The Old Farmer’s Almanac May 2016

The Lake Forest Racquet Club held the 2016 Uber Tennis tournament from March 18th to 20th. With over 65 people registered, there was plenty of tennis to be played. The rain held out and it was a great weekend to be at the courts. Congratulations to all our Division Winners. Next year will be even bigger. Summer is approaching and so are the LFRC Summer tennis and swim camps. Sign your kids up today. Download a flyer/registration form at www.lakeforestpoa.org. The camp is for all kids ages 4 ½ to 18. It is a beginner level camp and we stress fun, fun, fun mixed with the basic tennis skills. We play tennis in the morning, feed them lunch, and then swimming in the afternoon. The kids are guaranteed to go home tired!! The hours of the camp are Monday through Thursday 9:30 AM to 2:00 PM.

Sidewalk and Trail Expansions Still Planned this Year for Lake Forest Update from Long Range Planning Chair and LFPOA City of Daphne Liaison Representative

Written by: VJ Phelps Lake Forest POA Vice – President LF Long Range Planning Chair and City Liaison Representative

Look around and be proud!! More infrastructure improvements planned for 2016 in Lake Forest!! In October of 2014, on behalf of our neighborhood I was asked by our then POA President Mary Ann Hampton and again in 2015 and 2016 by Steve Sasser our current POA President to assist the Board with solutions to our walkability challenges as well as to assist with updating our Long Range Planning Strategies for Lake Forest. To that end, I drafted a Walkability Plan which the Lake Forest POA Board of Directors considered and approved to be delivered to the Daphne City Council in November of 2014. The premise of the walkability presentation wa s to p r ov i d e suggestions and vision to the City as to how we could improve our Daphne community connectability with the addition of sidewalks and trails where feasible throughout Lake Forest. Our overarching goal was to solicit funding support as well as a commitment from City Leaders in order to connect by trial or by sidewalk from Gator Alley - North Main Street through Lake Forest to Daphne High

School at County Road 13. Note; Gator Alley is currently undergoing a major renovation to be completed early Summer of 2016 by the City. As we all know there were no sidewalks within the boundaries of the “older parts” of Lake Forest until last year. Our recent past and present City Leaders including Public Works, Councilmen, and Mayor decided to embrace the challenge to fund and retrofit our neighborhood with sidewalks. This was in addition to the $12 million dollars of infrastructure investment that was funded via city capital and public grants that were needed to complete a major renovation to our streetscape, roads and drainage systems to our major thoroughfares. The City was also willing to embrace the challenge of creating a new City park now known as “Central Park” from our own flood damaged and underutilized Lake – 9 Golf Course. The City and POA entered into a 30 year lease agreement in early 2015 in order to facilitate the new Central Park improvements and thus they have begun. The new “Central Park” is comprised of two parcels which total 33 acres of property that was the old Lake -9 golf course. The most western parcel which is roughly 11 acres received significant investment in 2015 by the City. The dilapidated cart path was removed and new trail 9 foot wide ribbon

of asphalt was installed which encompasses the entire parcel. The new trail is now being enjoyed routinely by many walkers and joggers. Also in 2015, 9 DISC Golf Baskets were installed along with benches placed strategically as well as a parking area for visitors. In order to prevent damage to the park a split rail fence was installed to attempt to keep All Terrain Vehicles (ATV) off the trail and out of the park. Project Management for park improvements were overseen by Daphne Public Works Department and coordinated with the POA Board. Central Park improvements in 2016 will occur on the most eastern parcel which is roughly 22 acres. A large section of the old cart path located on the southern side of the parcel is scheduled to be removed and replaced with a new trail 9 foot wide ribbon of asphalt installed by June of 2016. Once fully completed the new eastern side parcel trial section will mirror what has been installed on the western side parcel as it will also encircle the entire parcel. The new 2016 trail section will run from Lake Shore Drive parking spaces eastward and will extend to just behind our LF Swim and Racquet Facility. Also planned for this year is a new trail head access point thru the tree line which will allow for users to park and have trail access at our Swim

Dying without an Estate Plan By: Drew Wenzel, Caldwell Wenzel & Asthana, PC What happens to your property if you die without an estate plan? There are many myths about how an estate is handled in the event that a person passes away without leaving a Last Will and Testament or other estate planning instruments. The biggest fear that most people have is that the property will be wasted or will somehow be conveyed to the state. Theoretically, there is little mystery to the process of dying without an estate plan because the state of Alabama has published rules of intestate succession to deal with this scenario. Practically, however, the rules are cumbersome and the process of administering an estate where there is no Last Will and Testament or Living Trust instrument is complicated because of strict statutory requirements. Administering the estate starts with a petition from an interested party to the Probate Court. The Court will then appoint an estate administrator and the administrator becomes the person in charge of handling all of the affairs of the estate including taking inventory of estate assets, paying creditors, paying last expenses, paying taxes of the estate, disposing of estate assets, and distributing proceeds to heirs. If you think this sounds time consuming and expensive, it certainly can be. Not only do you have to handle all of the aforementioned tasks, but you must seek court approval for almost every disposal. You must also secure a bond in an amount equal to the value of the personal property of the estate. Dying without an estate plan ensures that estate assets will not be distributed to heirs for months from the date an administrator is appointed and likely longer depending on the number of assets and temperament of the heirs. Who are the heirs in an intestate estate? The answer varies depending on marital status and living blood relationships at the time of death. Defining all possible scenarios of intestate succession is beyond the scope of this article but if you are interested in an overview of the statute and a flow chart diagraming the most common situations, you can find it at our website at the following url: http://www. cwalawfirm.com/wp-content/uploads/2013/12/Alabama_Intestate_Succession_Flow_Chart.pdf. The good news is that intestate succession and all of its uncertainties are completely avoidable. A properly drafted estate plan will ensure that your estate is administered according to your wishes and prevents uncertainty, confusion, and unnecessary expense to your heirs at the time of your death. An estate planning attorney can help you develop a plan to meet your objectives with respect to your assets upon your death. Drew Wenzel is a partner at Caldwell Wenzel & Asthana, PC and practices primarily in the areas of estate planning and elder law. He was born and raised in Foley, Alabama, and attended the United States Military Academy at West Point. Upon graduation, Drew was commissioned as a second lieutenant in the United States Army. He served for over seven years as an aviation officer and cargo helicopter pilot including two combat tours in Iraq. Caldwell Wenzel & Asthana, PC has offices in Daphne and Foley, Alabama and can be reached at (251) 656-7845 (Daphne) and (251) 948-2168 (Foley). More information can also be obtained at our website, www.cwalawfirm.com and we look forward to answering any questions you may have in connection with this article. The Fishing Hole GOODBYE WINTER HELLO SPRING By Billy Harrell Harbor Master I would like to begin this month’s article with a reminder of the upcoming Lake Forest Youth Fishing Tournament to be held at the Marina fishing pier, from 10:00a.m. to1:00p.m., on May 21, 2016. This fishing tournament is open to all children between the ages of 3 to 13. Free lunch and soft drinks will be served after the awards ceremony. My fishing report for May is the water temperatures are still in the mid- 70’s and fishing has been great if you

Lake Forest Sidewalks

Billy Harrell can find clear water. The bay and rivers have been muddy due to the wind and rain, but there have been signs of the fish migrating and salt water invading the bay because the salinity of the water is

about .08 ppt in D’Olive Bay. Depending on our rainfall in late April and early May, look for places such as Zundel’s, Battles Wharf, Gray Cane, Middle Bay Lighthouse and Gilliard Island to catch limits of redfish, trout and flounder. Hopefully, we will get some southern winds this month to get the water temperatures up and blow in some clear salt water. With a little luck, we will be fishing on the causeway in late May this year instead of June. Spring fishing is here and now is the time to try and catch some fish. Till next month, keep a tight Line.

Passive use park space is planned for the eastern parcel to provide an area that will reduce conflicts with those enjoying DISC golf as well as additional parking. Lastly, thanks to the Daphne Beautification Committee (DBC) and Vote by City Council a new one a kind Gazebo will be donated and constructed on site by our Public Works Team. miles in LF. This year’s sidewalk project funding is being paid for by the city through the sale of surplus equipment by the city. Also in 2016, the City has a planned TAP Grant sidewalk extension from Lawson Road south to Whispering Pine along the western side of County Road 13. With the increased use of our local sidewalk and trail systems all drivers in and around Lake Forest should follow the posted speed limit signs as well as keep a sharp eye out for pedestrians. With school out soon we expect increased use of these walkways. We are still getting complaints about vehicles traveling through LF that are exceeding the posted speed limit which will require increased monitoring and enforcement by Daphne Police.

Additional sidewalk extensions for 2016 will be from Dunbar Loop to Montclair Pool and from Worchester Drive to Ridgewood Pool. Our Public Works Department will begin the work in late Spring for completion early Summer. This will increase our median sidewalk system by 1 mile for a total of 2

Lastly, as we move deeper into the Long Range Planning (LRP) process for 2016 and beyond all of our residents should know that that there are several core tenets inplace that are being utilized with regard to the potential impact of any decision made for improvements to our once aging infrastructure

as well as for the future use or investment to any POA existing “amenity”. The first (1st) guiding principal is which local faction has the fiscal responsibility for the improvement of the item, the City or the POA. The second (2nd) guiding principal is whether or not the item is a prudent fiscal expenditure and mutually beneficial for the City or POA. The third (3rd) principal is whether or not the item will improve the reputation and or property value for the City and or our POA Homeowners. Together, as we chart our way forward there will always be multiple ways to analyze future investment choices. Presidents Comments Chin Up

Submitted by: Steve Sasser LFPOA President There was a great article on April 10th, on al.com by John Sharp, proclaiming Baldwin County to be Alabama’s undisputed king of growth. For those of us who have been here for decades, this hardly seems like new news. But, for all of us who call this home, there is little wonder why. We live in a beautiful little corner of this world. Some of the most gorgeous sugary white sand beaches in the world are found at our Southern border at the Gulf of Mexico. One of only two places on the planet to harbor the right conditions for our natural phenomenon of Jubilee is our very own Eastern Shore. Our Northwestern border is seated deep in the Tensaw river delta. According to the 5 Rivers Delta Resource Center, our delta is the most biodiverse ecosystem on this continent. What’s not to love? If you immediately

Steve Sasser thought of mosquitos, that just means you’ve made up your mind that those pesky little devils are worth putting up with - until we figure out a way to eradicate them. Our county’s most obvious problem though, seems to be growing pains. The secret is out. Our home, Lake Forest has been nestled here in the center of it for forty plus years. It’s almost as if our original developer saw this coming. Don’t you think a neighborhood that offers amenities such as a golf course, swimming pools, tennis courts, marina, yacht

club, and stables would be the crown jewel? Well, it was. And, it can be again. I think the most important factor is all of us appreciating what we have and where we call home. There are many of us who take great pride in our homes. I love the fact that we can load our kayaks in the back of the truck and be on the water paddling in Mobile Bay at Bay Front Park in 15 minutes. The kids building sand castles on the beach in Gulf Shores is a 45 minute drive. Hiking in Historic Blakeley State park is 20 minutes away. And for our shoppers, Bed Bath and Beyond and Dick’s Sporting goods are practically a short walk away. Minus snow, we’ve got it all. Here in Lake Forest, we’ve got even more to offer than any other neighborhood around. I have to admit it is frustrating to hear a member complain about dues when their reason is that they don’t use any of the amenities. I haven't been able to conjure an ounce of empathy because three questions in my head drown out their argument. #1. Why don’t you use our amenities?

WE CATER! Business Lunches s Wedding Receptions s Rehersal Dinners Graduations s birthdays s family reunions s special events

#2. Why did you choose to live in Lake Forest? #3 Why do you continue to choose to live in Lake Forest? This property owners’ association was founded on the basis of maintaining and promoting the millions of dollars worth of extensive amenities and common areas that we all own so we can all enjoy them. That is precisely what our Articles of Incorporation spell out. As your board of directors, simply put, that is our mission. Every year, after the annual meeting of the membership we have an organizational meeting of directors to nominate and elect officers for the year. I am proud to say that I will be our President again, Victoria Phelps our Vice President again, new to us, David Duiett our Secretary, Mary Ann Hampton our Treasurer again, and Art Anderson our Sergeant at Arms again. Richard Kersey, Ed Kirby, Tonya Halterman and new to us, Dave Sumner, will make up the rest of our board of directors. Our sleeves are up and our hands are dirty. There’s much to do, and it always seems there’s so little time to do it. The Montclair Pool renovation is in full tilt. By the time you read this, the new fence and everything inside the fence should be 100%. We hadn’t originally planned on doing such an extensive landscaping renovation, but as Ashley Campbell with the city of Daphne, brought to our attention, that site has been neglected and eroding into Tiawasee Creek for decades. We have to make it right. We have contracted HMR to design and oversee a landscape renovation that will be beautiful, cost effective, and sustainable. We’ve got a failure in our bulk head at the marina. A few years ago we had a failure behind the yacht club. We ended up replacing close to half of the entire bulk head with a price tag of around $70,000. The prudent thing to do is to go ahead and replace the rest of the bulk

head, as what is there has served us well, but it’s time has come and gone. We’re in the process of soliciting bids to do that now. Members rightfully want to know where their money goes. Come sit with us at a stated board meeting. Be prepared for your head to spin at the zeros and commas that go behind the dollar signs that keep this ship afloat. I find the old adage to be true; nothing worth having comes easy right? Hard work and sacrifice are paid off with the fruits of your labor. Pride only comes from being invested in something. I’m hoping we’ll all be more invested in our home, our friends, our neighbors and our community. I’m hoping we’ll invest some time and energy in the people who share this awesome little corner of the world with us. Be proud of where you are. I know I am.

Report

Rob Wright, CCM, CAM The pool season begins May 1st. All members, in good standing, who have a pool prox card from previous year’s will find those cards activated on May 1st. The pools are open 7 days a

week from 8:00 am to 7:00pm. For those who don’t have a pool card please contact the office at 626-0788. ALL pool passes must be taken to the POA office to be reactivated. It is free; it is because of an update to improve the service. Remember, letting people in the pool, that do not have a current pass can cause your pool card to be deactivated, please ask them to go to the office for any issues. If you have any questions please

don’t hesitate to call me. A total renovation of the Montclair pool has been completed with the exception of the final landscaping. We redid the pool itself, added over 2000 sq. ft. of deck area with safety fencing. We removed the inside showers updated the bathrooms and added an outside shower. We repainted the building inside and out. We removed several dead trees and cleaned up a lot of the others. The landscape plan will truly beautify

the whole area. We also bought brand new pool furniture for all the pools. Enjoy your pools. April brought about the opening of the Yacht Club deck and it’s already enjoying heavy usage. The view from the Yacht Club, which is open to ALL members, is the finest on the Eastern Shore. Sundays are tacos and Tuesdays are all you can crawfish, Wednesday, 2 for 1 Burger is still a huge night and the Thursday Buffet is better than ever. The Children’s Easter Brunch, Egg Hunt, bounce house and the Sunday Easter Brunch went great. We

are looking at having a very nice Mother’s Day Brunch also. We still do karaoke on Friday’s but it’s geared towards having fun and not trying to find the next “Great One”, come out and try it. We have become a “destination place” for weddings, showers, and birthday and anniversary parties, so excuse us some nights as the banquet area is closed for a private event. The 17th Hole cart path on the Forest course has been repaired and resurfaced. Your Board is continually looking at making the amenities and the property values

better. If you get an opportunity say thanks. School is about ready to end, please watch for kids in the road. There are many things for kids to do such as tennis camps, golf camps, lessons at the stables and the swim team. The Yacht Club has many family oriented nights and a swing set play area for the kids. There are just as many things for adults; special golf deals, the pools, cocktailing on the Yacht Club deck, women’s golf clinics and much more. Have fun.

FREE Pool Card Upgrade

REQUIRED Lake Forest upgraded the software that runs the prox. card system that operates the Lake Forest pools access system. This upgrade allows for greater accountability of users and stability fixes. This was a necessary upgrade for the system. Here is the catch! The upgrade wiped out the status of all the cards in the system. All of the cards have been turned off. The owner must bring the card into the office, where we will take information from the card and reactivate it. THERE IS NO CHARGE TO REACTIVATE YOUR CARD.

This is one of Lake Forests’ 3 pools, nestled in the heart of Lake Forest. It has a separate baby pool and a basketball court for those who like to shoot hoops.

The upgrade has already been completed so that you may bring your card in starting immediately. If you have not brought in your card by May 1st it will not be activated for the start of the 2016 pool season. The process takes just a minute, but is necessary for your card to be reactivated. Don’t wait!

Lake Forest Garden Club vigorous growers, fertilizers are also important. Any all-purpose fertilizer will work well.

Written By Lura Kauffman Photos Submitted by Lura Kauffman Our April meeting was held on April 7, 2016, at the Lake Forest Yacht Club with 21 members present and one guest. President Janet Pruitt called the meeting to order and Judy Baust gave the Inspiration. Janet Pruitt introduced our speaker Luann Ackridge who spoke on Gingers for the Coastal South. She also had an excellent hand-out. Most gingers have large

rhizomes, modified stems that grow and spread underground. These are often unaffected by cold weather and will sprout as soon as temperatures rise in spring. Most species are very vigorous and can form impressive clumps. Care is simple. Provide rich, welldrained soil. Watering is also very important. Most of the species grow in tropical conditions where rain is abundant. Keeping gingers well-watered will ensure good growth. Because they are very

Member Ann Larson whose birthday was celebrated this month Another advantage of gingers is that most are disease and pest free. Gingers often make large clumps with massive underground structures that are susceptible to rot if not divided every few years. As a general rule, divide ginger clumps every three years.

Almost all gingers can be propagated by division. This is done by cutting and separating

plants at the rhizomes. This should be done in the spring. There are many types of gingers and Ms Ackridge’s handout was helpful in identifying her wonderful slides. Her pictures were beautiful and everyone truly enjoyed her talk! If anyone would like a copy of her hand-out please see a member of the Garden Club. After delicious refreshments prepared by our hostesses, a business meeting was held. Our nominating committee is still at work and has one position left to fill. Volunteers are welcome.

Lura Kauffman and Mary Williams. Our hostesses had provided door prizes and our speaker bought enough ginger plants that each member attending received two prizes or plants of her choosing! Our May meeting will be on May 5, 2016, at the Lake Forest Yacht Club at 9:45 a.m. We will have a luncheon, plant swap and installation of officers. All members are invited. New members and guests are welcome. Please come! We look forward to seeing you!
