FCPS Back in Business After Snows Close Classrooms Despite Seven Consecutive Days Off, School System Won’t Have to Add Days BRIAN TROMPETER Staff Writer

Fairfax County Public Schools (FCPS) canceled classes for seven straight days recently following a pair of snowstorms – one a dusting, the other a doozy – and now must

reopen schools without risking its students’ safety or academic prospects.

While the long spate of inclement-weather closings forced students and their parents to alter their routines, the school system is not yet in danger of having to add school days at the end of the year or curtail planned days

off.

So far this school year, FCPS has canceled classes on seven days. The school system has 13 snow days built into its calendar (78 hours, based on a six-hour day). Given the recent closings and a planned two-hour opening delay for the March 1 presidential primary, the

system will have 34 hours’ worth – or slightly under six days – of inclement-weather closing time available, said spokesman John Torre.

“If a 14th snow day is missed, no makeup day is required,” he said. “If a 15th snow day is missed, April 22 will be the makeup day.”

That day and Feb. 5 are teacher workdays. Students also will not have classes during planning days set for March 28 and June 24. Spring break is scheduled for March 21 through 25.

During the past two weeks, FCPS students spent only one day in class: Wednesday, Jan. 20. They were off on Jan. 18 for the Dr. Martin Luther King Jr. holiday and Jan. 19 for a teacher workday, then darkened the doors of their classrooms that Wednesday before having yet another day off on Jan. 21 following a 1- to 2-inch snowfall that was disproportionately treacherous because area roads had not been treated.

School officials canceled classes Jan. 22 in anticipation of the blizzard that eventually dumped about two feet of snow on Northern Virginia. The snow stopped late at night on Saturday, Jan. 23, and residents spent that Sunday digging out. But with many roads still not plowed and most sidewalks impassable, officials ended up canceling the entire Jan. 25 through 29 school week.

FCPS officials last week discovered several challenges remained, including snow- and icecovered sidewalks; snow covering some of the county’s 14,000 school-bus stops; ice caused by the snow’s melting and subsequently refreezing; and snow piles on some residential streets that made the roads too narrow for school buses to navigate, Torre said. About 43,000 pupils – slightly under a quarter of the overall student population – walk to and from school each day, he added.

Francis Gary Powers Jr. to Lead Local Business Group for Next Year on Interim Basis BRIAN TROMPETER Staff Writer

Eleven years after departing as president and CEO of the former Vienna Tysons Regional Chamber of Commerce, Francis Gary Powers Jr. on Jan. 15 took over as acting president of the reconstituted group.

Powers, 50, will head the Tysons Regional Chamber of Commerce for the next year and may be hired permanently if he boosts the organization’s membership and revenues.

Powers said he would reach out to leaders of other area chambers and work with them on events and projects.

“I have the experience, they know my reputation and I’m sure we’ll be able to do great things for the community,” he said.

“I’m a networker, a coalition person. I like to work together with people, not alienate them.”

Powers led the Vienna chamber from 2001 to 2005. He was among those who advocated for adding “Tysons” to the group’s name in 2003. The move signaled a shift away from being just a Vienna-area chamber of commerce, but the real shock came in 2012 when the chamber’s leadership moved the organization to Tysons Corner and dropped Vienna from its name.

Vienna officials did not take kindly to this and several former Vienna chamber members resigned to form the Vienna Busi-

ness Association, which then took over the chamber’s roles at the town’s Halloween Parade and other events.

From 2005 to 2010, Powers was director of the Cold War Museum. He subsequently served on the advisory board of the museum, which opened in November 2011 in Vint Hill, Va. “I wanted to let go,” he said of his role change at the museum. “There’s something called the ‘founder’s syndrome.’ People can’t let go. The museum needed new blood, ideas and leadership. I’ve done what I could to go from concept to bricks and mortar.”

Powers strongly resembles his late father, U-2 pilot Francis Gary Powers Sr., who was shot down over the Soviet Union in 1960 and was exchanged, along with another man, for a Soviet spy two years later.

He died in California in 1977 when the traffic helicopter he was flying for a local television station ran out of fuel.

For the last five years, Powers has served as a consultant for several museums and one start-up company, an adviser on the movie “Bridge of Spies,” which concerned the prisoner exchange involving his father, and as a substitute teacher in his current home of Midlothian, Va. Like many who earn a living from several sources, he is ready for some stability.

“I like a steady income rather than fishing for income,” he said.

ber, he will earn a base salary, plus incentive pay for meeting his goals.

Powers will telecommute on Mondays and some Fridays from Midlothian, but come to Tysons mid-week to participate in events.

In addition to boosting chamber revenues by at least 15 percent and continuing the group’s current programs, Powers said he looks forward to the organization’s participation in the Tysons 5K on April 24 and the TEDx (Technology, Entertainment and Design) brainstorming event in Tysons on June 3.

Tysons Corner looks decidedly different from when he left the area in 2005. Tysons had 20 million square feet of development then, but has added 5 million more since.

“Traffic has stayed the same, if not increased a little bit,” he noted. “Some things never change.”

Local business associations also have become more competitive. The Greater McLean Chamber of Commerce has been revitalized in recent years, as has the Greater Merrifield Business Association, which operates in a dynamic, rapidly redeveloping mixed-use area.

The biggest recent business announcement came in early January, when the Fairfax County Chamber of Commerce became the Northern Virginia Chamber of Commerce. Powers was enthused by that development, saying it would let the Tysons chamber serve as the business voice for the surrounding area.

Chamber chairman Lori Lopez said the organization has spent the last couple of years making the transition to Tysons Corner and distinguishing itself from the similarly named Tysons Partnership. She likes the ideas and force of personality Powers brings to the table.

“We’re trying to cater to the companies in this market and Gary would be the perfect person to introduce the chamber,” she said. “He brings experience and drive. It’s a win-win situation for both of us. He’s surely no shrinking violet.”

People McLean Project for the Arts Galleries Open Exhibits Showcasing Middle East Art, Bookish Nature Paintings BRIAN TROMPETER

Art springs from personal and sometimes political sources, with results as unique and varied as the artists who produce them.

Two new shows at McLean Project for the Arts (MPA) demonstrate human consciousness and political sensibilities, while a third exhibit depicts a distinctive, bookthemed vision of the natural world. All the exhibits are on display through March 5.

MPA’s main exhibition space, the Emerson Gallery, is featuring “Absence and Presence: Al-Mutanabbi Street Starts Here,” showcasing scores of works by Middle Eastern artists.

The project began in San Francisco after a March 5, 2007, car bomb killed 30 people on Al-Mutanabbi Street in Baghdad, Iraq.

The winding, 1,000-foot-long street was a centuries-old literary and book-selling center in the city, said Nancy Sausser, MPA’s exhibitions director.

“The project includes prints and broadsides, poetry and performance, all [in] solidarity with the loss and in celebration of freedom of expression,” she said.”We choose works that were immediately striking, and for the variety of styles and approaches. It’s significant, I think, for viewers to see so many artists approach the same subject matter in so many different ways.”

The exhibit is part of a larger regional one that’s also being shown at the George Mason University School of Art Gallery, the Gelman Library and Corcoran School of Art and Design at George Washington University, Brentwood Arts Exchange, Smith Center for Healing and the Arts, Olly Olly Gallery and the Smithsonian Institution’s Museum American Art/National Portrait Gallery Library.

MPA board member Helen Frederick, a printmaking professor at George Mason University, headed the project in the Washington area and brought some of the works to MPA’s galleries.

The exhibit is a vivid reminder of art’s wide-ranging variety and depth of personal expression. Many of the works are small and consist of drawings or prints with messages.

British artist Anita Klein’s linocut, “Reading Under the Covers,” shows a girl with a flashlight and book under her bedspread.

“Shadows Walking Around in the House of Memories,” an etching with spots of color by Spanish artist Anne Moreno, shows a grid of silhouetted figures representing humans’ need to create and the impermanence of their efforts.

from the ground, even when leafless and in winter. The artist incorporated pieces of burned book pages into the work.

MPA’s Atrium Gallery contains “Hushed Revolt,” a series of artworks by Iranian-American sisters Nasrin and Nahid Navab, who also are involved with the Al-Mutanabbi Street project.

“The work deals with personal freedom as well and memory,” Sausser said. “The exhibit offered them the opportunity to work together to mine and interpret and process their shared and individual memories.”

The sisters have different artistic styles.

In “Anthology,” Nahid Navab painted groups of scenes and portraits on paper and placed them inside half-cylinders, which resemble split bamboo shoots.

By contrast, Nasrin Navab’s “Broken Umbrella” is a black-and-white, pen-andink drawing of a cluster of faces and draped with a black veil. The artwork is based on a 1979 photo of Iranian women who protesting being forced to wear a hijab, traditional headwear for Muslim women.

MPA’s Ramp Gallery now is showcasing “Les Fleurs du Livre: New Paintings by Carol Barsha.” A pun on the French heral-

dic symbol “fleur-de-lis,” the works depict brightly colored flowers and open books in natural settings. Sometimes the books are set on the ground and surrounded by pine cones and egg-filled birds’ nests. Other times, they’re placed beneath flowers with reed-like stems reaching toward the sky.

Several of Barsha’s paintings have liquid-like, flowing skies that give viewers the impression the scene actually is set underwater.

The vibrant, colorful paintings are a refreshing palate cleanser after the politically charged works gracing the other two galleries.

“I chose Carol Barsha’s work to complement the other two exhibits because it celebrates both the landscape and the book as way into other worlds, both interior and exterior,” Sausser said.

Fairfax County Republican Committee chairman Matt Ames is seeking a second term in March, but will face a challenge by the editor of a conservative local newspaper.

Oakton resident Tim Hannigan, who in 2013 founded the Fairfax Free Citizen newspaper, said he is sick of seeing local Republicans lose elections and determined to change those outcomes by focusing efforts at the precinct level.

“I think you have to go and appeal to the Republicans and ask them to help out and volunteer,” he said. “You have to convince them there’s a serious need. That’s a lot of hustle and hard work. If you’re going to be successful anywhere in life, hard work is part of the formula – unless you hit the lottery.”

Ames touted his record and said the county’s GOP committee had increased its fund-raising by 30 percent in 2014, his first year as chairman, and by 40 percent overall during his term.

“We’re putting emphasis on new materials and outreach efforts toward ethnic groups,” Ames said. “I’m very confident I’m going to win this race.”

Fairfax County Republicans will hold their convention March 12 at The Waterford at Springfield, 6715 Commerce St. The deadline to file to be a delegate to the convention must file by noon on Saturday, Feb. 20.

Fairfax County’s electorate has been trending about 60/40 in favor of Democrats, and this puts Republicans at a disadvantage, Ames concedes.

Still, the county’s GOP has not lost much ground to Democrats in recent years, he said. Last November, Republicans held the state Senate and only took a slight hit in their 2-to-1 majority over Democrats in the House of Delegates.

In the Sun Gazette’s readership area, however, Republicans did not challenge state Sens. Janet Howell (D-32nd) and Chap Petersen (D-34th) or Dels. Mark Keam (D-35th), Marcus Simon (D-53rd) or Rip Sullivan (D-48th).

The scenario was similar in last November’s Board of Supervisors election, when the GOP did not run candidates against longtime Supervisors Catherine Hudgins (D-Hunter Mill) or Linda Smyth (D-Providence).

Dranesville District continues to be hotly contested. Republicans candidates last year challenged, but lost to, Supervisor John Foust (D-Dranesville) and Del. Kathleen Murphy (D-34th).

Supervisors Patrick Herrity (R-Springfield) and John Cook (R-Braddock) fended off challengers during that election, but the board’s third Republican, Sully District Supervisor Michael Frey, did not seek re-election and was succeeded by Democrat Kathy Smith, a former School Board member.

Only one candidate, Fairfax County Taxpayers Alliance president Arthur Purves, filed for the GOP nomination to take on the county’s most prominent local official, Board of Supervisors Chairman Sharon Bulova (D).

Any run against Bulova would have been an uphill battle, as she had served as Braddock District supervisor from 1988 until 2009, when she won a special election to become chairman.

Ames declined to comment about that race, in which Purves garnered about 34 percent of the vote.

“Purves filed and ran,” he said. “That’s history. That might as well have been 100 years ago.”

Last year’s Fairfax County School

Board election had mixed results for the GOP. Republican-endorsed candidate Jeanette Hough ousted one of the School Board’s at-large members, Ted Velkoff, and GOP-backed candidate Tom Wilson won the open Sully District seat. Another Republican endorsee, incumbent Elizabeth Schultz (Springfield District), won a second term.

But GOP lost the chance to pick up ground when another endorsee, incumbent Patty Reed (Providence District), was unseated by Democrat-backed candidate Dalia Palchik.

Both GOP chairman candidates are military veterans. Ames was an Army fieldartillery officer and Hannigan served in the U.S. Marine Corps from 1971 to 1991, commanding a battalion in Iraq during Operation Desert Storm.

Following his military career, Hannigan spent almost 23 years doing governmental contracting before founding his newspaper, which he said filled a conservative void in the Northern Virginia media sphere.

The Fairfax Free Citizen is a daily online publication that recently published its third monthly print edition. The newspaper takes on not only liberal politicians, but also Republicans whom the staff deem not conservative enough. To the possible surprise of local Democrats, this includes U.S. Rep. Barbara Comstock (R-10th).

Opinion Our View: What’s Up with Old Dominion Drive?

At least there’s some consistency: No matter the snowstorm – big or small, expected or unanticipated – Old Dominion Drive never gets the attention from the Virginia Department of Transportation it deserves.

Specifically, the stretch between the Chesterbrook Shopping Center to central McLean and on to Route 123 remains a disaster zone even as other major corridors are, if not clear, at least passable. It happened again after the whopper Jan. 22-23 storm. Even after most other major roads had a least some semblance of drivability, that

stretch of Old Dominion was an Achilles heel in the transportation network between McLean and Arlington.

(Clearing on 123 was also too little, too late, but not as bad as on Old Dominion.)

We’d be more forgiving – maybe – if there had been other transportation options, but mass-transit was still getting up and running, so those who had to get to work and on vital trips were left to fend for themselves in their cars.

The situation was brought to the attention of Del. Rip Sullivan (D-

McLean), who – as he lives in the vicinity – probably has some familiarity with the history.

Whether it was Sullivan’s inquiries, warming rays from Mother Nature or sheer luck that finally got the roadway back to marginal safety, we can’t be sure.

VDOT has enormous responsibilities during storms of this magnitude.

At the same time, there’s clearly a missing link on their plans, as this relatively short but vital stretch of road has been left orphaned too often while other areas have seen far better plowing.

We offer a thumbs up to the Metro system, which – while it usually serves as a punching-bag for local frustration – actually seemed to come through the

The system, rail and bus, got back on track, albeit in a reduced fashion, relatively quickly, and additional ser-

It’s a question all too often avoided by advocates for school spending.”

Since the Board of Supervisors has not offered alternative ways to diversify school funding, yes, the only lever the Board of Supervisors has to fund the nocuts fiscal 2016 school budget proposed

by Superintendent Karen Garza on Jan. 7 is to increase real-estate taxes.

And yet, please remember that it is not up to the people to manage the policy levers. We would love to see alternative and diversified funding sources. Ideas men-

tioned publicly include a meals tax and seeking appropriate funding from the state government.

We are looking to our local leaders to determine how best to find the money to appropriate needed funding.

Right now, raising taxes is the only option they have made available to themselves.

Effort to Promote Solar in Schools Is a Good One Editor: Thanks for the excellent Jan. 28 article on three local teenagers’ recent presentation to the Fairfax County School Board, reporting that the teens spoke eloquently in support of adding solar panels to the roof of Washington Irving Middle School.

What I found especially impressive about the talk by Casey Grage, Joyce Cheng, and Sam Ressin – all students

at James Madison High – was how wellrounded and well-informed it was.

Not surprisingly, the young people pointed to the environmental and educational benefits in the school’s going solar. But they also offered solid numbers about the financial benefits of using a power-purchase agreement to do it. Just about the only upfront cost to our school system will be the feasibility study.

I was pleasantly surprised to read that

the Kent County (Md.) school system expects to save $3 million over the next 20 years using this approach. Six public schools in Albemarle County have just solarized the same way for a projected savings of $80,000.

I fervently hope that Washington Irving is only the first of many area schools to go solar in the near future.

Fairfax County Election Officials Seeking Poll Workers for Primary Fairfax County election officials say McLean, Vienna, Falls Church and Merrifield are areas in which they are most in need of polling-place officials for the March 1 presidential primaries.

They are among more than 2,300 election officers needed countywide to handle what could be large turnouts in the Democratic and Republican nomination contests. Route 1, western Centreville, Herndon and Reston are other areas where the need is greatest.

Those willing to serve will receive training and will be paid $175 for working the full day. Election officials set up voting equipment, check IDs and names, provide assistance on using voting machines and tabulate the results at the close of the 13-hour polling period.

Anyone interested in being an election worker must be a registered Virginia voter and willing to work from approximately 5 a.m. to 9 p.m., as well as take a training course.

Decisions Flying Fast and Furious as ’16 General Assembly Session Rolls Forward BRIAN TROMPETER Staff Writer

Many bills submitted by local legislators have been killed or continued before the midway point of GENERAL this year’s GenAssembly’s ASSEMBLY eral session, but others have cleared their respective houses and are awaiting action in the other legislative body.

Republicans hold a slim majority in the 40-seat state Senate, but local senators – all of whom are Democrats – have score some successes.

Here are some their bills passed by the state Senate, listed by lawmaker: State Sen. Janet Howell (D-32nd): • Senate Bill 11, which would ban listing the names and addresses of employers of Sex Offender and Crimes Against Minors Registry registrants on the Internet registry maintained by the Virginia State Police, passed in the Senate Jan. 25 on a 22-17 vote.

• Senate Bill 176, which would eliminate motorists’ need to indicate their willingness to allow organ donations every time they renew or replace their driver’s licenses, passed the Senate unanimously Jan. 27.

• Senate Bill 325, which would require the Department of Taxation to disclose to taxpayers whether their employers submitted the required withholding information,

passed the Senate unanimously Jan. 29.

• Senate Bill 360, which requires the Superintendent of Public Instruction to develop and implement a teacher-tenure tracking system and annually report its findings to the General Assembly and governor, passed the Senate unanimously Jan. 27.

State Sen. Barbara Favola (D-31st): • Senate Bill 83, which requires mutualaid agreements between public and private higher-education institutions and law-enforcement agencies to specify which agency has primary investigative responsibility and the procedure for sharing information, passed the Senate unanimously Jan. 27.

• Senate Bill 328, which requires nurseaide education programs to include observational and reporting techniques in their curriculum, passed the Senate unanimously Jan. 27.

• Senate Bill 361, a tree-conservation measure allowing local governments to post signs on private properties proposed for redevelopment with a single-family homes to indicate infill-lot grading plans are pending for review, passed the Senate Jan. 26 on a 25-15 vote.

State Sen. Chap Petersen (D-34th): • Senate Bill 109, which requires that commissioners involved in eminent-domain proceedings be summoned at least 30 days prior to service (up from the current seven-day minimum), passed the Senate 38-0 on Jan. 21.

• Senate Bill 241, which allows process

on a Virginia corporation to be served on its registered agent by posting a copy of the process on the front door or main entrance of the company’s registered office, passed the Senate Jan. 21 on a 26-13 vote.

Local members of the House of Delegates, also all Democrats, have had less success in that body, which Republicans control by a 2-to-1 majority.

Dels. Mark Keam (D-35th) and Rip Sullivan (D-48th) have several bills that have moved forward, but none has yet passed.

Some bills submitted by Dels. Marcus Si-

mon (D-53rd) and Kathleen Murphy (D34th) are in a similar position, but all of their legislation pertaining to firearms has been defeated.

This year’s session began Jan. 13 and is slated to wrap up March 12. Starting Feb. 17, legislators may consider only bills from the other house, with the exception of budget and revenue legislation.

State Republican Chair: If We’re United, We Will Win

Whitbeck: Virginia GOP Boosters Need to Support the Party’s Presidential Nominee SCOTT McCAFFREY Staff Writer

A united GOP can deliver Virginia’s 13 electoral votes to the 2016 Republican nominee for president. A divided party can’t.

That’s the view of Republican Party of Virginia chairman John Whitbeck, who says the GOP’s rank-and-file has to coalesce around the ultimate party nominee, no matter who it may be.

“We are going to win this if we stay unified,” Whitbeck said at the Jan. 27 meeting of the Arlington County Republican Committee, urging the faithful to “get behind the nominee of the party when they get the nomination – period.”

Those unwilling to come together after a nominee is selected “are not constructive and are not going to help us win,” he said.

Even if he gets the party unity he seeks, Whitbeck acknowledged that may not be enough.

“Our brand is really tarnished, in a lot of ways,” he acknowledged, blaming leaders in Congress for much of it. “Our brand has suffered, especially in Virginia.”

The Old Dominion swung Republican in every presidential election from 1968

to 2004, but Barack Obama won the commonwealth in 2008 and 2012 – albeit by relatively small margins. Republican leaders have suggested that the party will be hard-pressed to win the presidency in 2016 without carrying Virginia.

Whitbeck, an attorney from Loudoun County, said he sees some positive signs after a series of high-profile losses, including a Democratic sweep of statewide offices in 2013. The state party also has paid off its debts.

“We’re starting to win again, we’re starting to dig out,” he said, suggesting Gov. McAuliffe is “a failed governor” who has “accomplished nothing,” while pegging Democratic presidential candidate Hillary Clinton as “an absolute disaster as a candidate.”

But the party is having a hard time attracting support from growing Virginia demographic groups, including Latinos and the 18-to-34-year-old Millennials. At the grass-roots level, Virginia Republicans are fractured into a variety of camps, from social conservatives to Tea Party supporters to corporate moderates.

Whitbeck mused aloud what had happened to the so-called “11th Commandment” popularized by Ronald Reagan: that Republicans should not speak ill of other Republicans.

“Everybody needs to have a place in this party,” he said. “Treat each other with respect and dignity.”

And while the party’s focus is on 2016, statewide races loom in 2017. Democrats appear to have united behind Lt. Gov. Ralph Northam as their gubernatorial nominee, while the decision by state Attorney General John Whitbeck Mark Herring (D) to seek a second term as attorney general may assure his re-election, based on historical precedent.

As for how the 2016 presidential-nomination process will play out? “We’re the party of good sense. We will not nominate someone who will let us down,” Whitbeck said.

(The Virginia presidential primary is March 1. There are 13 names on the Republican ballot, although several have already dropped out and more may follow before polling takes place.)

Arlington County Republican Committee chairman Matt Wavro praised Whitbeck’s performance as state chair, saying he had been “very responsible and very helpful” to the needs of those at the grass-roots level.

GOP Challengers to Beyer Hope to Get Traction: Bookies probably wouldn’t even lay odds on the chance of Republicans picking up the 8th Congressional District seat, it seems so out of reach. But two Re-

publicans say they have the goods to give U.S. Rep. Don Beyer (D-8th) a run for his money.

“We can be competitive in this district,” said Charles Hernick, who along with Michael Webb informally kicked off bids for the Republican nomination during the Jan. 27 meeting of the Arlington County Republican Committee.

Exactly how the GOP can compete remains a question mark; Beyer won 63 percent of the vote in 2014 in his bid to succeed the retiring Jim Moran, has plenty of name recognition and campaign cash, and a represents a district that trends even more reliably blue in presidential-election years.

“I know what the numbers are . . . I see things differently,” said Hernick, a consultant for the federal government. “I’m running to win.”

While Hernick has been somewhat lowkey, Webb has been a prolific writer of press releases and said he has been working to “test the terrain” since mid-2015.

“Fortune favors the bold; you have to get out there and attack,” said Webb, who rose to the rank of major in the U.S. Army before departing for the private sector.

Webb said he would avoid personal attacks, but “you want to make sure you’re identifying the differences” among candidates.

Republicans will pick their nominee in a May 7 convention. Beyer is unopposed on the Democratic side.

A proposal by state Sen. Barbara Favola (D-31st) to give localities the power to regulate the sale of firearms near schools died in the SenGENERAL ate Committee Courts of ASSEMBLY for Justice.

The 10-5 vote means the measure won’t get to the full Senate floor, let alone the House of Delegates, where it faced all but certain defeat.

Favola introduced the measure in response to a gun merchant – Nova Firearms – leasing space in McLean on a parcel that abuts Franklin Sherman Elementary School. In response to protests, Fairfax County officials acknowledged they had no power under state law to interfere with the location of the business.

Local-Option Minimum-Wage Bill Dies: Efforts by the newest member of the Arlington legislative delegation to provide local-option minimum-wage increases have died in Richmond.

A subcommittee of the House Committee on Commerce and Labor voted 6-4 to kill the measure, patroned by Del. Mark Levine (D-45th), which would have allowed local governments to set minimum wages in their jurisdictions higher than the federal and state minimum of $7.25 per hour. The amount permitted would have been $10 to start, then adjusted based on inflation.

Bill on Noxious Weeds Clears House of Delegates: A measure to expand the definition of “noxious weed” in Virginia, and set up a review panel to determine any additions to the existing list, is halfway home in the General Assembly.

The measure, patroned by Del. Patrick Hope (D-Arlington), passed the House of Delegates on a 98-0 vote Jan. 26, and heads to the state Senate.

The measure is designed to improve existing law and help in the battle against weeds that threaten Virginia crops, lakes, streams, livestock and environment, the bill’s patron said.

“The current process for noxious-weed declaration isn’t working properly – even if everyone agrees that a weed should be added to the list, the definition in the Code [of Virginia] prevents them from doing so,” Hope told the Sun Gazette.

“Right now, fighting noxious weeds is a losing battle, but with this bill, we can start to get a handle on some of the more dangerous species,” Hope said. “Once a weed is declared noxious, it’s prohibited from being sold or imported into Virginia.”

The measure was supported by the local-government leaders.

“We’re hopeful this may have life,” said Arlington County Board Vice Chairman Jay Fisette, calling the bill “a helpful step” for local governments.

The cost of addressing invasive, noxious weeks statewide is “staggering,” Hope said.

The Virginia Department of Planning

and Budget has determined that implementing the bill’s provisions will not have any fiscal impact to the budget of the state Department of Agriculture and Consumer Services, which may be one reason passage in the House of Delegates was relatively smooth.

Favola Goes Down Swinging on Cigarette-Tax Proposal: A “take lemons and make lemonade” award goes to state Sen. Barbara Favola, who trumpeted the fact that a piece of her legislation had gone down to defeat.

Favola’s measure to allow Arlington and Fairfax counties to double their local cigarette taxes from 30 cents per pack to 60 cents likely was doomed from the start;

even had it passed the Senate, it likely would have been snuffed out in the House of Delegates.

But it didn’t get that far: The measure was “passed by indefinitely” – killed – in the Senate Committee on Finance.

The measure called for the extra cash that would have been raised at the local level to be funneled to education.

So why would Favola (D-31st) put out a press release noting the bill’s demise, as she did Jan. 20? In order to further make the case that her measure was appropriate.

“Arlington and Fairfax should have the right to provide crucial funding for education by executing a small tax increase,” she said.

Public-Safety Notes POLICE SEEK MALE, FEMALE SUSPECTS AFTER MAN ROBBED AT GUNPOINT IN FALLS CHURCH: Fairfax Coun-

ty police are looking for a man and woman who reportedly robbed a 20-year-old man on Jan. 28 at 10:45 p.m. in the 7200 block of Tyler Avenue in the Falls Church area.

The suspects allegedly pointed a gun at the victim, took his belongings and then fled on foot, police said. The victim did not require medical attention.

The winter snows of January gave house-hunters ample opportunity to begin their search (if only in a “virtual” environment) for homes, suggesting to us that the spring home-buying market might come early in 2016. Factor in the possibility of higher interest rates, and buyers will have ample reason to start seeking out top-quality real estate soon.

Led by the South and West, all four regions nationally saw large increases in December.

Lawrence Yun, NAR’s chief economist, says December’s robust bounce back caps off the best year of existing sales (5.26 million) since 2006 (6.48 million).

“While the carryover of November’s delayed transactions into December contributed greatly to the sharp increase, the overall pace taken together indicates sales these last two months maintained the healthy level of activity seen in most of 2015,” Yun said.

“Additionally, the prospect of higher mortgage rates in coming months, and warm November and December weather, allowed more homes to close before the end of the year.”

The median existing-home price for all housing types in December was $224,100, up 7.6 percent from December 2014 ($208,200). December’s price increase marks the 46th consecutive month of year-over-year gains.

“Although some growth is expected, the housing market will struggle in 2016 to replicate last year’s 7-percent increase in sales,” Yun said. “In addition to insufficient supply levels, the overall pace of sales this year will be constricted by tepid economic expansion, rising mortgage rates and decreasing demand for buying in oil-producing metro areas.”

The share of first-time buyers was at 32 percent in December (matching the highest share since August), up from 30 percent in November and 29 percent a year ago. First-time buyers in all of 2015 represented an average of 30 percent, up from 29 percent in both 2014 and 2013.

All-cash sales were 24 percent of transactions in December (27 percent in November) and are down from 26 percent a year ago. Individual investors, who account for many cash sales, purchased 15 percent of homes.

According to Freddie Mac, the average commitment rate for a 30-year, conventional, fixed-rate mortgage stayed below 4 percent for the fifth consecutive month but increased in December to 3.96 from 3.94 percent in November.

Winter snowstorms force the cancellation of public-schools in Arlington and Fairfax counties for multiple days over the last two weeks, which means high school sporting events and practices can’t be held, either.

For the first time since winning a string of titles years ago, the Madeira Snails are queens again of the Independent School League swimming and diving championships.

Madeira won the 2016 girls ISL high school crown last week with 237.5 points, off SWIM & DIVE holding the runner-up Flint Hill Huskies with 226. The secondplace finish and point total was Flint Hill’s highest in school history. Defending champion Holton-Arms was third with 202.

“We’re back,” longtime Madeira coach Rod Montrie said. “It’s nice to see the girls step up like that in a big meet. Flint Hill is a strong team and they swam well.

On paper they had a little edge because they had better seeds.”

Madeira trailed by 35 points after the 500 freestyle race, then began its rally by winning the 200 free relay. The meet eventually came down to the final relay – the 400 free – that was won by Madeira in a meet-record 3:34.85. Flint Hill was second (3:37.09) in that race. The Huskies had a five-point lead entering that final race.

Madeira’s winning 400 relay consisted of sophomores Izzy Gati and Maddie Heilbrun, freshman Meaghan Doyle and senior Kylie Jordan, who will swim at

Jordan led Madeira in the meet by winning two races and anchoring the two winning relays. Jordan won the 200 individual medley in a meet record (2:04.16) and won the 100 butterfly (55.21). The 200 free relay team won in a meet-record 1:38.44 and also consisted of Gati, Heilbrun and Giovi Moriarty.

Heilbrun also won two races for Madeira: the 200 free (1:55.14) and the 100 backstroke (58.19).

Gati won the 50 free (24.63) and was

second in the 100 free.

Doyle was third in the back and 11th in the 200 free.

Other Madeira swimmers earning points were Moriarty, Romi Gould, Mary McCarthy, Lindsay Lukehart, Jackie Tidd and Sophia Bernstein. Claire Simpson earned a point in diving.

Madeira’s medley relay was fourth, with Morgan Rushforth the anchor.

The Boyce family of Reston didn’t let a couple of feet of snow keep them from a little BASKETBALL playing outdoor driveway basketball last week.

The home’s driveway court was quickly cleared of the white stuff so games and shooting around could begin shortly after the snow stopped falling on Jan. 23, some 36 hours after it began.

to play any games or hold any practices through most of last week. With schools and gymnasiums closed, players from many high school teams scrambled to get any kind of practice time.

The Flint Hill team (11-5, 4-1) was hoping to resume its schedule last week, but all of its games were postponed because schools were cancelled. Practices were held later in the week.

The Huskies have three games scheduled this week, including a Saturday, Feb. 6 home showdown at 3:15 p.m. against Independent School League A Division and neighborhood rival Potomac School (10-4, 3-1). Potomac School also did not play any games last week.

Although a bit more relaxed than their public-school counterparts, private schools, also cancelled, hold to those similar no-school, no-play and no-practice snow rules.

That was the case in recent days from Jan. 21 through Jan. 29, when schools in the two local counties were closed because of multiple snowfalls, one tiny and the other of two-feet plus.

When classes resume, games and events often follow immediately, with little or no practice or preparation time, so as not to fall too far behind in the mounting schedule backups. If too many games are postponed, regular seasons have to be cut short.

When action restarts, what usually occurs is some sloppy play. In basketball, shooting percentages – from the floor and foul line – tend to be way off, at least for the next game back.

In the next meets, times for swimmers and indoor track and field runners lag a bit slower than the norm.

Accuracy for divers and gymnasts become a bit off target.

With practices not allowed until school resumes, high school athletes scramble to do whatever they can to keep their edge.

Wrestlers are concerned about gaining weight, so they work out in the snow, shoveling and running in the deep stuff, and they eat a lot of oranges.

Without consistent practice routines, losing stamina is a huge concern for athletes, especially wrestlers.

So basketball players clear the snow from outdoor driveway-courts in an attempt to keep their edge and shooting touches fine-tuned.

OAKTON GRAD MAKES COLLEGE BASEBALL TEAM:

Cooper Mitchell, a 2015 Oakton High School graduate, is on the Florida Institute of Technology baseball team in Melbourne.

The college team opened its season against Rollins College on Jan. 28.

Mitchell was one of Oakton’s top power hitters in 2015 with four home runs, and the first baseman was a two-year starter.

In 2015, Mitchell was a first-team all-Concorde Conference selection and was honorable mention all-North Region. In addition, Mitchell was chosen to the Virginia High School Coaches Association All-Star team.

He will major in ocean engineering.

BOYS BASKETBALL: The McLean Highlanders (2-14,

1-7) snapped a 14-game losing streak by winning their second game of the season on Jan. 30 with a 67-55 victory over the visiting Washington-Lee Generals in Liberty Conference action.

McLean built big leads in the first (14-4) and third (48-29) quarters and survived furious rallies by the Generals both times.

The Highlanders were 0 for 5 from the floor in the fourth quarter, but made 17 of 24 foul shots to maintain its lead. Washington-Lee rallied as close as 59-55 with 1:40 to play, then Kaleb Stander (10 points, six rebounds) and Matias Prock (13 points) hit big free throws to close out the victory.

Patrick Dolan had 16 points, four rebounds and two blocks for McLean. Also, Zach Glissman had 10 points, nine rebounds and two blocks; Alex Franco had seven points and eight boards; and Tom Shue had four points and four rebounds.

MADISON SENIOR TO PLAY AT TUFTS: Madison High

School starting senior forward Alexis Hermes has committed to play college basketball at Division III Tufts University in Massachusetts.

Hermes has been a varsity player for four years.

Nationally-ranked Tufts was 16-2 as of Jan. 29.

Hermes played her entire AAU/Showcase basketball career with the Fairfax Stars and will be inducted as a member of the 2016 Class for the Fairfax Stars Hall of Fame in May. Through 11 games this season, Hermes averages 11.3 points per contest and has scored in double figures five times. She had a season-high 25 points in a win over Wakefield. An injury has limited her playing time.

FLINT HILL-POTOMAC SCHOOL HOOP RIVALRIES: If

the Flint Hill Huskies and Potomac School Panthers ever meet in high school basketball this season, following are a couple of facts about the neighborhood private-school basketball rivalry.

The teams are now scheduled to play on Feb. 6 with a boys and girls varsity doubleheader at Flint Hill. The teams then meet later in the regular season. The initial game between the teams in the past week was twice postponed because of weather issues.

The Flint Hill girls have defeated Potomac School eight straight games. The last time Potomac School defeated Flint Hill was by a 57-38 score during the 2001-02 season. Starting in the 2004-05 campaign through the 2012-13 season, the teams did not play in eight different seasons.

The Flint Hill boys lead the rivalry against Potomac School, 33-24. Flint Hill won the first 16 games, then Potomac School the next 12. Recently, Potomac School has won seven of the last 10 meetings.

TEST FINDS NO RABIES: An employee

at The Hope Center, 140 Park St., S.E., told Vienna police on Jan. 22 at 4 p.m. that she had been bitten on the finger by a cat named Blizzard Snowflake, while attempting to perform a medical procedure.
