Back to the Farm! 2014 Citrus Fair Everyone is invited “Back to the Farm” for this year’s Spring Citrus Fair, which will focus on La Habra’s agricultural past, present and future. Come enjoy Sadie’s Farm-Tastic Adventure Show, a 30-minute performance featuring Sadie and her animatronic side kick, Old “Virgil” MacDonald. The duo’s fun-filled performance mixes comedy, music, balloon twisting, and lots of audience participation with some facts about farming, so that you will walk away wiser, as well as entertained. Mascots Limon the Lemon, Val the Orange and Hass the Avocado will be making rounds and are sure to please the kids, so bring your cameras. The fair will include a display of vintage farming equipment and citrus and farming memorabilia provided by the Old Settlers Historical Society. In addition, the La Habra Historical Museum (located next to City Hall), will be open for visits on Saturday, 12 to 4 pm,

with its current exhibit “Old La Habra Businesses,” many of which centered on the community’s agricultural roots. We will also have country and folk music on our second stage to get us into the “back at the farm” mood. Each year we also celebrate our farming history by sharing the latest news about growing your own fruits and vegetables to live a healthier and more self-sufficient lifestyle. We are planning a mini farmer’s marketplace, which will include information about a proposed community garden. Back by popular demand, the La Habra Church of Christ will sponsor the Lemon & Orange Eating Contest (also known as the Sweet & Sour Challenge). And the Future Farmers of America will show livestock currently being raised at La Habra and Sonora High Schools. No fair would be complete without offering dining and drinking adventures. Drum roll please… we are excited to announce the addition of the Citrus Fair Beer & Wine Garden, featuring Shock Top beer, craft beers and Stella Rosa wines from the San Antonio Winery. A new international food plaza adds to your dining options, along with the Grilled Cheese Truck, Brats & Sausages, Salvadoran pupusas, and barbecue. Those with a sweet tooth are sure to love the funnel cakes, candy apples, shaved ice and other great selection of sweet treats. City of La Habra Draft General Plan 2035 Approved On January 21st, the City Council certified the final Environmental Impact Report and approved the La Habra General Plan 2035, the 2014-2021 Housing Element, and Climate Action Plan. The adoption of the General Plan is the culmination of nearly three years of work by residents, the General Plan Advisory Committee, and staff. Pursuant to law, the State of California requires every city and county to prepare and adopt a comprehensive, long-term general plan for their physical development. It requires seven topics, or “elements”: land use, housing, circulation, conservation, open space, noise, and safety. The evolution of the General Plan 2035, the 2014-2021 Housing Element Update, Climate Action Plan, and Environmental Impact Report involved a broad spectrum of community input. The public was provided opportunities to participate throughout their preparation at key benchmarks. The engagement of community members was achieved through 19 meetings of the General Plan Advisory Committee, four public workshops, a scoping meeting, housing workshop, EIR scoping meeting, three joint Planning Commission and City Council meetings, and public hearings before the Planning Commission and City Council. Residents and businesses were made aware of these events through the creation of a General Plan Update website, flyers to all property owner through water bills, e-mail announcements, announcements at City Council and Planning Commission meetings, public service announcements on Channel 3, advertisements in the La Habra Journal, press releases to the Orange County Register and Los Angeles Times, announcements in the Chamber of Commerce newsletter, along with the placement of posters in local businesses. Congratulations to everyone who participated in the process.
City Manager Don Hannah Says Goodbye La Habra City Manager Don Hannah retired from his position with the City effective Dec. 30, 2013. Don, who was appointed as City Manager in 2007, has had a long and distinguished career in public service, serving previously as a Captain with the Whittier Police Department. During his time at La Habra, he assumed responsibility for the City’s day-to-day operations, providing steady leadership, guidance and mentoring to staff; worked closely with the City Council to develop and implement policies and programs to improve the lives of residents and to create a prosperous environment for businesses; and led the organization through severe economic conditions while completing several critical infrastructure projects. Those projects included the City’s Pavement Management Program and expansion of our local water production capabilities. Additionally, Don reinvigorated the City’s focus on values, ethics and a high standard of customer service, thereby ensuring La Habra’s residents and businesses receive excellent service and a high quality of life. We are certain to miss him, but as he also happens to be a longtime La Habra resident, we will see him around town as he intends to remain an active part of our community. Fortunately, the City remains in good hands as Jim Sadro, who has led the City’s Finance and Administration Department for nearly a decade, has agreed to fill the position as Interim City Manager. Congratulations to both Don and Jim!

Bicycle Patrol Comes to La Habra The La Habra Police Department recently reestablished its Bicycle Patrol Detail, consisting of uniformed patrol officers who are specially trained and certified in patrol bike operations. These officers are regularly assigned to either Patrol or the Detective Bureau, however, when schedules permit, will use bicycles to enhance the department’s patrol efforts in various areas of our community. According to Lt. Jeff Swaim, who oversees this program, the bike detail is deployed, based upon thoroughly researched crime data, so it can have the most positive impact on reducing crime. Some residents may have already seen the officers on patrol, since during the holidays last year, they were utilized in retail shopping areas along Beach Blvd. and Imperial Hwy. to help suppress crime and distribute crime prevention brochures. Bicycle patrols will also be used to reduce crime and increase a sense of safety in other areas of our community as well, such as apartment complexes and parks, along railroad tracks, in alleys, fields, and other areas not easily patrolled with police cars. The officers will be deployed in teams of two, sometimes up to six officers being utilized, to saturate an area. These bicycle patrol teams will also be seen at community events, such as summer concerts, due to their ability to respond through crowds of people. The bike officers have the ability to approach crimes in progress without being detected, thus having the element

of surprise. They also enjoy a greater degree of accessibility, allowing them more opportunities to interact with La Habra residents and business community members alike. While citizens are encouraged to look for the bike patrols in the shopping centers and residential neighborhoods; criminals should be aware that they never know where or when the officers might show up!

New Local Commuter Bus Routes The City of La Habra has been awarded funding through the Orange County Transportation Authority’s (OCTA) “Project V” Community-Based Transit Program to support a new local commuter bus service. The route, which will run Monday-Friday, will link key employment and retail centers in La Habra, as well as provide residents with enhanced connectivity to regional destinations such as St. Jude Hospital and the Fullerton Transportation Center. The new service will feature two separate routes with 30 minute headways. One route will travel in a loop around La Habra; the second route will provide commuters with another transit option that extends south into Fullerton. OCTA will purchase the buses and provide the drivers for the service, which is expected to start in June. For more information, please contact the Community Development Department at 562-383-4100.
Move More, Eat Healthy Campaign As part of the La Habra Move More, Eat Healthy Campaign, the Community Collaborative, the La Habra Community Services Department, Elite Fitness and the University of California Expanded Food and Nutrition Education Program (EFNEP) are offering FREE nutrition classes at Brio Park starting Wednesday, April 2nd. The classes will continue for 8 consecutive weeks; April 9th, 16th, 23rd, 30th, May 7th, 14th and 21st at either 11:30 am-12:30 pm or 5:007:30 pm. Brio Park is located at 300 S. La Habra Races Return The City of La Habra will hold its annual La Habra 5K/10K Run/Walk, which also includes a 1K Kiddy Run and a 50-Yard Diaper Dash, on Saturday, March 22, 2014 at the La Habra Marketplace, located at Imperial Hwy. and Beach Blvd. Registration opens at 6:00 am. The Corner Bakery Cafe La Habra 50-Yard Diaper Dash (open to ages three to five years) begins at 7:15 am; and the Chick-fil-A 1K Kiddy Run (open to ages six through nine years) begins at 7:20 am. The 5K/10K Run/Walk begins at 7:30 am, and awards for 5K winners will be presented at 8:15 am, followed by awards for 10K winners at 8:30 am. All runners will receive runner goody bags. The race features a health and fitness expo, medals to the top five runners in each age group division, timing and finish line management. The La Habra Active Day Camp staff will host a “Crazy Kids Club” for kids ages two to 13 years for adults who would like to participate in the race, but need assistance with their kids. Your participation in this event will help support The Children’s Museum at La Habra, the La Habra Concerts in the Park series and the La Habra High School cheerleaders. LA HABRA’S DROUGHT TOLERANT PLANT OF THE QUARTER:
Lavender Lavender (Lavandula) is a highly drought tolerant perennial that is best known for its highly fragrant purple flowers and the essential oils they produce. It is native to the Mediterranean and grows to a height and width of approximately 18 inches to 36 inches, depending on the variety. It requires regular watering and an initial amount of compost during the first growing season, but once established, it thrives on full sun exposure and dry, rocky and sandy soils that drain well, as excessive moisture can lead to root rot. Lavender is an excellent addition to most gardens as it can be used to create beautiful striking borders, fragrant walkways, and frame other plants and landscape areas. There are many different varieties to choose from, and flowers can vary from shades of purple to pink and blue. They are also often readily available at local nurseries. City Upgrades Its Phone System for Better Service

The City recently completed an upgrade and consolidation of its telephone system to a single “voice over internet protocol” (VOIP) system that replaces what had become a technologically outdated system. The new system will save the City money, provide improved communication between callers and City staff, and improve communication between different departments within the City, especially those
There will be a period after the switch during which calls made to old City phone lines will be automatically forwarded to the new numbers. Once that period ends, callers will receive a general message instructing them to use the new department phone numbers. 911 emergency operations are not impacted by the upgrade. Earth Day/Arbor Day Event Slated You’re invited to join the City of La Habra to celebrate Earth Day and Arbor Day on Saturday, April 26th, at El CentroLions Park, 320 E. Erna Ave., from 8:00 am to 12:00 pm. As in past years, the City will provide FREE mulch and tree seedlings to residents. The seedlings will be donated by West Coast Arborists, Inc., the City’s tree trimming contractor, and will be available on a first come, first served basis. Waste Management, Inc., the City’s refuse contractor, is donating the free mulch. Residents are limited to one plastic trash bag (maximum size 40 gallons) of mulch per person and MUST bring their own trash bags, as well as proof of residency. There will also be an educational fair at the site, with information about water conservation, recycling and the La Habra Public Works Department’s programs. The City would also like to thank S.C. Yamamoto for planting 10 “Pink Cloud” cherry trees at

FYI: Family, Youth Information Resource Guide The Family, Youth Information (FYI) Resource Guide provides valuable information to assist our residents in times of need. It is produced by the La Habra Community Collaborative, a collection of non-profit organizations, businesses, elected officials, schools, faith-based organizations and individuals in and around La Habra. The guide will continue to grow to share activities, needs and events and to work more efficiently in partnership on behalf of all the citizens within La Habra. The La Habra Community Collaborative, under the direction of Sandi Baltes, combines elements to create and sustain a healthy community. The Collaborative focuses on three areas of need: Teen Obesity (Rebecca French, lead), Teen Pregnancy (Elaine Freisen and Jorge Montoya, leads) and Juvenile Crime (Vicky Eagleson, lead).

In With the Old: La Habra Historical Museum Looks Back at Local Business by Elizabeth Steves, Chamber Board Member & Museum Volunteer Although La Habra’s roots began in agriculture, the City also enjoys a rich history in the businesses that grew to serve the farming community. The La Habra Historical Museum and the La Habra Area Chamber of Commerce invite you to take a vacation from the hectic pace of today’s busy business world, to the early days of La Habra’s business community and visit the Museum’s “Old Businesses of La Habra” exhibit, which opens with a feature section devoted to the La Habra Area Chamber of Commerce’s Centennial anniversary. Visitors can view books which display a rich 100-year history of business in La Habra through articles, photos and memorabilia, all of which segue into the Museum’s numerous displays featuring City businesses established through 1960. Some highlights include: • One of the oldest businesses: Pomona Box Company • Two of the top ten tax revenue generators: Don Steves Chevrolet & Burch Ford • Community favorites: Central Drugs & La Habra 300 Bowl • Celebration places: El Cholo & La Habra Music • Business with a cool, retro sign: White Automotive Take a walk down Central Avenue, past Hallmark Carpets and Central Printing, then delight in the Trappers Inn display, where all that is missing is a tossed blue cheese salad under the familiar red chandelier and deer head hunting trophy. The Museum also features many time capsule videos in its cozy movie room, where you can meet up with some of your favorite business leaders, including John and Tillie Campos of Senor Campos, Warren Kraft of La Habra Fence, John D’Angelo of D’Angelo, Inc., Howard Vipperman of Vipper Rubber, Luis Ornelas of Unicorn Metals, Jane Williams of the La Habra Journal, as well as members of the Villelli family. This exhibit is only the first of many more to come. Museum staff is on an ongoing hunt for artifacts, stories and memorabilia for future exhibits about local businesses, no matter how big or small. Now is a great time for any business owner to start a time capsule and collect and protect promotional items, newspaper clippings, ads or photos to be shared with future generations of La Habrans eager to learn about the successes of today, as well as of past years. “Old Businesses of La Habra” will be on display through August 20th. This class introduces creative ballet and tap techniques to young dancers. Participants will learn coordination, listening skills, individual steps, and basic combinations in a creative, supportive environment. Children with prior beginning level experience are also welcome, and the instructor will make adjustments to accommodate their abilities. There will be a performance for family on the last day of class. Instructor Melissa Williams has taught children’s dance for many years. No class on Saturday, April 26th & Monday, May 26th.

DRUM FOR FUN!
Karate Kiddies is a parent and me karate program, with a focus on motor skill development, social interaction and parent-child bonding. Your child will be able to explore and learn the basics of life skills: focus, patience, kindness, respect! Motor skills development activities will include balancing, climbing, running, blocks, punches, kicks!
Has your child been begging to learn the drums? Now is the time go get started! This is a fun and energetic class which features rhythm reading and playing on the drum. Drum pads will be available for use in class. Participant must purchase drums sticks.

La Habra Police Department Radio Patrol If you want to volunteer your time and service to the community, the La Habra Police Department’s Radio Patrol program may be perfect for you! Radio Patrol consists of men and women who serve as uniformed volunteers helping to make the community a safer place to live. Some of the duties include assisting with traffic control, helping out during unforeseen events such as power outages, and reporting suspicious activities witnessed when out on patrol. INTRODUCTION TO DRAWING TECHNIQUES
In this class, young children learn to play the piano AND much more: ear training, harmony, rhythm, music reading and writing. They will have fun! Parents are encouraged to participate. You do not need to own a piano. A book is required and may be purchased at Patrick’s for $8.50.
This is a beginning course to introduce and develop drawing skills through demonstrations and examples of master drawings from children’s book illustrations, animation and technical drawing. Family Camping Trip We are delighted to offer our first annual Family Camping Trip at Camp Scherman, located on 700 acres in a beautiful hidden valley in the San Jacinto Mountains. Camp activities available include archery, canoeing/kayaking, hiking, swimming, trail exploration, stargazing, arts and crafts, games, campfire, skits, volleyball, movies and more! Families will share cabins (2+ families per cabin); amenities include mattresses, restrooms, showers and hot water. Scheduled meals are prepared on-site by food service professionals, and families eat together in the dining hall. Additional snacks, and beverages are provided throughout the weekend. All children must register with at least one parent/ guardian. Although recreation staff will be present during the camping trip, parents are responsible for supervising their children. Reinforce essential preschool skills with a fun, new approach based on the time-tested popularity of LEGO® bricks! STOP MOTION MOVIE MAKING Lights, cameras, Legos®, computers, software and your creativity combine to design, create, and film a stop action mini-movie.
