Young entrepreneur’s candle venture skyrockets to success By Maria Basileo CULPEPER TIMES

Despite only living in Culpeper for a year, Brett Plaugher has found his place in town and soon will find his candles on some local retail shelves. Plaugher, 28, originally from Warrenton, established Millian Candles in October. Named as a tribute to his grandmother Millian and his mother, the two women helped develop his interest in home décor. So much so, he began what he calls his “kitchen table startup.” “She (mom) is a décor connoisseur, to say the least,” Plaugher said. “I’m just carrying it on and hoping that it does well.” Plaugher’s small-batch, handpoured, soy-based candles are featured in sophisticated vessels that make them stand out in the crowd. “I love enhancing any decor settings, and I just thought it was a great way to express my creativity.” Millian’s current vessels are wine glasses, wine bottles - due to his love of wine - and more recently, tea cups and tea pots. Despite Christmas being just weeks away, Plaugher finds himself already planning for his spring collection as he prepares to begin selling his candles at Pepperberries on East Davis Street in late January. The spring collection includes fragrances such as One in a Millian, which has notes of geranium

Plaugher branched out into tea cups because tea is the shop’s biggest seller. “We definitely want to cater to each customer that would like something like that.” Pepperberries is a boutique shop featuring a mix of jewelry, gifts and more from both local and global independent makers and designers. Hobby gone wild

➤ Father, son team forge their way into a future bladesmithing business By Maria Basileo CULPEPER TIMES

Mark Winburn started bladesmithing about eight years ago as a hobby with a small propane forge and an anvil from Harbor Freight. With the new year on the horizon, however, plans to incorporate Winburn Steel as business have begun. “I’ve always been interested in this stuff,” Winburn said. “The last several years it kind of grew really fast because I started getting better equipment and doing more challenging projects.”

Equipment grew from a single hand-held hammer to using more advanced equipment such as press and power hammer. Winburn, who has worked full time at SWIFT Inc. in Culpeper for 35 years, calls this venture a “stress relief hobby.” As he developed and honed his skills despite having no formal training, Winburn’s son, Dale, took the fire, forge and hammer himself. “Initially, he (Dale) was just doing things with me on the weekends, but then he kind of fell in love with it as well,” Winburn said. The pair are in the process of building a dedicated shop on Wiburn’s property as they plans to legitimize their hobby come to fruition. ➤ See Forge, Page 4

Third generation dairy farm cements itself as revered community leader By Maria Basileo CULPEPER TIMES

Tucked away in the rolling farmland of southeastern Culpeper County is Belair Farm, the area’s last dairy farm. Generations of hard work and community service can be seen in every inch of the over 900-acre farm. The Culpeper Chamber of Commerce named Belair Dairy the 2021 Agribusiness of the Year at its yearly banquet in November. On Dec. 3, Culpeper Chamber of Commerce President Jeff Say and Events Coordinator Amy Frazier presented the Houck family with their plaque since they were unable to attend the event in person. The Houck’s have in the neighborhood of 300 head of cattle of which they produce about 7,500 pounds of milk every day. The farm raises Holstein and Jersey cows, both solid producers of milk. The farm transitioned to using robot milkers on their cows a few years ago, lightening the workload

also grew 200 acres corn and 400 acres of soybeans this year. “We are proud of the cows, but the family part is really important,” said Senior Extension Agent at Virginia Tech Carl Stafford, who also attended the make-shift award ceremony. Joe Houck was raised on a farm about five miles before his father, Albert, bought Belair Farm in 1970. Two years later, the cows followed. Rappahannock-Rapidan Health District Partners with Culpeper County for Free Drive-Through COVID-19 Testing On Dec. 9, there will be a free drive-thru COVID-19 testing site from 4-7 p.m. at Brandy Station Volunteer Fire Department located at 19601 Church Road. The parking lot will open at 3 p.m. and the first 300 individuals will be tested. This one day testing site is open to everyone at no cost and will happen rain or shine. You don’t have to be experiencing symptoms or have a referral to be tested. This free testing site is offered through a partnership between the Rappahannock-Rapidan Health District and Culpeper County.

“This project expands on the work of our community partnership to provide accessible testing for everyone in our community,” said Culpeper County Emergency Manager Bill Ooten. Rappahannock-Rapidan Medical Reserve Corps volunteers will help staff the testing site. Please be prepared to complete paperwork in your car while you wait. If you are experiencing symptoms, we recommend you wear a mask in your car especially if you have other passengers. You can expect the PCR test results to take 2-5 days on average. “We encourage anyone who

wants to be tested, especially those with symptoms consistent with COVID-19, to come out Thursday, December 9,” said Rappahannock-Rapidan Health District Director Dr. Colin Greene. It was important, Pat Houck said, for the couple to raise their children on the farm to teach them responsibility. Clevenger’s Corner housing development slated to begin construction in spring By Maria Basileo CULPEPER TIMES

An over 700-home residential development anchored on the ends of Culpeper, Fauquier and Rappahannock counties continues to make progress in becoming a reality. Florida-based home construction company Lennar Corporation broke ground on its first section of Stonehaven at 18163 Golf Lane in Jeffersonton in August. Despite a sign on the property indicating homes would become available this fall, it appears the site is still being cleared of trees and brush. According to Vice President Communications for Lennar Corporation Danielle Tocco, “sales for three collections of single-family homes will begin in mid-to-late December from a sales trailer on Golf Lane prior to starting construction on our first section of single-family homes.” The development of the wooded Clevenger’s Corner site, which sits

on the intersection of Rixeyville Road and Lee Highway, has been up in the air since it was rezoned in 2005. The Clevenger’s Village project was originally purchased by Centex Homes in 2005, but the site was never developed. Centex then sold to Pulte Homes in 2014, and Saadeh Partners bought Clevenger’s Village in August 2018. It is unclear when Lennar bought the property. The corporation builds homes in 23 states across the country including Pennsylvania, California and Texas. According to Culpeper County Board of Supervisors Chairman Gary Deal, Clevenger’s Corner has been designated in the Comprehensive Plan as a village center. “The village center concept was conceived with the idea that concentrating growth in appropriate locations would help preserve the rural character of Culpeper County,” he said. “The area is already

Town of Culpeper announces Christmas tree pickup days To reduce volume in the Culpeper County waste stream, discarded Christmas trees will not be picked up with the normal trash after the end of the 2021 Christmas season. Instead, Town of Culpeper Public Works personnel will pick up discarded Christmas trees on: Jan. 3 and Jan. 10. Trees put out on regular trash days will be left at curbside for pickup on the aforementioned days.

Apartment complexes and housing developments normally served only by a dumpster or trash pickup contractor will also be able to participate in this recycling effort. Residents and businesses in the Town of Culpeper are requested to place their trees at curbside or next to the dumpsters on the above days. The trees will be removed and mulched, thereby reducing the town’s contribution to the county waste stream.

Staff quarantines rise, student fall in Culpeper County Schools By Maria Basileo CULPEPER TIMES

The number of Culpeper County Public School staff members entering quarantine due to close contact outside of school rose to four, the highest it’s been since late August, according to a recent weekly district report. The report, which includes two weeks of data since CCPS was closed from Nov. 24-26, lists three Floyd T. Binns Middle School and

one Emerald Hill Elementary School staff members having entered quarantine from Nov. 30Dec.3. The district rountly reports zero staff cases and quarantines. Further numbers in the report outline 16 new cases of COVID-19 across all 12 district schools. Culpeper County High School sustained the highest number of confirmed student cases with six. Forty-seven students entered

quarantine - 17 due to close contact with others in school and 27 due to close contact outside of school. CCPS began publishing a weekly report of the impact of COVID-19 in its schools on Aug. 27. Data collection for the report begins on Saturday and runs through Friday. Reports are published on Friday afternoons and can be found online at www.culpeperschools.org.

According to the Virginia Department of Health, there have been 7,061 cases and 92 deaths in Culpeper County. Statewide, there have been over 983,000 cases and over 40,000 deaths since the department began to keep track in February 2020. Strangers in the house There’s a whole section in the Cat Manual titled “Strangers in the House.” It taught me to be sensitive to non-family members who come through the door. Some are invited, of course, but others are repairmen or somebody selling something. Oh, the smells these Strangers bring! You wonder why I head straight for their shoes and sniff like a hound? Well, practically speaking, their shoes are close to my nose. That’s one thing. The other is that shoes give “inside cats” like me a world of information about life on the other side of my door. Shoes bring in grass smells and dirt smells, and sometimes squashed ant, grasshopper, beetle, and even dog smells. Shoe smells are very “down to earth” so to speak. However, the real question is: How long will the Strangers stay? And, more importantly, how inconvenienced will I be by the visit? My favorite Stranger is the “in and out” one. The

shorter the visit the less likely I am to be denied my favorite spot on the sofa or on the bed. If the Strangers bring luggage, I know I’m in for curtailments. If they bring children, heaven help me. But the very worst of the worst is the Stranger who arrives with or without luggage and children, but with a DOG. This means “war games” and there’s no help for it. FLIES, SPIDERS AND WASPS

Speaking of war games, during some new construction last summer I was ambushed in my living room by a squadron of houseflies. What to do? The lead fly looked menacing, somewhat like the Red Baron of World War I fame. I called for help, and my human came to the rescue with something she called a fly swatter. She whacked the daylights out of my tormentors, and we thought the worst was over. It wasn’t. A giant spider strolled into the kitchen, seeming to own the place. He had a body half the size

I plan to keep patrolling the area. Right now, however, I am fascinated with the black spot on the ceiling that looks like dirt, but is moving about. My attention is glued to the spot, and my human is watching me watching it. Neither of us know what we are watching – until the spot moves down to her eye level. WASP! she murmurs, grabbing her swatter. I have no idea

what a wasp is, but at least I have done my job as the “spotter.” Swat! Swat! Goodbye wasp. MYSTERY QUESTION: WHAT IS A GRIT?

My friends advised me that folks in Virginia love grits. They failed to tell me what a grit looks like or where to find one. I keep looking for one behind doors and in dark corners. I asked my northern friends for help, but they only replied, “Hmmm,” which means they don’t have a clue. College has to change to work for today’s students

fewer males attending and graduating from college. That trend has been especially pronounced for Black males. At Germanna Community College, we’re doing all we can to remove barriers for students. We’ve built an all online, accelerated program that allows students to earn a two-year associate degree in one year. We call it College Everywhere. It’s been very effective in helping even demographics that had struggled. You may say, “Whoa! An associate’s degree in one year!” That may seem

Student needs are changing. Colleges must change to meet them. National studies have shown that it takes, on average, seven-and-a-half years for a community college student to earn a degree. It’s often a difficult road. Many work while they go to school. Some are raising families at the same time. In recent years, there’s also been a national trend that’s seen fewer and

daunting. But we’ve removed some prerequisites that slow students down. And when you schedule the classes two in a five-week period, it works. One of the concerns we had initially was, “Will it impact the grades? Will the grades suffer?” What we’ve found is that the percentage of A’s, B’s and C’s, are higher. What we’re seeing is that when students focus on, say, math and history one semester instead of having attention divided more than that, they perform better.

• 68 percent of College Everywhere students earned a cumulative GPA of 3.0-4.0 for Fall Semester. Of the other students attending Germanna, 55 percent fell into that range. • 90 percent of College Everywhere students received an A, B, C, Satisfactory or Pass; compared to 73 percent of the other students. • 23 percent of College Everywhere students are Black, whereas 17 percent of the general population is. • 55 percent of College Everywhere students are male as compared to 36 percent of the rest of the students. We also see ebbs and flows in enthusiasm in 15-week courses that don’t happen in more focused fiveweek courses. You don’t see the kind of hills and valleys in focus in a fiveweek class you do in a longer one. Retention is another thing. When we look at retention from fall to spring, the numbers are showing we’re retaining them at a higher rate. What we’ve done is look at how we can help students in our community get their educational goals met and carry on with life—and we believe College Everywhere can impact that in a big way, not just in Fredericksburg, but in Stafford, in Culpeper, in Spotsylvania, in Orange, in King George and Madison and Caroline — everywhere in our region. It’s truly everywhere: Let’s say someone starts here and moves to California or Texas or even out of the country. As long as they have the ability to go on the Internet, they can complete. College Everywhere allows students to get a General Studies, General Studies Pre-BSN, Business Administration, Cybersecurity, Liberal Arts or Business Management degree, totally online within one year. The program began in Fall of 2020. It has five and seven-week courses mapped to easily provide a clear pathway to the degree of the students’ choice. We understand that education is an investment.
