GENERAL MANAGERS September was a good month. The pools stayed active on the weekends and even a couple of moms got to use very quiet pools during the week. Keep those pools cards some place where you can find them next May because for any member in good standing those pool passes will still be good. Remember that the pools close on September 30th. School restarted in August. Please watch for school kids going and coming from the bus stops. The Yacht Club has many family priced oriented nights and a swing set play area for the kids. The BOGO burger night is huge and a great deal and great meal for Lake Fo re s t me mb e r s . Thursday night is family night, all you can eat buffet with salads, entrees and a dessert. The Yacht Club is also

Fall is Here

Congratulations! We ’ ve s u r v ive d another long hot summer! Fall is finally here! This is probably my favorite time of the year, mostly because every weekend I’ll be outside with smoke pouring out of my grill and football on TV. Not only is it good football weather, it’s good golf weather. It’s time for me to get out there and lose some balls. Maybe Tim Gressett, our golf pro, can help me out with that. The cart path on #17 has been in bad shape for some time now. We have awarded a contract to have the entire path repaved. We would have this completed by now, but we have discovered a crushed storm water drainage pipe that

runs under the pond and cart path that has been causing the pond to drain and a sink hole in the cart path. We are holding off on the paving until the City of Daphne repairs the storm drain. We have also allotted money to renovate the Montclair pool. We have not awarded a contract as of yet. We are still soliciting bids. We plan to repair the leaking skimmers, expand the pool deck, replace the fence, and install new plaster, tile, coping, and spray deck. We hope to start this project soon after the pools close at the end of September so it will be ready for the swim season next spring. The Yacht Club will be getting long overdue renovated bathrooms on the east end. Again, we have allotted money, but have not awarded

a contract yet. We are also repairing the broken tiles behind the bar. In truth, nearly every corner of the Yacht Club needs renovating, but we’re doing what we can with what we have. Here’s some good news: To date, there have been seven new homes either built or permitted in Lake Forest this calendar year. To put that in perspective, in the past four years there have only been two. We can be thankful for a growing local See Fall, Page 4

Legally you are not even supposed to let your animals go in your neighbor’s yard or on public property. Lake Forest has a storage area for boats and trailers. Remember unless they’re behind a permitted fence that

they must be stored off property. Some homeowners bordering the golf course are maintaining the area between their back yard and the golf course. Where it doesn’t interfere with play we have usually allowed it. We, however, want to make sure that homeowners understand that it is still golf course property. We will not accept

adverse possession, and we retain the right to remove or modify any landscaping done on golf course property. Modifying that area yourself does not place a burden on the maintenance staff to maintain it and cuttings from personal property should not be placed on golf course property for staff to remove.

Let’s remember to be good neighbors to one another. We do have city ordinance and our restrictive covenants in place to provide minimal guidelines

that we take care of our property and our neighborhood. In a perfect world, we would all have enough consideration and respect for one another that we wouldn’t need these rules. Unfortunately, we have residents who think it’s alright to ride four wheelers on the golf course. We have residents parking in the street and on the

brand new medians. We have residents who refuse to maintain their lawn. The great majority of you have enough respect for yourself and enough appreciation of your neighbors that this does not describe you. For those who disregard these rules, our ARC committee and staff are vigilantly working to persuade you into compliance.

Our September 2015, meeting was called to order by President, Carmen Luck, at the Lake Forest Garden Club with 23 members and three guests present. After the Inspiration which was read by Judy Baust, Rebecca Trosclair introduced speaker, Fred Nation. Mr. Nation is a renowned field botanist, freelance writer and photographer who lives in Daphne. He gave a very informative slide presentation on Historical and Medicinal Plants. Herbalism, a mix of balderdash and scientific fact

Lake Forest Garden Club according to Fred, is the medicinal use of local plants. The Doctrine of Signatures states that herbs that resemble various parts of the body can be used by herbalists to treat ailments of those parts of the body. Modern pharmacology arose out of herbal philosophy. We took a break before the business portion of the meeting to enjoy some lovely cakes provided by the board members who were hostesses for the day. report. Next, Carmen asked for volunteers for the landscape award and the Christmas decorating committees. Anne Armstrong and Kathy Meilleur announced the horticulture awards: First Place - Anne

Pierce (plumeria), Second Place - Selena Vaughn (brown-eyed Susan) and Third Place - Elaine Maxime (yellow rose.) Dottie Zimmer, Sunshine Chairman, wished a happy birthday and gave cards to all the summer

and September birthday members. Door prizes, lovely aloe plants, were won by Sue Crank, Elaine Maxime, Sylvia Dowdle, Patsy Martin, Linda Locklin, Peggy Sheffield and John King. 50/50 winners were Barb Cummings and Sylvia Dowdle.

The meeting was adjourned and we will meet again on October 1, 2015, at 10 a.m. at the Lake Forest Yacht Club for another interesting program and friendship. All members are invited - new members and guests are always welcome.

The Fishing Hole

COOL TEMPERATURES FISHING HEATS UP

By Billy Harrell Harbor Master October is finally here and the water temperatures have dropped into the low 80’s to mid 70’s. The bay and rivers have finally cleared up after all the rain we got this year and salinity of the water is about 8 ppm in D’Olive bay and the causeway. This means flounder are on the points to the Tensaw River and the redfish are all along the causeway and trout are moving everywhere to keep up with the migrating shrimp. What this really means is the cooler weather makes for great fishing as fall arrives in the Delta. Along with cooler days, the fishing action will definitely heat up on the north end of the bay. These fish can be caught in a number of ways including fishing a shrimp on a Carolina rig along

the edges of drop offs, throwing jig heads with scented grubs, such as gulps along the same drop offs, the ole bass technique of using spinner baits along grass banks and the trusty popping cork with a live shrimp. Flounder will start their migration from the rivers and channels down the bay for deeper water for the fall and winter. For flounder fishing, make sure you fish your baits on the bottom with a finger mullet or bull minnow.

Another great way to catch trout and redfish is to look for diving birds and ease or drift into them casting toward the divers. Also, look for the telltale signs of fish slicks or greasy spots on top of the water which means the trout are feeding as well on little minnows and shrimp. Redfish will be in their usual spots too, over oyster beds and shells and along the points of rivers and channels that dump into larger bodies of water. This is my favorite time of the year to fish because the conditions are perfect and the temperature is pleasant to be out on the water. Now is the time to get out and enjoy the delta because if you are not catching fish, you are not fishing. Mark your calendars for an event that happens down at the Lake Forest

We have written in the past about 529 plans that help parents prepare financially for their children’s college education. There are two types of 529 plans: savings plans and prepaid plans. Savings plans operate somewhat like a 401(k) retirement plan in the sense that most offer a family of mutual funds from which to select, and the value of the account fluctuates with the performance of the investments. Contributions are not federally tax deductible, but they grow tax-free and can be withdrawn tax-free for qualified educational expenses. Some states with state income tax, like Alabama, allow contributions to be state tax deductible if you are investing in the plan offered by that state.

The other type of 529 plan is a prepaid plan. The idea behind the prepaid plan is that college education costs have been increasing faster than the cost of living for many years, so it can make sense to lock in tomorrow’s prices today. Parents or grandparents can purchase a plan that covers all or a portion of future tuition costs. There are two types of prepaid plans: state plans and private college plans. The state plans are designed to cover tuition for in-state public institutions. If your child ends up going to an out-of-state or private school, the prepaid plan can be used for that, although with no guarantee of covering full tuition. The private college plan may be used to prepay tuition at private colleges where your children may choose to attend. More than 270 colleges from around the country participate in a program that allows parents to purchase prepaid tuition at any participating school at today’s rates. Since private colleges tend to be more expensive than public ones, the private school plan allows you to purchase tuition certificates that are good for 30 years from the date of purchase, guaranteed. The website www.privatecollege529.com lists all the participating schools. One advantage to 529 plans is they are transferrable to other family members. For example, if you establish a 529 plan in the name of one of your children and that child wins a scholarship, the 529 plan can be used for a different child. The transferability also goes across generations, such that it can be used for a grandchild as well. A drawback to 529 plans is that they must be used for educational expenses. If you withdraw funds from a plan for any other purpose, there is a tax penalty. Therefore a risk to the savings plan is saving more than is needed. City of Daphne Sponsors Alabama Water Watch (AWW) Water Quality Testing Kits for Local Volunteers Submitted by: Ashley Campbell, CPESC Environmental Program’s Manager City of Daphne

the City sponsored a two day Water Watch training event where 25 locals received their Water Watch certifications. Several of these volunteers will be sampling in the D’Olive Watershed, D a p h n e ’s most impaired watershed. D’Olive Creek has five impaired streams. These steams do not meet their Fish & Wildlife Use classification; which bas i cal l y mea ns the streams cannot support fish and wildlife due to the excessive siltation (sediment from severe stream erosion). The City and other local partners are working hard to restore the

efforts to determine the success of the watershed restoration. The City is a proud to sponsor the Alabama Water Watch and plans on offering continued support in the future.

The City of Daphne has purchased Alabama Water Watch kits for local Water Watch volunteers to use within the City. Alabama Water Watch is a citizen volunteer water monitoring program that covers all the major river basins in the state of Alabama. Since their establishment in 1992, the mission of Alabama Water Watch is to improve both water quality and

water policy through citizen monitoring and action. Through the use of EPA-approved monitoring plans and a community approach, Water Watch trains citizens throughout the State to monitor the conditions of their local water bodies. As part of the City’s implementation of its Stormwater Management Program Plan, the City has purchased the kits to introduce citizens to the volunteer program. By sponsoring the Water Watch kits, the City is increasing citizen awareness and participation in watershed stewardship. In August of last year,

D’Olive Watershed. Several of the Water Watch volunteers will be sampling within the D’Olive Watershed. The Water Watch data will be used along with other monitoring
