Children of Servicemembers sacrifice a great deal, very likely without much say in the matter. They must endure several months-long absences of a parent, both in their formative years and beyond. Those deployed parents miss out on the developing personalities of their children, and the children don’t have an opportunity to build or strengthen a close bond with said parents. Even when a military parent is not deployed, children must often settle for very little time with them, as long working days and duty weekends are the norm.

In recognition and appreciation of these sacrifices, as well as others not mentioned, and the many challenges military children overcome, April is designated as the Month of the Military Child. This month was specifically dedicated in order to shift the focus of our appreciation to the individual military children in our communities, rather than allowing their sacrifices to be lost in a sea of generalities. Local schools and other children’s organizations will have more information about how they—and you—can celebrate the military children in your area.

t is no secret that families of Servicemembers must often sacrifice a great deal in support of their military relative(s). When we talk about family sacrifice, however, it is often in general, macro terms, thereby misrepresenting the true gravity of the individual case. Indeed, “family” can easily translate to “spouse,” but what of the children?

April is also Military Saves month, which is relevant to both families and single Servicemembers. Do you have to deal with money, in any capacity? Then you stand to gain from the principles behind Military Saves, which advocates financial health and open communication about finances. Check with your command or Family Readiness Center to see if they are participating in a Military Saves campaign this month. As you know, April 15 is tax day. But, did you know that’s not true for 2021? That’s right, the standard deadline to file federal income tax for individuals has been extended to May 17. You can read more about this on page 20. One way we can show our gratitude to the military children in our lives is by having an ongoing conversation about money, helping them gain financial literacy and healthy habits that will serve them well for their lifetime. In April, two of those tenant commands—locally homeported Navy destroyers— will celebrate their birthdays: USS The Sullivans (DDG 68) and USS Lassen (DDG 82). While every ship in the fleet has its own experiences through service, each ship begins with a singular story to galvanize the first and all subsequent crews. That story is of a ship’s namesake. What do you know about the individuals behind the inspiration that became April’s birthday destroyers? USS The Sullivans (DDG 68) celebrates 24 years Commissioned April 19, 1997 USS The Sullivans (DDG 68) is the second ship to be named in honor of the five brothers from Waterloo, Iowa, who served together aboard USS Juneau (CL 52) during World War II. The Sullivan brothers lost their lives as a result of their ship being sunk by a Japanese submarine during the Battle of Guadalcanal on November 13, 1942. The original ship of the same name, The Sullivans (DD 537), was commissioned on September 30, 1943, and served until January 7, 1965. It was sponsored by the parents of the Sullivan brothers, Thomas F. and Alleta Sullivan. It was also the first ship commissioned in the Navy that honored more than one person.

USS Lassen (DDG 82) celebrates 20 years Commissioned April 21, 2001 USS Lassen is named after a Medal of Honor recipient who grew up on The Liberty Coast: Commander Clyde Everett Lassen. At the time of his heroic actions in North Vietnam—June 19, 1968—Lassen was a lieutenant, junior grade pilot in the U.S. Navy, attempting to rescue two downed aviators in the dead of night. ow many By Stephanie Thompson people were in your Transition GPS class? In a class of 20 Servicemembers planning on separating or retiring from the military, two will become self-employed. According to the Small Business Administration (SBA), “Veterans are 45 percent more likely to be self-employed than non-Veterans,” and one in ten Veterans owns a business. That is 2.4 million Veteran-owned businesses, employing roughly 5.8 million people. What is it about military service that lends itself so well to entrepreneurialism? There are plenty of theories, and you may well have your own opinion on the matter. Setting aside the question of why, however, allows for a more practical question to arise: what now? Enter the Jacksonville Veterans Chamber of Commerce (VCC). You’ve surely heard of the U.S. Chamber of Commerce, which, as a body, represents the business voice in Washington, D.C., advocating for policies that help businesses create jobs and grow our economy. The Veterans Chamber of Commerce does the same thing, only with all their efforts focused on Veteran-owned businesses and their needs. The goal of Jax VCC is to create an environment where local Veteran-owned businesses can prosper as a result of the organization advocating for and promoting interest in those businesses. for his daughter’s wedding. Marlin gave him a ride to the airport in his cruiser so that the man wouldn’t miss his flight. He received thank you letters from the grateful father for years. He also saw more bad wrecks than he cares to remember. He served Meals-on-Wheels to seniors, which he thoroughly enjoyed. He would sometimes be late with his deliveries because he stayed to listen to the stories of the lonely people he encountered. No one seemed to mind. Having lived to be one hundred years old himself, he fully understands the need for companionship and fellowship as one ages. Marlin also kept bees for years and taught a young neighbor the craft. She has several hives on her property now, and Marlin is never in want of the sweet honey he previously sold.

VETERAN SPOTLIGHT: Marlin Crider, a real keeper

M

arlin Crider is a real keeper. He keeps track of his birthday quite easily. He was born on December 7, 1920, so for him, Pearl Harbor Day is doubly significant.

He was a twenty-year-old Navy radioman when the infamous Pearl Harbor attack occurred. He keeps a copy of the telegram reporting of the Japanese bombing in his home office. He kept his promise to the Indiana girl he went home and married in 1942, to love her until death do them part. He keeps a picture of his bride, Gladys Patton, on his desk, though she died about a decade ago. He also keeps their children close; Linda and Douglas live on the property with him. Like his father and fellow Veteran who served and was wounded during World War I, Marlin is from sturdy Indiana stock. His father didn’t want him to enlist, having seen the ravages of war. Undeterred, Marlin hitchhiked to the nearest recruiting station from the farm and enlisted a few months later in 1939. He wanted to see the world. He first became an aviation technician and then later switched to radioman. He served on destroyers (affectionately called “tin cans”), at bases in England, and later transferred to the aviation community. He helped sink enemy submarines, flying in the most widely used aircraft during World War II: the Consolidated PBY Catalina, a flying boat and amphibious aircraft. When he was a chief petty officer, he would invite Sailors over to his house for barbecues and companionship on the weekends, helping them feel less homesick and keeping them out of trouble. They returned the favor by helping him build the house that he and his family still live in today. He and his wife worked two jobs each and paid for the work on their home as it was being completed. A friend from South Dakota came down and built the beautiful and impressive brick fireplace. Marlin didn’t slow down after he retired from the Navy in the 1960s. He went to work for the Federal Aviation Administration (FAA), traveling throughout Central and South America, repairing and maintaining equipment. Following that, he was a Florida state trooper for 30 years. In 2019, he earned the Florida Highway Patrol Lifetime Achievement Award for completing more than 50,000 hours of auxiliary service. Not many people have cars old enough to draw social security, but Marlin has four of them. He kept the brand new 1950 DeSoto he bought while serving at NAS Jacksonville. He liked it so much that he eventually bought three more, all still in showroom condition. Marlin has license plates from throughout the country in his primary garage. He doesn’t remember when he started collecting them, but it seemed a natural thing for him to do. As he and his friend Jesse Pittman of Pittman’s Tree Service walked across his five-acre lot to his garages to admire his antiques, Marlin lamented that he didn’t keep all of the property he’d originally purchased, having gradually sold it off. He was still mowing his expansive lawn until a couple of years ago. A huge NASCAR fan, he has attended every Daytona 500 since World War II, except for the most recent two. He was at Daytona when the legendary Dale Earnhardt was killed in a crash. He and his daughter have a good-natured NASCAR rivalry; he heartily disagrees with her choice of favorite driver. Having grown up on a farm with no television or radio, fields in every direction, and knowing the names of every cow, he traveled farther and saw more than he ever expected to. One regret is not keeping the property he eventually sold off, but his neighbors who bought the property are glad he did. He’s a local celebrity, and they all look out for him. Other than that, this is one Veteran who made the most of his service, his life, and his blessings. If his late wife Gladys were still here, she’d tell you: he’s a real keeper.

“Franchises are fond of Veterans because military members know how to follow a business model, are tenacious and persistent, and both expect and achieve results.” Ambrose recommends reaching out to a franchise consultant and listening to what they have to say. “Knowledge is power and making false assumptions about becoming a business owner or franchising is a foolish mistake,” Ambrose said. “I learned that being a business owner is not just for those who come from wealthy families, which was my naïve assumption.” Staying true to his own advice at owning one’s transition, Ambrose also investigated the more common job-seeking and corporate employment career path for his post-military service life. In the end, he didn’t choose starting a business over getting a job, he did both. In addition to franchising, Major Ambrose has been selected to a prestigious executive management program with a pro-military, Fortune 100 company after his retirement from active duty. Ambrose intends to continue his full-press schedule. “I will run [the family business] semi-passively, leveraging my wife to do the majority of the managerial oversight and my father serving as my lead technician. I could not do this without them, and I am truly grateful to have them,” Ambrose said. Owning one’s transition from military service is an advocacy Ambrose practices every day. He routinely participates in transition activities across The Liberty Coast and has become a transition subject matter expert.

utside of U.S. Marine Corps Major Josh Ambrose’s office on Blount Island Command is a typical cubicle wall. Behind it are a number of workspaces with Marines doing the logistical work of coordinating the prepositioning of equipment and supplies needed across the globe to support Marine Corps training, operations, and, when necessary, warfare. Plastered across that cubicle wall are numerous flyers for job fairs, networking events, and military transition workshops that Ambrose encourages his Marines to participate in. Ambrose strongly advocates that, as a Servicemember, you should “own your transition.” “Start your transition at least two years out. It does not matter if you move on to the corporate world or if you open up your own business. Someday you will be replaced and no longer be in the Marine Corps (or another branch of service). Begin the planning and networking early on,” laments Ambrose. Ambrose leads by example. While still serving in a demanding role as the company commander and planning his retirement from nearly 24 years of active duty as a prior-enlisted Marine Corps officer, the major—along with his family—are already operating a residential and commercial mosquito and tick pest control franchise.

“The best advice I would give is to not close any doors on opportunities yourself,” Ambrose said. “I have no experience owning a business, but I have experience in operations, analytics, and managing human resources. I have an undergrad in Business Management and Finance and an MBA in Logistics Management, but those helped little compared to how much more my time in the Marine Corps prepared me for this venture.” Ambrose is usually a composed and even-toned military leader but becomes a passionate advocate when discussing post-military career planning and military transition preparation. Below are key points he feels strongly about instilling in Servicemembers: • Start your transition at least two years out. Let that sink in for a second. It does not matter if you move on to the corporate world or if you open up your own business. This means to begin the planning and networking early on. Own your transition and do not let your ill-advised peers and leaders second guess your efforts to prepare for transition or question your loyalty to the service branch. When the time comes for them to transition, I guarantee they will think differently! • Leverage LinkedIn two years out. Don’t wait until months before starting the transition processing. At some point [you will not be in the military]; be prepared for that day. • Get as much education as you can now utilizing tuition assistance so that you can transfer any benefits to your family, if applicable. Consider it a financial investment. • Lastly, when you depart the military, your family will be what is left. Do not neglect them and expect them to be standing by your side when the time comes to transition.

“This truly is a family business,” Ambrose said. “My wife co-runs the business. My father is my lead tech. My nephews come down from South Carolina to help hang door hangers. My mother watches our 8-month-old while we work.” The requirements of serving on active duty and simultaneously starting a business can be both mentally and physically strenuous. “It is demanding, but the challenges are worth it, and I will reap the benefits in the future,” Ambrose said. “Essentially, I work from 6 a.m. to at least 10:30 p.m. each night, even on the weekends.” The idea for a franchise came from a friend as they were, of course, discussing military transition. “He talked to me about franchising and using a franchise consultant,” Ambrose said. “From there all I had to do was keep my ears open and not close any doors on my own accord.” LibertyLifeMedia.Com | MARCH 31, 2021 VOL. 1 / ISSUE 14 |

who are medically discharged or retired for one year; Servicemembers who die while on active duty for a period of one year after death; and uniformed members of the Commissioned Corps of the National Oceanic Atmospheric Association (NOAA) and the United States Public Health Service (USPHS). Specific areas addressed by the Interstate Compact include the transfer of records, immunizations, kindergarten and first-grade entrance age, graduation requirements, course placement, educational program placement, special education services, and extracurricular participation. There are more than one million school-age (5-18) dependent children in the U.S. military, worldwide. Florida has almost 39,000 military children, making it the fifth-largest concentration in the country. The Compact was adopted by states through legislation, so it has the force of law. Florida was in the first group of states to adopt it, in 2008. By 2014, all 50 states had signed on, which was key, because the requirements only apply between states that are signatories.

ctive-duty military families with children in public K-12 schools should know about the Interstate Compact on Educational Opportunities for Military Children. It represents an effort by all 50 states and the District of Columbia to commit to legislation that seeks to prevent military kids from being disadvantaged when they move with their military parents from state to state on orders. Military kids move a lot, sometimes eight or nine times, or more, during their K-12 school years. The Interstate Compact provides consistency across states and was drafted with the intent to avoid conflict with existing state codes, where possible. It replaces widely varying policies that affect transitioning military-connected students and supports uniform treatment for them as they transfer between school districts and member states.

States pay dues to the national organization based on how many military children reside in the state, providing a budget for training materials and an annual business meeting. One way MIC3, and a multitude of other organizations, honor military children is by participating in the annual April celebration of the Month of the Military Child. Established by former U.S. Secretary of Defense Caspar Weinberger in 1986, the Month of the Military Child acknowledges the significant role military youth play in our communities. Purple Up! For Military Kids Day is held on April 15 for military and Department of Defense communities to wear purple to show support for military children and acknowledge their challenges and adventures. Why purple? Purple is the color that symbolizes all branches of the military, as it is a combination of Army green, Marine red, and the blue of the Coast Guard, Air Force, and Navy. Rick Scott in 2010. He is also director of the Military and Veterans Resource Center at the University of North Florida.

While the Compact is not exhaustive in its coverage, it does address the four key issues military families encounter: eligibility, enrollment, placement and graduation. As the Florida commissioner to Military Interstate Children’s Compact Commission (MIC3), appointed by the governor, I coordinate with the Florida Department of Education, military school liaison officers (SLOs), and commissioners from other states, as well as the national Interstate Compact office in Lexington, Ky. We work to resolve transfer issues and publicize the Compact so that everyone, from parents to school officials, is aware of the Compact’s contents. Florida has an active council to the MIC3, with representatives from military concentration areas around the state, uniformed members, and representatives from the governor’s office, state legislature, and Florida Department of Education, which administers the program. The Florida Council meets via phone conference at 10 a.m. on the first Friday of each quarter; meetings are open to the public. A key partner to the council and MIC3 is the military SLO, employed by the different services. These experts are the first line of defense for military parents if there is a school transfer issue. They know the Compact intimately and often resolve issues immediately. If someone contacts me about a Compact issue, my first question is usually, “Have you talked to the SLO?” If the SLO cannot resolve the issue, MIC3 has resources to support the military family, as long as the issue is covered by the provisions of the Interstate Compact. Purple Up! For Military Kids is another day dedicated to military children. On this day, April 15, defense and military-connected communities wear purple to visibly applaud military children for their courage and resilience. While National Purple Up Day is April 15, each state, organization, school and military installation schedules their celebration to best fit their needs. Check with your local base, school or organization to know when to wear your purple! Purple is the color of the military child, as it symbolizes all branches of the military. Purple is a combination of Army green, Marine Red, and Coast Guard, Air Force, and Navy blue. Dandelions are the flower of military children, because, like the flower’s blossoms, military kids are carried to all the corners of the world, can put down roots almost anywhere, adapt to the environment, thrive and grow, and, once rooted, are impossible to destroy. To support military children and mitigate some of the impacts of frequent moves and new schools, the military school liaison officer (SLO) serves as the primary link between schools, commanders and military parents pertaining to K-12 educational issues and supporting academic success. Parents and community members with questions on school-age military child education are encouraged to contact their local SLO, a position filled on all major installations. Tax Resources We, as a country, have experienced some major ups and downs this past year, one result being that the standard deadline to file federal income tax for individuals—April 15—has been extended to May 17.

Not all states have extended their deadlines, however, so if you have to file taxes in another state, you will need to double-check that state’s policy. Florida doesn’t have state income taxes, and Georgia requires that you send in particular forms to request an extension. In-State Tuition for All GI Bill Education Users Beginning Aug. 1, 2021, public schools will be required to charge all GI Bill recipients (Veterans and dependents) the in-state tuition rate for classes. This change will also remove the current restriction that requires schools to charge in-state tuition only for GI Bill recipients within three years of their discharge date.

Gold Star Families and U.S. military Veterans are eligible to receive free access to more than 2,000 federal recreation areas, including national parks, wildlife refuges and forests.
