City News: A Caring Community
Cit y Employees Care for Local Non-Prof it s La Habra is home to a number of local and regional charitable organizations, and, with the City’s motto being “A Caring Community,” it seems only fitting that these groups are in our midst. Last year, City of La Habra employees, embracing this motto, established the Employee Giving Campaign. The primary purpose of this effort was to give back to the community and lend support to several of the non-profit entities in La Habra. First, the employees selected the local groups that would benefit from the campaign. A daunting task, they ultimately selected: The Gary Center, Boys and Girls Club of La Habra, Friends of the Children’s Museum, Community Resource Center, Help for Brain Injured Children, the City of La Habra Recreation Programs, and the Police Explorers’ Post 850. They also felt compelled to include one national organization — the American Cancer Society — because of
the devastating impact cancer has had on so many individual’s lives. Next, they established a convenient method for employees to voluntarily contribute, either via onetime donations or through payroll deductions. They supplemented this with special fundraising events that were held throughout the year, including a bake sale and a pumpkin carving contest. However, the most popular and successful special event was “Jeans Day,” which was held once monthly. Simply put, for a $5 donation, on the date designated, employees could wear jeans to work. Last year, employees donated approximately $3,000 to this charitable effort. The campaign for 2008-09 has just begun, and is already off to a great start and should prove to be even more successful!

Protec ting the Communit y: An Inside Look at Public Safet y Ser vices Communications Operators Serving the needs of the La Habra community is a yearround full-time job; just ask any of the La Habra Police Department’s public safety dispatchers. La Habra dispatchers currently work round the clock, 365 days a year, answering calls and dispatching officers with one supervisor and 10 communications operator positions. The men and women who make up the Communications Center’s staff work 12hour shifts to accomplish this task. Two individuals are assigned to each shift, and each has a workstation that consists of six computer screens, four computer keyboards, four mice, and 27 phone lines! The ability to multi-task, type, talk, listen, and respond courteously and professionally is not only a necessity, it is a daily job requirement. In 2007, each dispatcher worked many hours of overtime, in addition to his or her regularly scheduled hours, responding to over
92,350 incoming and outgoing phone calls, 21,698 of which were 9-1-1 emergency calls. The nature of the calls varies on a daily basis, and, while many are dealing with emergency and non-emergency requests for police assistance, a variety of other concerns are reported as well, such as questions regarding child custody, divorce, evictions, driving directions, driving conditions, civil issues and sometimes just general advice. They also receive calls regarding animal control problems, as well as after hours calls for Public Works issues. As varied as the nature of the calls, the volume also fluctuates from day to day. The Communications Operator experiences considerably high stress on a daily basis, and quick decision-making can mean the difference between life and death. Dispatchers serve as a vital link between a caller and police and fire emergency responders. Because of the high stress and shift schedule, recruitment and retention of Communications Operators is difficult for police agencies throughout the State. Recruitment efforts are continuously underway in La Habra to ensure that qualified, well-trained individuals are hired for these critical positions. Competitive salaries and benefits offered by surrounding agencies frequently attract our top candidates, and even some of our current employees, although the City does its best with limited resources to make La Habra an attractive place to work. The City’s dispatchers are a dedicated group of men and women committed to the safety and well-being of La Habra residents and businesses. School Resource Officers Since 1992, the City of La Habra has had a School Resource Officer program, assigning School Resource Officers (SRO) to La Habra High School, Sonora High School, Imperial Middle School, and Washington Middle School. This collaboration between law enforcement and the school districts is an important step in increasing school safety and promoting a drug-free and gang-free environment for students to learn. The roles and responsibilities of La Habra’s School Resource Officers vary from school to school and include a diverse range of duties. On each campus, the SRO is a law enforcement officer, but also serves as a public safety specialist, community liaison, problem solver, law-related educator, and positive role model. Feature Story: Public Safety, continued SRO remains a law enforcement officer with the La Habra Police Department with the authority and duty to handle crimes, both on and off the campus, and make arrests, when necessary. A critical aspect to the success of the School Resource Officer Program is the creation of relationships with school staff and specialists, parents, and especially, students. Without a doubt, the most important relationships for the SRO to cultivate are those with the students. The SRO at the middle schools and high schools has an influential role in the lives of the students. They help reduce stereotypes of police officers, and their presence on campus helps promote crime prevention and delinquency prevention. They are not only positive role models, but students often seek approval, direction and guidance through informal interactions with their SRO. They are visible and accessible, taking the students’ concerns seriously and following through with commitments to take action. By example,
the SRO teaches students many of the fundamental skills needed to become responsible adults. The schools, parents and students all recognize the importance of the SRO program, however, its future is vulnerable to State budget reductions. Funding for the program comes largely from the local school districts, with some contribution by the City. This past year, due to State budget cuts to the school districts, funding for the program was reduced, and one school resource officer was removed from the schools. This is a tremendous
loss to the students and the overall goals of the program to reduce crimes, drugs and gang activities on campus. The State budget crisis, particularly if education or public safety funds are reduced, may further impact the SRO program with the loss of additional school resource officers. City News: Budget Update

On Monday, June 2nd, the City Council approved the City’s Fiscal Year 2008-09 municipal budget. This $68.1 million budget included $33.8 million for the General Fund. The General Fund is the City’s main operating fund and is used to provide common municipal services such as police, fire protection, park maintenance, street maintenance, community preservation, and planning. Revenues and resources identified in Special Revenue Funds, Enterprise Funds or independent agencies (i.e. Gas Taxes, Refuse, and Redevelopment Agency), by law may only be used for their intended purpose and may not be used for general City services. FY 2008-09 represents the first full fiscal year without the Utility User Tax, which expired in December 2007. In order to maintain a fiscally responsible and balanced budget, the City Council approved $1.1 million in budget cuts, which included the elimination of eight staff positions. These cuts represent the fourth consecutive year of budget reductions totaling $2.7 million and 19 positions (see sidebar on page 11). A recommendation was made to reduce the Fire and Emergency Medical Services contract by $104,000, which would have removed paramedics from two fire engines. To maintain public safety at the highest possible level, however, the City Council rejected the proposal for the coming year. Another significant budget cut that was required was the elimination of all new funding from the General Fund for
citywide capital improvements such as residential street repairs, park improvements, facility improvements and other large scale infrastructure improvements. Since FY 200001, the City budgeted over $28 million from the General Fund for capital projects to improve the overall quality of life in La Habra. As a result of a major loss of revenue, the City had to significantly revise its plans for current and future improvement projects to balance the budget. The City’s budget does not provide for any potential takeaway of revenue by the State to solve its fiscal crisis. There have been numerous proposals by the State Legislature that could seriously impact grant funded public safety programs in the amount of $700,000. Additionally, the State could “borrow” up to $1 million from the City’s property taxes with a promise to repay the money over several years. Should these proposals be approved, the City could be required to further reduce City programs and services or utilize limited emergency reserves. The City Council and staff are committed to developing fiscally responsible balanced budgets; however, with a slowing economy, a significant reduction of local revenue, the upward pressure on the City’s budget from the increasing cost of fuel, utilities, materials and supplies, and the prospect of the State raiding the City for an additional $1.7 million, the City’s ability to sustain public services at the level expected by our community becomes more and more difficult. continued >>>>

Public Works: Water Resources
L a Habra’s Drinking Water Comes from Many Sources The City of La Habra receives its drinking water supply from several regions. The largest source, about 57 percent, comes from the San Gabriel Valley basin. La Habra purchases this water from the California Domestic Water Company. In the San Gabriel basin, water is collected and distributed by several water companies who then sell the water to municipalities and individual household customers in the Los Angeles region. Cal Domestic is one of those companies. The second largest water source for La Habra residents is in the La Habra water basin, from which about 18 percent of La Habra’s water is produced. The City has one well which pumps water from 900 feet underground to the surface where it is
then treated and stored in City reservoirs. The third water source for La Habra is from the Metropolitan Water District (MWD) system, which pumps water via aqueducts from the Colorado River and Northern California. This water source is the most expensive of the three sources and makes up 25 percent of the City’s water supply. During 2007, La Habra was able to upgrade its water well to pump twice the amount of water from the La Habra basin than before, which has decreased our reliance on more expensive water from MWD. Public Works: Hazardous Waste
Protec ting the Environmen t, One Light Bulb at a Time
La Habra’s Household Hazardous Waste (HHW) Program first started in 1998, when the City began its Used Oil Collection program by designating six businesses as Certified Collection Centers in La Habra. The success of this program grew, and in 2000, the City held its first HHW Event. Over 300 people attended the event, and 36,000 pounds of HHW were collected. In 2004, the State awarded a grant in the amount of $186,000 to pay for HHW collection events, allowing the City to hold four events in three years. Due to the popularity of the program, the City has expanded the number of events to two per year in 2006. In addition, 2006 saw the inclusion of electronic waste (ewaste) on the list of items accepted at the events. This increased attendance at the event and also the amount collected. The July 2006 event set record amounts with 101,000 pounds of HHW collected from 488 residents. In May 2008, another milestone was set for La Habra’s HHW program. For the first time, business waste was accepted from small quantity generators, which are small businesses that produce no more than 220 pounds of hazardous waste in a calendar month. Twenty businesses were
pre-qualified to attend, and 4,200 pounds of hazardous waste were collected. This was one of the first events of its type in Orange County. Overall, since 1998, the program has been able to collect, recycle and properly dispose of over 1,160,000 pounds (580 tons) of HHW which might have been being thrown into the trash. This HHW collected has been prevented from leaching into and contaminating the water supply of future generations. The City would like to thank those who have participated in the HHW program and to invite new participants to learn about the proper disposal and recycling of hazardous waste, including light bulbs. Coming to a Television Near You: DT V Information provided by the Federal Communication Commission.
Analog programming, “rabbit ear” antennas, and television “sets” may hold many fond memories, but they will soon become a thing of the past. Beginning on February 17, 2009, most free television stations are required to switch their programming over to a new digital format in order to free up space for advanced emergency services and wireless signals. On February 17th, the majority of analog channels (those that can be picked up with a regular antenna, or “rabbit ears”), will be replaced with the more advanced “digital TV,” known as DTV. This new technology provides the viewer with a better picture, without the “ghosts” or “snow,” that plagued television reception using antennas. In addition to the better picture, DTV will offer more channels than are currently available through analog programming, and most importantly, it will free up more broadcast space for
emergency and safety services. A switch to digital television will allow the police, fire department, and emergency response services to improve their wireless networks and become more efficient in performing their duties. All televisions bought new after March 1, 2007, will be able to pick up DTV without any additional equipment, but older TV sets will require an adapter in order to continue receiving channels. This adapter will be available at most large retailers at a price of $40-$70 and is a one-time expense. To assist with the cost of purchasing an adapter, the federal government will issue two $40 coupons per household, which are available by visiting the Web site www.dtv2009.gov, or by calling 1-888-388-2009. Communit y to Consider Protec ting Vital Ser vices at Current Levels

La Habra Vital City Service Measure Placed on Ballot On July 21st, a large number of La Habra community members came to the City Council meeting and expressed their support for the placement of a La Habra Vital City Service Measure on the November 2008 ballot. After months of receiving public input, the City moved forward with the development of this measure. Two community-wide surveys were conducted, interviews were conducted with hundreds of interested people, and nearly 1,000 residents submitted Community Feedback Forms, the majority of whom expressed their service priorities. Over 20 presentations were also made to community groups and civic organizations, and additional input was obtained from an ad hoc citizen’s advisory group. The group was formed to provide a variety of community perspectives on the City’s fiscal situation and the potential for a ballot measure, and to ensure tough fiscal responsibility as to any tax actually implemented. To make sure that revenues generated would be spent as current needs anticipate, the La Habra Vital City Service Measure includes: • Requirements that every penny of new revenue stays in the City of La Habra for local purposes
• Sunset provisions mandating that the tax expires in 20 years • Financial oversight through guaranteed annual independent audits As a potential sales tax funding mechanism, people who visit La Habra, such as tourists and out of town shoppers, would also pay — not just residents. As with State sales tax, food purchased as groceries and prescription medications would be exempt. In order to adopt a balanced budget over the past three years, the City has cut $2,678,165, and 19 positions, impacting many community programs and services (see budget article on page 10). The Vital City Service Measure would provide critical, necessary funding to maintain general community services at current levels, including public safety resources to fight gangs and drugs and to improve the safety of the community. Revenue could also be used to fix potholes and repave City streets, among other essential programs such as maintaining the City’s hazardous waste program and senior and disabled services (meals, health screening, and transportation programs), which could be in danger of being reduced or eliminated without an additional funding source such as the proposed tax.

Chamber Marketing: What’s New at the La Habra Area Chamber of Commerce General Public The La Habra Chamber of Commerce is always searching for new ways to promote its members. Life in La Habra magazine is our latest mass marketing program that reaches every household and business in the La Habra area four times a year. Youth Sports Direct Marketing is a new concept for many Chambers of Commerce and is being pilot tested in La Habra to youth sports organizations. The concept is this: Products or services are marketed directly to pre-qualified groups or organizations primarily during events. The groups or organizations receive a payment for the display and promotion of these products or services to its attendees. The Chamber acts as an advertising agent for its members. This is normally designed for branded, well-known products or companies, such as sports apparel, equipment, special foods or other youth sports sponsors. The City Council meets on the 1st and 3rd Mondays of each month at 6:30 p.m. in the City Council Chambers, Administration Building. The public is welcome and is provided with an opportunity to address the Council. L a Habra’s Parkway Street Tree Program
There are 37 Tree Districts in La Habra, and each District’s parkway trees are generally trimmed on a schedule of every four years. This district trimming is performed to protect the health of the tree, for safety purposes, and to maintain vehicular access and allow for foot traffic. Requests for special tree trimming outside the regular four year cycle are approved as necessary. Due to the City’s current financial situation, the City has had to implement budget reductions for both tree trimming and for new plantings. As a result, special tree trimming requests will only be approved if a safety concern is present. Because special trimming requests require that the crews must leave the scheduled Tree District and remobilize the operation elsewhere, the cost for each special tree trim is three times higher than the cost for trimming one tree located within the regularly scheduled Tree District. The City’s tree planting was also reduced by 75 percent due to budgetary constraints. City staff will do its best to accommodate tree planting requests, although residents should be prepared to experience longer waits throughout the year. Although well-intentioned, residents are discouraged from self-trimming parkway trees. City News: Animal Shelter
Inland Valley Humane Societ y: A L a Habra Animal’s Home Away From Home The La Habra Police Department’s Animal Services Division provides field services for the City of La Habra, which includes responding to calls, picking up stray or injured animals, licensing pets, and other animal care-related services. The City is proud to partner with the Inland Valley Humane Society for animal sheltering. Animals taken into care by the City’s Animal Services personnel are transported to the Inland Valley Humane Society, located at 500 Humane Way in Pomona. Previously, residents had to drive 15 miles to the Orange County Shelter, often taking 30 minutes or more due to traffic. With a new O.C. shelter being planned even further away from our community, IVHS provided an attractive alternative. Residents searching for a lost pet, wishing to adopt a new friend, or surrendering an animal, should contact the Inland

Valley Humane Society first, as this shelter has a contract with the City of La Habra. Except in rare circumstance, lost pets and stray animals found in La Habra will be taken to IVHS. Residents attempting to surrender animals at another shelter may be redirected to the IVHS. The IVHS is a full-access shelter and is a clean, up-to-date animal care facility. In addition to sheltering, IVHS offers animal adoptions, assistance with animal cruelty cases, reduced-cost spay/neuter and vaccination days, and public education and awareness about responsible pet ownership. The shelter is open Monday through Saturday, from 10:00 a.m. to 5:30 p.m., and on Wednesdays from 10:00 a.m. to 7:00 p.m. The facility is closed on Sundays. CSS Bingo meets Monday through Friday from 12:45 to 1:50 p.m. The cost of playing is 25 cents per card, with a maximum of six cards. Nine games is the usual number played. If you like bingo, come join the fun! All are welcome to participate. FRIDAY NIGHT BINGO The La Habra Senior Citizens’ Club hosts bingo each Friday at 6:30 p.m. at the La Habra Clubhouse, 200 W. Greenwood. Admission is 50 cents. Donuts and coffee are served. The group also holds potlucks several times a year. All seniors are welcome to participate. CARDS & DOMINOS If you’d like to join a group of card players, there are several to choose from. Energy Partnership
The Gas Company & The City of La Habra Partners in Energy Efficiency The City of La Habra is a proud recipient of Southern California Gas Company’s Enhancing Energy Efficiency grant program. Through this partnership, the City of La Habra will be promoting energy efficiency and energy conservation in a number of ways to ensure that our residents save energy, save money and help the environment. The City’s Building and Safety Division encourages the use of energy efficient technologies and appliances in new construction and remodels, and over the coming months, will be developing a voluntary Green Building Ordinance for City Council consideration. Green Buildings include Waste Stream Management in their plans, utilize green building materials, and incorporate energy efficient technologies that have energy efficiency standards that are at least 15 percent higher than current mandated standards. Even residents without new construction or remodeling projects can “go green” through these rebate and incentive programs: Residential •
Appliance Rebates — Purchase energy efficient clothes washers, dishwashers, water heaters, tankless heaters, furnaces or insulation, and property owners may qualify for rebates of up to $200.

Weatherization — Through the City’s Residential Rehabilitation grant program, income-qualified residents may receive assistance to help with home repairs, including weatherization projects, such as insulation installation.
•
Multi-Family Unit Rebates — Multi-family property owners and property owners of complexes with two or more dwelling units may qualify for rebates on the purchase of energy efficient products.
