REMEMBERING THE 37 USS Stark (FFG 31) Memorial

M

ay is National Military Appreciation Month and is filled with numerous designated days of commemoration and gratitude. Among these are Military Spouse Appreciation Day, Victory in Europe Day and U.S. Armed Forces Day. Also included is Memorial Day, nominated to honor and mourn the military personnel who have died in service to our nation. For 34 years, May 17 has been an annual day of remembrance, lamentation and fellowship on The Liberty Coast, but not by national designation or formal edict. Former Shipmates and families of crew members of former Naval Station (NS) Mayport-based USS Stark (FFG 31) gather from all over the country to honor the 37 men who died in an attack on their ship. In 1987, Stark, a then-five-year-old Perry Class guided missile frigate, was deployed to the Persian Gulf during the Iran-Iraq War assisting in keeping those important sea lanes open. The ship was struck by two Exocet anti-ship missiles fired from an Iraqi aircraft, killing 37 Sailors and wounding 21. The crew valiantly fought the fires, maintained power and was able to sail the ship back to port. Stark was repaired and returned to service until her decommissioning in 1999. Since the attack, an annual memorial event has taken place on each anniversary, either on the ship when she was at sea or under the oaks at NS Mayport’s Memorial Park. Over the years as participation has grown, each of the NS Mayport commanding officers has supported the service and provided much appreciated help, such as the color guard, tents, chairs and even parking attendants. Many who travel to stand at the marker for the 37 men who died are still processing the impacts of being a survivor. They make the journey to reunite with Shipmates from that long night. Each time former Stark crewmember Chris Hallet attends the remembrance ceremony and sees his Shipmates, “It’s like greeting a brother, a long lost brother,” he said. Hallet noted that all these years later there is still no closer bond than the one he has with the men who helped keep the ship from sinking as fires blazed all around. The primary coordinator of this grassroots memorial service is the Naval Order, First Coast Commandery, an organization dedicated to the living history of our seagoing services. “This year’s planning has been greatly impacted by the ongoing pandemic-related restrictions and we will have to move it off base” said Naval Order Companion, retired Navy captain, and former Stark commanding officer, Pete Wynkoop. “While we can’t move the plaque with the 37 names of those lost, we will bring the ship’s bell and the stern plate,” Wynkoop added. The 2021 Stark memorial will be held at ten o’clock the morning of May 17 at the Beaches Veterans Memorial Park, adjacent to American Legion Post 316 in Atlantic Beach.

HIRING: THE EASY BUTTON Tips for tailoring your resume By Brian Bilski

H

ow many times have you read a job posting and said to yourself “I’m the perfect candidate!” as you excitedly submit your application, never to hear back from the employer? This has happened to me more times than I care to admit. I felt like my application and resume went into some digital black hole, never to see daylight again.

One of the primary reasons candidates do not hear back from employers is that their resume is not tailored to the requirements in the position description (PD) of the job posting. As a recruiter, this is the number one reason I do not forward a candidate’s resume to a hiring manager (HM) for review and a potential interview. To best understand the importance of tailoring your resume, we first need to understand the relationship between a recruiter and the HM, as well as how job postings are created. (This is part one of two articles; in the next article I will dive deep into the PD and your resume.) The hiring process starts when the HM identifies a need to be filled. The HM contacts the recruiter to discuss the job opening and provides in-depth details on the type of candidate he or she is looking for. Next, the HM creates the PD (based on the requirements shared with the recruiter) and submits it to the recruiter to post on the career site. The recruiter then reviews the resumes of candidates and compares their skillsets and experience against the requirements listed in the PD. The best candidates are forwarded to the HM for review. The main takeaway is that the recruiter is sending only the resumes that MATCH the requirements in the PD. Think of the recruiter as a contractor in this scenario: DoD asks a contractor to build an aircraft that can go mach 2, but instead the contractor comes back with an aircraft that only goes mach 1. The contractor would be fired. The same is true for a recruiter; we must deliver to the HM only candidates that meet the specific requirements listed in the PD. We cannot attempt to decipher what a candidate might mean in their resume, nor make things up. If your resume is not tailored to the PD showing that you meet or exceed the requirements, then your information will not be forwarded to the HM. Bottom line, give recruiters the easy button. Submit a tailored resume and make it so clear that you meet the requirements that the recruiter is not only able to forward your resume, but can also advocate on your behalf to the HM for a follow-up interview.

The traditionally sizable and formal change of command ceremony one would expect on the Navy’s largest air station was transformed to reflect the on-going COVID-19 era and associated safe practices. The pandemic-influenced modifications were not just limited to the much smaller, private ceremony, but included a non-conventional uniform and a trending way to honor someone during the pandemic. In place of the classic, all white Navy full-dress uniforms—nicknamed chokers for their stiff and tightly clasped collars—Captains Weiss and Hill, as well as their boss and guest speaker, Rear Admiral Gary Mayes, Commander, Navy Region Southeast (CNRSE), wore their green, and clearly more comfortable, naval aviator flight suits. Following the “business casual” backyard ceremony, vehicle horns, revved-up engine roars and loud cheers of admiration echoed throughout the on-base neighborhood as a surprise pandemic-style parade of vehicles driven by appreciative staff, friends and representatives of the many tenant commands serenaded Captain Weiss with a farewell salute.

Weiss assumed duties as commander of NAS Jacksonville in October 2019, having served as the executive officer since April 2018. According to a Navy news release, he masterfully ensured the largest installation in the Navy Region Southeast, and third-largest in the Navy, delivered the most effective and efficient readiness from the shore by setting the highest standards of excellence in all areas of business enhancements, innovation, quality of life, quality of service and support. This is evident with the Navy’s recognition of NAS Jax as the top naval air station for the third consecutive year in 2021. Weiss will transfer to Navy Region Southeast until his retirement date. Captain Hill is the most recent second-in-command at NAS Jax, having assumed the duties of executive officer in October 2019. Hill is a naval aviator and has flown MH-60R and SH-60B Seahawk helicopters throughout his career, including flying post-Hurricane Katrina rescue missions in New Orleans. He received his commission through Officer Candidate School at Naval Air Station Pensacola, Florida. Hill holds a Bachelor’s Degree in Political Science from the University of Northern Colorado and a Master of Science degree in International Relations from Troy University. There are innumerable resources that rather proficiently cover the how-to. Instead, this article is about helping you to see that such a future is absolutely possible for you. There is a growing community, both in society at large and in the military specifically, known as FIRE: Financial Independence Retire Early. Those in the FIRE community are generally in the ChooseFI (Choose Financial Independence) Network, where, according to its website, the focus is on “personal finance and intentional living, with the goal of helping you earn more, spend less, and enjoy the journey towards FI.” “You will explore your mindset, your habits, your decision-making processes, your own personal philosophy, your happiness, and your beliefs,” said David Baughier, founder of FIology. “These factors, at first glance, appear to have little to do with making money.” Baughier implores his audience not to neglect these concepts, however, as they each play a crucial role in achieving financial independence. In an article titled “The 10 Pillars of FI” on ChooseFI.org, writers Jonathan Mendonsa and Brad Barrett explain how a person with either an average or below-average salary can just as easily reach financial independence as those making six figures or more.

hat would your life look like if you had financial freedom? More importantly, what would it feel like? If you think this question represents an exercise of mere fantasy, think again. If you practice financially responsible and wealth-building habits, achieving financial freedom becomes a question of when, not if. Money can be a scary topic for many; to bring it up is taboo. This societal inhibition to speak freely about money is damaging to us, both individually and as a community. Fortunately, April was Military Saves month, which presents the perfect opportunity to have an open conversation about something that touches the life (and livelihood) of every single person in the modern world. How then, can we use money as a tool for a fulfilling life, rather than a ball and chain that causes excessive negative stress? First, let’s talk about Military Saves. According to the campaign’s website, Military Saves is “a participant in the Department of Defense Financial Readiness Network [that] seeks to motivate, support, and encourage the entire military community to save money, reduce debt, and build wealth.” It is no secret that a person lacking negative financial stressors is more present at work and at home, more able to focus positive energy toward his or her job and family. This translates to more mission-ready organizations and healthier, happier families. There is no downside. So what does financial freedom look like? It’s different for each person, in terms of real numbers, but the idea is the same: having the financial resources that allow you freedom of choice in your life. It means you can walk away from any position in life that doesn’t fulfill you and move into a position that does. This may mean changing jobs, taking time off for family, traveling, or any number of other possibilities. Having financial freedom means you have a choice in what you do. Too often, people aren’t able to exercise such freedom of choice because they are tied down by financial obligations, usually in the form of debt. The first step, then, is to obliterate debt. In theory, this is very simple. In practice, it isn’t easy. It takes time and perseverance. It also frequently requires a shift in mindset. The way you think about money has a direct impact on your bank account. This article isn’t about the how-to of attaining financial freedom, however.

“[I]f you can save 50 percent of your income, your path to FI charts itself in 10 to 15 years. The math is pretty simple.” What is the math? There is the four percent rule, which is a guideline for how much money retirees can safely pull out of their investment accounts each year and still have a growing pot of money. Then, to determine how much you will need in those investment accounts, multiply your annual expenses by 25. These are your expected expenses, which may or may not be different from your current expenses. But it’s a fun exercise, in any case, to just test a few theories. Let’s try one now. Say your annual expenses are $60,000 (this includes everything: housing, transportation, recreation, etc.). Multiplying $60K by 25 results in $1.5 million. In this scenario, you would need to have $1.5 million in investment accounts to allow you to spend $60K each year from those accounts. Let’s cut that scenario in half and say you expected instead to have only $30K of expenses each year. Multiplying $30K by 25 results in $750K: the amount you would need in investments to be able to withdraw four percent per year (four percent of $750K is $30K). “Note that it’s not based on income, it’s based on spending, so for each $100 per month you can cut from your budget that is $30,000 less you need to save,” Mendonsa and Barrett said. VETERAN SPOTLIGHT: William “Bill” Dudley: St. Johns County Veterans Community Commanding Officer By Reuben Keith Green d

That simple fact sums up his commitment to the Veteran community. He understands that many Veterans return with not only physical wounds, but those such as emotional or moral injury that, while not as visible, lead to problems that occasionally result in involvement with law enforcement. It is a victory anytime a Veteran can be helped back onto a sustainable path with mentorship, treatment and financial assistance through this innovative and compassionate endeavor. f The Liberty Coast had an official Veterans community commanding officer, it would likely be Bill Dudley.

The small town where he was born—Williamston, North Carolina—is less than four square miles nestled along the Roanoke River. Dudley had his sights set on bigger venues for adventure, however. He joined the Air Force in 1955 and was accepted to attend Officer Candidate School after completing basic training. Dudley spent ten years on active duty flying mostly heavy cargo aircraft, performing maintenance officer duties and deploying due to world crisis situations. Upon retirement from military service as a Lieutenant Colonel, Dudley worked in mid-level and executive positions in the aerospace industry, both in the U.S. and abroad. With decades of accomplishment, travel, cultural exploration, and career success under his belt, Dudley began to focus on his real passion: volunteer service to Veterans. Twenty years later, and because he chose to settle locally, Dudley’s leadership and innate compulsion for actionable service have left The Liberty Coast much enriched, particularly in our Veteran community. With the approaching 20th anniversary of the Veterans Council of St. Johns County, of which Dudley has been president for ten years, he reflected on council accomplishments and the impact of each. Three of these achievements include: funding a van for the Disabled American Veterans (DAV), securing handicapped Veterans parking at county buildings and regular support to area youth through JROTC, Sea Cadets and the Young Marines. An additional highlight is the long-anticipated fulfillment of a 10-year effort to establish a permanent community-based outpatient clinic in St. Johns County— The Leo C. Chase Jr. Department of Veterans Affairs Clinic—projected to open on June 22, 2021. The new clinic, named in honor of the county’s first soldier to die in the Vietnam War, will be large enough to serve the needs of the Veteran population. The Veterans Council of St. Johns County works closely with county officials and other organizations and is widely regarded as the model for Veterans councils across the state. Furthermore, the Council has produced many Veteran awareness and celebration events, educational documentaries and panel presentations. They also provide cash and other assistance to Veterans in need, such as car repair payments, home repairs (including roof replacements), utilities and other necessities. One of Dudley’s many proud accomplishments is his instrumental work in helping to establish a Veterans Treatment Court for St. Johns County. The court was activated in January 2017, with Judge Howard McGillin presiding from the bench. Veterans participating in this program likely don’t know that it took four years of dedication and tireless effort for Dudley and Judge McGillin to bring to fruition, and that it is largely underwritten by the Veterans Council of St. Johns County. “I haven’t missed one court session since the court was stood up in 2017,” said Dudley. 16 | LibertyLifeMedia.Com | APRIL 28, 2021 VOL. 1 / ISSUE 15

“You’re not always going to be twenty years old. You will not always stay young and healthy,” said Dudley when asked to advise young Veterans. “You need to think about aging, and we all need help and medical assistance as we get older.” Dudley recommends that both young Veterans and retirees register with the Veterans Administration (VA) and learn about the benefits and services available to them. I shared with him my own reluctance to engage with the VA upon my retirement, and he told me that was a very common story. Then he shared with me something that I didn’t know: funding for the local VA facility is based upon the number of enrolled Veterans in the area. That means that for every Veteran or retiree that enrolls, the potential for funding increases. He says that Veterans should keep that in mind. When I asked him for any further advice, Dudley said “Continue serving. Don’t stop serving. Help your battle buddy.” As you can see, Dudley has lived a life of service and walks what he talks. Dudley has been married to his wife Nancy for 59 years. Their son Troy and his wife Jan live nearby with their sons, Ethan and Avery. Bill Dudley has likely helped more Veterans than all the people that lived in the river town of Williamston when he left and raised his right hand to take his first oath of enlistment. Naval Station Mayport opens a new 1,355-vehicle parking garage Being one of the nation’s two homeports for the Navy’s ever-growing fleet of Littoral Combat Ships (LCS) means sustained growth of the number of ships and Sailors coming to Naval Station Mayport. A new $17 million dollar parking garage recently opened to accommodate the many folks assigned to and supporting the LCS Squadron. The five-story facility is located on Baltimore Street, behind the base fitness center. The Navy has 35 littoral combat ships delivered or on contract, with approximately half of them scheduled to be homeported at Mayport.

‘The Wall’ Will Send You a Rubbing of a Vietnam Veteran’s Name The Vietnam Veterans Memorial Wall (VVMF) is etched with the names of 58,318 Servicemembers whose deaths were a result of the war. Visitors often use paper and charcoal to make a rubbing of the etching of their loved ones’ name on The Wall’s surface.

The “War Dogs” of the guided-missile cruiser U.S.S. Philippine Sea (CG 58) and the embarked “Vipers” of Helicopter Maritime Strike Squadron (HSM) 48 returned to Naval Station Mayport from a nearly ten month deployment. Philippine Sea was operating in areas that included the Atlantic Ocean, Mediterranean Sea, Red Sea, Gulf of Aqaba and Arabian Gulf. Part of the mission was to strengthen bonds with partner nations by participating in joint exercises.
