State Sen. Chap Petersen (D-34th) and Sen. Jennifer Wexton (D-Loudoun) are drafting a bill to require toll revenues from Interstate 66 inside the Beltway to be used to widen and improve that stretch of road. “We need to make sure if we have tolls inside 66, we’re not going to have a toll road that’s an ATM for users, then spread the money all over the place,” Petersen said. Another of Petersen’s bills would raise the felony threshold for property crimes from $200, which has been the standard since 1980, to at least $500, if not $1,000. The current threshold is too low and the higher amounts merely would be tracking inflation during the intervening decades, he said. Petersen also will introduce legislation to require a procedure and standard of proof in police civil-forfeiture cases. If police arrested someone and could not or did not wish to obtain a conviction, but still held the suspect’s property, they would have to prove the property was used in commis-
