The most difficult quests have a starting point, and if you are lucky, you live to witness them completed first hand. An ancient proverb attributed to a Chinese philosopher named Laozi sometime around circa 604 BC says “A journey of a thousand miles begins with a single step.” For Lake Forest our Victoria J. Phelps President, LF POA first step began nearly 50 years ago with the creation of our Articles of Incorporation on 29 July 1971 by a group known as Diamond Head Corporation. Lake Forest was not Diamond Head’s only Gulf Coast development. In year 2021, our Lake Forest Community actually turns 50. We are not only one of the oldest communities in our area but we are also the biggest with nearly 3,200 homes and still growing. In order to enhance our chances for a more successful future it seems circumspect to exam our past. When originally established Lake Forest was a Baldwin County asset. In the late 1980’s a chain of events occurred that enabled a vote of public that merged “Old Town Daphne” with Lake Forest. When the unification occurred the population of Daphne swelled over night from approximately 3,406 to nearly 231% to over 11,290. Since the merger, especially during the last 7-seven years leadership from both groups, the City and the POA, have worked together to enhance the quality of life for all which has made our area one of the most desired and fastest growing

places to live in the State. Nearly $15 million dollars of improvements to key infrastructure items and LF Amenities have occurred in Lake Forest since 2010. By working together, developing, and keeping positive relations with all stake holders such as, the City, the County, and the State, and dare I say, yes even, in some cases the Federal Government is our best chance to keep our community on an upward trajectory. While all of the stakeholders listed are important the most crucial stakeholder is all of “YOU”, our resident’s. On your behalf our Board works to facilitate improvements and maintenance of all things Lake Forest. We have many challenges and we are working to improve the member experience and to bring the best possible outcome in accordance with Long Range Plans. Some items are systemic problems that have been allowed to worsen over many years of neglect or due to lack of resources. Reasonable and cost effective solutions require critical thinking and bold leadership. Step by Step, and when necessary, Inch by Inch, these systemic issues can be solved with thoughtful prudent management of our finite resources. Accomplishments since my last note includes the following items: 1. Successfully opened all 3-three Pools for your enjoyment 2. Added additional Pool Furniture Loungers and Tables for your enjoyment 3. Added Security Service to Patrol Our Pools and Updated Pool User Rules 4. Completed renovations of Yacht Club East End Restrooms; Thank You Preston Neal!! 5. Re- Paved the 9th Hole Cart Path for our Golf Course; Enjoy Golfers and Walkers!!

“President’s Questions and Answers Segment for the Members,” reflected below some of the more prominent items that seem to be of elevated interest. 1. W ill there be a dues increase in 2018? There is no dues increase planned for 2018. 2. W hy does LF need security? Security needs were prompted due to member complaints, bad actors, and occasional vandalism. In order to facilitate a safe family atmosphere as well as to improve the member experience we have added security patrols for the summer. Pool Conduct Rules Violations could lead to suspension of use. Updated Pool Rules are listed with this issue and will be posted soon at all pools. 3. Does LF utilize competitive bidding? Yes, for all large capital projects and for projects with complexity.

Summer is now upon us and there is a lot going on at Lake Forest. The pools are our most utilized amenity during the warm months with school out for the summer. We have contracted Signal 88 to monitor activity at the pools to try and make everyone’s experience the best it can be. Their staff may ask for your pool pass or check to make sure there is no alcohol being consumed inside the pool gates. Our direction is to have all pool pass holders to abide by the posted rules at each pool. If there are any questions or concerns please call the business
office at 251-626-0788. On our new website, www. lakeforestdaphne.com, you have the option of paying you monthly statement on line through Plastiq. The option is listed under the resident & club members tab. All our department heads are training on how to utilize the modules we have available. This is so we can keep everyone current on upcoming events and contact information. Make your plans to enjoy the 4th of July Fireworks on Mobile Bay at the Yacht Club. We will be open from 5pm-10pm. Remember to bring your membership card because the staff will be checking at the entry to the parking lot so there are no nonmembers utilizing the club that night. There will be plenty of food and drink for everyone! Our summer inventory has arrived in the golf shop so come by and check all the new golfing items. Deanne or Nadine will be in the 19th hole to serve you a great lunch or cold beverage. The golf course is in great shape! We are
striving to have the best putting surfaces with our old push up greens and our combination of warm season grasses. The grain is our biggest concern so we will be verti-cutting consistently to make them roll better. Please pardon our progress at the marina as the city works on the construction of the boat launch. As always, suggestions and comments are welcome! Dale Snellman General Manager Golf Course reminders: Pace of play is 4 hours and 18 minutes for 18 holes. Pair up on golf carts when at all possible. Golf tip of the month: Manage your ball flight: When placing the ball on the teeing ground visualize the shot. If your ball flight tends to be left to right then tee the ball on the right side of the teeing ground. If it is right to left then tee it up on the left side. This will open the hole up and help you hit more fairways and greens.

The Second Time Around By: Franchesca Luthje It was summer of 1992 when my parents, my younger sister and I moved to Daphne from Florida. The house in Lake Forest we were planning to buy somehow the seller decided not to sell, so we had no choice but to move quickly into a nearby apartment. About three months later, another house became available on Ridgewood Drive and we moved in, but my parents weren’t too excited about it. I was particularly excited because my room had its own private entrance that lead into the carport. It was a glass sliding door! I was only 18 years old, had my own car and going to college, so that was quite a big deal! I loved driving along the winding streets and hills, getting lost in the community while enjoying
the blasting wind on my face. Almost three years passed and my parents decided to sell the house and move back to Florida. I wasn’t too thrilled about the move, but went along with it and moved with them. For many years, I wanted to come back to Daphne, but it always seemed like a faraway thought. The idea of coming back lingered in my mind over time. Twenty one years later, when my son was almost eleven, was when I decided to move back with the idea to purchase a house in Lake Forest. During our first year living in Daphne, we searched and searched for houses, but there was always an issue with all of the houses I had fallen for. I had finally given up on the search and decided to just continue renting for another year when a nice home came along. My realtor called me
and informed me that one of the houses he had shown me was still available and he literally said, “It’s a done deal. This is the one.” At first, I was skeptical and actually had to see it on paper to believe it. When the whole process ended and we finally moved into our lovely Lake Forest home, May of 2016, it was a dream come true! We are enjoying all the amenities our community offers, such as the pools, the tennis courts, the marina for fishing and even golfing since we have the golf course right in our backyard. I enjoy watching my son play in our backyard with his friends as I work in my garden. Some days I just kick back and relax while watching the sunset hide behind the gorgeous foliage and I think to my self, “what if I would have stayed in Lake Forest all these years.

The Fishing Hole
FISHING SUMMER TIME PATTERNS Billy Harrell place will be around pilings of the docks and boat houses along the bay. Fishing with bull minnows on a Carolina rig is the best bet but a soft plastic on a jig head works great also. Now is the time to get out and catch fish while the water temperatures are in the 80 degree range. By late July the water temperatures will start to get warm and slow the trout fishing down for the summer. Also, I would like to thank the contestants and their parents who participated in the annual Youth Fishing Tournament. Fishing was tough due to a neap tide and a thunder storm the night before. Everyone stuck it out till the end and we all had a
great time with plenty to eat and drink. Lake Forest Yacht Club, Inc. was the main sponsor this year, providing the prizes, food and refreshments, which consisted of some very nice rod and reels. A special thanks goes out to Commodore Fred Fassbender and his wife Toni, along with past Commodore Art Anderson for their help in getting the event set up and helping me with the score board. Members of ESSA, Steve Jerkin, Ken Lewis and John Myer provided the bait and assisted me in getting the kids hooks baited and taking off fish that were caught. C h a s B oyce , ou r resident photographer, took photographs of the event for the Lake Forester newspaper and Facebook page. Randall Elkins donated a new BBQ grill to cook on this year. Thank you Chris Harris for working for me at the Marina so we could put this fun event on for the kids. Again, thanks to everyone who made this event a success. Till next month, keep a tight line. July and summer is finally here and the fishing is great. The water temps are in the mid 80’s and finally beginning to clear up in the bay. Strong southern winds have pushed the cloudy water north and brought in some salinity in the upper delta along the Mobile River and Point Clear to Daphne. Specks are scattered out from Point Clear to Daphne and all along the ship channel into the Mobile River. So, try and find some clear water and work the docks and fishing reefs along the bay. Speckled trout and reds will be looking for a quick meal and the best thing for them is live shrimp under a popping cork. If you can’t find shrimp, artificial baits such as a soft plastic on a jig head, a top water plug such as a Mirrorlure Top Dog or Top Pup will work just as well. The Flounder have started showing up in good numbers along the western end of the causeway so look around sandy points that face into the current. Another good

Evaluation of the Lake Forest Dam
The Lake Forest POA in conjunction with Mobile Bay National Estuary Program has begun the process of evaluating the current condition, potential life span and breech analysis for the LF Dam. A report of inspection findings and analysis is being accomplished by Integrated Science and Engineering which is scheduled to be available by August 2017.

The Lake Forest beginner tennis league is underway. We ended up with 4 teams playing in the night time beginner co-ed league. Play is on Thursday evenings at 6:30 PM. The LFRC is packed out Thursday evenings with beginner tennis…Love it!! Thank you to all the captains for stepping up and volunteering to lead
these 4 teams. Come on out and cheer these teams on. Summer is here and the Lake Forest tennis and swim camps are in full swing. It’s never too late to sign your child up for the number one tennis and swim camp on the Eastern Shore. We offer 7 weeks of camp throughout the summer. Our camps run Monday through Thursday from 9:30 AM to 2:00 PM. It is a great camp for beginner tennis kids. We hit the courts at 9:30 AM, feed them lunch from 11:00 AM to 12:00 PM and then off to the pool for fun swimming.
Pick-up is at 2:00 PM. Just a reminder that we have a ball machine that can be placed on any court for use and it is free to LFRC members. It is a

City Attorney Jay Ross said the city had been studying the proposal for some time and had asked for a state attorney general’s opinion to see if guaranteeing the loan was something the city could legally do. “We received a reply from the attorney general’s office that said we could guarantee the loan for a private, non-profit organiza-
tion if the city council believes it serves a public purpose and supports economic development,” Ross said. “The resolution authorizes the city through the mayor to enter into a loan guarantee with Community Bank in the amount of $221,500 for the 12 months Strike needs to complete the fundraising to purchase the property,.” Ross said the agreement does
have several terms that are favorable to the city, if the Strike Club is unable to meet their financial obligations. “If Strike is unable to pay off the existing balance in 12 months, the city has a right to buy it,” Ross said. “In the interim, if they sell it before the note comes due, we have the right of first refusal SEE LOAN, PAGE

In the wake of the county commission extending the penny tax for Baldwin County schools, Spanish Fort city leaders talked last week about what their city could do to help further educational funding for their schools. Hot, sticky, lazy afternoons are the perfect time to come and enjoy this great amenity you have at your fingertips. You also have some great specials happening through the week. Wednesday’s
Rock n Roll bingo and BOGO half off burger night is sure to bring a smile to your face. You can play inside or on the deck and prizes are awarded for the winners. Thursday’s we have a different buffet to suit everyone’s taste so check your Lake Forester and EBLASTs for the weekly buffet themes. Friday’s karaoke is a fun time and don’t forget the $.50 wings from 5-9pm on Friday’s as well. Happy hour is 4-7pm nightly. Bathroom update: We got em flushin’! The newly renovated facilities are operational and are open for business. They are beautiful. Also worth mentioning, the weather is finally catching up with the A/C units; no jackets are required anymore. The Yacht Club now has a special Kid’s menu as well. Bring your young crew over and check it out. Lastly,
please watch your step as you enjoy the areas around the Yacht Club. We do have the occasional snake and would like to make sure everyone is aware to be on the lookout when near the water. I would also like to invite everyone over and meet our staff. We have Caitlin and Ross behind the bar. Tori, Jenna, Darcy, Jeff, Kim, Adela and Jeri are the outstanding servers that will get you what you need. Nadine and Curtis are responsible for the fine meals that come from our kitchen. Stop by and meet them if you haven’t yet. They are an incredible bunch of folks that love to see smiling faces. As always, we look forward to seeing familiar faces and meeting new members. Keeping Lake Forest Safe & Fun! Welcome to the Lake Forest Property Owners Pool Facility • Pool is available to all Member/Residents in good standing with LFPOA • Sharing of Pool Pass Entry Cards with the general public or with member not in good standing is not allowed and could lead to loss of pool privileges • Members in good standing can invite up to 4 total guests per day • Tampering with the Access Gate is not authorized • Damage to any property or grounds could lead to suspension from use • No one under the age of 16 allowed without adult supervision • All bathers must shower before entering pool • No alcoholic beverages, glass or food allowed • No tobacco products-this includes cigarettes, cigars, and chewing tobacco • No e cigarettes or vaping allowed • No running, horseplay or rude behavior allowed • No diving • Be courteous to your neighbor • Pets are not allowed in pool area • Do not enter the pool if you have communicable disease, an open cut or ill with diarrhea
