WHERE DOES THE TERM “WHISTLEBLOWER” COME FROM ANYWAY? Emily DiNuzzo There's lots of noise and confusion in the world of government and politics today. Here's one less thing you need to be confused about—what whistleblower means and where the term comes from. One of the many political questions you’ve been too embarrassed to ask is what the word “whistleblower” means. In today’s political climate, it’s one of many phrases you hear and read often, but you might not fully understand what it means. Here’s everything you need to know about the term. What does “whistleblower” mean? A whistleblower is someone who exposes information about wrongdoings that companies or organizations don’t want to share. This information is usually about illegal or unethical actions or wrongdoings within a public or private organization. Whistleblowers disclose the wrongdoing without approval to the public, a higher authority, or law enforcement, according to MerriamWebster Dictionary and Cornell Law School. They could expose illegal actions affecting public safety, violations of company rules or policies, or fraud, among others. Where does the term come from? There are various phrases with similar meanings to “whistleblower” that date as far back as Elizabethan times when “to whistle” or “to blow” was to reveal secret information, writes Tom Mueller, author of Crisis of Conscience: Whistleblowing in an Age of Fraud. By the early twentieth century, “to blow the whistle” and “whistleblower” referred to either literal people blowing whistles, or people attempting to stop illegal or immoral activity by making a fuss, Mueller writes. Another word for a whistleblower, “relator,” dates back to 1863 and the False Claims Act. Relators have evidence that a company is explicitly defrauding a federally sponsored program, explains Donald E. Petersen, a Florida trial attorney who represents whistleblowers in qui tam actions under the federal False Claims Act. State laws in America, on the other hand, are a bit more strange. There are a few other explanations for the origin of the word, too. Law enforcement officials, such as British “Bobbies” in the United Kingdom, for example, used whistles to alert the public or fellow police of a crime, according to David Reischer, Esq., Attorney & CEO of LegalAdvice.com. All of these have a place in the phrase’s history, but how we use it today is thanks to Ralph Nader. How do we use “whistleblower” today? Ralph Nader helped re-coin the term “whistleblower” in a positive light, according to Mueller. The “Conference on Professional Responsibility” Nader held in Washington, D.C. in 1972, and the corresponding book, were game changers. Journalists preferred using this instead of “snitch,” which has a negative undertone. In the late 1960s and 1970s, a series of whistleblowers not only spread awareness on various issues, but they popularized the positive use of “whistleblowing.” And Petersen says the word “whistleblower” appears in Webster’s Dictionary in 1970 because of the reports and discussion of the Pentagon Papers. It’s one of the history lessons your teacher probably skipped. What’s the difference between a whistleblower and a leaker? There are some similarities between whistleblowers and leakers, Petersen says, but there are differences between the two. On a very basic level, both whistleblowers and leakers take or transfer information and secrets from an organization to people outside the organization, explains Jason Ross Arnold, PhD, Chair and Associate Professor for the Department of Political Science at Virginia Commonwealth University and author of Whistleblowers, Leakers, and Their Networks. The main difference between the two is that whistleblowers release information that shows wrongdoing. They have a right and responsibility to report this information, Reischer says. Leakers, however, release sensitive or classified information unlawfully, and often to the press, possibly for their own personal or political agenda—not necessarily for public good or policy, Petersen and Reischer say. Since some people wrongly think the words are entirely the same, there’s lots of miscommunication and confusion. “Because the media often labels both groups as ‘whistleblowers,’ legitimate whistleblowers sometimes get a bad rap,” says Brian Mahany, Esq., who handles whistleblower cases in the healthcare, military, and financial industries. “The intelligence community ‘whistleblower’ that claimed the president pressured Ukraine to investigate the son of a current U.S. presidential candidate has little in common with the healthcare worker who reports that certain physicians are performing unnecessary surgeries,” he adds. Can a whistleblower remain anonymous? Depending on a few variables, whistleblowers could remain anonymous, according to Mahany. Some countries, including the United States, protect whistleblowers with some laws, according to Arnold. “Whether or not those laws are sufficiently strong, and whether they are effectively enforced, are separate questions,” he says. Anonymity itself also offers protection. However, it all depends on the particular whistleblower program. “Twenty-nine states have their own whistleblower programs with various levels of privacy,” Mahany says. If someone blows the whistle on the private sector, there’s a greater chance their identities come out, Petersen says. “Whistleblowers often remain anonymous when they report misconduct to their employer’s internal reporting system,” Petersen says. “Far too often, employers’ compliance officers (or outside counsel) conduct biased investigations to clear the company of wrongdoing.” During the investigation, the whistleblower’s superiors attempt to identify them and, if successful, retaliate against them. Another more common question people ask isn’t whether or not whistleblowers can remain anonymous, but rather if they should. It’s challenging to stay anonymous and expose illegal conduct at the same time because the public isn’t able to judge the whistleblower’s credibility, Petersen notes. Expecting people to identify themselves and attach themselves to their allegations holds them accountable and reduces the chances of fake, frivolous, or purely selfinterested allegations, Arnold adds.

Soms het dit gelyk na malligheid maar Hy sê net “Trap!” Deur geloof het ek net getrap al was ek baie bekommerd en benoud. “Waar neem U my heen?” het ek baie gevra maar Hy het net gelag en geen antwoord gegee en dis hoe ek moes leer om te vertrou. Ek het vergeet van my vervelige bestaan en het die lewe van opwinding betree. Wanneer ek sê, “Ek is bang,” sal Hy terug leen en my hand aanraak. Hy het my na mense geneem wat gawes gehad het wat ek benodig. Gawes van gesondmaking, aanvaarding, liefde en blydskap. So baie kosbare gawes om saam te neem op my reis – God sin en myne. Dan is ons weer oppad en Hy sal vir my sê, “Gee weg die gawes aan ander – hulle is nou net ekstra bagasie – daar is nog baie ander gawes om te kom op die pad wat ons nou ry.” So het ek gemaak, die gawes gegee aan mense wat ek op die pad ontmoet het en ek het gevind dat om te gee het ek meer ontvang en my las was baie ligter.

Wanneer dit voel of ek glad nie meer verder kan aangaan nie, hou ek net my oë en geloof op Hom. Hy kyk na my met ‘n pragtige glimlag en sê: “…… Hou aan om te trap.” (Jes 41:10) Wees nie bevrees nie, want Ek is met jou; kyk nie angstig rond nie, want Ek is jou God. INGREDIENTS: • 4 Sachet milo (88g) • 4 Tablesp brown sugar • 4 Tabsp flour • ¾ milk • ¼ oil • 2 egg beaten • 1 Teasp baking powder • 1 Teasp baking soda • 1 Teasp vanilla extract • ¼ Teasp salt METHOD: Combine the milo, sugar, baking powder, salt, baking soda and flour in a bowl and mix. Add the milk, oil, eggs and the vanilla extract and mix them very well. Through the batter in a greased mold, line with aluminum foil and steam for 15 minutes, on a pot of boiling water covered with more foil until toothpick inserted at the center comes out clean, let it cool down. FOR THE HOT MILO CHOCOLATE FUDGE OVER THE CAKE RECIPE: • ⅓ Cup cream • ¼ Cup water • ¼ Cup milo powder • 150g Dark chocolate • 1 Tabsp glucose

You’ve seen cinnamon rolls before, but imagine eating one that weighs 521.5 kg! In celebration of Cinnamon Roll Day on 10 April, Wolferman's Gourmet Baked Goods hosted a live-action baking event in an effort to break the record for the world’s Largest cinnamon roll. The American bakery, which is based in Oregon and owned by food retailer Harry & David, wanted a special way to showcase the passion, skill and ingenuity that exists within their team. They managed to successfully bake a colossal 2.7 m roll, crushing the previous title of 276.2 kg. To create the massive dessert, Wolferman's followed the same recipe they use for their traditional cinnamon rolls, adjusting the measurements accordingly. The ingredients included: • • • • • •
9 kg of whole eggs 158.7 kg of flour 171.4 kg of cinnamon sugar filling 68 kg of white sugar 45.3 kg of brown sugar 220 cinnamon sticks
Of course, this gigantic roll was accompanied by equal proportions of delicious cream cheese frosting, which weighed a hefty 66.6 kg. Guinness World Records adjudicator Kaitlin Vesper was present to verify that all guidelines were properly followed and ensure that the cinnamon roll was consumed afterwards. To make sure no food went to waste, Wolferman’s epic cinnamon roll was shared at Medford’s Annual Pear Blossom Festival where attendees from southern Oregon could purchase a piece for $2. All proceeds were donated to the Teresa McCormick Center, a local community resource dedicated to providing education, assistance and connection for those in need. 7

Gently rub the paste onto the ring with a soft cloth or sponge and work it over the spot until it’s gone. Then, restore the luster of your wood with furniture polish.

Factory installed gift Paul Allen of Newark, New Jersey grew up next to his dad’s auto repair shop. One day a customer came in with a brand new 1963 Ford Galaxy complaining of a banging noise, but only at certain times. The customer mentioned that the noise always started up when he left his house so they drove the car back to the house. When they drove up the steep driveway they heard the noise, a sliding sound followed by a loud thump. “Back in the shop, my Dad took the door panel off and found that a worker on the assembly line had left a gift inside of the driver’s side door—a lovely empty soda bottle. He got the deposit back on the bottle and called the bill paid,” says Allen.

When she was 16, Joanne Loewenstern learned that she was adopted. Until that day, she’d believed that her adoptive parents were her birth parents. Instead, they told her that her birth mother was a woman named Lillian Feinsilver and that she had died days after giving birth to her at Bellevue Hospital in New York City. Feeling betrayed and confused, Joanne spent many nights crying, wondering what her birth mother had been like. And yet, some part of her believed her mother was still alive. The doubts nagged Joanne for years. After watching this emotional turmoil, Shelley Loewenstern, Joanne’s daughter-in-law, suggested taking a DNA test. That was in 2017, and Joanne was already 79 years old. Even if her mother had passed years before, Shelley reasoned, learning something about her biological family might give Joanne some peace. So Joanne took the test, and about a year later Shelley received a message on ancestry.com from a man named Sam Ciminieri, whose genetic report had matched him with Joanne. Shelley immediately wrote back to Sam, asking whether he knew a Lillian Feinsilver. Yes, Sam said, that was his mother’s name. Almost unbelievably, she was alive, at age 100—Joanne had been right all along. But there were more shocks to come. Sam said that Lillian lived in an assisted-living facility in Port St. Lucie, Florida. Joanne lived in Boca Raton, less than 80 miles down the interstate. “As it turns out,” Joanne’s son, Elliot Loewenstern, told the Washington Post, “we have a whole other family we never would have discovered.” The families quickly planned a reunion at the facility where Lillian lived. A month later, Joanne found herself sitting across from the mother she had searched for her whole life. Elliot, Sam, Shelley, and one of Joanne’s grandsons looked on. Lillian, who suffers from dementia and uses a wheelchair, was silent. “I don’t know if she recognizes me,” Joanne said. She told Lillian that she had been adopted in 1938 and that she’d been told her birth mother had passed away. No response. Joanne started to cry. At that point, her mother perked up, as if she had started to understand. Joanne excitedly began telling Lillian all about her children and grandchildren. Lillian smiled. Then she said the words Joanne had waited more than 60 years to hear: “This is my daughter.” The Loewensterns learned that over the years, Lillian had repeatedly told her family that she “lost her daughter.” Everyone, including Lillian, assumed that the baby had died. Joanne’s family speculates that because Lillian was unmarried when she gave birth, the baby was taken away and put up for adoption. But now that the two women had been unexpectedly reunited, none of that mattered so much anymore. They spent time that first afternoon together coloring with colored pencils, which just happens to be a favorite hobby for both of them. When Joanne visited again three days later, Lillian remembered quickly who she was. Now they see each other every few weeks to color, play games, and enjoy the time they have together. “I’m proud,” Joanne told WPTV. “This is something I wanted to do all my life.”
