and some civility. Take some time to ponder those things that we do have, that make us fortunate and even blessed.”

The message comes as the Virginia Department of Health reported that, as of Nov. 22, the health district had 3,996 total cases. In the district, Culpeper had seen the most cases with 1,877 while there were 1,346 in Fauquier, 522 in Orange, 175 in Madison and 76 in Rappahannock.

The district also reported 59 total deaths, with 27 in Fauquier, 19 in Culpeper, seven in Orange, four in Madison and two in Rappahannock.

On Nov. 22, Culpeper had an average of 20 new cases over a weeklong period. In the month, Culpeper reported more than 400 new cases.

This comes as the Coffeewood Prison has seen an outbreak among inmates and staff. On Nov. 18, the Virginia Department of Corrections reported that the first and only inmate had died stemming from coronavirus complications. Statewide, the health department reported on Nov. 22 that there were 217,796 cases, 14,046 hospitalizations and 3,939 deaths since March.

As the number of local, state and national cases rise, a new rapid test site was recently opened at the Culpeper Hospital off Sunset lane, where health district residents can get tests for $75 if they are asymptomatic. Free tests are given to health district residents who have symptoms or have been exposed to virus.

Kartchner said while the amount of new cases “can be disheartening for all of us,” there is some good news as Pfizer and Moderna have announced the development of coronavirus vaccinations.

“The early data is better than most predictions could have hoped for,” he said of the vaccines.

The next step, Kartchner added, is for the Food and Drug Administration to grant emergency use authorization for the vaccines, which should take a few weeks. Once the Advisory Committee on Immunization Practices grants approval, the vaccines can “be given to recipients in a planned, tiered rollout.” raise the temperature so urban communities that have already chopped down their trees can receive “green energy” in attempts to “save the earth.”

Other speakers noted that they do not want Culpeper County to become an “energy ghetto” for Loudoun County.

During a presentation, Maroon Solar developers explained that the topography and tree buffers would prevent anyone from seeing the solar farm.

Michael Baudhuin, owner of the nearby Summerduck Run Farm, took issue with that sentiment, comparing it to having a termite-infested basement.

“I could say that I don’t see them so they aren’t going to hurt me," he said.

While the vast majority of speakers during the public hearing opposed the project, two spoke in favor. Dewayne Forrest, whose farm borders the site, said he has visited solar farms and seen no evidence of erosion or other issues. He added that it is the Planning Commission’s job to move Culpeper into the future instead of clinging onto the 1860s.

Maroon Solar is just one of five companies that have attempted to build solar farms in Culpeper over the last five years. It is such an attractive location for solar projects because Dominion Energy’s Rem-

ington-Gordonsville transmission line runs through the county.

Two years ago, Greenwood Solar received approval to construct a solar farm off Blackjack Road. While a special use permit was granted for that project, it recently expired. The Virginia General Assembly, however, recently passed legislation granting a two-year extension to all use permits that were valid in July 2020.

That legislation, however, does not take effect until March, at which point McLearen said he expects discussion surrounding Greenwood Solar to resume. Meanwhile, another solar company is exploring the possibility of a project in the county.

Rescue team brings mammoth mule to her feet If she could talk, Bar-B-Que, a 31-year-old mammoth mule, would probably say how thankful she is to live so close to a fire department with a technical large animal rescue squad.

Around noon on Nov. 13, the Little Fork Volunteer Technical Large Animal Rescue Team was dispatched to the Lakota area, where Bar-B-Que had fallen and could not stand.

Little Fork Chief Doug Monaco explained in a Facebook post that “the owner had notified us that she had been working with BarB-Que and had been trying to get her up since she fell earlier in the morning...She had attempted to stand until she was totally worn out.”

Upon their arrival, the rescue team strapped head protection gear onto Bar-B-Que and decided to use a rescue glide to remove her from the barn. From there, Bar-BQue was lifted with a Becker Sling because Monaco said a vet on the scene “was sure that if we could get her back on her hooves she would stand.”

Students become bookworms in Read-a-Thon fundraiser

Emerald Hill Elementary School students will have their noses in books over the next few weeks as they participate in a Read-a-Thon fundraiser with hopes of converting the school’s courtyard into an outdoor classroom.

During the Read-a-Thon, which is the school’s parent-teacher organization’s only fundraiser this year, students are being challenged to log 120 minutes of reading time. In turn, students are seeking pledges for the amount of time they read or flat donations.

In years past, Principal Tori Gelbert explained that the annual fundraiser often included large student gatherings, which of course is not possible amid the ongoing coronavirus pandemic.

The fundraising goal is $30,000, about half of which would be used to transform the courtyard into an outdoor classroom. Hopefully, Gelbert said the outdoor classroom would be installed by the spring, at which point it would be

accessible to three classes per day.

Features of the classroom may include flower beds and benches constructed by boy scouts along with perhaps a whiteboard.

The remaining money may fund technology needs or playground equipment. Online donations can be made at https://tinyurl.com/ yyuwc832 through Dec. 4 and checks can be made out to the Emerald Hill Elementary School PTO. Students explain on the fundraising website that they are “excited to be a part of it because this event raises money for me and my classmates to continue to be enriched with instructional resources that support our educational opportunities and other programs that are essential to our learning environment.”

Various prizes will be awarded to the students who log the most reading time while the class that raises the most money will receive a reading of “Todd McNask and his favorite mask” from local author Layton Scarbrough and receive signed copies of the book.

Sheriff’s Christmas parade lives on, outside of town limits The Culpeper Christmas Parade, which is hosted by the Sheriff’s Office, is set for 5 p.m. Dec. 6 in Brandy Station.

Usually held downtown, a Sheriff’s Office Facebook post states that “unfortunately, due to Virginia Department of Health restrictions, we are unable to host this event within town limits.” The announcement was posted Nov. 11, two days before Gov. Ralph Northam banned gatherings with more than 25 people.

Asked if there had been any change of plans since the announcement, a Sheriff's Office public information officer stated via text message that any announcements regarding the parade will be made on the department’s Facebook page.

As of press time, no announcements had been made.

The Nov. 11 post states that the Sheriff’s Office appreciates the efforts of Mayor Mike Olinger, Town Manager Chris Hively and the Town Council members “who have supported our efforts of a Main Street Christmas Parade.” The post adds that “although we have met continued resistance by some within the Town Council, we are pleased to anCulpeper County Sheriff Scott Jenkins in front of a float during a past Christmas parade.

CULPEPER IN BRIEF COUNTY REVENUES UP THIS YEAR

In a review of the finances for the first quarter of this fiscal year, Culpeper County Finance Director Valarie Lamb reported on Nov. 10 that the county’s general fund savings account has $25 million compared to $14 million this time last year.

She explained this has been possible in large part due Coronavirus Aid, Relief and Economic Securities Act grant funding that was used to fund public safety salaries.

Additionally, Lamb reported that sales tax is up by about 11% compared to this time last year. Meanwhile, the county’s overall spending has decreased by about $2.7 million, which stems from a series of budgetary cuts.

In November 2016, Rappahannock Electric Cooperative employee Shanni Green was diagnosed with stage two breast cancer. Following endless complications and a double mastectomy, she recently celebrated three years of being cancer-free.

Now REC’s external affairs administrative assistant, a company news release states that she is a voice for cancer awareness. In October 2019, she coordinated a company-wide “pink out” and this year she participated in Sheyla Guerra’s Stronger Together campaign, which aims to shed light on breast cancer.

REC sponsored a campaign event at Mattaponi Winery and Green said having the company as a sponsor “meant the world to me, it shows me that my company is in this with me.”

CULPEPER NAMED VIRGINIA'S 13TH SAFEST MID-SIZED CITY

According to a report from the AdvisorSmith insurance company, Culpeper is Virginia’s 13th safest mid-sized city. This was determined based on a study by the company that analyzed violent and property crimes in 13 large Virginia cities, 26 mid-sized cities and 103 small cities.

The Culpeper County School Board recently covered a broad range of topics during its fall retreat that spanned eight hours.

During that meeting, Hively noted that the Virginia Department of Health broached the possibility of a situation where attendees drive by a still parade.

The post notes that the event was made possible through a partnership with the Brandy Station Volunteer Fire Department. In a Facebook post, the department noted that there will be plenty of parking along the parade route so citizens can remain in their vehicles and watch the parade or sit in chairs alongside the road.

The study showed that the Culpeper’s property crime rate is 18 per 1,000 residents, compared to an average of 18.8 per 1,000 residents in other mid-sized cities.

Cities qualifying as “mid-sized” have between 10,000-50,000 residents. Purceville was named the state’s safest mid-sized city, Broadway and Bridgewater tied as the safest small city and Alexandria was named the safest large city.

RANGER

Ranger confesses to being a real ham whenever he sees a camera.

Perhaps his big smile means he knows what a lucky dog he is. He was a rescue from a shelter and must be eternally grateful to have a home that is peaceful and quiet. Can you imagine how difficult it is to get a good night’s sleep amidst the barking and yipping that goes on in a shelter?

Even though I like to prowl about after midnight, I do it with grace and elegance, not with whining and yipping. My only night noise is an occasional snore. Or sigh.

Or a litter box scratch. But dogs are a different story.

I do know that Ranger keeps a busy schedule during the day. He patrols his sidewalk and barks a warning whenever he sees humans pushing baby strollers or walking small white dogs. It’s hard to say why. He does the normal barking at squirrels and delivery trucks, but I

wonder why he barks at baby strollers and small white dogs? There must be something in Ranger’s past that is pushing his buttons.

One benefit of barking at delivery trucks, he did confide, is that humans come out of those truck doors with dog treats. Are they bribes? Peace offerings?

Or simply goodwill gestures of dog owners who wish their dogs could ride the route with them? Ranger doesn’t debate the issue. He eats the treats.

Another benefit is that the delivery guys generally bring a cardboard box full of something, and when the box is opened and emptied, it becomes Ranger’s property to chew.

The taste of cardboard is right up there with raw meat for his dog.

Ranger told me his life was wonderfully serene until Charlie came through the door.

Charlie is roughly the size of an armchair. Word on the street

is that he had a rough time in his previous homes, so Ranger’s owners adopted him and appointed Ranger his guidance counselor. Poor Ranger.

He had no idea where to begin.

Charlie was BIG, so BIG that he kept bumping into things he didn’t mean to bump into, and breaking stuff he didn’t mean to break. He spent lots of time hanging his head in remorse.

Ranger was patient, sometimes terrified, and bewildered, and intimidated. He gave Charlie space, and now the two are best buds. They both enjoy a good chew of cardboard.

Next time I will tell you about Bandit, a free spirit who lived in the country and came and went as he pleased.

The Chamber’s annual Meeting and Awards Ceremony was held virtually Thursday evening and is available to watch on YouTube, Facebook and Culpeper Media Network. The fundraising portion of the event, which is usually through raffles, ticket, and alcohol sales, was also hosted virtually via a silent auction that raised about $2,000. Say recently explained that one benefit to the virtual event is that anyone can watch it at any time online. Compared to the usual 350 attendees, he said the morning after the event that more than double that amount had watched the ceremony within 24 hours of it airing. In upcoming issues of the Culpeper Times, award winners from the evening will be profiled. Top right, the Culpeper Chamber of Commerce’s Non-profit of the Year Award went to Aging Together. Rappahannock-Rapidan Community Services and a Board Member of Piedmont CRUSH were invited to the White House for the launch of the Office of National Drug Control Policy’s (ONDCP) new Rural Community Resource Guide, on January 31st, 2020.

The ONDCP works to reduce drug use and its consequences by leading and coordinating the development, implementation, and assessment of U.S. drug policy. The action guide is one of several tools that was created specifically for rural leaders who are facing drug addiction in their communities. Is there a reason to be thankful?

Absolutely! God has provided us every blessing in our lives. There is not one thing we possess that is not directly from the living Lord. Our unfortunate issue is that we routinely take things for granted. We expect that they are always going to be there and forget to have gratitude about those little essentials. Take, for example, the recent community-wide power outage. The whole area was out due to a 30-year-old switch gone bad. Yes, things happen. We should expect them. But instead of being upset and frustrated, shouldn’t we be grateful for the work of our Town and Power?

Synchronicity is a sign of serendipity. It helps us know we are on the right track to discovering something serendipitous. To the house hunters out there, be patient and keep your eyes open for synchronicity. Your serendipity home will be just around the corner.

Introducing Dr. Gurwinder Singh, Fauquier Health’s new internal medicine specialist

By Josh Gully Culpeper Times Fauquier Health is bringing a new service to Culpeper with the recent hiring of Dr. Gurwinder Singh, an internal medicine specialist who began working in town last month.

Singh, 31, will provide adult health care for acute and chronic issues. His areas of expertise include adult and geriatric health, preventive care, diabetes, hypertension, lung conditions, critical care management, joint disorders and mental health disorders such as depression, anxiety and post-traumatic stress disorders.

Singh, now in his eighth year practicing, attended medical school in India and received a residency in internal medicine at Drexel University. He previously worked in Williamsburg at Sentara Internal Medicine Physicians and Williamsburg Landing Primary Care.

Singh noted that residents will no longer have to make the 30-minute drive to Warrenton to receive the services he offers.

Cubbage noted that the hospital can now “kind of keep folks in their local communities and not have to force them to feel like they need to

travel as much to get the care that they need.” She added that Singh will be a great asset who provides “a very deep level of care to residents.”

“By having Dr. Singh join our team, it’s really allowing us to kind of capitalize on a multi-specialty offering where we’re going to have internal medicine as well as the general surgery clinic that’s already established out there. And hopefully in the future, we’re just going to keep on expanding,” she said.

Introducing Sheriff Akinleye, Culpeper Medical Center’s new specialty care surgeon Dr. Sheriff Akinleye, who recently joined UVA Orthopedics at Culpeper Medical Center, is accepting new patients with chronic pain, numbness or fractures in their shoulders, arms, forearms, wrists and hands.

He will perform joint replacement, arthroscopy and soft tissue management treatments with all surgery, rehabilitation and follow-up visits occurring at Culpeper Medical Center.

A graduate of The Raymond and Ruth Perelman School of Medicine at the University of Pennsylvania, Akinleye completed a research fellowship and orthopedic surgery residency at Maimonides Medical Center in Brooklyn. He recently completed a hand and upper extremity fellowship at the UVA Health System in Charlottesville, which prompted his move to Culpeper.

“I was excited to take this opportunity at Culpeper Medical Center, which allows me to continue to work with my mentors at UVA while bringing this much-needed specialized care to the community I now call home,” he said in a news release.

Fitness put to the test in CrossFit competition Over 100 people from surrounding areas recently flocked to town for the Flex on the Pep fitness competition hosted by the CrossFit Culpeper gym.

Gym owner Michael Duff explained that 41 teams participated in events spanning multiple areas of fitness that included cardio, endurance and weight training competitions, which “put people to the test” to see if they had any weaknesses.

Competitions surrounded different exercises including burpees, a 400-meter tag team interval run, jump roping, Olympic snatches, pull ups, squats, deadlifts, rowing and much more.

Local martial arts team excels in Thanksgiving competition in Maryland

Team Yamasaki from the Mt. Kim Martial Arts studio in Culpeper recently participated in the Good Fights Thanksgiving Throwdown in Maryland, where they took home 16 medals.

Using rear naked chokes and kimuras, team member Michael Byrne, 12, won double gold in two advance kids division rounds while Trevor Pennington, 31, won the blue belt heavyweight adults division via triangle chokes.

Team Yamasaki finished second out of the 34 teams in the adult division and fifth out of the 20 teams in the kids division. Of the team’s 16 medals, six were gold and silver and four bronze.

Dennis Byrne, Team Yamasaki’s coach, explained this was the first tournament for many team members but they “cast aside the pre competition jitters and left it

Fire and Rescue: Have an evacuation plan Submitted by the Culpeper Volunteer Fire and Rescue Association The Culpeper County Volunteer Fire and Rescue Association provided some fire safety tips last month relating to carbon monoxide, holidays, and persons with disabilities.

This month we would like to touch on a few simple things that you can do now to ensure that everyone is as safe as they can be during an emergency:

For fire safety at home, you should have everyone involved in the fire safety plan that you map out. Start with two ways out of every room and make sure that all family members can exit via those two ways when you practice.

Make sure you go over the plan twice a year with all family members and practice it to make sure they know the drill.

Know your community’s local evacuation place. Enlist your neighbor and practice two ways out of your neighborhood.

Know your evacuation routes and have a plan in place as to where you will go.

If you are told to evacuate, do so immediately. The longer you wait, the more danger you are in. Roads will also become more congested and blowing embers or debris will make it harder to see if you wait.
