L a Hab ra’s Park s Of fer Safe, Hea lthy Recreational Ac tivities for All Recreational opportunities abound in La Habra with 24 beautiful parks that provide recreational opportunities for Little League, Girls Softball, Youth Soccer, Pop Warner, and a variety of other youth and adult Descanso Park sports programs. The City of La Habra also provides a community theatre, Children’s Museum, tennis center and community center, and partners with many non-profit organizations to offer a wide range of sports, cultural enrichment programs and activities for residents of all ages.
La Habra Parks Twenty-four parks dot the La Habra landscape, from the sports-centered 22.6-acre La Bonita Park to the natural beauty of Vista del Valle Park (see page 10 for a complete listing). Two of our parks are named in honor of our Sister Cities, San Miguel de Allende and Esteli. The City’s parks range in size from small open areas of 0.07 acres (Old Settlers’ Park at the La Habra Community Center) to large 20+ acre parks with a variety of facilities and activities. Many of the parks have traditional amenities such as playgrounds, picnic benches and barbecues. Others, such as Portola Park with the Children’s Museum, soccer fields, La Habra Tennis Center and Depot Theatre, offer unique experiences and activities, making La Habra a great place to live and play.

Feature Story: Parks & Recreation, continued actually two parks located in the southern hills. Vista del Valle (Westridge) on Risner Way is a 9.7 acre neighborhood park that includes a gazebo and hiking and walking paths. The larger Vista del Valle Park off of Idaho Street is a 26.6acre “natural park” with two playgrounds, a gazebo picnic area, exercise and walking trails, and a beautiful scenic view. Guadalupe Park is located in the heart of the City at 381 S. Walnut and features native California plants on 2.4 acres of undeveloped parkland, and 2.5 acres of traditional amenities, including a paved bike trail, fitness course and playground. It is also home to two local non-profit organizations — The Gary Center and Community Resource Care Center — and Guadalupe Hall. Richard’s Park is a small open space at the corner of Lambert Road and Euclid Street, and it provides a terrific example of landscaping designed to conserve water. Medium-sized and neighborhood parks are located throughout the City for the public to enjoy. One such park is 3.98-acre El Centro-Lions Park at 320 Erna Avenue. Although best known as the location of the annual Corn Festival and Summer Concerts in the Park, El Centro-Lions Park is also the oldest park in the City. Amenities include two playgrounds, restrooms, two basketball courts and a large patio area. Examples of other medium-sized neighborhood parks include Loma Norte Park (4.86 acres) and Oeste Park (4.56 acres). Sports Parks The jewels of the City’s park system are the four sports parks used by over 3,500 youth sports participants throughout the year. With a strong demand for park space to provide these youth programs, City staff works hard to maintain the fields in good condition. These parks are La Bonita Park, Portola Park, Osornio Park, and Esteli Park, serving La Habra Girls Softball, SoCal Wicked, La Habra City Little League, Challenger Little League, La Habra Pop Warner and La Habra Pumas. In addition, La Habra American Youth Soccer

Organization (AYSO) uses Imperial Middle School’s playing fields. Over 3,500 local youth participate in these programs annually, and these organizations provide opportunities to learn new skills, maintain an active lifestyle, develop a sense of teamwork and make new friends. Each of these groups is dedicated to providing a positive experience for youth, and each is affiliated with a national governing body. The City’s contribution to these organizations is to provide clean, attractive and safe facilities. La Bonita Park serves La Habra Girls’ Softball, which has approximately 500 members and holds its practices and games at this facility. The Board of Directors has done an outstanding job growing this program and professionalizing the operation, resulting in the organization’s membership surge. SoCal Wicked is a girls’ softball group with approximately 100 members that uses La Bonita Park to host friendly weekend tournaments. Several other events are held at La Bonita Park. The City of La Habra co-hosts the Disney Citrus ASA Hall of Fame Qualifier for the western region Girls Softball championships. In November, La Bonita Park becomes a place where some of the top nationally-ranked teams come together for a college showcase. The City has cultivated a close relationship with the surrounding neighbors to ensure that these events are consistent with maintaining the quality of life in their neighborhoods. La Habra City Little League, one of the City’s oldest youth sports organizations, uses Portola Park during the autumn months for its fall-winter ball program, during which approximately 150 players participate in practices and games. La Habra City Little League also uses both Portola and Esteli Parks during its spring season, which includes 700 registered players. Portola Park is also home to the Challenger Little League program for mentally and physically challenged athletes. The Challenger program has a membership of 50, and anyone attending a game can witness the ways it enriches the lives of participants and their families. In the fall, Esteli Park is used by La Habra Pop Warner, which runs a tackle football program and a new Challenger division for mentally and physically challenged youth. La Habra Pop Warner is one of the City’s longest established youth sports leagues, founded around 1969. The tackle football program enrolls 500 youth, and the Challenger program had registered 15 participants in its first year. AYSO La Habra registers over 1,200 local youth and is the City’s largest youth organization. In August, the group uses a variety of La Habra School District fields, with games for younger members being held at Imperial Middle School and games for older participants at La Habra High School. AYSO also has a spring program that registers 200 youth. La Habra Pumas is a second youth soccer organization that uses Osornio Park for practice and games. The group
operates on a year-round basis and participates in both a traditional fall league, as well as entering tournaments during the rest of the year. The National Junior Basketball Association (NJB) uses the multi-purpose area adjacent to the skate park in La Bonita Park, as well as the courts at El Centro-Lions Park. The organization registers 200 youth annually. The City of La Habra manages the use of City-owned facilities and those that are part of the Joint Use Agreement with the La Habra City School District. Community Services Department staff meets with sports groups on a quarterly basis to discuss facility use, renovation, security and the cost of maintaining these resources and making repairs. The department has a strong relationship with these groups and communicates with them on a regular basis, keeping up-todate on any issues or concerns that might arise. The City has specific requirements that each organization must meet to qualify as a user under the Sport Affiliate Policy. It is the City’s commitment to provide facilities for all its affiliate groups, working hand in hand with the surrounding community to cooperatively determine how to best serve the City’s young citizens. The City encourages youth sports programs to operate on a business model to ensure that they are able to meet the needs of both the youth and their organization. Feature Story: Parks & Recreation, continued children and families from La Habra and beyond visit the Museum every year, which features seven galleries, hands-on exhibits, a genuine Dentzel carousel, outdoor dinosaur topiary, historic 1942 caboose, special changing and traveling exhibits and family-oriented events throughout the year. The Museum is open to the public year-round, except for Mondays, major holidays and the month of September, when it is closed for annual maintenance and renovation. Admission for La Habra residents is $6 per person ($7 for non-residents), and children two and under are free. The Museum also offers memberships, party packages and group tours.
Children’s Museum at La Habra
Right next to the Children’s Museum is the La Habra Depot Theatre at 311 S. Euclid Street. A true community theatre, the productions and administrative functions are run solely by volunteers. The Depot Theatre offers several youth and adult productions each year in a 1909 Pacific Electric depot building, providing cultural and personal enrichment for members of the community. Information on show times, season schedule and auditions may be found at www.lhdepottheatre.org. Just across the parking lot from the Depot Theatre is the La Habra Tennis Center. This is a public-private partnership, with a private company operating the City-owned facility. Fun activities and lessons for all ages are offered at the 12-court La Habra Tennis Center year-round, including dropin tennis, tennis for home-schoolers, and all levels of instruction. In 2003, the Tennis Center underwent a major facility renovation, with new court surfaces and

Kinley, Robert & Barbara Kritz, businesses for awarded March 17, 2008 improving their properties. The City Council and Chamber of Commerce appoint members to the Beautification Committee, which, at its monthly meeting, considers nominations for Beautification Awards. The award recipients are then recognized at a City Council meeting. Any member of the public may nominate a home or business for a Beautification Award. This includes apartment and condominium complexes. Annual Holiday Decorating Contest In addition to year-round recognition of property improvements, the Beautification Committee hosts an annual Holiday Decorating contest to recognize homeowners and businesses for their efforts in spreading holiday cheer. This year, Holiday Decorating contest nominations will be accepted between December 1st and December 10th. The winners will be recognized at the January 19, 2009 City Council Meeting. Water Watch: Re duce Your Use
It may be winter, but water throughout the region is in short supply and in high demand. Last summer, the Governor declared a statewide drought and issued an executive order calling for increased conservation measures. The Metropolitan Water District responded with a Water Supply Alert (WSA), calling for all cities, counties and water agencies to implement measures to conserve our record low water storage reserves. Several regional water suppliers, including the Orange County Water District (OCWD) and the Municipal Water District of Orange County (MWDOC), are urging water agencies and every Orange County resident and business to immediately take steps to reduce their water usage by 10 percent, or 20 gallons per person per day. This will help the region get through this very dry period and help reduce the severity of potential water shortages in the future. Recognizing California’s severe drought situation, which is in its 8th year, the La Habra City Council adopted a resolution at the September 15, 2008 City Council meeting declaring a Stage 1 Water Watch. During Stage 1, residents and businesses are encouraged to reduce water usage by 10 percent through voluntary measures. These voluntary measures include: •
Refraining from lawn watering and landscaping irrigation between 10:00 a.m. and 6:00 p.m. every day and on non-

designated irrigation days. Washing vehicles and filling swimming pools between the hours of 6:00 p.m. and 6:00 a.m. only on designated irrigation days. Refraining from watering golf courses, parks, school grounds and recreational fields between 10:00 a.m. and 4:00 p.m. daily. Refraining from washing down sidewalks, driveways, patios and other paved areas. Ceasing operation of ornamental fountains or similar water features that do not re-circulate water. Serving water in a restaurant only when specifically requested.
Designated irrigation days are determined by the last digit in the street address. Properties with addresses ending in an even number (0, 2, 4, 6 or 8) may use water on even-numbered days. Addresses ending in an odd number (1, 3, 5, 7 or 9) may use water on odd-numbered days. If our voluntary efforts are not successful in reducing our water usage by 10 percent, then a Stage 2 Water Alert may be implemented, which would require mandatory compliance with these measures. The water shortage and drought is serious, and it is up to every Californian to be a responsible user in order to meet our State’s everyday water needs. Is Com posting for You? Composting is nature’s way of recycling organic material such as leaves, grass clippings and other yard waste. Onsite composting reduces the cost of garbage hauling and landfill operations. It is great for gardens and landscaping because you save money by not having to purchase fertilizers and mulch. Composting is easy to do and can be as simple as creating an open pile or using a homemade or manufactured compost bin. There are four basic ingredients for composting: nitrogen, carbon, water, and air.
Composting Tips: • Layering or mixing roughly equal parts of green material (which is high in nitrogen) and brown or dry material (which is high in carbon) in a pile or enclosure; • Watering; • Fluffing to add air; and • Letting microorganisms and insects break down the material over time. “What’s Happening in La Habra?” Good Question! Master Events Calendar and Community Forum Combine to Inform the Public La Habra, like most communities, has many events going on throughout the year, some at the same time. Community members now have the Internet to find out the what, where and when of these activities, but oftentimes the information is listed on several different Web sites. If only there was a dedicated, easy to remember community calendar that contained all local events. Well — now there is! A new Web site — lahabraevents.com — is a master community calendar that includes a discussion forum and social network, as well. Now community members can find out what’s happening, talk about upcoming activities, and discuss them afterwards. This type of Web site gains high results with search engines and becomes a common Web site destination for local residents. This does not replace specific organization’s calendars, but links back to them for more information. Discussion forums have existed since the beginning of the Internet, when scientists were exchanging vital research information. Now social networks are springing up everywhere, and the desire to talk about “what’s happening” is stronger than ever. Calendars and forums could be the next social component that goes beyond what’s happening and opens a discussion: “Are you going?”, “How was it?”, and “Would you recommend it?” Being able to discuss the event stimulates interest and boosts attendance. City News: Pilot Program
Stores Step Up Ef for t s Against Aba ndoned Shopping Car t s The City of La Habra and the La Habra Area Chamber of Commerce have collaborated on a pilot program to address abandoned shopping carts in the City. Abandoned carts are an eyesore in the community, and their theft causes significant monetary loss to local retailers. The pilot program provides businesses in the community an opportunity to participate in a program where the City will collect their abandoned shopping carts at a rate of $5.00 per cart. The City then delivers the carts to the businesses and invoices them for each cart. Carts must be appropriately marked and identifiable for each business. All businesses providing carts are strongly encouraged to participate in the pilot program. Currently, six stores are actively participating — Ranch Market, Smart & Final, Office Max, Walgreens, T.J. Maxx and Claro’s Italian Markets. Together the City of La Habra and the La Habra business community can make a difference in keeping the City beautiful. Los Angeles County Fire Department Explorer Post 191 The Explorer Program is designed for young men and women aged 151/2 to 21 years of age to explore the fire service by providing a hands-on approach to learning. Candidates participate in monthly meetings, drills, community events and are allowed to ride along at the fire station after graduating from an Explorer Academy. Selected members are chosen for the Fire Academy based on merit, attendance and good standing with the post.

CSS Bingo meets Monday through Friday from 12:45 to 1:50 p.m. The cost of playing is 25 cents per card, with a maximum of six cards. Nine games is the usual number played. If you like bingo, come join the fun! All are welcome to participate. FRIDAY NIGHT BINGO The La Habra Senior Citizens’ Club hosts bingo each Friday at 6:30 p.m. at the La Habra Clubhouse, 200 W. Greenwood. Admission is 50 cents. Donuts and coffee are served. The group also holds potlucks several times a year. All seniors are welcome to participate. “SUNDAYS FUNDAYS” There’s plenty of fun on the second and fourth Sundays of each month, from 2:00 to 4:00 p.m., when the Community Center hosts card bingo. Cost is 10 cents per game, except for the last game. CARDS & DOMINOS If you’d like to join a group of card players, there are several to choose from. Canasta players meet 9:30 a.m. to 1:00 p.m. on Mondays, Pinochle players meet at 12:30 p.m. on Thursday, and bridge players meet on Thursday from 12:30 to 3:30 p.m. You can play dominos on Fridays at 12:00 noon. All groups meet at the Community Center and welcome new players.

WEDNESDAY A.M. VOLUNTEER STITCHERS This group meets in the Oeste Room from 9:00 to11:30 a.m. to make items for Children’s Hospital and local
convalescent hospitals. You may sew, knit or crochet items. If you wish to learn any of these skills, you are welcome to join us and learn. HUFF ‘N’ PUFFS The Huff ‘n’ Puffs dancers perform at local venues and the Community Center. They practice once a week and perform a variety of dance styles in costumes of their own design. CSS “MOVIE OF THE MONTH” All CSS lunch participants are invited to stay late on the fourth Thursday of each month to enjoy a movie. Popcorn and other snacks are served during the movie. SENIOR EVENING DANCES The La Habra Community Center hosts monthly evening senior dance throughout the year. The Gas Company & The City of La Habra Go Easy on Energy Through a generous grant by Southern California Gas Company, the City of La Habra and The Gas Company are partnering to spread the word in La Habra about the importance of conserving our natural resources. This past fall, a video — Go Easy on Energy — was created to promote a variety of energy efficiency initiatives and concepts taking place right here in La Habra. They will help keep your home cooler in the summer and warmer in the winter, reduce drafts and outside noise, and reduce ultraviolet sunlight. They can also help you save up to 15% on your cooling costs. • Save up to 10 to 20% on heating costs by lowering your furnace thermostat by 3 to 5 degrees (health permitting). • Save up to 25% of your heating costs by installing or upgrading insulation in your attic and walls. • Install a programmable thermostat to help automatically regulate your home temperature for comfort control and energy savings. • Caulk and weather-strip drafty windows and doors and save up to 5% on heating costs. • Keep your heating system tuned-up to operate at maximum efficiency. • Clean or replace your furnace filters according to manufacturer recommendations.
