Saturday 16th October 2010 - Annual General Meeting (inquorate)

the issue of gender-labels. A member clarified the fact that gender labels can be useful in preventing a gender-bias entering into the Organisation. A discussion ensued on whether it might be helpful to allocate specific responsibilities to individual Trustees for each sector of our Communities: L, G, B and T. It was pointed out that this may not be helpful, but, instead, a wording be found that sets out the need to reflect diversity in its MC roles. Alternatively, it may be preferable to use a negative wording, prescribing that the MC cannot be composed of one single sector. A proposal was tabled, to aggregate the previous 4: that the Forum conduct a thorough review the Constitution and take it to the Law Centre, looking at issues, including, but not exclusively: a. Lowering the membership minimum age to 17 b. Allowing proxy votes c. Allowing postal ballots d. Reducing the AGM quorum to 10 or 5% of the memebrship e. Expanding the geographilcal area to cover Great Bristol, including South Glos. N. Somerset and B&NES At the moment lesbian and gay rights

Fewer members than the required 10% of the membership - which now stands at over 300 - attended the AGM, so an the Management Committee held an emergency meeting was, to elect cooptees to the new MC and replace three Trustees who stood down.

Logan Blackburn, Stripe Issit and Lucas Abedecian stood down from the MC, by email. New co-optees were elected unanimously, they are: Anna Rutherford, Emily Bennewith and Daniel Carpenter. Alan Palmer, Co-chair, thanked outgoing truestees for their service to eth Forum and welcomed new Co-optees. The AGM was then rescheduled no sooner than 3 week laters, and the proposed changes the Constitution rescheduled for voting at thae AGM,: 1) That the Forum adds extend toT include Trans people 2) That the Forum change its name to reflect this new brief 3) That gender label be removed from the Co-chairs' titles 4) That Trustees stand for a minimum of 2 years The Chair offered some background to 1


are very similar, but Trans people's rights may differ, so it would be useful to represent the LGBT communities to ensure that the equality agenda progress and we understand the equalisation of legislation. Irrespective of the explicit changes to our mission, objects and name, the Forum has pushed for LGBT rights, equality, diversity and inclusion. The Co-chair addressed those Members who remained and explained the situation, explaining the actions the MC had taken and advising them that the AGM will be re-convened to pass the above motions. The Chair thanked Members and expressed the hope that members did not feel their day was wasted and that the Gender Identity meeting with Gendered Intelligence was useful and informative. Finally, the Chair asked for final comments. One new member expressed her pleasure at seeing the T issue finally reaching this stage and begged not to attend a 4th AGM on this issue. She additionally challenged the lack of engagement from the membership. The Chair responded by explaining that the MC has been working on questioning the way it engages, the agenda it is pursuing and its relevance to its membership. A suggestion from the floor that, as the the quorum drifted during the course of the evening, perhaps the membership list should be verified. Another member's comment was that the AGM should be less about the Constitution and more about the work of the Forum during the past year. The Chair replied by addressing the For-

um's need to do some work on other challenges, like the Census's failure to record LGBT population and the ONS Survey, that returned less than 1.5% LGB UK residents. The Census is about to be abolished (the 2011 will be the last one) but it could be s springboard to campaign on counting LGBT people to prevent our being marginalised, by using flawed data capture and statistical methodologies. It was pointed out that there is a National focus on this, as this is not a local issue. Reply that we could start that campaign, through a Facebook campaign, perhaps. The HIV memorial was also raised, in conjunction with THT, as a human issue, not unique but relevant to Bristol. The Chair acknowledged the invaluable contribution of Pride to the Bristol LGBT community and how that has emerged as a new, sustainable Pride. Public support for Pride came to 3.5K and this will not be repeated next year. 16th July is next year's date for Pride but a larger, stronger, more cohesive effort will be needed. Looking at other Cities of the same size that find it hard to hold Pride Festivals and twinning with them. The Forum plans to also organise an IDAHO day and remind people that LGBT people around the world are still dying.

Inquorate AGM : what does it mean for the Forum? The failure by the October Annual General Meeting to reach a quorum is an important signal to the Forum, but interpreting is not as easy as might appear at first glance. Some members present commented "Well, that's the LGBT community in Bristol for you: lazy, superficial and self足 centred!".

list. Forum membership is for life and often the first inkling we have that someone has moved is when we get back post from a mailout, but not all new tenants bother and many may just go into the paper recycling bin.

Someone answered "That's true of most people, these days, not just LGBTs, people just can't be bothered with anything they can't do online or by text message!".

Others said "That goes to show that the Forum is not engaging with its constituency!" and "Maybe members voted with their feet on the Trans inclusion, not wanting to be seen to oppose it, maybe they simply decided to stay away?"

One member asked "What other evenylt was on that might have been more important or attractive than going to a meeting?" ( "Sale at Primark?" was the tongue-in-cheek reply) .

Another, who makes the effort to attend every year, asked the same question she asked in 2009: "Where are the members?"

So... what do we do about that? The Forum does not have the funds or staff capacity to make 300 'phonecalls, besides.. not all members supplied 'phone numbers. Emails may come back as undeliverable, but some may simply go to email addresses that are no longer in use. Somone suggested that we have a timelimited membership that requires renewal, say 2-3 years, and that automatically lapses if it is not renewed. This option is no guarantee of a solution and it too begs a number of questions: 'Should we invite members to renew by email?'; 'Will people bother?'; 'What if they don't? What would THAT mean?'; 'What if we find ourselves with just the 25 or so members who bothered to attend this year?'. This apparent disengagement is as likely to be a symptom of LGBT Bristol's perception that we have 'arrived' at equality, that most in our communitites are 'happy with our lot'. It could also be that our membership is

In recent years the world has been moving to the right, intolerance and homophobia have found fertile ground in a whole range of fundamentalist circles which have been expanding, recruiting and exporting their hate theologies to Countries like Uganda, Indonesia, Hungary etc. The Forum was founded to secure and preserve LGBT rights, but without its members, the Forum ceases to exist.

voting with its feet and telling us that the work of the Forum is becoming irrelevant to the lives and concerns of its membership. The problem is that 300 members = 300 reasons and opinions; unfortunately, try as it may, to date the Forum has been unable to recruit a single mind -eader to its Management Committee. At this juncture the best option is to put the ball in our members' court and call a Plenary Meeting, where all members are required to attend or send a postal vote, or else loose their membership, asking those basic questions that will shape the next decade: 'What do YOU want/need?', 'Are YOU willing to participate?', 'Do YOU care what happen to the Forum?"' Before answering those questions, though, we should point out some historical realities. In Gernany, during the 1920s, cities like Berlin had the largest number of gay clubs and venues ever... only a few years later they were all closed down and LGBT people were interned in concentration camps from which they were not released even after the liberation, because heomosexuality remained illegal and they had to serve out their 'sentences'. In other words: do not take today's rights and freedoms for granted, because equality and diversity are like muscles: if you do not use them you may lose them.

At the Annual General Meeting (AGM) in November 2008 the LGB Forum made a commitment to explore the feasibility and appropriateness of developing to include transgender people as members of the LGB Forum. Essentially should we become the Bristol LGBT Forum?

This open event will be followed by an Extraordinary General Meeting (EGM) called by the Management Committee where we will put the change of constitution to a vote. At the EGM a successful ballot would need to be (67%) of all votes cast in favour of the changes.

Informal discussions took place during 2009 and Sarah, the Forums Development Worker, attended excellent initial training delivered by Gendered Intelligence (www.genderedintelligence.co.uk ). The Forum also began to creante dialogue with existing transgender members around this topic and to specifically develop links with transgender support and social groups.

At the AGM in October 2009 the Management Committee passed a motion committing the Bristol LGB Forum to a change in name and constitution should the membership agree. This decision is up to you.
