Other awards presented for 2009 were: •

The La Habra Employees’ Association held its annual Awards Banquet on Friday, January 22, 2010. Ron Shanks, Building Inspector, was named Employee of the Year. Mr. Shanks was recognized for his unique ability to solve problems in a friendly and cooperative way. Mr. Shanks has acquired a great knowledge of building codes in his more than 20 years of experience as a licensed general contractor, and he has earned multiple certifications, including Plans Examiner and Building Official certifications. Special commendation was given to Mr. Shanks from Green Hills Baptist Church, which thanked him for his diligence and patience with the church’s ongoing remodeling project.

City News: A Caring Community Turns 85! January 20, 2010 marked the City of La Habra’s 85th anniversary. A celebration, complete with balloons, birthday cake, and a commemorative tree planting, was held in the Civic Center. Local author and historian Esther Cramer gave a short historical narrative, and speeches were made by Mayor Steve Simonian and Old Settlers’ Historical Society President Kent Roberts. The Old Settlers’ opened the History Museum to the public for a first-look at the “new” facility. Fait h-Based Groups, Busi nesses Suppor t Speci al Event s

The City of La Habra Community Services Department prides itself on its ability to provide quality community-wide special events for the enjoyment of residents and visitors. Traditional revenue sources have declined, presenting challenges for the City to continue to provide these programs. To meet these challenges, relationships were developed with local businesses and other potential sponsors of community events. These programs are very well-attended, and presenting those opportunities to gain exposure for our local businesses was a great fit. This effort is an extension of the City’s and Chamber’s Shop La Habra partnership, which encourages residents to shop and use services locally. By supporting our local businesses, we maintain our quality of life in the community and provide essential funding for City services, programs and events. American First Credit Union, Walmart La Habra, Martplan Insurance, Waste Management, Rose Hills Memorial Park and Mortuary, AAMCO La Habra, Jamba Juice, Nationwide Environmental Services, Dangelo Corp., and the La Habra Journal are just a few of the many business that choose to promote their services at special events in the community. For example, the summer Concerts in the Park series is now 100 percent funded through business sponsorships. Next was an effort to include local faith-based groups in special events, because their missions include serving the community. To meet these challenges, City staff engaged in communication with 14 La Habra churches to help both entities better serve La Habrans. Volunteers through these groups are cheerfully provided to enable us to offer quality activities using well-trained individuals to fill vital roles in our special event programs. The real benefit is the engagement of people who want to serve the community in some kind of capacity. Our effort to continue to provide innovative ways to offer quality special events, while reducing the impact to the City’s General Fund, has not gone unnoticed. We get calls from numerous cities asking how we are able to continue to offer our special event programs. We are proud to say that we have a great relationship with businesses and our faithbased organizations. Public Works: Waste Management

Rem oving HHW One Event a t a Time

La Habra’s Household Hazardous Waste (HHW) Program completed a successful year with two HHW events in 2009. Attendance for the year was approximately 870 residents with 212,000 pounds (106 tons) of HHW collected. An additional 275 pounds of sharps were collected through the City’s sharps collection program. Collecting this amount of HHW helps to keep our environment clean and our community healthy. The exact date for the next HHW event has not been set, but is tentatively scheduled for either May or June. Please continue to check the City’s Web site www.lahabracity.com for any updates. As a reminder, appointments must be made in advance, and the HHW Program is available only to La Habra residents.

City News: New Police Chief

Hos tette r Takes the Re i g ns o f L a Hab ra Po li ce De par tment As we welcome the new year, the City of La Habra also welcomes a new Police Chief, Alan Hostetter. Chief Hostetter was selected from among 20 highly qualified applicants vying for the position. He replaces David Hinig, who had been Interim Chief since January 2009, following Chief Dennis Kies’ retirement. Hostetter brings with him a wealth of knowledge garnered during his 23 years in law enforcement, a commitment to service and a safe community, as well as community policing, with an emphasis on building relationships and La Habra’s New ongoing partnerships with the residents of Police Chief Alan Hostetter La Habra. City News: Latest Achievements

The City of La Habra’s mission is to improve the quality of life in our community. Some recent highlights that contributed to this mission are: ✔ Partnered with GCR Marketing Network to promote available office, retail and industrial properties in La Habra through a searchable, online database. ✔ Received federal grant funding in the amount of $254,500 to make improvements to the City’s Emergency Operations Center. ✔ Collected 2,347 abandoned shopping carts in 2009 to improve the appearance of neighborhoods and streets. ✔ Hosted a Community Engagement Workshop on November 19, 2009, using grant funds from Common Sense California. Approximately 40 participants discussed and developed community values (see related article on page 15). ✔ Began construction work on the Imperial Highway Smart Street project from Beach Boulevard to the west

City limits, with work including storm drain improvements and construction of sound walls. ✔ Welcomed a new Police Chief, Alan Hostetter (see article on opposite page). ✔ Secured funding through Target Stores for a third year of Target Free Saturdays in 2010. This generous grant provides free admission to the Children’s Museum one Saturday per month. ✔ Provided toys and food to approximately 465 families with 2,000 children through Operation Santa. ✔ Held a successful technology equipment auction, generating $2,500 in revenue for the City and providing usable computers and related equipment to individuals and families. The City partnered with local vendors to provide technical expertise to buyers.

Lifestyle: Kiwanis Club Promotes Community at Annual Breakfast

In 1982, because of the rich spiritual heritage of our State and Nation, and the desire to pray for our community, the Kiwanis Club of La Habra through one of its leaders, the late Wally Burgess, sponsored the first La Habra Mayor’s Prayer Breakfast. The program of the breakfast was patterned after the Presidential Prayer Breakfast held in Washington D.C. There were 110 people at the first La Habra breakfast which was held at the La Habra Woman’s Club on Greenwood Avenue. The breakfasts were later held at various churches in La Habra, and then at the Ritz on Whittier Boulevard for a number of years. Beginning in 1996, the breakfast was held at the La Habra Community Center. Since 1996, table servers have been student volunteers from La Habra’s high schools. Featured speakers have included: ➜ Sports Figures — John Werhas and David Frost, both Angels; Frank Pastori of the Cincinnati Reds; and Keith Erickson, Lakers announcer. ➜ Police Chiefs — Bob Vernon and Mark Kroeker from

In 1995, an “Adopt a Leader” program was established, soliciting breakfast attendees to volunteer to pray for one of our City, State or National leaders. An average of 150 people have responded to that request each year, with each assigned a specific leader. The present day breakfast is held each year on the first Thursday in the month of May, to coincide with the National Day of Prayer, and is still sponsored by La Habra’s Highlander Kiwanis Club. Wa ter-Conscious Inspired L a ndsc a ping for L a Habra Ga rdens Ceanothus Concha flowers Drought-tolerant landscaping is a creative way to reduce water usage, especially in the summer months. While many people think of cacti when they think of drought-tolerant or native landscaping, there are actually many plants, flowers and shrubs that are both decorative and water-conscious. The City encourages residents to explore the variety of native plants available in Southern California and to incorporate these, where possible, into their water conservation landscaping plans. The Ceanothus “Concha,” also known as the California Mountain Lilac, is one of the oldest Ceanothus hybrids and is considered a native to California. The Concha variety is a hybrid from the C. impressus from Santa Barbara and the C. papillosus from the Santa Ana Mountains. It is a dense medium shrub with rich green foliage and a thick bloom in the springtime. It grows best in full sun and needs very little water, about one to two times a month in the summertime. In the garden, these shrubs are tolerant of a wide range of soils, but do best in light and well-drained soil, such as sand or sandy loam. The best time to plant Ceanothus is in the fall to take advantage of the winter rains. It grows to about 7’ tall and 7’ wide and is hardy down to 15 degrees Fahrenheit. This variety may be seen in La Habra on the Harbor Boulevard median north of Whittier Boulevard. 1. Strong sense of community — small town feel

In 2008, the City received a grant in the amount of $5,000 from Common Sense California, a non-profit organization whose purpose is to promote citizen participation in governance. To coordinate the grant activities, Mike Messina & Associates developed and conducted a community engagement workshop at the La Habra Community Center on November 19, 2009. Over 100 individuals representing various segments of the La Habra community (residents, businesses, educators, non-profits, neighborhoods, youth sports, etc.) were invited to participate in the workshop, and approximately 40 individuals attended the three-hour event. The workshop was interactive and required the participants to work in small groups to discuss the overall values for the community. Consensus on the top three community values for La Habra was achieved by the entire group (see box).

2. Collaborative diverse environment, all inclusive (residents, businesses, non-profits, schools and government)

The report summarizing the workshop was presented to the City Council on January 19, 2010. Presently, City Executive Management is evaluating the report’s findings as part of the development of the Fiscal Year 2010-11 budget and the annual City goals. Th e Ci trus Fa i r i s Here! The La Habra Area Chamber of Commerce is the host of the new Spring Citrus Fair, taking place April 9th, 10th and 11th on historic La Habra Boulevard. It will be a large scale event that is expected to generate crowds of 20,000 to 30,000. The Spring Citrus Fair promises to entertain visitors from throughout Orange County with great food, entertainment, and dozens of exciting rides and attractions. Merchants will have products from in and around La Habra along with exhibits for our homes and gardens. Food for purchase will include pulled pork, ribs, tri-tip, beef brisket, hot dogs, Dipping Dots ice cream, funnel cakes, tamales, chili and Mediterranean cuisine, among many other tasty culinary creations. A home and garden area will feature a "Backyard Gardener" exhibit area, focusing on growing vegetables, fruits, citrus, and herbs right in your backyard or even on an apartment balcony. Learn more about planting a healthy organic garden from the experts. Some plants and products will be available for purchase. We will also be showcasing La Habra’s rich history with the opening of the “new” La Habra History Museum. Citrus farming and packing put our tiny settlement on the map in the late 1800s and became a thriving industry well before the City was incorporated in 1925. Long gone are the commercial orchards and packing houses, but our heritage is alive, and in some cases, right in our own back yards. All City services used will be paid 100 percent by the Fair — no taxpayer expense. TIPPY TOES TUMBLING

La Mirada Golf offers classes designed for beginner, intermediate and advanced students. Covers basic fundamentals, strategies and skills necessary to succeed. Range balls, clubs and equipment included. Ten students per instructor.

Creative tumbling techniques for the 4- to 6-year-old student. Class incorporates music, games, creative movement and props such as hula hoops and streamers. CSS Bingo meets Monday through Friday from 12:45 to 1:50 p.m. The cost of playing is 25 cents per card, with a maximum of six cards. Nine games is the usual number played. If you like bingo, come join the fun! All are welcome to participate. FRIDAY NIGHT BINGO The La Habra Senior Citizens’ Club hosts bingo each Friday at 6:30 p.m. at the La Habra Clubhouse, 200 W. Greenwood. Admission is 50 cents. Donuts and coffee are served. The group also holds potlucks several times a year. All seniors are welcome to participate. Entry Fees: • 5K/10K — $25 thru March 20th, $30 after March 20th or on race day • 50-Yard Diaper Dash & 1K Kiddy Run — $15 thru March 20th, $20 after March 20th or on race day
