District6 alsoreceivedanoverallgradeofDwithonly20%UrbanTreeCanopy, 2,380acresofimperviouslandcover,andonly1,019acresoftree canopy.

Developersareusuallyprivatelyheldcompaniesthatonlyhavetheir bottomlineinmind.It’sallaboutthemightydollar.These developmentswillnotberent-controlledandwillagainleadtono opportunitiesforaffordablehousing.Theentirenotionthatthe developmentofmorelandwillleadtoaffordablehousingisludicrous, andtheCommitteeisdelusionalinthinkingthatopeningupmoreland toprivatelyhelddeveloperswillsolvetheaffordablehousingcrisis.It’s simplesupplyanddemand,andthehousingpricingwillcontinueto rise.

ThereisalreadyampleunusedareasinLexington,locatednear neededservicesandresourcesthatwouldbeidealfornewaffordable housing.WeshouldalsobeworkingtopreserveLexington'shorse farmsaspreviouslypromisedandprioritized.Someoftheareas selectedareunabletohandletheextratraffic(e.g.,Parker'sMillRoad) andareunsuitabletoAffordableHousingduetolackofnearby resources,andthelandistooexpensivetobepurchasedfor affordablehousinganyway.ItwouldresultindestroyingKYhorse farmsandnotmeetinganyoftheproposedgoals.

Pleaseremovearea1fromtheexpansionarea.

Area1includesaround350acresofactivehorsefarms. Lexingtonianswanttokeepourbelovedhorses,andtheCompPlan directsthePlanningCommissiontoensureLexingtonremainsthe HorseCapitaloftheWorld. Theonlyreasonablewaytohelpensure thisisbynotincludinghorsefarmsintheexpansion.

Further,thehorsefarmsinarea1arehighlyvisiblehorsefarmsthat thousandsofresidentsdrivepastdaily,andthatthousandsof Lexingtoniansandvisitorsalikemarveloverwhenflyingintoandoutof BluegrassAirportjustdowntheroad.

TurningleftoffVersaillesontoNewCircleis alreadydangerousenoughandresultsintoomanyaccidentsasitis now. Congestingthatareawillonlymakeitworse.

HorseCountry’smissionistoconnectgueststothehorse,land,andpeopleofKentucky’sequine industry.Atourcore,it’sthehorsethatprovidestheplatformtoconnectwithpeoplefromalloverthe globe.ThehorseisourcollectivepassionandLexingtonishometothebesttheequineindustryhas tooffer.CollectivelyinHorseCountryandwithouragriculturalpartnersaroundtheregion,wework withthebestland,expertise,andresourcesinpursuitofraisingthebesthorses.Lexingtonishometo anentireecosystembuiltaroundthehorse,onethatisunmatchedanywhereelse.

Thatecosystem,includingagritourism,isdependentontheland.It’sthehigh-qualitysoilsandrolling bluegrasshillsthatmakeLexingtononeofthebestplacesintheworldtoraiseyounghorses.Like ourbourbonindustryandCalifornia’sWineCountry,we’reHorseCountrybecauseoftheland. Oncethelandisgone,itcannotbereplaced.TheBluegrassregionhasbeenrecognizedbyWorld MonumentsWatch,anationalprogramraisingawarenessaboutheritageplacesinneedof protection,asoneofAmerica’sdistinctivelandscapes.ThelandhasdefinedLexington’sunique identityforoveracentury.Itisanon-renewableresourceforoureconomyinmorewaysthanone.

IhaveconcernsaboutthesuggestedexpansionforZone1.Theseare horsefarmswithrichsoilthathelpdefinewhatLexingtonis.Weare thehorsecapitaloftheworld(notOcala)andwhenpeopleflyintoour airportandleave,nomatterwhatdirectiontheygoin,theirfirst impressionofourcityarethesurroundinghorsefarms.Thisplan beginstostripLexingtoniansandvisitorsofthisandIdon'tbelieve affordablehousingwouldbewhatwouldreplacedthesebeautiful pastures.IalsoamconcernedabouthowthisareaMoW,Harrodsburg Rd.,Versailles,andespeciallyParkersMillcouldbegintohandlethis increaseintraffic.DrivingupanddownHarrodsburgRdonanydayat peaktrafficisadifficulttaskandwhenKeenelandisinsessionthe intersectionatMoWandVersaillesbecomesanightmareatrushhour.
