Sonof f Joins the De par tment On November 8, 2010, Tom Sonoff became the La Habra Police Department’s Chief of Police. Prior to joining the La Habra family, Chief Sonoff served as Chief of Police for Signal Hill. He possesses an Associate’s Degree in Administration of Justice from Rio Hondo College, as well as a Bachelor’s Degree in Applied Management and Master’s Degree in Human and Organizational Development from Azusa Pacific University. Additionally, he teaches as an Adjunct Professor for the University of La Verne.

Summer is traditionally a time for families to enjoy recreational activities together. Also, with children out of school, parents often look for safe and fun activities to keep their children busy. La Habra is home to many churches and religious facilities, some of whom offer summer activities for children and families. Public Information: Landscaping Tip

L a Hab ra’s D ro ug h t Tole ra n t P l an t of th e Qu a r ter Foothill Penstemon

The Foothill Penstemon (Penstemon heterophyllus) is native to the foothills of the Sierra Nevada mountain range in California. Three major varieties or cultivars have been developed: ‘Blue Springs’, ‘Margarita BOP’, and ‘Electric Blue’. The Foothill Penstemon is a small herbaceous perennial with narrow long tubular flowers in varying shades of purple and blue and is known to attract hummingbirds. The bloom occurs in the springtime and summer months and grows best in full sun to part shade at lower elevations. It also does well in dry soil or on slopes. Once established it can survive on seasonal rainfall, but in the summer months it may require watering once a month. The Foothill Penstemon prefers soil with good drainage, but has been known to tolerate clay or even alkaline soil. It remains fairly small in size, reaching two feet tall with a

spread of two feet wide at maturity, and it can tolerate temperatures down to 15 degrees Fahrenheit. Although most California natives can be planted at any time of year, it is best to put them in the ground during the fall and early winter. This gives them time to establish a healthy root system and build the energy for new growth and striking floral displays in spring and summer. Tips For Warm Season Planting and Watering: 1. Summer is the most difficult season to install native plants in the landscape, but it can be done (for best results, wait until fall through early spring). 2. Pre-irrigate the planting hole and allow it to drain. 3. Carefully follow the planting instructions above. 4. Upon completion, apply 2-4 inches of organic mulch around the root zone of each plant (away from the crown). 5. Avoid watering during the heat of the day, and avoid overhead watering; prolonged leaf wetting can promote disease. 6. Provide temporary shade to the most sensitive species to reduce the stress of exposure to direct sun. 7. Do not allow the root ball to dry out; water 1-3 times a week by thoroughly soaking the soil. Infrequent, deep soaking is preferable to short, frequent waterings.

Then you may be interested in the free residential security checks provided by the La Habra Police Department. This service is staffed by uniformed police department volunteers who will come out, in a marked City vehicle, to check on your residence. They will check to make sure windows and doors are locked and undamaged while you are away. If, by chance, a burglary does occur at your residence while you're gone, the individual that you specify as your emergency contact will be notified. This service is intended to provide peace of mind for those that need to be away from their home for an extended period of time. However, please be aware that house checks are not

Despite the heavy rains of the past winter, the drought is still part of our lives, and conserving water is still necessary. With that in mind, the City of La Habra recently completed a renovation of a median island on Lambert Road. The project involved the removal of all turf grass, which was replaced with river rock and drought tolerant plants. The plants used on the island are Lantana (white and purple), Callistemon (Little John variety), Poker Plant (a California native), daylilies (red, orange, and yellow), and rosemary. This project, funded through the La Habra Utility Authority and a rebate from the Municipal Water District of Orange County, converted 7,775 square feet of turf and is expected to save the City 312,600 gallons of water each year. The cost of the project totaled $24,785. With the rebate of $7,775, the total cost to the La Habra Water Authority was $17,010. See page 8 for more information on drought tolerant plants.

Are You Prep a red Fo r An Emerg e nc y? Recent major earthquakes in Japan, Haiti, Chile, and Northern Baja California should serve as a reminder to all of us that a significant earthquake in southern California is always a possibility. While earthquakes are something we should be concerned about, they are not the only type of disaster event that should be considered. The Freeway Complex Fire in 2007 and the pipeline explosion in San Bruno, Northern California are other examples of disasters that could occur in our community. Are You Prepared? Do you have a plan for your home, work and places in between? How will you communicate with your family if you are separated? As we have seen in all of these disasters, government resources are overwhelmed for the first three to five days. Do you have sufficient provisions to sustain your family for three to five days? Are you prepared to deal with

injuries that might be sustained? You should have a comprehensive emergency plan for your home and work. Fortunately, there are many resources available to assist you to become prepared. The state of California has developed a website that can be found at www.myhazards.calema.ca.gov that will provide you with earthquake, flood, fire and tsunami hazard information specific to any location within California. Hazard elimination in your home and workplace is also important. Conduct a safety assessment of your home and worksite to eliminate or mitigate existing hazards as best you can. Next, build an emergency plan. That plan might include such things as an evacuation plan and assembly plan. Communications will be a critical part of your emergency plan. You should also include copies of essential documents, medical records, etc. and should be familiar with any emergency planning that will impact your planning such as a school or child care center’s plan and procedures and any other factors that may affect your planning efforts. continued >>>>

Don’t forget about essential medications and care for your household pets. Once again, there are many resources available to assist you in this effort. Finally, you should educate, drill and occasionally exercise your plan. A drill could be a late night or early morning family evacuation and assembly drill. An exercise might be an evacuation drill coupled with contact with your out of area contact, and the preparation of a disaster ready meal using only the supplies found in your emergency kit. The City of La Habra’s mission is to improve the quality of life in our community. Some recent highlights that contributed to this mission are: ✔ Installed drought-tolerant plants and a dry-river bed in the street median on Lambert Road, east of Idaho Street, using grant funding for water conservation (see page 11). ✔ Welcomed six new properties on Chestnut Street, north of Whittier Boulevard, into the City through annexation. ✔ Conducted a telephone survey of 400 residents as part of the General Plan Update process.

✔ Held a Town Hall meeting on March 2, 2011, to present and discuss activities relating to Community Services and Public Works programs. ✔ Received funding in the amount of $87,700 from the Highway Safety Improvement Program to install 10 self-contained solar-powered electronic school radar speed feedback signs in various school zones. ✔ Purchased 360 shares of Cal Domestic Water Company from Chevron, which will help stabilize water rates in the future. ✔ Completed the installation of new internally illuminated LED street name signs at intersections throughout the City, utilizing federal Energy Efficiency and Conservation Block Grant (EECBG) funds.

If you want to volunteer your time and service to the community, the La Habra Police Department’s Radio Patrol program may be perfect for you! Radio Patrol consists of men and women who serve as uniformed volunteers helping to make the community a safer place to live. Some of the duties include assisting with traffic control, helping out during unforeseen events such as power outages, and reporting suspicious activities witnessed when out on patrol.

FRIDAY AFTERNOON BINGO The La Habra Senior Citizens’ Club hosts bingo each Friday from 1:00 to 4:00 p.m. at the La Habra Clubhouse, 200 W. Greenwood. Admission is 50 cents. Donuts and coffee are served. The group also holds potlucks several times a year. All seniors are welcome to participate.

CSS “Movie of the Month” All CSS lunch participants are invited to stay late on the fourth Thursday of each month to enjoy a movie. Popcorn and other snacks are served during the movie. There is no charge for this activity, so why not check it out!
